REPORT SUMMARY
UNDERWATER INSPECTION
The substructure units inspected below water at Bridge No. 18501, Piers 1, 2, and 3, were found to be in good condition with coating failure and minor related corrosion on the piles below the waterline covering 15% to 20% of their surface area. All piles also have 100% coverage of zebra mussels from 2 feet below the waterline to the channel bottom. The channel bottom around the substructure units appeared stable with no significant scour or debris accumulations and no notable changes since the last inspection.
(A) The channel bottom around Piers 1 and 3 consisted of riprap up to 3 feet in diameter allowing no probe rod penetration.
(B) The channel bottom around Pier 2 consisted of gravel, sand, and 4 to 12 inch diameter cobbles allowing no probe rod penetration.
(C) The piles exhibited coating failure and related minor surface corrosion on 15% to 20% of their surface area below the waterline. Additionally, all piles exhibited a layer of aquatic growth from the waterline to 2 feet below the waterline.
(D) All piles exhibited a 1 inch thick layer of zebra mussels from 2 feet below the waterline to the channel bottom.

The routine underwater inspection of Bridge 18501 (CSAH 16 over Pine River) was completed on June 6, 2016. The underwater inspection was conducted from shore. The inspection was conducted by a team consisting of a Professional Engineer Diver with a valid MnDOT Team Leader certification, a backup diver and dive tender. The inspection utilized commercial dive equipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Channel bottom profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour.The bridge elements inspected consisted of three piers. According to the bridge inventory, Piers 1, 2, and 3 are founded on steel pipe piles supporting a reinforced concrete cap. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The maximum routine underwater inspection frequency is recommended to remain at 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts.

Under waterinspection was done fall 2012. The piles exhibited coating failure and related minor corrosion on 15% to 20% of their 3
cobbles allowing no probe rod penetration.
The channel bottom around Pier 2 consisted of gravel, sand, and 4 to 12 inch diameter2
allowing no probe rod penetration.
