THE RM3.3 billion Information Tech-nology Outsourcing and Business Pro-cess Outsourcing (IT-BPO) Hub inPenang will generate some 30,000 high-income jobs when it is fully developed
in 10 years.
Chief Minister Lim Guan Eng said inthe rst ve years, about 21,000 high-income jobs would be created.
The fastest-growing sector in the
BPO industry in the country is in bank-ing, nancial services and insurance witha 30% market share followed by manu-facturing (27%), oil and gas (22%), andothers such as retail, logistics, govern-
ment and telecommunications.The outsourcing sector in Malaysia
is targetted to increase at an average rateof 15% in the coming three years interms of revenue, he said at the ground-
breaking ceremony of the IT-BPO Hubin Bayan Lepas recently.

The IT-BPO Hub com-
prises three components - a74- acre IT-BPO Park in
Bayan Lepas, a planneddevelopment of the seven-acre BPO Prime in Bayan
Baru and a 100,000 sq ft ofC r e a t i v e A n i m a t i o nTriggers(CAT) in theGeorge Town heritage en-clave.
Lim said he was informedthe outsourcing industry hadcreated some 50,000 newjobs as of June 2013, addingthat the Multimedia Devel-
opment Corp targets thecreation of at least 85,000jobs by 2017 for the country.
BPO services includecustomer operations, dataprocessing, back ofce ad-ministration, accounting,technical support, transcrip-tion, software development,IT consultancy and disaster
recovery services.He said the global out-
sourcing market was cur-rently worth US$458 billion (aboutRM1.4 trillion) and was expected toreach US$625 billion by 2017.
As the IT-BPO requires basically
talented Malaysians and nearly no for-eign workers, we need to develop and
grow the services sector to make this asuccess.

won for Penang and Malaysia, said.

THE alleged perpetrators behind the pol-lution at Sungai Batu Feringghi have been
identied after the Department of Environ-
ment (DOE), Penang, completed its inves-
tigation papers on Indah Water Konsortium
(IWK) following the incident.Exco member for Local Government,
Traffic Management and Flood Mitiga-
tion Chow Kon Yeow told the press onMarch 3 at Komtar: Penang DOE
briefed the Exco in a meeting on Feb 28and said it had identified the source ofthe pollution.
These include six food premises, IWKsewage treatment plant, laundry service
and car wash centre.
DOE Penang prepared the investigationpapers based on the Environmental Qual-
ity Regulations (Sewage) 2009 and willsubmit it to its Legal Department at the
federal government level.The DOE is under the Natural Resourc-
es and Environment Ministry which isheaded by Datuk Seri G. Palanivel.
Further action will depend on the legal
department, Chow added.In the said brieng, DOE Penang also
pointed out that some of the sources ofpollution are not under its jurisdiction andthey hope the other agencies concerned
will take the necessary action, Chow said.Chow added that the River and Marine
Pollution Taskforce (RMPT) are currentlydoing the mapping of the sources of pol-
lution, locations of any illegal structuresand nature of the source of pollutants.
The RMPT will table its report in the
coming exco meeting.A statewide action plan will then be
drawn up.The respective agencies, whether the
local council or district ofce, will take
action accordingly, he said.Besides this, Chow said Urban Wellbe-
ing, Housing and Local Government Min-
istry had also asked the local councils andother relevant agencies to attend a meeting
in Putrajaya on March 6 on coordinationof the operations on sewerage system andpollution incidences in Batu Feringghi
Beach.Finally, Chow hoped all parties willwork towards a win-win solution to pre-
vent pollution to rivers and seas.I hope there is no interference from
politicians, no excuses from the agencies,fair reporting by the media and no unnec-
essary protests.
We want a win-win solution for thepeople.

PENANG may hold its own when itcomes to satisfying foodies and be
among the top choices for any vaca-
tioner, but one thing the state still lacksis the city status for George Town, oneof the countrys most well known tour-
ist hotspots.
For the past three years, the stategovernment and the Penang Island
Municipal Council (MPPP) have beenappealing to Putrajaya to grant GeorgeTown its city status, and after long last,things seem to be taking a positive
turn.Penang has fullled all the criteria
needed to be granted city status andthe nal green light rests upon thedecision by the Cabinet, said state
exco for Local Government, TrafcManagement and Flood MitigationChow Kon Yeow in a press conferencein Komtar.
In the latest meeting with theHousing and Local Government Min-
istry recently, it was nally agreed that
Penang be granted city status but thishas to be approved by the Cabinetrst, Chow added.
Chow also pointed out that oneparticular area which would greatlybenefit from achieving city status
would be Penangs trafc jam woes.With city status, additional powers
would be given to the state administra-tion to improve trafc management.With this, we would be able to
station more people to monitor trafcow but more importantly, we wouldbe able to better safeguard motoristsand pedestrians alike with more MPPPofcers going around, upholding the
law and effectively issuing compoundsto those who commit trafc offences,Chow said.
George Town was granted city sta-
tus in 1957 by the British government,
but based on a smaller area of jurisdic-
tion from Bagan Jermal in the northand ending somewhere in Air Hitamin the south.
After 1976, area limits in Penangwere restructured, extending the
George Town jurisdiction and combiing all governing bodies througho
Penang under MPPP.This resulted in the loss of Georg
Towns city status and it has not bee
granted since then.

Penang Global Tourism had been invited toparticipate as one of the showcase states ofMalaysia at the ITB.

Tourism Malaysia also hosted a Visit Ma-laysia Year 2014 Evening at the ITB.

CHINA ambassador to Malaysia Huang Huikang sai
the Malaysian authorities are stepping up the approvaprocess for the setting up of a Chinese consul-generoffice in Penang.
An agreement would be signed by the two countrieonce the procedures are cleared, Huang told newsmeafter paying a courtesy visit to Chief Minister Lim GuaEng in Komtar recently.

Huang was appointed ambassador to Malaysia iJanuary.
He replaces Datuk Chai Xi who had served as ambassador for three years.
Huang added that in bilateral trade, Malaysia waChinas number one trading partner in Asean and thsixth largest in the world.
Malaysias bilateral trade with China is expected tgrow to US$200 billion (about RM620 billion) by 202from US$106.8 billion in last year, he said.
Meanwhile, Lim said China was involved in buildinmany infrastructure projects in Penang.
China is not only involved just in the building othe second Penang bridge, but also in the constructioof the 6.5km undersea tunnel connecting TanjunTokong and Gurney Drive on the isl and to Bagan Ajamon the mainland..
The consul-general office will further enhance touism between China and Malaysia, he added.

THE current hot weather did not spare Penang Hill as thepopular tourist destination was recently hit by a spate ofbushres.
Firemen were out in full force to put out the amesand the situation is under control now, said State Secretary
Datuk Farizan Darus.
He added the limited water supply worsened conditions.Penang Fire and Rescue Department director AzmiTamat said his team also had to deal with a bushre inBukit Gambier.
He said they had to use a Bombardier aircraft from theMalaysian Maritime Enforcement Agency as the res oc-
curred mostly on slopes that are hard to access. The aircraftconducted multiple bombings on all affected spots as itscooped 6,000 litres of water each time compare to only
800 litres using re engines.Although the res have subsided, the Fire and Rescue
Department is on its guard in case there is a recurrence.The Penang Hill track is now open to the public.

Bridge (the ofcial name for
the Penang Second Bridge) on
March 1 was a moment of
pride for the state.
But, unfortunately, trafccongestion could pose a prob-
lem in the area now as the
trafc dispersal system for the
new bridge will only be com-
pleted within the next three
years.
The three federal projects
aimed at helping to disperse
the new inux of trafc on the
island, which were supposed
to be completed some time
ago have only just begun con-
struction, said state exco for
Local Government, Traffic
Management and Flood Miti-
gation Chow Kon Yeow at a
press conference a few days
before the bridge opening.
His comments were made
when questions were raised as
to why these federal funded
traffic dispersion projects
were not completed in time forthe opening of the second
bridge.
The estimated cost of the
projects is about RM 1 billion.
Chow said the state can
only conduct trafc observa-
tion and management on the
local scale which basically
only encompasses ne-tuning
trafc light timings at the Tun
Dr Lim Chong Eu Expressway
leading up to the bridge, while
waiting for the federal projects
to be completed.
Chow himself has said that
he will personally be on site
to monitor trafc ow.
Well, it is too late to cry
over spilt milk, as planning for
these trafc dispersal projects
was done outside the knowl-
edge of the state government.
The state will do what it canto mitigate and ease the trafc
situation as best as we can for
as long as we can.
The three federal traffic
dispersal projects include the
construction of an elevated
highway from the bridge to
Persiaran Bayan Indah, ex-
pected to be completed next
year.
The second project involves
linking the bridge to Batu
Maung via a yover and im-
proving traffic flow with a
roundabout, expected to be
done next year.
The nal project is an ele-
vated highway which will be
built from the Penang Intern
tional Airport to Teluk Kum
bar and existing roads wid
ened, which are expected to b
nished in three years time

THE Penang branch of the Malaysian Institute of
Estate Agents (MIEA) has acknowledged thepositive impact of the state adopting new housingrules to prevent a possible property bubble.
These policies include the 10 and five-year
moratorium on the subsequent or secondary saleof low- cost, low-medium cost and affordablehousing respectively; the 3% approval fee forpuchase by foreigners and the 2% approval feeon subsequent or secondary sales within three
years of the principal purchase.Penang state exco for Housing, Town and
Country Planning, Jagdeep Singh Deo welcomedthis acknowledgement and recognition fromMIEA, which caters to 70% of property transac-
tions which constitute the secondary propertymarket.
Our main priority is to ensure local Penangitesare protected, only those deserving and eligiblehave access to such low-cost, low-medium cost
and affordable housing and speculative transac-tions are curbed, he said
MIEA Penang branch has stated that the Pen-ang property market will endure and after someminor adjustments, will continue to remain an
attractive place for investments both locals andforeigners as they know they can enjoy a stableeconomic and political environment which offershealthy returns on not just capital appreciationbut yields as well in the long term.
On a separate matter, Nuwata Sdn Bhd, the
developer of Centrio Avenue in Bukit Gambir,
has settled 43 of the 56 complaints receivedwithin the one-week deadline given.
It was learnt that three complainants wereuncontactable, three were not keen in resolving,six were still in the process of discussions and
one unable to respond due to hospitalisation,
Jagdeep said.
Moreover, Jagdeep has also made it manda-tory for the developer of the Taman Seri Sayangproject in Balik Pulau to submit weekly statusreports on the development as a group of prop-erty buyers made their statement on their 14-year
wait for their houses.

DATUK Keramat assemblymember Jagdeep Singh Deo, who is exco member for Town &Country Planning and Housing, has urged the Education Ministry to expedite works on the newschool building for SJK (T) Ramakrishna.
Taking reporters around the dilapidated building, Jagdeep said funds have been allocated forthe rebuilding.
But when are they going to commence work? he asked, adding that RM3.5 million wasallocated by the federal government in December 2012 and a further RM500,000 added lastJuly 2013.
RM4 million already allocated but nothing has been done, he said.
Right now, the school children are housed in temporary classrooms. It is inconvenient,unsuitable and not conducive.There are 321 primary school children. How can they study in this kind of environment?
he said.
For the sake of the students, in particular their safety and convenience, Jagdeep is going towrite to the Education Minister. He had sent one last May but did not receive a response.

TRUE to their word, the Lions Club of Bayan Barufulfilled a promise they made in 2010 by h anding
over a 4-wheel drive ambulance for all terrains tothe Malaysian Red Crescent Society (MRCS),Penang Branch on Feb 22.
The event was witnessed by Chief Minister LimGuan Eng at Taman Iping, Batu Maung.
I remember clearly that on a similar occasion,Lions Club of Penang Island in District 308 B2 gottogether to raise funds to buy a fully equipp ed all-terrain ambulance which was presented to St. JohnAmbulance, Malaysia for the North-East District,
Lim said.
On that occassion, charter president Datuk GohEng Hoe made a promise to me that Lions Club ofBayan Baru will one day raise enough funds to buyanother one for the South West District.
Today I am happy that this promise is fulfilledin this RM216,765 vehicle. Accidents involvinghikers, cyclists and residents living in the hillyareas occur frequently and I am sure this ambu-lance will help to rush victims for emergency

Traffic Management and Flood MitigationChow Kon Yeow was invited to launch thesecond Grace home. Through the effortsof former Penang Island Municipal Coun-cil (MPPP) councillor Ng Chek Siang and
Pastor Peter Lee Wei Meng, they too k partin an open tender to obtain the land to set
up an old folks home.Grace is solely dependent on publicdonations and requires about RM15,000
per month to cover its operating expenses.Lee explained t he homes mission: We
hope to enhance the health and instil self-confidence in the elderly and enable themto live with dignity. Applicants must be 60 years andabove and have no dependents.
Grace opened its first home in May 2012 on landleased from MPPP and occupied an old building on JalanThomas.
Using about RM60,000 Grace renovated the old build-
ing and recently opened its second building.
Grace managed to raise RM180,000 from a fu ndrais-ing dinner held on Feb 22.

THE number of dengue cases in Penang
is on the rise with an alarming 189%
increase recorded in the first two m onths
of this year compared with the same
period last year.
To date three deaths reported due to
dengue this year alone.
In an effort to reduce these numbers,
the state on March 2 launched a simul-
taneous gotong royong campaign called
Penang Sihat in 47 localities through-
out the island.People with red spots on the skin,
severe fever and sore jo ints should
quickly seek medical attention, said
Chief Minister Lim Guan Eng at the
launch of the programme in Taman Hi-
jau.
Lim expressed concern that many
people were unaware of the danger of
dengue fever.
State exco for Agriculture and Agro-
based Industries, Rural Development and
Health Dr Afif Bahardin urged communi-
ties to cooperate with the local authori-
ties in safeguarding their surrounding
areas to prevent mosquitoes from breed-
ing.It only takes 10 minutes to clear up
the breeding places and we must begin
from our home, he said.
The Penang Sihat campaign requires
all parties to do their part to tackle the
dengue outbreak in Penang.
The state Health Department will con-
tinue its fogging exercise while govern-
ment clinics will provide abate to help
stop dengue.

1. Tawaran adalah dipelawa daripada orang perseorangan yang terdiri daripada anak kelahiran Negeri Pulau Pinangdanpengundi berdaftar di Negeri Pulau Pinanguntuk menyertai tawaran tender berikut:-
"PEMBERIMILIKAN TANAH KERAJAAN NEGERI UNTUK TUJUAN TAPAK RUMAH KEDIAMAN BAGI PETAK 1,PETAK 2, PETAK 3 DAN PETAK 4 DI LOT 134, MUKIM 13, DAERAH TIMUR LAUT, PULAU PINANG"
2. Dokumen Tender adalahdijual pada hargaRM50.00 senaskah di Kaunter Juruwang, Tingkat 3, KOMTAR, 10000Pulau Pinang padasetiap hari bekerja dari jam 8.00 pagi hingga 5.00 petang mulai 12 Mac2014 (Rabu).
3. Semua individu yang berminat menyertai tender ini DIGALAKKANuntuk menghadiri sesi taklimat dan lawatan tapakyang akan diadakan seperti berikut:-

4. Dokumen Tender yang dilengkapkan hendaklah dimasukkan ke dalam sampul surat yang berlakri serta ditandakandengan Kod Tender dan Tajuk Tender di sebelah kanan. Dokumen tersebut mestilah sampai sebelumatau pada jam12.00 tengahari, 11 April 2014 dan dimasukkan ke dalam Peti Tender di Perbadanan Ketua Menteri Pulau Pinang,Tingkat 47, KOMTAR, 10503 Pulau Pinang.
5. Bukti penghantaran tidak dianggap sebagai bukti penerimaan dan semua kos berkaitan dengan Tawaran Tender diatas adalah menjadi tanggungjawab Petender.
6. Perbadanan Ketua Menteri Pulau Pinang hanya akan menerima harga tawaran tertinggi daripada harga tawaran yangdikemukakan oleh Kerajaan Negeri. Mana-mana tawaran yang dikemukakan selepas daripada masa dan tarikh yangditetapkan tidak akan dipertimbangkan. THE Where2go Ultimate Challenge isback again this year, time promising totest the mettle of all cycling enthusiastswith a gruelling 84km round islandcircuit on May 11.
Starting and ending at Padang KotaLama, around 3,000 cyclists will passthrough the bustling cityscape ofGeorge Town, green woodlands of Ba-lik Pulau and oceanic views of Batu
Feringghi.
Where2go Ultimate Challenge, or-ganised by Cleaner & Greener Sportsand headed by organising chairmanEdric Beh who said that this years
event is likely to attract even moreparticipants from all over the globe.
In last years Where2go challenge,we had over 200 foreign cyclists fromSingpore to as far as England coming
to Penang to take part. We expect evenmore foreign participation this year,he said.
Beh believes that not only is Where-
2go advocating healthier lifestyles forMalaysians but its also an activity thatcan contribute to the countrys economy.

THE Penang Yosakoi Parade recentlyreturned to our shores for another esta
of sights and sounds.
Cultural dances from the Japaneseexpatriates together with a few localisedversions of traditional Japanese dancestook centre stage, giving Penangites andtourists a cultural taste of Japan.
With a food bazaar of Japanese de-
lights, droves of cosplayers and peopledressed in the traditional Japanese Yu-kata, stepping into the parade was al-most like taking a step into the Land ofthe Rising Sun itself.
The event this year attracted over 350participants, 70 stalls and some 15,000visitors throughout the full day eventheld in the Esplanade and along BeachStreet.

IT was a day of sumptuous food and great fun as Flamingo Hotel and Rose Charities Malaysjointly hosted some 50 children from five charity homes and orphanages, including Nicholas Home, Hope Worldwide, House of Hope, Ruyin Home and underprivileged childrfrom the Tanjung Bungah area. The event was held at the hotel on Feb 23 in conjunctiowith the recent Chinese New Year. It was launched by Bukit Bendera Member of ParliameZairil Khir Johari. MUSIC lovers are going to be enthralled byinternational bands from all over the world atthe Penang World Music Festival 2014 (PWMF).
A variety of genres including folk, Balkan,gypsy, reggae, tribal, ethno jazz and many more
are included in the two-day music festival onApril 12 and 13 at the Penang Botanic Gardens.
In a press conference at Komtar, exco memberfor Tourism Development and Culture LawHeng Kiang said: PWMF aims to promote
Penang as a model city for culture, art and en-
tertainment in Malaysia. We hope PWMF canbecome the platform for world musicians toshowcase the talent of their homeland.
PWMF will be an all-day and all-night affair
as it begins at 2pm with art and music workshopsfollowed by the concert at 6pm.
Food and drinks are available and handicrafts,
souvenirs and music CDs will also be on sale.Grab your tickets early.Last year, over 5,000 people converged at the
music fest and PWMF 2014 expects a biggercrowd this year.
