What we have done in collaboration with Intel is to create a rate card and job catalogue.
This allows you to select a position, bill rate and timeframe to get a approximate budget

team will work with you to create a position description and perform research on the

for Temporary worker. Once the job posting is submitted it will be routed to the correct

SOW - you will fill out the Request form in CWOS which will be routed to the appropriate
local rep who will contact you to discuss

What is the expected time from entering the

The KellyOCG teams are managed to stringent response times. Unlike many "single point of
contact" programs, our teams constantly work through the group email box. Doing so
enables us to provide a consistant experience for the client. Depending on the type and
timing of an inquiry sent to the email box, responses will likely be within 4 hours and
always within 24 hours

How do we get visibility into CW rates for

All job posting templates will be associated to market rates for that template right in
CWOS. As you start to create your position, you would choose your template and also
choose your location. The market rate associated to that template will then populate. If
you only needed to see the rate, you could then cancel/delete the draft position.

This is a supplier funded program, thus the suppliers are responsible for any MSP fees. The
suppliers understand that they will pay a fee which is reduced from the total bill rate when

funded?
Supplier funded means that program expenses are funded through a small, negotiated
margin percentage which is deducted from the billing of each assignment before payment
is made to the supplier.

Yes, depending on the amount of time a CW has been on assignment, there is the potential
to have a conversion fee apply when converting to BB (this includes ICE). Please check with

What happens if the CW needs to move to work

compliant with the Intel policies. CWs can move to another sponsor in the same group but

For SA CWs, each CW has a bill rate per hour associated with them. There is no need to

If a CW asks you about their assignment, please direct them to their Supplier. If the

While the TalentSource office will do our best to support the process, the Intel Sponsor
would own responsibility for the transition. Speak with your Intel HR rep for further

timeline and if there are any conversion fees that will be associated.
InvoicingIf a timesheet does not get accepted,
what happens then?
If timesheets get rejected for any reason, the Talentsource team will take on any
resolutions for the rejected time sheet.

For SA CWs - The TalentSource program will bill Intel weekly for all approved timecards
from the previous week. Please remember this is for SA CW spend. For SOW milestone
invoicing these are billed monthly once the supplier has entered the milestone and it is

If there is one consolidated invoice to
Intel, how is the expense allocated back
to the cost center? Is there any visibility
to finance for backup to charging?
The consolidated invoice goes straight to Procurement and is put though the non PO
process (TIDE). The invoice does have the individual cost centers and your finance
department will allocate back to those cost centers. If you have further questions on this
process, please reach out to your local CSP representative.

If we have work that needs to be split between
multiple cost centers, is the CWOS tool set up
to bill more than one cost center? Is that
approved in the tool?
The CWOS tool was designed to bill to multiple cost centers if needed. The spending for
each cost center will follow the normal approval routing and be routed to the cost center
owner for approvals. Any extensions or need to add funds will also route through the same
process. In addtiion you can allocate the assignment to multiple cost centers at the time of
extension.
Invoicing Will the supplier name be on the invoice?
No, the indvidual suppliers working through the TalentSource invoice will only be listed in
the CWOS tool. All invoicing will be done to KellyOCG and then KellyOCG will reimburse the
supplier separately.
Invoicing For India and Malaysia, will Invoicing be from
Talentsource or the supplier?
Suppliers in India will invoice Intel directly. Suppliers from Malaysia, Taiwan and Japan will
be paid by KellyOCG with Intel paying a consolidated invoice validated directly by each
supplier.

in the past there was always a problem that at
the end of each quarter invoices did not arrive
on time. How will KellyOCG accommodate /
alleviate this?
There are streamlined and consistent timings and guidelines put in place for invoices to be
supplied to Intel. In addition, many delays under previous processes have resulted from a
lack of funds or time on a purchase order. The TalentSource team supports a more
proactive resolution in requesting and approving additional funds on open CW activities.
Invoicing Once the sponsor approves the timesheet do
we need to check this against the invoice, etc?
No, as you already have approval for budget, your task is to check and approve the
timesheets submitted.
Legal Are you also responsible/taking care of
local legal compliance on each country ?
TalentSource is aligned to local legal requirements and manages compliance as
appropriate for each country. Specifics are determined at the local program level.

MRUNDA/RUNDA Process for Intel
KellyOCG has a sub-section of their approved suppliers that have an MRUNDA in place with
Intel. These suppliers would support those positions that require this type of designation
and are managed through the CWOS tool. While the TalentSource office will do our best to
support the process, the Intel Sponsor would own responsibility for working with Intel
Legal on any additional items needed to go along with the MRUNDA. KellyOCG will
facilitiate the Supplier signature.

What is the process if you have already
identified a resource for the role you
need to fill? (Pre-ID Candidates/Payroll)
Intel has a strict no pre-ID policy in place. To maintain compliance with Intel HR policy, all
positions will be competitively bid. If the resource is able to find their way into to the
system through an approved TalentSource supplier, then they will be vetted along with
other candidates for an appropriate match to the position. More information on the HR

Will I get notified if my CW is coming up on
their end date?
Yes, the CWOS tool will send out multiple notices starting about 45 days out from the
current end date of the CW. The PMO office will also contact you several times prior to the
end of the assignment to see if you will need to extend.

The time to hire outlined is very short for
some countries within the GAR region.
At the moment sourcing takes a while
longer AND candidates are hard to find
for specific roles. 10-12 working days
may not be realistic given current
experience in these countries.
While it is a goal to target 10-12 day throughput time in the sourcing and onboarding of
CW, we acknowledge that longer cycle times may occur. The TalentSource team can
support full transparency to our sponsors to set expectations correctly on FDO completion
and other issues which may delay a CW start.

The Talentsource team will work with our supplier partners to target a fill for each and

A Work Order Revision (WOR) is done every time funds need to be added to the
assignment and are routed to the appropriate approval channels based on spend/amount.

your TalentSource representative to determine the best schedule for your WORs.

remotely should be discussed ahead of time with your current TalentSource contact

Any interviews whether in-person or phone screen will add to the timeline of filling your
position. Phone screens are shorter and easier to accomodate rather than face to face

There will be regular updates provided to each of our Sponsors on the status of each
requisition. At a higher level, the lifecycle for the sourcing process will be tracked via SLAs

Your TalentSource Rep will help you understand the exact process. However, at a high
level you will use CWOS to creat a job posting (requisition). The technology will walk you
through several steps that guide you to provide us with critical information. Once you
submit the request, the program team will review the information, verify with you, help
get approvals and distribute the request to a set of suppliers. The distribution depends on
skillset needed and geography. Suppliers begin submitting candidates, which we will
evaluate and shortlist. You will receive an email asking you to review the candidates in
CWOS. After review you can decide to interview or not and then recommend the
appropriate candidate to fill the role. While the program team is responsible for the final
selection of the candidate, normally the manager's recommendation is the final choice

No, the sponsor supplies the rankings to the Talentsource team who selects the candidate
for the role based on the rankings supplied by the Sponsor. It is Intel's policy to negate co-
employment risks that the Sponsor ranks preference rather than selects from the
candidate pool.

Please provide more detail about how
you pre-screen and rank candidates?
As each Job Seeker is submitted, the Program Team determines whether the individual has
the basic skills and experience required for the role. We assess the quality of candidates
being submitted and rate the the submittal based on alignment to position requirements,
qualifications, and other identified critical elements. Based on the assessment of each Job
Seeker, the Program Team uses a 5-Star Rating scale to document the results of the
assessment. Using these ratings, we shortlist a select number of candidates. The length of
time allowed for shortlisting and the number of job seekers shortlisted varies by skill set.

Yes, you can request to technical screen any of the candidates prior to an offer.

candidates before we have a chance to

Many of the TalentSource VM Specialists that you will work with day to day have been
recruiters themselves and fully undestand how to review the full picture and not shortlist
based on price. If these is a business need for you to see every resume rather than receive
our shortlist, you can work with your TalentSource Rep to facilitate this.

In some cases it is hard to get talent for a
certain price, if we need to go above an
approved budget do we need to go through the
whole process?
The process is designed to test our suppliers competitively at a maximum bill rate for each
Job Posting. Should it be deemed necessary to increase the bill rate to ensure greater
quality or quantity of candidate, the TalentSource team can guide through next steps and
approvals.

match what I am looking for?
The catalogue will encompass 95% of the needs, if your need falls outside of a template,
than the TalentSource team will work with CSP and the sponsor to be able to customise a
template to suit your needs.
Reporting What dashboards will be in place to
monitor and drive Kelly performance?
CWOS provides an array of reports that will be leveraged to monitor
performance. Managers will have access to pre-defined reporting in the tool. A
dashboard also provides key management metrics.
Reporting For CW headcount tracking purpose, can these
be tracked in the CWOS tool?
All CW activity can be tracked in the CWOS tool. Intel Sponsors have full access to their
CW assignments and reporting in the CWOS tool.

The headcount/CC tracking is specific to CW labor only and is for informational purposes. It

The CWOS tool receives data updates direct from Intel and has the ability to show
historical data on all workers for tenure tracking. It will also report on analytical data.

automatically upon the completion of the CW assignment.
Scope Does this program also apply to Business
Education Compact (BEC) students?
TalentSource adopted the Student Worker Program for Intel (formerly through BEC) in
2015. All Student Workers are considered SA CWs and the process is identical to the
regular CW program with exceptions of using specific Student Worker roles (High School,
College) and special working rules for CWs. Contact your TalentSource rep for additional
information. Please note, that the Student worker program is differenr and separate from
the Intel Intern Program

We do have Service Level Agreements (SLAs) in place. Our goal is to move through the
process as quickly as possible with getting job postings approved within a couple of days,
the position out to our suppliers within 4 hours of the job posting being approved, getting
the resume of the right candidate into your hands within 2-5 business days for interviews,
and an offer out between 3-5 (depending onthe Sponsor's availability for technical
screens). Once the screens are complete and the offer goes out, we look for all of the FDO
activities / background check to be completed within 7-10 business days.

one if not performing? Do you support
shadow resource ?
The replacement timing SLA is the same as initial requisition SLA. We do not support
shadow resource or backup resources through the program

The process for invoicing and payment is done weekly and dependent on timecards and
expenses being approve in a timely fashion. TalentSource will follow up weekly on any

Due to the vendor neutral spirit of the program, we typically do not post the preferred
supplier list. However, if there is a specific supplier you are interested in, please send a
note to the TalentSource Team and we would be happy to research it for you.

Is there an bility to negotiate pricing for CWs
that will that include options for medical, paid
time off, etc.?
Staff Augmentation CWs are employees of the Supplier and we are not at liberty to
negotiate what benefits a Supplier provides. All pricing negotiations are for the final bill
rate to Intel only. What the Supplier uses their remittance for is outside the negotiation
(i.e. how much they pay the worker, what benefits, if any, theworker receives, etc.)

an approved vendor through Kelly?
Companies that are interested in becoming a Supplier to the TalentSource program should
be referred to your local TalentSource representative. These companies will be noted and
could receive a potential invitation to the program if service gaps are revealed in the
program metrics.

Niche CW agencies often have the best
talent in very specific areas of work. They
also can be process/program-phobic and
decline to participate in these types of
programs. Will we lose acess to that top
talent or is there an alternate path? We
would not likely get the same caliber of
candidates from any other supplier.
The TalentSource program partners with the existing approved suppliers in the program to
fill the niche skills that are required. If a gap is determined, the TalentSource team would
look to other agencies to vet and bring on to fill those gaps. If you would like to refer a
supplier for consideration, you can email the TalentSource team.

Does it cost the suppliers to be part of
the Talent source? What is the impact to
them?
Yes, the suppliers will be charged a nominal fee to participate in the program. The fee is
deducted from the rate during the payment process. The value to them is increased
efficiency, standardization, and opportunity to participate in additional programs (based
on their performance).
Supplier How extensive is KellyOCG's supplier
network in India?
KellyOCG has been doing business in India for many years and does support other global
customers with locations there. KOCG brings a network of over 70 suppliers to the table
and will begin by working with 7 of the current suppliers that Intel India works with today.

Will TalentSource use a specific set of
suppliers or do we make suppliers
available?
Suppliers will be identified by skill set and geographical location. In defining the supply
base we will ensure that all needs are appropriately covered. This may change with the
needs for Intel and the program will adjust accordingly. Suppliers are managed to perform
to specific standards.

If we have several CW requirements, can
we put a requirement that all CWs should
be from one agency. Getting CWs from
one agency is particularly useful when we
want to offload specific work as a
package.
For Staff Augmentation, no, we would send to all of our supplier for the best talent. For
project scopr or package type work, this type of requirement might be better serviced as
an outsource or SOW
agreement. You can contact TalentSource for more information on our solutions.
Supplier Will we be able to view the suppliers for
each CW?
While the procurement process is vendor neutral, you will be able to see the supplier
name once the CW has started the assignment.

Suppliers charge Intel for relocation costs
for talent sourced from outside of
Malaysia. How will this be catered for
within Fieldglass?
Should extra budget be necessary to reimburse suppliers for non-hourly/-monthly items,
Fieldglass has the ability to create misc invoices to cover these additional outlays after the
budget has been approved on the Job Posting. In most cases, however, we expect our
supplier partners to offer CW candidates at a bill rate which includes all associated fees,
wages and extras. Items which cannot be absorbed into the rate by suppliers must be
clearly disclosed on the Job Posting
for stakeholder review and approval.

Is there a way to control how much the
supplier is getting from the rate and how
much the contractor gets?
The TalentSource program has been constructed to approach suppliers with a maximum
acceptable bill rate in mind. We expect our supplier partners to bid CW candidates at or
below that maximum rate with a fully loaded rate, inclusive of all fees. Currently
TalentSource does not manage a CW pay structure in this model.

Will you ensure that each supplier you source
CWs through has already executed a contract
and a corp level RSNDA?
Yes, as part of the supplier onboarding process, we ensure all contracts are properly
executed. In order to receive requisitions and submit candidates, a supplier must be
onboarded.

Do you meet with the suppliers regularly to
provide feedback on the quality of CWs or other
information needed about job postings?
Yes, we provide updates to our suppliers weekly on the current status of all positions For
quality, we rely on feedback from the Intel manager who is reviewing the potential
candidates so that we can assess whether or not the suppliers are providing the best talent
for the role.

Attrition within India requires a transition
time (Handover period) in which the bill
rate for the transitioning CW is usually $0

The TalentSource program office requires all CW, including replacements and transition
CW, must be on a valid Work Order with all FDO activities completed as necessary. The
program office will build the Work Order to include the "buffer week" at a no-cost rate to
Intel into the valid Work Order

workforce program. Typical responsibilities of an MSP include overall program
management, reporting and tracking, supplier selection and management, order
distribution and often consolidated billing.

(VMS)?
An Internet-enabled, often Web-based application that acts as a mechanism for business
to manage and procure staffing services, as well as outside contract or contingent labor
Typical features of a VMS include order distribution, consolidated billing and significant
enhancements in reporting capability over manual systems and processes.

An RFX is a request for services bid. Workers that are procured through an RFX process are
typically billed based on the work they produce or perform as agreed under an SOW often

VMS Will I have a way to provide quantitative or
qualitative feedback for workers/suppliers?Yes, a simple satisfaction survey will be part of the process.
VMS Will there be a job aid constructed for
CWOS?
The TalentSource program office is responsible for training and support of the CWOS tool
for Intel, and will develop and maintain content to ensure tools are available to Sponsors.
VMS What if I experience technical issues with
CWOS?
Raise the issue you are experiencing with your local Talentsource team who will let you
know the correct path for escalation, if required.
VMS How will the CWOS tool manage the current
approval chains?
The CWOS tool is set up to mirror the currently used approval chains, and will replicate
these chains into the tool, eliminating Shopping Cart activities for in-scope CW.
VMS Does CWOS link to the supplier?
CWOS is a collaborative tool which links the buyer (Sponsor) with the seller (supplier) to
engage a CW. TalentSource suppliers will conduct much of their day-to day CW support
activities in Fieldglass. Fieldglass ensures that all parties may only view information in the
tool which is relevant to their role. Eg. suppliers only see what is relevant to them, you
only see what is relevant to you and CWs will only see details on them but not any rates.
VMS In this tool, will it list Kelly OCG as the supplier
or the CW supplier?
The Talentsource Program Team (operated by KellyOCG) will not be the
supplier of any CWs. Once a CW starts their position their supplier name will be visible
However all communications about a CW assignment need to be discussed with
TalentSource. The exception is that Kelly Staffing is a supplier to the program in Malaysia,
but a different and distinct arm of the business from KellyOCG.
VMS Does the CWOS tool handle First Day Office? Currently no. First Day Office is done separately outside the tool
WhatDoes Intel local procurement support this
effort?
Yes, this program has been agreed by all of Intel procurement and is fully supported. We
agree the benefits will be extremely valuable to Intel.
What
I used to identify a candidate from a vendor and
then place an order to recruit them/hire them.
Does this process change?
Yes, you will now use the TalentSource process enabled by Fieldglass to complete this
process. You do not identify a CW ahead of time. Tell us what you need using CWOS tool
and we will walk you through the process. Purchase Orders are no longer needed as all
spend is routed to a cost center and the approval for the spend will be collected directly in
CWOS.
