1. Introduction – Purpose ThisMulti-YearTrainingandExercisePlanwasdevelopedbytheEmergencyManagementLeadershipGrouptoguideanddocumentthetrainingandexerciseplanoftheEmergencyManagementProgramatUMassBoston.Prioritiesdefinedinthisplanarelinkedtocorrespondingcorecapabilities,andarationalebasedonexistingstrategicguidance,threatassessments,orcorrectiveactionsfrompreviousexercises.Thisplanidentifiesthetrainingandexercisesthatwillhelpthecampusbuildandsustainthecorecapabilitiesrequiredforcampusresilience.
2.PlanPrioritiesThisplanechoestheoverarchingprioritiesofthecampusEOP:ProtectionofLife,IncidentStabilization,Clear,RegularCommunication,FocusonAccessandFunctionalNeeds,andProtectionofResources,Facilities,andtheNaturalEnvironment.Theprioritieslistedbelowaddressspecificplanningneedsrelativetotrainingandexercises.
Priority1:StrengthenAll-HazardsResponseCapabilitiesEnsureintegrated,efficient,andNIMS-compliantemergencyresponsecapabilitiesforawiderangeofhazardsbyfocusingonincidentcommandandEOCfunctions,whereverpossibleworkingwithneighbors,communitypartnersandfirstrespondersandinawaythatisinclusiveofpeoplewithaccessandfunctionalneedsaswellasspecificpopulationsincludinginternationaltravelersparticipatingincampustravelandmembersofourdiversecampuscommunity.

HazardAnalysisandEnterpriseRiskAssessmentTheEmergencyManagementProgramespousesanall-hazardsapproachthatisinformedbyanawarenessofrelevanthazardsandrisks.TheabovelistswereassessedbytheEmergencyManagementLeadershipGroupaspartoftheMulti-YearTrainingandExercisePlandevelopmentprocesstohelpguidetrainingandexercisetopicsandinferappropriatecorecapabilitieswiththeunderstandingthatcapabilitiesdevelopedtoprepareforonehazardarelikelytoprovideresiliencegenerally.Inthe2014FEMA-approvedUMassBostonHazardMitigationPlan,thefollowingnaturalandhuman-causedhazardswereidentifiedandrankedbyconsultantgroupWoodardandCurran,specialistsinhazardriskassessment.Thesehazardlistsandrankingsweredevelopedwithinputfromcampusresponsedepartments,communitymembersandotherstakeholders.

ExternalTrainingStandardsTherearedifferentlevelsoftrainingrequiredbyUMassBostonemployeesandstudents.TheU.S.DepartmentofEducationhaspostedstandards,recommendingthatinordertofulfillNationalIncidentManagementSystemrequirements,schoolsandinstitutionsofhighereducation(IHE)shoulddeterminewhatpersonnelneedtoreceiveincidentcommandsystem(ICS)andNIMStrainingbasedontheirrole(s)intheoverallemergencymanagementprogram.InaccordancewithU.S.DepartmentofEducationguidance,certain“keypersonnel”arerequiredtocompletethefollowingsixcoursesinorderforanindividualororganizationtobeconsideredNIMScompliant:1)IS-100AnIntroductiontotheIncidentCommandSystem,2)IS-200ICSforSingleResourcesandInitialActionIncidents,3)IS-700NIMS,AnIntroduction,4)IS-800.BNationalResponseFramework,AnIntroduction,5)ICS-300IntermediateICSforExpandingIncidents,and6)ICS-400AdvancedIncidentCommand.Inaddition,theU.S.DepartmentofEducationrecommendsthatExecutiveLeadersalsoconsidertakingG-402IncidentCommandSystem(ICS)OverviewforExecutive/SeniorOfficials.

TheEmergencyManagementAccreditationProgramStandardrequiresthatEmergencyManagementProgrampersonnelreceivetrainingonitsincidentmanagementsystem.SpecificEMAPrequirementsareasfollows:
4.9.1TheEmergencyManagementProgramhasatrainingprogramcomposedoftrainingneedsassessment,curriculum,courseevaluations,andrecordsoftraining.ThetrainingneedsassessmentaddressesallpersonnelwithresponsibilitiesintheEmergencyManagementProgram,includingkeypublicofficials.TheEmergencyManagementProgramhasamethodandscheduleforevaluation,maintenance,andrevisionofitstrainingneedsassessmentandtrainingprogram.4.9.2Trainingisregularlyscheduledandconductedinconjunctionwiththeoverallgoalsandobjectivesofthetrainingprogram.Trainingisbasedonthetrainingneedsassessment,internalandexternalrequirements,andmandatesandaddressesdeficienciesidentifiedinthecorrectiveactionprocess.4.9.3Emergencypersonnelreceiveandmaintaintrainingconsistentwiththeircurrentandpotentialresponsibilities.SpecializedtrainingrelatedtothehazardsidentifiedinStandard4.1.1isincludedinthetrainingprogram.4.9.4Recordsaremaintainedforthetrainingprogramincludingnamesofthosewhoreceivedtrainingandthetypesoftrainingplannedandconducted.Thelengthoftimetrainingrecordswillbemaintainedisspecifiedinthetrainingprogram.
4.Multi-YearPlanFollowingtheHomelandSecurityExerciseEvaluationProgramguidelines,thisplansuggestsaprogressionfromdiscussion-basedtooperations-basedexercises.
