ROOM A place where people can learn moreabout architecture and the buildings,parks and places where they live. It shouldbe a place or discussion and debateabout the possibilities o design and whatcan be achieved. But most o all it shouldshow people how they can in luence thedecisions that are made.

When Blackburn is Open was set up we decidedwe wanted it to be bold, to take creative risks andto experiment with new ways o doing things.
So Im delighted that we are the irst place in theUK to open an Urban Room and that yet againBlackburn is setting itsel up as a trailblazer.
The Urban Room aims to get people thinkingabout the limitless possibilities o architecture;thinking about the places where they live andthe opportunities they can create to do thingsdifferently.
I hope it will inspire everyone who visits to lookagain at Blackburn and get involved in shapingthe towns uture.

REVIEWCommonplace in China and popular in Japan,an Urban Room is a place where conversationsabout the built environment can take place.
It would offer people access to the morein ormation about the planning process, theimportance o good design and how they couldget involved in in luencing decisions.
For the whole o October Blackburns UrbanRoom will be a hotbed o discuss, workshopsand exhibitions and will aim to show thatarchitecture is everybodys business.

A review into the state o British architectureheaded by world class architect, Sir Terry Farrell ,
ound that the public needed to get more involvedin conversations about where they live.
In order or towns and cities to meet thechallenges o the uture, ever expandingpopulations and offer quality o li e, the FarrellReview , published earlier this year, set out anumber o recommendations including involvingthe public more in planning decisions.
One o the key ways that this could be achievedsaid Sir Terry, who is perhaps best known ordesigning Londons MI6 building and more recentlythe tallest building in the world by a Britisharchitect in Shenzhen, was by the opening oUrban Rooms in town and city centres.

WHY
NOW Blackburnis changing.
In the last ive years it has bucked the nationaltrends and development has continued on anambitious scale. A new 66 million shoppingcentre and an 8 million market have already beencompleted. Underway are a brand new leisurecentre and bus station as well as a new 30 milliondevelopment o leisure and retail spaces calledCathedral Quarter.
There is also a new commitment through theBlackburn is Open scheme to hold year roundmusic and cultural events and offer artists andentrepreneurs empty spaces to try out new ideas,open pop up shops and launch new businessventures.
AnUrban Room is the per ect place to let peopleknow how Blackburn is changing and get peopleinvolved in the discussion about whats to come.

Blackburn is Open aims to support, in orm andexcite the emerging town centre strategy, enablingthe delivery o high quality programming that
orms an essential part o the Blackburn towncentre vision. Blackburn is Open poses questions,whilst supporting ways to change perceptions othe town centre, provide opportunities or creativeemployment, utilise Council owned vacant propertyand provide additional reasons to visit the town.
As part o this ethos Blackburns Urban Room willbe popping up or one month in the Blackburn isOpen HQ. The town centre shop will be a hotbedo debate, exhibitions and workshops, all basedaround the historical development o Blackburnand the uture o planning in the town.

Students rom Sheffield School o Architecture have exhibited their proposals or Blackburn aspart o the Live Works project.
The project, which took place in 2013, saw thestudents work with Blackburn with Darwen Councilon [re]create Blackburn, an ambitious set o visions
or how the town centre could develop.
Their work has explored the role that arts andcreative industries can play in trans ormingBlackburn town centre as a centre or innovationand enterprise.
Their work brought together local residents,businesses, artists and cultural institutions in therethinking and remaking o a large area o thetown, creating a strong narrative around collectivecultural production.
The proposals will be on display during thisexhibition which will also mark the release ore:made , a book about the project.

The Artist Call exhibition celebrates the conclusiono eight artist in residence programmes atBlackburn with Darwens new Building Schools orthe Future (BSF) schools.
The initiative, which saw 11 artists assigned to theboroughs new schools, was part o the percent
or art scheme set out in the Local Plan requiringpart o the cost o building to be set aside or art.
The exhibition and accompanying publicationcurated by architect Ian Banks who oversaw theproject, covers a diversity o artist work romphysical public art to integrated architecture, visualand new media arts to ilm and per ormance.
Throughout the six week period that BlackburnsUrban Room is open, artists who worked on thescheme will hold workshops linked to the schoolswith which they worked.
