NOTICE INVITING QUOTATIONS
This Notice Inviting Quotation is issued to invite quotations from the interested parties
for supply of different Agricultural Machineries. The following time schedule given
below shall be adhered to.
1. Issue of Notice Inviting Quotation : 18.09.2017

NOTICE
The Superintendent Engineer, Agriculture, Government of Sikkim, invites Quotations
from manufacturers/authorized firms of following Agricultural Machineries as mentioned
at Annexure-1, in two bid system i.e. (i) Technical Bid and (ii) Price Bid, over a valid
period of one year from the date of acceptance of prices/ notification. Interested
manufacturers/ authorized firms are requested to submit their Bids in sealed envelope,
super scribing the details on the envelope. Copy of detailed T&C of Quotation can be
obtained during office working hours as per the Schedule of Bidding process mentioned
by paying non-refundable fee of Rs.4,000/- (Rupees Four Thousand) only in the form of
Bank Draft drawn in favour of “Additional Director of Accounts, Agriculture Department,
Krishi Bhawan, Tadong”, payable at Gangtok. The Bidder who chooses to download Bid
document from website must submit the above said Bank Draft in a separate envelope
along with Technical bid. Opening of the Bids shall be conducted at the Conference Hall
of SAMETI building, ICAR Complex, Tadong, by the designated committee in presence
of the Bidders/ authorized representatives. For any query or clarification a pre-bid
conference will be held as mentioned in the Schedule of Bidding process at the same
venue mentioned above.

A. INTRODUCTION
In order to facilitate procurement of agricultural machineries, listed along with
specification at Annexure-I, as per provision under different schemes, by the
Department of Agriculture, The Superintendent Engineer Agriculture, Government
of Sikkim, on behalf of the Department of Agriculture, Government of Sikkim, invites
Quotations from manufacturers/ authorized firms, who will be called “Bidder”
hereafter, over a valid period of one year from the date of acceptance of prices/
notification, as per detail terms and conditions, mentioned in the document for Notice
Inviting Quotation.
B. SCHEDULE OF BIDDING PROCESS.
The following Schedule shall be adhered to:

C: Instructions to Bidders:
Bid for each machinery shall be submitted separately
1.1 Separate Bid for each machinery in a sealed packet, super scribing as “Technical
Bid for __________ (name of machinery)” with detail address of the bidder shall be
submitted, comprising following contents inside the packet:-
1.2. Original Bank Draft for an amount of Rs.4000/- (Rupees Four Thousand) only,
drawn in favor of “Additional Director of Accounts, Agriculture Department, Krishi
Bhawan, Tadong”, payable at Gangtok, in case of Bid document downloaded from
the websites.
1.3. Copy of this Detailed Terms & Conditions of quotation with bidder’s signature in
each & every page.
1.4. Name & Registered address of the Bidder.
1.5. Name of contact person with Phone Number, Mobile Number, Fax Numbers and
Email address.
1.6. “SPECIFICATION QUOTE” duly filled up in prescribed format at Annexure-II
1.7. Registration number of the Manufacturer (attested copy of the manufacturing
license to be enclosed)
1.8. In case of authorized firms they have to submit a consent letter from the
manufacturer that the offered machinery will be made available to the same
authorized firm to accomplish the consignment.
1.9. Whether has ISO certification or not. (If yes attested copy of the certificate to be
enclosed)
1.10. Annual production capacity of the particular machinery for which bid is submitted.
1.11. Details of dealers’ network and after-sale service stations in the state of Sikkim.
1.12. Detail technical literature/ catalogue of the machinery, for which bid is submitted.
1.13. Valid BIS certificate and detail test report against the particular machinery as
mentioned against each machinery in the column 4, of Annexure-I
1.14. Duly notarized declaration as per Performa furnished at Annexure-IV, hereto, on
Rs.100/- Non Judicial Stamp paper.
1.15. GST no. (attested copy of registration certificate to be enclosed)
1.16. PAN No. (attested copy of PAN card to be enclosed).
1.17. Audited accounts balance sheets by Chartered Accountant for the year 2014-15,
2015- 16&2016-17 (attested copies to be enclosed)
1.18. A sealed packet of Financial bid for the machinery super scribing “Financial Bid for
__________ (name of machinery)” with bidder’s name & address and containing
“PRICE QOUTE”, duly filled up in prescribed format at Annexure-III, shall be
submitted inside the main sealed packet but without spiral binding.
2. Bidder shall submit offer addressing the Superintendent Engineer, Agriculture,
Government of Sikkim, on behalf of the Department of FSAD.
3. All the information shall be duly, properly and exhaustively filled in.
4. All corrections if any must be signed by the bidder before submission itself. For Filing
faulty or incomplete or illegible information, the offer is liable for rejection.
5. At the time of verification of offers, the original documents should be produced for
verification if called for.
6. Offers from the bidder shall be in English language.
7. The offers shall be typed or written in ink. Offers written by pencil shall not be
accepted.
8. The bidder shall sign on each and every page of documents furnished in the bid.
9. The authorized signatory representing the bidder who is signing on the bid
documents shall attach a copy of authorization from the appropriate authority.
10. Representative participating in the opening of bid shall attach a copy of
authorization from the appropriate authority.
11. Additional specifications & features if any which the bidder likes to highlight may be
mentioned in the bidding document. Leaflets/pamphlets/literatures showing

12. Offered farm equipments/implements/machineries should have warranty for a period
of not less than 1year from the date of delivery to the beneficiaries.
13. The Bid opening committee of Agriculture Department, Government of Sikkim will
evaluate the bids.
14 Price of the each individual model of the offered Farm machineries/equipments
shall be included with the cost of all accessories & tools (name of accessories &
tools with quantity should be mentioned specifically). Bidders should quote their
rates in both figures and words F.O.R., (as mentioned in the tender form) inclusive
of all taxes and all other charges.
15. Department/farmer(s) may order for testing/verification of performance of the
equipment before receipt/ delivery. The testing will be done at the cost of the
supplier. The department/ farmer(s) may reject the offered goods/equipments, if not
found satisfactory in any manners.
16. Any officer of the Department, authorized by the Government, may visit the factory
of the manufacturer prior to enlisting bidder in the approved short list or any time
even after enlisting in the short list. Any deviation found during the factory visit may
lead to de-list the said manufacturer from the approved list.
17. The department reserves the right to reject all the offers received from the
participants/bidder and to cancel the tender process at any time without showing
any reason to the affected Bidder or Bidders.
18. Post tender offer and conditional offer will not be entertained.
19. In case of any legal disputes and litigations arising out of this quotations notice, the
matter will be heard and settled in the court of law at Gangtok only.
20. Disagreement/failure of any or all of the required conditions mentioned above may
entail disqualification of the Bid offered.
D. Eligibility Conditions for Participant
1. The participant(s) shall purely be a manufacturer/ authorized firm of quoted
Agricultural Machineries.
2. In case, the Technical bid is found not satisfactory by the technical evaluation
committee, the offer will be summarily rejected and Financial Bid shall not be
opened.
3. The manufacturers/ authorized firms whose products were not found satisfactory
in the past supplies to the department/ farmers or quality/ specification of products
are under any dispute/ litigation will not be included in the short list of successful
participants.
E. Mode of Implementation of the schemes
a) Farm machineries and implements will be procured by farmer(s) as per their
choice, with assistance to be provided by the Department, among the brands and
models to be empanelled or selected by the Department from the participants of
this Tender Notice.
b) Selected farmer/farmers will submit their share (if at all) based on the rates in
their respective district HQ in the form of Bank Draft to the company/dealer
during the time of delivery of the machine. The subsidy amount given by the
Government will be loaded in the card issued by the department for the purpose
of subsidy transfer only. On receipt of the name of brand/model chosen by the
farmer/ farmers and farmers contribution, Department will place supply orders to
the selected firms.
c) Suppliers should deliver ordered items to the farmers in the presence of district
officials at their respective district HQ. If the suppliers do not have any sub-
agent/outlet in the district HQ other than Gangtok, they should deliver materials
to the beneficiaries at any place in the district HQ and time arranged by the
departments/district officials. Farmers in the districts other than Gangtok may
also purchase their chosen items from dealers’ outlets at Gangtok with the
approved rates at Gangtok as per their convenience.
d) If the beneficiaries insist demonstration on operation / performance of items to be
purchased, supplier should do to satisfy their customers.
