Executive Summary
This report fulfils the requirements of the Local Air Quality Management process as
set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England,
Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical
Guidance documents. The LAQM process places an obligation on all local authorities
to regularly review and assess air quality in their areas, and to determine whether or
not the air quality objectives are likely to be achieved. Where exceedences are
considered likely, the local authority must then declare an Air Quality Management
Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the
measures it intends to put in place in pursuit of the objectives.
This Updating and Screening Assessment fulfils the first part of the sixth round of
review and assessment under the LAQM regime and considers monitoring data from
2014, assessing this against the Air Quality Strategy (AQS) objectives. It also
considers any potential new pollutant emission sources that may have an impact on
local air quality.
Concentrations of NO2 in 2014 were below both the annual mean and 1-hour mean
AQS objective at locations of relevant exposure inside the Wimborne Road AQMA.
Therefore, consideration may be given to revocation of this AQMA.
An exceedence of the annual mean NO2 AQS objective was monitored at one
location outside of this AQMA, at site B41 545 Christchurch Road. However, this is
based on only seven months data and a road layout that has since been amended.
Due to the uncertainty associated with short-term data sets, it is not considered
necessary to proceed to Detailed Assessment of this area at this time. However, as
the monitoring in Christchurch Road was concluded in 2014, the Council will re-
commission NO2 monitoring at this location to establish if an exceedence is still likely
to be present.
An exceedence of the Ozone AQS objective was observed in 2014 in the Borough,
though this pollutant is not part of the LAQM regime.
Recorded concentrations of PM2.5 in 2014 in the Borough continue be below the well
below the target value of 25µg/m3.

Three new emissions sources within the borough were considered, namely an
amended stack at 9 Castle Road, a multi storey car park on Madeira Road West and
the new hotel development at East Overcliff Drive.
Air quality impacts from the developments at 9 Castle Road and on Madeira Road
West were considered, and concluded not to be significant.
Data was not available at time of writing to undertake a screening assessment at the
East Overcliff Drive development, though this will be considered in the next round of
assessment if necessary.
Based on the 2015 USA, the recommended actions are:
▪ Re-commission the monitoring regime on Christchurch Road, possibly with
continuous monitoring, to confirm if an exceedence is still occurring.
▪ Continually assess the progress of the East Overcliff Drive development, and
to screen the development in the next round of assessment if necessary.
▪ Submit 2016 Progress Report
▪ Consider revocation of existing Wimborne Road AQMA

1 Introduction
1.1 Description of Local Authority Area
The Borough of Bournemouth is situated in Dorset on the south coast of England.
The Borough is largely urban as it includes the large coastal town of Bournemouth.
The local economy is dominated by the tourist and the banking and finance sectors.
There is little “heavy” industry in Bournemouth and any potentially polluting industrial
and commercial processes are regulated under the Environmental Permitting
Regulations 2010. The main source of air pollution in the district continues to be
traffic emissions from major roads, whilst other pollution sources (including
commercial, industrial and domestic sources) also make a contribution to background
pollution concentrations.
An Air Quality Management Area (AQMA) was declared in May 2006 at Wimborne
Road, Winton, where exceedences of the annual mean Air Quality Strategy (AQS)
objective for nitrogen dioxide (NO2) were predicted and monitored.
1.2 Purpose of Report
This report fulfils the requirements of the Local Air Quality Management process as
set out in Part IV of the Environment Act (1995), the Air Quality Strategy for England,
Scotland, Wales and Northern Ireland 2007 and the relevant Policy and Technical
Guidance documents. The LAQM process places an obligation on all local authorities
to regularly review and assess air quality in their areas, and to determine whether or
not the air quality objectives are likely to be achieved. Where exceedences are
considered likely, the local authority must then declare an Air Quality Management
Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the
measures it intends to put in place in pursuit of the objectives.
The objective of this Updating and Screening Assessment is to identify any matters
that have changed which may lead to risk of an air quality objective being exceeded.
A checklist approach and screening tools are used to identify significant new sources
or changes and whether there is a need for a Detailed Assessment. The USA report
should provide an update of any outstanding information requested previously in
Review and Assessment reports.

1.3 Air Quality Objectives
The air quality objectives applicable to LAQM in England are set out in the Air
Quality (England) Regulations 2000 (SI 928), The Air Quality (England) (Amendment)
Regulations 2002 (SI 3043), and are shown in Table 1.1. This table shows the
objectives in units of microgrammes per cubic metre µg/m3 (milligrammes per cubic
metre, mg/m3 for carbon monoxide) with the number of exceedences in each year
that are permitted (where applicable).

1.4 Summary of Previous Review and Assessments
Bournemouth Borough Council undertook its first round of Review and Assessment
between 1998 and 2002, and concluded that all AQS objectives would be met across
the Borough.
The first phase of the second round of Review and Assessment, the USA, was
completed in 2003. The USA concluded that the Council should complete a Detailed
Assessment for predicted exceedences of the NO2 annual mean objective at
Wimborne Road in Winton.
The Detailed Assessment, completed in 2005, confirmed that the NO2 annual mean
objective would be exceeded at Wimborne Road, Winton. The Detailed Assessment
recommended that further NO2 diffusion tube monitoring be carried out at several
sites in the Wimborne Road area and south of the Talbot Road/Wimborne Road
junction. In addition, the Detailed Assessment concluded that the Council should
consider declaring an AQMA to include the façades of buildings from the junction of
Wimborne Road and Calvin Road, to the junction of Talbot Road and Wimborne
Road. An AQMA was declared in May 2006.
In 2006, the Council completed the first phase of the third round of Review and
Assessment with a new USA. The 2006 USA concluded that no Detailed Assessment
was required for benzene, 1,3-butadiene, carbon monoxide, lead, particles or sulphur
dioxide. However, the Council identified several exceedences of the NO2 annual
mean AQS objective and it was recommended that a Detailed Assessment be carried
out in 11 areas of Bournemouth. It was advised that this assessment be completed
during 2008/2009.
In 2008, the Council completed an Annual Progress Report (APR), before the
planned Detailed Assessment. The APR confirmed that the relevant AQS objectives
for carbon monoxide, benzene, 1,3 butadiene, lead, sulphur dioxide and particles
would be met within Borough. With regard to NO2, it was concluded that the 1-hour
mean AQS objective would be met, however, it was concluded that the NO2 annual
mean AQS objective remained likely to be exceeded at 10 of the 11 sites identified
for Detailed Assessment in Bournemouth Borough Council’s 2006 USA report. As
such, the APR confirmed that a Detailed Assessment should be undertaken for the
NO2 annual mean AQS objective at these sites.

The Detailed Assessment was completed in February 2009 for these 10 sites, and
concluded that exceedence of the NO2 annual mean AQS objective at nearby
properties was unlikely. Therefore, there was no need to declare any new AQMAs in
Bournemouth.
In November 2009, the Council completed a Further Assessment for the Wimborne
Road AQMA. The purpose of the assessment was to update the 2005 Detailed
Assessment to identify whether or not the current extent of the AQMA in Winton was
appropriate and to inform the decision to extend or maintain the AQMA, or look to
revoke its status. The assessment concluded that the AQMA should remain and
recommended that further NO2 diffusion tube monitoring in the area was undertaken.
The 2009 USA and 2010 APR were produced as one combined report. This report
concluded that the AQS objectives for all pollutants would be met within
Bournemouth Borough. Some additional monitoring requirements were identified
along the B3063 through the screening of traffic sources. Therefore there was no
need to proceed to Detailed Assessment.
Both the 2011 APR and 2012 USA1 concluded the air quality objectives at all areas
outside of the AQMA would be met. Analysis was carried out for the NO2 diffusion
tubes within the AQMA for 2011 and the previous three years to determine likely
pollutant concentrations at the building façades of relevant locations. The findings
indicated that levels of all pollutants in the Borough both inside and outside of the
AQMA were below the air quality objective levels at all relevant locations. The
pollutant concentrations in the AQMA were to be monitored closely in future years to
ensure on-going compliance and revocation of the AQMA would be considered. It
was recommended new diffusion tubes were added at the first floor façade in the
AQMA.
The results from both monitoring and assessment of sources in 2012, reported in the
2013 APR2, indicated all air quality objectives in the Borough continued to be met. As
monitoring indicated that NO2 concentrations at façades representative of relevant
exposure may have been below the objective levels for several consecutive years, it
was recommended that the Council considered revocation of the AQMA.

The 2014 APR3 confirmed there were no exceedences of the AQS objectives within
the Borough outside of the Winton Air Quality Management Area (AQMA) in 2013.
The NO2 diffusion tubes within the AQMA indicated concentrations at the building
façades of relevant exposure locations also complied with the AQS objectives.
Therefore the recommendation to consider the revocation of the AQMA was
reiterated.

2 New Monitoring Data
2.1 Summary of Monitoring Undertaken
2.1.1 Automatic Monitoring Sites
There is currently automatic monitoring of NO2, particulates (PM2.5) and ozone (O3)
undertaken at one location in the area. This is the Bournemouth background
monitoring site in the Defra Automatic Urban and Rural Network (AURN). The
monitoring station is located within the grounds of Porchester School. The nearest
main road is the A338 Wessex Way approximately 770m from the site. The nearest
residential road, Shepherds Way, is 48m from the site.
Further details of this monitoring station are provided in Table 2.1 and Figure 2.1.

2.1.2 Non-Automatic Monitoring Sites
The Council undertook monitoring of NO2 using passive diffusion tubes at 29
locations in 2014, of these, two sites have diffusion tubes deployed in triplicate. BB15
is a triplicate site co-located with the Bournemouth AURN site, and BK20 is a
triplicate site located within the Winton AQMA.
Four new sites were added in December 2013 by the Council’s Planning and
Transport section to monitor the impact of a highway improvement scheme in the
Boscombe area. The four new sites are located at:

2.2 Comparison of Monitoring Results with Air Quali ty Objectives
2.2.1 Nitrogen Dioxide
There are two Air Quality Objectives for NO2, namely:
� the annual mean of 40µg/m3, and
� the 1-hour mean of 200µg/m3 not to be exceeded more than 18 times a
year.
Automatic Monitoring Data
During 2014, continuous monitoring was carried out at one location, the background
AURN site in Bournemouth.
The monitoring data is presented in Table 2.3, Table 2.4 and Figure 2.3.

Diffusion Tube Monitoring Data
Data capture for the diffusion tubes monitoring locations was good (above 75%) in
2014 for all sites, with the exception of B41, where there was only seven months data
capture (58%). Short to long term average adjustment (annualisation) was therefore
carried out for this site. Full details of this can be found in Appendix A.
The diffusion tube results for 2014 have been adjusted using a local bias adjustment
factor of 0.84, further details of which can be found in Appendix A.
In order to assess the NO2 concentrations within the Winton AQMA at the façades of
properties representative of relevant exposure, the fall-off with distance calculator4
was applied.
The calculator has been used for the results within the AQMA over 40µg/m3 in 2014
to assess concentrations at locations of relevant exposure. This applied to one site,
BK36 Wimborne Road Junction, where the predicted result at the façade is 28.2
µg/m3.
Having put the results from within the AQMA through the fall-off with distance
calculator, site BK36 did not show an exceedence the AQS objective for annual
mean NO2. Full details of this correction are detailed in Appendix C.
As the concentrations of NO2 in the Winton AQMA at relevant locations have been
below the objective for seven years the Council are considering revocation of the
AQMA.
During 2014, there were three diffusion tube locations where monitored
concentrations were above the 40 µg/m3 AQS objective, outside the current AQMA:
▪ BK34 Bath Road;
▪ B41 545 Christchurch Road; and
▪ B42 506 Christchurch Road.
The distance correction has also been applied to the above, with the following
results:
▪ BK34 Bath Road - predicted result at façade is 30.1 µg/m3;

▪ B41 545 Christchurch Road - predicted result at façade is 48.3 µg/m3; and
▪ B42 506 Christchurch Road - predicted result at façade is 35.4 µg/m3.
As demonstrated, NO2 concentrations are below the annual mean AQS objective at
all locations of relevant exposure after distance correction, with the exception of B41
at 545 Christchurch Road, where there was an exceedence in 2014. However, this
concentration may be due to the uncertainty associated with annualisation and was
in place during a period of temporary road-works. This location is outside of the
currently declared AQMA.

Generally speaking, NO2 concentrations have been on a downward trajectory since 2010, with the exception of some annual
fluctuations. When compared to 2013, 2014 concentrations were higher at ten locations and lower at nineteen, indicative of a largely
downward trend. Large increases from 2013 were monitored in 2014 at sites BK14, BK17 and BK18. Potential new exceedences
have been introduced in Christchurch Road.

2.2.2 PM10
No monitoring of PM10 takes place in the Borough. All previous LAQM reports have
identified that there is not likely to be any exceedences of the PM10 AQS objectives.
2.2.3 Sulphur Dioxide
No monitoring of Sulphur Dioxide takes place in the Borough. All previous LAQM
reports have identified that there is not likely to be any exceedences of the sulphur
dioxide AQS objectives.
2.2.4 Benzene
No monitoring of benzene takes place in the Borough. All previous LAQM reports
have identified that there is not likely to be any exceedences of the Benzene AQS
objectives.
2.2.5 Other pollutants monitored
Monitoring of PM2.5 and Ozone was undertaken in the Borough in 2014.
2.2.6 PM2.5
PM2.5 is monitored at the AURN background site. PM2.5 objectives have been set out
in the UK Air Quality Regulations. Although there is no requirement for local
authorities to review and assess PM2.5 against these objectives as part of the LAQM
regime, results have been reported as recommended by Technical Guidance
LAQM.TG(09)5.
The target for PM2.5 is an annual mean of 25µg/m3 by 2020. PM2.5 objectives have
been set out in the UK Air Quality Regulations. There is no obligation upon local
authorities to carry out monitoring of PM2.5. The UK’s monitoring requirements with
respect to PM2.5 are fulfilled by data from national monitoring networks.
The PM2.5 results indicate that levels are well below the target value of 25µg/m3 in
2014.

Concentrations since 2010 have remained relatively stable and have consistently been below the annual mean objective as set out in
the UK Air Quality Regulations. A reduction of 1 µg/m3 from 2013 concentrations was monitored in 2014, though this is with a reduced
data capture of 84.9%.

2.2.7 Ozone
Continuous monitoring of O3 is undertaken at the Bournemouth AURN Background
monitoring site. O3 is a transboundary pollutant; the sources of O3 are frequently
spatially distant from the measured site of the concentrations. This pollutant is not a
prescribed air quality objective for LAQM purposes; however, it has been reported as
recommended by Technical Guidance LAQM.TG(09).
As can be seen in Table 2.7 below, the AQS objective for O3, of 10 8-hour running
mean exceedences of 100 µg/m3 per year continues to be exceeded. The O3
concentrations in the area have been consistently exceeding the objectives.

2.2.8 Summary of Compliance with AQS Objectives
The Council has assessed the monitoring data for 2014 and concluded that for NO2,
both the annual mean and 1-hour mean objectives are met at all locations of relevant
exposure, including within the current AQMA, with the exception of B41 at 545
Christchurch Road. The annual mean NO2 concentration at B41 was observed to be
above the AQS objective even after the fall off with distance calculator was used to
calculate the concentration at the nearest receptor location.
However, this exceedence was based on seven months’ data, which was annualised.
Therefore there is uncertainty associated with the annual concentration. In addition,
the tube was deployed during a period where temporary road works were in place,
which have since concluded. For these reasons, it is not considered necessary to
proceed to Detailed Assessment at this point.
The Council will however re-implement NO2 monitoring on Christchurch Road, to
confirm whether the exceedence is repeated over a 12-month period and given the

updated road layout. If the exceedence is repeated, the Council will then consider
Detailed Assessment of the area.
Concentrations of NO2 continue to be below the AQS objective at locations of
relevant exposure within the Wimborne Road AQMA, so consideration may be given
to revocation of this particular AQMA.
An exceedence of the Ozone AQS objective has been observed in 2014 in the
Borough, though this pollutant is not part of the LAQM regime.
Recorded concentrations of PM2.5 in 2014 in the Borough continue be below the well
below the target value of 25µg/m3.
Bournemouth Borough Council has measured concentrations of NO2 above the annual mean objective at relevant locations outside of the AQMA on Christchurch Road. However, it is not considered necessary to proceed to Detailed Assessment at this time given the uncertainty associated with the short-term data set and the change to the road layout

3 Road Traffic Sources This section addresses any changes to the road traffic network in the Local Authority
area that may affect air quality. Locations are considered which:
▪ have not been assessed during the earlier rounds,
▪ have experienced a significant change in traffic flows;
▪ have a new development, or
▪ have new exposure that has not been assessed previously.
3.1 Narrow Congested Streets with Residential Properties Close to the Kerb
Bournemouth Borough Council confirms that there are no new/newly identified congested streets with a flow above 5,000 vehicles per day and residential properties close to the kerb, that have not been adequately considered in previous rounds of Review and Assessment.
3.2 Busy Streets Where People May Spend 1-hour or More Close to Traffic
Bournemouth Borough Council confirms that there are no new/newly identified busy streets where people may spend 1 hour or more close to traffic.
3.3 Roads with a High Flow of Buses and/or HGVs.
Bournemouth Borough Council confirms that there are no new/newly identified roads with high flows of buses/HDVs.
3.4 Junctions
Bournemouth Borough Council confirms that there are no new/newly identified busy junctions/busy roads.

3.5 New Roads Constructed or Proposed Since the Las t Round of Review and Assessment
Bournemouth Borough Council confirms that there are no new/proposed roads.
3.6 Roads with Significantly Changed Traffic Flows
In accordance with the procedure set out in Section A.6 of Box 5.3 in TG(09), the
Council has identified two developments with the potential to significantly change
traffic flows, and thus air quality, namely;
▪ Application No: 7-2012-12021-B, Location: Public Car Park, Madeira Road
West, Proposal: Erection of 6 storey 400 space multi-storey car park and
erection of three 3/4/5 storey student accommodation (378 units); and
▪ Application No: 7-2014-5442-T, Location: 75-87 Grove Road and 33-35 East
Overcliff Drive. Proposal: Demolition of existing buildings and the erection of a
7 storey 90 bedroom hotel (Block A) and the erection of 2 assisted living
blocks, a 9 storey building comprising 69 units (Block B) and the erection of a
7 storey building comprising 53 units (Block C), associated facilities including
associated ancillary facilities, formation of new vehicular access, basement
parking, bin, buggy and cycle stores.
These have been assessed accordingly.
Public Car Park, Madeira Road West – The development was granted permission
in 2012. A detailed air quality assessment6 was conducted by Air Quality Consultants
as part of the planning process, which concludes the impacts of the scheme would
be negligible at all receptor locations, with all AQS objectives being met with the
scheme in place.
The development has since been implemented.
Grove Road / East Overcliff Drive - This development was granted planning
permission in early 2015, though construction has not yet commenced on the project.
At the time of reporting, there was no data available to screen the development’s
impacts, though it is recommended that this is done in the next round of review and
assessment. The Council is also aware that the developer is currently undertaking 6 Air Quality Consultants (2012) Madeira Road West, Bournemouth Air Quality Assessment

the Air Quality assessment associated with the project, which will be reviewed
accordingly on completion.
Bournemouth Borough Council has assessed new/newly identified roads with significantly changed traffic flows, and concluded that it will not be necessary to proceed to a Detailed Assessment.
3.7 Bus and Coach Stations
Bournemouth Borough Council confirms that there are no relevant bus stations in the Local Authority area.

4 Other Transport Sources
4.1 Airports
Bournemouth Borough Council confirms that there are no relevant airports in the Local Authority area.
4.2 Railways (Diesel and Steam Trains)
Following the procedure as set out in Section B.2 of Box 5.4 of TG(09), the
assessment for stationary trains has considered SO2, while the assessment for
moving diesel trains has considered NO2.
4.2.1 Stationary Trains
Bournemouth Borough Council confirms that there are no locations where diesel or steam trains are regularly stationary for periods of 15 minutes or more, with potential for relevant exposure within 15m.
4.2.2 Moving Trains
Bournemouth Borough Council confirms that there are no locations with a large number of movements of diesel locomotives, and potential long-term relevant exposure within 30m.
4.3 Ports (Shipping)
Bournemouth Borough Council confirms that there are no ports or shipping that meet the specified criteria within the Local Authority area.

5 Industrial Sources
5.1 Industrial Installations
The following has been considered in accordance with the procedure set out in
Section C.1 of Box 5.5 in TG(09).
5.1.1 New or Proposed Installations for which an Ai r Quality Assessment has been Carried Out
Bournemouth Borough Council confirms that there are no new or proposed industrial installations for which planning approval has been granted within its area or nearby in a neighbouring authority.
5.1.2 Existing Installations where Emissions have I ncreased Substantially or New Relevant Exposure has been Introduced
Within the 2014 APR, the Council identified one existing installation with altered
emissions which has the potential to impact on local air quality. This is the alteration
of a gas fired chimney (which was previously oil fired) at 9 Castle Road.
A D1 HMIP technical guidance note7 was produced on behalf of Thelkane Industrial
Chimneys Ltd in order to calculate the necessary stack height for the installation, with
the resultant stack height being 13.75m.
The NO2 emissions (PM10 was unavailable) from this height were screened using
ADMS-Screen8 using the parameters listed in Table 5.1.

Based on these inputs, the maximum process contribution to the annual mean NO2
concentration at the nearest receptor, 30m west of the stack at 48 Denmark Road,
was 0.001 µg/m³. When considered in combination with a background concentration
of 16.1 µg/m³, this is still well below the annual mean AQS objective. The maximum
process contribution at any nearby receptor (approximately 40m north-east) was 0.03
µg/m³ at 56 Castle Road, which again is well below the objective. Therefore it will not
be necessary to proceed to Detailed Assessment of this installation.
Bournemouth Borough Council has reviewed industrial installations with altered emissions or new relevant exposure in their vicinity within its area or nearby in a neighbouring authority and confirms there is no need to proceed to Detailed Assessment.
5.1.3 New or Significantly Changed Installations wi th No Previous Air Quality Assessment
Bournemouth Borough Council confirms that there are no new or proposed industrial installations for which planning approval has been granted within its area or nearby in a neighbouring authority.
5.2 Major Fuel (Petrol) Storage Depots
The following has been considered in accordance with the procedure set out in
Section C.2 of Box 5.5 in TG(09), considering Benzene for assessment.

8 Conclusions and Proposed Actions
8.1 Conclusions from New Monitoring Data
Monitored concentrations of NO2 in 2014 were below both the annual mean and 1-
hour mean AQS objective at locations of relevant exposure inside the Wimborne
Road AQMA. Therefore, consideration may be given to revocation of this AQMA.
An exceedence of the annual mean NO2 AQS objective was monitored at one
location outside of this AQMA, at site B41 at 545 Christchurch Road.
The annual mean NO2 concentration at B41 was observed to be above the AQS
objective even after the fall off with distance calculator was used to calculate the
concentration at the nearest receptor location However, this is based on only seven
months data and a road layout that has since been amended. Due to the uncertainty
associated with short-term data sets, it is not considered necessary to proceed to
Detailed Assessment of this area at this time. However, as the monitoring in
Christchurch Road was concluded in 2014, the Council will re-commission the NO2
monitoring to confirm if an exceedence is still occurring.
An exceedence of the Ozone AQS objective has been observed in 2014 in the
Borough, though this pollutant is not part of the LAQM regime.
Recorded concentrations of PM2.5 in 2014 in the Borough continue be below the well
below the target value of 25µg/m3.
8.2 Conclusions from Assessment of Sources
Assessment of three new emissions sources within the borough was considered,
namely an amended stack at 9 Castle Road, a multi storey car park on Madeira Road
West and the new hotel development at East Overcliff Drive.
Air quality impacts from the developments at 9 Castle Road and on Madeira Road
West were considered, and concluded not to be significant.
Data was not available at time of writing to undertake a screening assessment at the
East Overcliff Drive development, though this will be considered in the next round of
assessment if necessary.

8.3 Proposed Actions
Based on the 2015 USA, the recommended actions are:
▪ Re-commission the monitoring regime on Christchurch Road, possibly with
continuous monitoring, to confirm if an exceedence is still occurring.
▪ Continually assess the progress of the East Overcliff Drive development, and
to screen the development in the next round of assessment if necessary.
▪ Submit 2016 Progress Report
▪ Consider revocation of existing Wimborne Road AQMA

Appendix A: QA/QC Data
Diffusion Tube Bias Adjustment Factors
The diffusion tubes in 2014 were supplied and analysed by South Yorkshire Air
Quality Samplers utilising the 50% triethanolamine (TEA) in acetone preparation
method. The national bias adjustment factor for 2014 for this preparation method
was 0.67. This was based on one study at Marylebone Road.
Factor from Local Co-location Studies
A local bias factor of 0.84 for 2014 has been calculated using a co-location study at
the Bournemouth AURN station. Exposure periods for the NO2 diffusion tubes
matched the suggested calendar and data capture was excellent, as only one
month’s worth of exposure data was missing from a possible 36 (12 for each of the
triplicate tubes). Data capture at Bournemouth AURN station was affected by a
power outage in 2014, which resulted in poor data capture for the July and August
exposure periods. As is also demonstrated below, the tubes exhibited poor precision
in the October exposure period, though overall precision was deemed ‘good’. Data
capture for the site was below 90% overall.
For the reasons described, the factor calculated by excluding periods with >20%
coefficient of variation (CV) has been presented herein.

Discussion of Choice of Factor to Use
The local adjustment factor, excluding periods with CV larger than 20%, has been
applied to all NO2 diffusion tube concentrations presented in this report.
The national bias adjustment factor was available, but contained only one study for
this preparation method, which was a low factor thus giving concentrations that were
not deemed to be representative of the local area.
Additionally, the local factor calculated using all data was not used for the reasons
described above. This factor was also much lower than the factor applied in previous
years.
The factor of 0.84 was therefore deemed most appropriate for application to the 2014
data.
PM Monitoring Adjustment
PM2.5 monitoring was conducted using a reference equivalent Partisol 2025. It was
therefore not necessary to adjust the data. Additionally, data capture was above
75%, so annualisation was not required.

Short-term to Long-term Data Adjustment
Data at sites which recorded less than 75% data capture during 2014 has been
annualised according to the method set out in LAQM TG(09) box 3.2. One site, B41,
required annualisation. The details of the annualisation have been provided in the

QA/QC of automatic monitoring is carried out to AURN standard every six months by

QA/QC of Diffusion Tube Monitoring
South Yorkshire Air Quality Samplers participates in laboratory performance and
proficiency testing schemes. These provide strict performance criteria for
participating laboratories to meet, thereby ensuring NO2 concentrations reported are
of a high calibre. The lab follows the procedures set out in the Harmonisation
Practical Guidance. South Yorkshire Air Quality Samplers previously participated in
the Workplace Analysis Scheme for Proficiency (WASP) for NO2 diffusion tube
analysis and the Annual Field Inter-Comparison Exercise. In April 2014, a new
scheme, AIR PT9, was introduced. This is an independent analytical proficiency-
testing (PT) scheme, operated by LGC Standards and supported by the Health and
Safety Laboratory (HSL). AIR PT combines two long running PT schemes: LGC
Standards STACKS PT scheme and HSL WASP PT scheme.
Defra and the Devolved Administrations advise that diffusion tubes used for Local Air
Quality Management should be obtained from laboratories that have demonstrated
satisfactory performance in the AIR PT scheme. Laboratory performance in AIR PT is
also assessed, by the National Physical Laboratory (NPL), alongside laboratory data

Road, central London. A laboratory is assessed and given a ‘z’ score. A score of 2 or
less indicates satisfactory laboratory performance.
South Yorkshire Air Quality Samplers performance for 2014 is covered by the last
round of the WASP scheme, WASP R124 and the first four rounds of AIR PT,
AR001-004. In each of these rounds, 100% of samples submitted by South Yorkshire
Air Quality Samplers had a Z score above 2, and were thus deemed satisfactory.
