Cooperation is a long distance race
Before CBUC (1991)
• Coordination between libraries with the same ILS software (VTLS)
CBUC creation (1996)
• Aim: to make the union catalogue of the public universities of Catalonia
Growth and expansion (1998-2009)
• Around the mission of improving library services through cooperation
• New services: ILL, licensing…
• New members:
– private ant university libraries of Valencia and Mallorca
– special libraries of Catalonia
Economic crisis 2010-2013
• How maintain our licenses
• Change of formula
CBUC + Cesca = CSUC (2014-...)
• CBUC was merged with a supercomputing consortium to form CSUC: a new
consortium to provide services to universities
• Now, CBUC is the division of the CSUC for Libraries, Information &
Documentation
Cooperation is not easy
The reasons to cooperate
• To save money (licensing)
• To save human efforts (RDM)
• To create new services (union catalogue)
But, to cooperate is not a panacea
• It takes time and resources
• You need shared needs and a strong leadership
• Share is arriving at deals about how work (and pay) together
• CBUC mission: improve library services through cooperation

Off-campus shared storage: main characteristics
Objectives
• To store and preserve low-use documents, ensuring its future accessibility
when a library patron requires them
• To release room for books and to convert it into room for patrons in our
current libraries
Location: remote storage, distances from the main campus vary from
1 to 150 km.
Storage: high-density library storage
Spaces distribution: Most of the space to keep materials, but also
areas to process documents and reading rooms for users.
80-70% for cooperative collection
• Collective ownership
• Conditional bailment: institutions can’t recover their documents if GEPA
can’t find the same document among the other institutions.
• and CBUC assumes the cost (storage and maintenance)
20-30% for proprietary collection
• The library maintains the property, determines conditions for use,
• and pays the cost (storage and maintenance)

CSUC digital library in 2015 (licensing)
Consists of 18.600 journals, 18.000 ebooks and 22 databases:

• approx. 8,5 M€, mainly from Catalan universities’ budgets
In the last years:
No new deals, but no cancellations either
• Elsevier, Springer, Wiley renewals inside the Spanish consortia framework
RSC Gold: first Gold OA experience as a consortium
New allocation costs formula for e-journals:
• 80% related to usage
• 5-year transition
• Different impacts on members

Selection criteria
• Multidisciplinary interest
– Big e-journal/e-book publishers’ portfolio (usually, already subscribed by several CSUC
members)
– A few core databases in specific subjects
The keys of licensing:
• Agree a formula to share costs
• The size of the agreement
Next challenge: e- books
Negotiations for framework and national licenses
• When the economic downturn has been higher, we’ve reached two important
deals with Wiley, and Springer and SCOAP3
– conditions are the same for all, but each regional consortia pays separately
• Licensing for specialized publishers are done separately al consortium level
• 2016 we been working in a deal with Elsevier 2016-2020

Our Long March
25 years working together around ILS• Catalan university libraries informally decided to use the same ILS (VTLS):
1990-94– not without effort
– not without indirect help of universities department of the Catalan government
• CCUC creation: 1991-95 and 1995-96
• The joint decision to change to an ILS of new generation: 2002
• Shared tender (Millennium, SFX & MetaLib): 2005
• Centralized installation of different databases in the same computer, managed centrally (2007)
Why a new change?• For technological reasons (big technological changes since 2005)
– From ILS to platforms for services (Marshall Breeding) + Discovery tools + Cloud computing (SaaS)
• For economic reasons– We will not have more staff, so we need to reduce the staff dedication to classical
routines in order to move them to new services
• For service reasons – To offer to the users a single box to search
– To search over all the collection (print books, journal articles and digital objects in repositories)
– If we transform the actual different collections in a unique one, our services will be more attractive and powerful

25 years working together around ILS• Catalan university libraries unofficially decided to use the same ILS
(VTLS): 1990-94
• CCUC creation: 1991-95 and 1995-96

• Centralized installation of different databases in the same computer, managed centrally (2007)
We established a 3 years (2012-2014) objectives:• A unique system, cataloguing once, able to search all the library
resources, flexible to grow, interoperable with other Systems and easy to build new services upon.
• In order to have that system, we need:
– A unique DDBB
– A single search box for all the library resources
– A more flexible computer architecture
