and Shuro Meda Work 2007 EC
Really it is a great generosity and bounteous work of the donor. Encourage them to learn all
aspects of education. I think those special need people greater than even normal person because
they use their brine properly!
If you get an access to visit them really wonderful during classroom observation they can
manipulate more than any healthy person "disability is a reality for me but a possibility for
everyone!"
Yes indeed education for all is the most important things I remember one thing that Education
for a nation i.e. “Disability is not inability”. Education is the key to success. Determination and
hard work lead success".
I would like to acknowledge my deepest appreciation and thankful for their unreserved support
here in Ethiopia special area of Addisu Gebeya Sefer”. Ethiopian Evangelical church project of
community development work built one TVET institution and provied for Gulele sub-city TVET
office the name of the institute is Belay Zeleke TVT basic institution. I think this support has
been mitigating Ethiopian government strategic plan which addresses the accessibility of
education everywhere including the excluded one and also accession of the people of “Addisu
Gebeya Sefer” Youths, adult those of demanded special need of TVET institution.

Concerning new TVET institution accreditation
I would like to inform you that nagging happened in the premises in Gulele Sub-City TVET
office and Woreda 3 MSE office. The quarrel was starting last week Thursday during the
visitation of AAU research team including CARDIFF UNIVERSITY Professor Alison M B visit
came in the woreda 3 office for they came for the purpose of supporting SMEs by making
research in the enterprises. After they took appointment with me they came at 9.30 pm local time
as well as Yabeyo and industry extension group came at that time came equally both and giving
orders in a domineering manner and insist me don’t go anywhere.” But first I decided to help my
guest (research team) due to this fact the boss decide allege me and conspire with my immediate
boss. I told to him I’ll come after communicating with enterprises. After communicating with the
enterprise I was back to him. He was very annoyed, the research teams and the woreda office
workers understands him very well he need to use his legal power in to illegally form of
punishment to me. After I got the enterprises the teams allow me to back to him but he was
absent and by using his legal authority to illegal punishment by using paper warning and per-
dime benefit without accountability but in other site he didn’t got other workers on the site.
August 29 at 12:25pm,
I got the recent dispute in another form since the accuse paper express that "he work without
colleagues agreement". The dispute started by means of illegal institute name "Giben technology
language and computer training has full permission " and also tagged in front of the institute and
printed and disseminated as leaflet still existed even after providing feed back. Due to the name
of the institution I did not allow to agree to offer accreditation without amending initial project
name of the institution and I did not sign on the minutes what they discussed at a meeting to
approve the accreditation. But they give permission to work as TVET institution in 02-12-06 EC.
If they do not allow to investigate the problem happened by them and regret what they create to
me try to correct the problem including cease the illegal institution. If they do not do this
correctly starting from sub-city, AACA TVET agency and anti corruption commission
respectively will work on it.
The statuses of some computer training institution have low rank in social position. Because they
do not carried out tracer study before starting the TVET after graduation of their trainees not
engaged in employment or job .compensate what the trainees pay for trainings. Current market
demand is basic clerical work/ secretarial work high job opportunity in the labour market. Most
of the government and private office have no secretaries. Hence, try to train them. This is an
advisory notes than insist or order to do accordingly.
Most of the new private TVET know where the exact place to receive the permission particularly
language courses. But they don't want to go their because of afraid of the ministry of education
standard. MoE bureau design appropriate structure starting from the top to Woreda level of
education offices are responsible to provide permission for the academic field of study. TVET
agency and office in the Sub-City have standard more than 600 occupation and responsible to
offer and accredit for what they need to set the standards. If they want to open language courses
in to journalism and other related occupation they can open it as TVET College and University
and AACA TVET Agency responsible to offer the accreditation. If not they must search the
exact place, I would like to advise for the TVET workers and investors that don't negotiate for
the purpose of opening illegally department for TVET. For farther information try to follow the

Some computer training institutions have low rank in social acceptance. Because they do not

What I see from my penalty paper brought by my boss were absolutely pretext, state without
proof, prejudice, fallacy, out of truth, and, this indicates the reflection of their hatred. After
penalizing two days salary and resumes their accusation provide me written paper allege that
“first warning and continued in the detail part he can't perform the missions given to him" etc...
But realty they themselves are not performing their work like me based on the principle of
TVET. I think they covertly made conspire which of course is visible for every staff of us. For
sure they are attacking an innocent and hardworking guy in the institution for they failed to cope
up with him in performing their tasks. It is hard to guess what exactly they need from me. From
me one things I heard several times is that "they are almost always hesitate of my education I
don't know why they afraid?" since they have been his class mate after they quit their education,
I resumes my education. Here in our country Jealousy is a chronic problem than other. I still self
sponsored than supported by government budget. I pay my entire money for the purpose of
upgrading and capacitating me for better performing my job rather than treat to them.
I don't know why they hate me and attack eager beaver person and make the working area in
turbulent. Still I am praying for peace! I'll pray for Pease for the future!

1.1. Curriculumን በተመለከተ
1.1.1. በFederal Negarit Gazeta -Proclamation 391/2004- Vocational Education
of the Federal Democratic Republic of Ethiopia Art. 35/1/b አዋጅ እና በአ.አ. ከተማ
ቴ/ሙ/ት/ስ ኤጅንሲ የ ተቋማት ደረጃና ብቃት ማረጋገ ጫ የ ዕውቅና እና የ ዕውቅና እድሳት አሰጣጥ
መመሪያ አንቀጽ 10/ሀ ላይ በተገ ለጸው መሰረት- ተቋሙ ለየ Computer ማሰልጠኛው የ ሚሆን
ምንም አይነ ት የ ታደሰና በአዲሱ ቴ/ሙ/ት/ስ መመሪያ መሰረት የ ተዘጋጀ Curriculum
በተገ ቢው ሁኔታ አላቀረበም፡ ፡
1.1.2. በነ ዚህ አዋጅ እና መመሪያ በተለይመ ከ38-42 ድረስ ባሉት መመሪዎች ላይ
የ ተገ ለጹትን ተንተርሶ የ አመልካቾቹ Curriculum ሲያዘጋጁ ማካተት ያለባቸውን ነ ጥቦች አስመልክቶ
ያነ ሳኋቸው ነ ጥቦች የ ሚከተሉት ናቸው:-
A. When Curriculum Design it should be prepared in the following the
procedures
- Introductory (preface part). The reformed Ethiopian TVET-
system is an outcome-based TVET system the requirements from
the world of work are analyzed and documented-taking into
account international benchmarking-as occupational standards
(OS)-quality driven TVET-Delivery. The department you want
to provide.
- The TVET-programme Design, program title, description it
include necessary knowledge, skill and attitude of the learner to
the standard required by the OS. The contents of this program are
in line with the occupational standard (OS)
- Course Description (it might include all mission/Vision/Goal or
part of them, about the Course)
- Course Objective, and Expected Outcome
- Topics (or highlights of the whole course)
- Course Code by considering ( entire TVET-program learning
Outcomes)
- Credit Hours, duration of the TVET- programme subject level for
example. I or II, version and year based on the descriptors
elaborated on the Ethiopian TVET Qualification Framework
(ETQF)
- Target Groups NO special target is assigned for the programme
any Citizen Who need to learn, according to TVET agency most
of hared skill streams suggested that “any citizen who meet the
entry requirements under this items and capable of participating
in the learning activities is entitled to take part in the programme.
- Enrollment requirements (Criteria’s) which receive their
students. The programme requirements or directives of the
ministry of Education. Other requirements,
Ability to speak, read and understand English
Computer literate.
Have completed 10th
grade general education
Physically mentally healthy
Good moral character
-Mode of delivery the characteristic undertake as formal programme and informal ones. The
formal programme on middle level technical skills, the session should be offered by considering
80 present of practical training particularly short term training works in the institutions. The mode
of delivery is co-operative training. The TVET-institution and identified companies have steadily
an agreement to co-operate with regarded to implementation of this programme. The time spent
by the trainees in the industry will give the enough exposure to the actual world of work and
enable them to get hands-on experience. The co-operative approach will be supported with
lecture-discussion, simulation and actual practice. These modalities will be utilized before the
trainees are exposed to the industry environment. Organization of in-company training will be
either/ both industry attachment or apprenticeship. The 100 hours of the programme duration will
be spent in company training and it will only start after the learner successfully completed all the
modules in this programme.
- Detailed Session/Lesson/ Plan and annual plan including
teaching methods by considering 80 present of practical session
i.e.
- TVET-programme structure it should be planed by using tables
it includes unit of competence, module code and title. Learning
outcomes and hours the title takes
- Institutional Assessments
(Unit of Competency, Occupational Standards) evaluation should be project based; practical,
theoretical etc…the amount of mark should be mentioned. The specific learning outcomes are
stated in the modules. In assessing them, verifiable and observable indicators and standards shall
be used. Two types of evaluation will be used in determining the extend to which learning
outcomes are achieved... The formative assessment is incorporated in the learning modules and
form part of the learning process. Formative evaluation provides the trainee with feedback
regarding success or failure in attaining learning outcomes.
Summative Evaluation the other form of evaluation is given when all the modules in the unit of
competence have been accomplished. It determines the extent to which competence have been
achieved. And, the result of this assessment decision shall be expressed in the term ‘competent or
not yet competent. The techniques or tools for obtaining information about trainees’ achievement
included oral or written test, demonstration and on-site observation.
- TVET trainers/facilitator’s profile, For this particular TVET
programme and especially for the main modules,
trainers/facilitators are expected to have 1st Degree .it included
the trainers conducting this particular TVET programme are at
least “C” level and have satisfactory practical experiences or
equivalent qualifications.
Other requirements
Have attended relevant training and seminars
She/he should take center of competency CoC
accreditation certification
Must have completed trainers methodology
course….
Must have at least 1 year industry experience
- Learning modules
- Resources & Materials requirement (including Library, TTLM,
textbooks & references books) should be stated, and other class
related activities (eg. lab, workshop, field trips/works/… should
be clearly mentioned)… Acknowledgement, annex….
- And other related issues…
1.2. የ ቀረበውን ፕሮጀክት በተመለከተ
1.2.1. በቀረበው Proposal ውስጥ የ ተካተተው የ language main course provision is irrelevant to
TVET, (which they are still conducting the language training in their existing Institution
currently, without the official accreditation for the course. And, in addition to that they
have presented the “Language” as a main course in their proposal now (as the Title-
Geben Language and Computer Training Institution, is written).
1.2.2. But, since the government proclamation Art. 391/2004/ section 3/ no-18,
stated that- Language should be provided as a rather Common Course. ስለሆነ ም በዚህ
አብይ ጉዳይ ላይ ያለመስማማቴንና እና የ ፈቃድ ጥያቄው TVET ላይ ብቻ ያተኮረ መሆን
እንዳለበት ምላሼን በሚገ ባ አሳውቄያለሁ፡ ፡
1.2.3. በኤጀንሲያችን መመሪያ አንቀጽ 9/ሰ የ ተመለከተውን አይነ ት -የ ማሰልጠኛ ተቋሙ
አካዳሚዊና አስተዳደራዊ ስራዎች የ ሚከናወንበት የ አመራር አደረጃጀት የ ሚያስረዳ መተዳደሪያ ሰነ ድ
(legislation), አላቀረቡም፡ ፡
1.2.4. በቤ/መጻህፍቱ የ እንዳንዱ የ ተለያዩ የሙያ መምህራን የ ማስተማሪያ ሞጁልስ/ እና
አጋዥ ማትሪያልስ (TTLM), ያለመኖሩና በቂ ላይብራሪም የ ላቸውም፡ ፡
1.2.5. Cooperative Training (አንቀጽ 10/ረ) Partners should be pre-planned, and a
mutually signed “Memorandum of Understanding” with them, had to be prepared, but,
this was not presented. Apprenticeship cooperative training with your partner should be
maintain before starting your work፣ practical memorandum of understanding signature
with organization should be pre-planned but not yet prepared
1.2.6. በኤጀንሲያችን የ እውቅናና የ እድሳት መመሪያ አንቀጽ 9/በ፣ ላይ እንደተጠቀሰው
የ ስልጠና መሳሪዎችና ግብአቶችን አስመልክቶ ዝርዝሩን በፕሮጅክታቸው ውስጥ አሟልተው እንዲያቀርቡ
በተነ ገ ራቸው መሰረት አሟልተው አላቀረቡም፡ ፡
1.2.7. የ ቅበላ አቅምና የ ስልጠናው የ ቆይታ ጊዜ በዝርዝር አልቀረበም፡ ፡
1.2.8. General Problems related to the project format and formalities:-
- Preliminary section it includes cover pages, table of
contents, since the delivery of informal, level I and level II
(formal) are TVET the person also at this level expected to
performs routine and predictable tasks involving little
latitude for judgment (it must be engaged in production). But
the name of the institution is incompatible to that of the
TVET agency standards.
- Executive summary/Abstract not clearly presented
Description of the venture (an undertaking risk.)
Industry analysis
Development and production
Marketing plan
Institutional and financial plan
- Clear Description of the institution Mission statement, Vision,
Objective and Goals, institutional equipment are not included.
Background of entrepreneurs also not presented.
- Socio –Economic impact and Outcomes (estimations), are not
specified. (including additional involvement/contributions/ in
community development activities, were not proposed- if any)
- Feasibility, Market, Cost benefit analysis studies were not clearly
and satisfactorily included, as Budget break down is not
presented, while funding sources or partners were not clarified (if
any) where some of them not mentioned at all.
- Limitation, Risks and risk management mechanisms should be
proposed.
- Board, Management Structure and team background, authority
and job description &responsibility, with their respective benefits
&remuneration of each section (if possible with table) is not
included. Human resource management strategy is not
mentioned.
- Financial plan, financial statements, financial resources, financial
strategy, Auditing, Taxation, and follow up reporting days, and
responsible body for such activities should be stated.
- Assessment of risk and contingencies, if failure to join
cooperative training services promised, unforeseen events, new
technologies, contingency plan is not mentioning it.
- Scheduling and milestone ( a stone showing the distance to a
particular place or an object or feature easily seen from a
distance)
- Appendixes, it includes letters, market research, price list from
different suppliers, and lease of contracts…
- Totally from project initiation up to phase out not yet prepared
very well
1.3. የ Project Implementation ንን አስመልክቶ ከወዲሁ ሊዘጋጁ ይገ ባቸው የ ነ በሩ
ነ ገ ሮችን በተመለከተ፡ -
1.3.1. Each trainer’s daily/or detailed annual/ Session plan with Unit of Competency &
Occupational Standard and other related issues included, were not satisfactorily stated/
presented.
1.3.2. In addition to that, the institution’s workshop machineries’ are not fully
functional, mentioned yet.
1.4. But, nevertheless, I’m not saying that the institution has rejected all our points to them,
for one of the amendments they have made is that they have accepted our comment - on
their Lab found in proximity to the outside main road, which, creates disturbance and
sound pollution for the trainees, and they have now changed its location away from the
road and is close to the staff offices and class rooms areas now, which we appreciated
them for their quick action on that specific correction alone, too, but, the lab still doesn’t
function, as I mentioned in 1.3.2. Section.
1.5. Conclusion:-
Totally, from my assessment, the project fails to meet most of the crucial and
basic requirements, for a sound project proposal after correcting his proposal buck
to the privies one, starting from the initiation part up to its end section, over all the
same not changed at all.
And, I recommend that, the proposal and all related Programs should
be re-done, considering addressing all the above
mentioned, & (ለተቋሙ /ለአመልካቹ/ የ ተሰጣቸውን ግብረ መልሶችን)
initially, thoroughly and diligently. In order to be a
qualified applicant for the accreditation. (And, I hope, they will abide with all the
expected requirements and rules of our office).
Regarding the Giben Engineering Language and Computer and Training Institution provision of
accreditation since I still don’t agree on the decision given by Ato Zewedu Kebede, in the date of
02/12/06 to Giben. My decision at that time until it meets the Agency’s rules and regulations and
the proclamations concerning validity of TVET institution. Therefore, I respectfully request, that,
the Institution should not get the accreditation, at this point now, and should take the critics given
and should make the amendments and apply again, then. At this time the institution got
accreditation without my conformation.
ለ) What I had been facing during my duty, (especially concerning, this particular proposal, and
my assessment, quality audit, and challenges on the proposal, to the institution), are as follows:-
1. Concerning working issues & responsibilities:-
a) Though, is a “Quality Audit Inspection” now,, though its known that the accreditation giving
process seek transparency and accountability, but, there are some unclear work processes which
I’ve observed under his work, such as: - a) there is no recorded on my approval “Minute”
documentation for the “Quality Audit officers” by using only check list, who are sent for an
official field inspection (to the institutes).
Ato Zewedu Kebede doesn’t seem logical and well thought to me, as for example, it’s assumed
to be given a responsibility to Ato. Zewdu Kebede team field visit, which, he does it without pre-
planned schedule, set standard, with his own decision only, and even not take my ideas about the
task as well. In addition to that, he doesn’t share some work and applicant’s related information
entirely to me too, and also don’t seem to be interested that much to work as a team with me, too.
2. About my efforts- to mitigate anticipated problems, on the work:-
2.1. Despite, I tried to create a team work, and sharing resources for the
betterment of our activities (such as:- sharing the Agency’s guide lines
to my colleagues, and secondly- by preparing work related issues by
myself i.e. manuals and project plans preparation and quality audit,
and lists of TVET departments and government asserted job market
demand and supply and all sector occupation lists and other
information and document, which I prepared by myself, and willfully
sharing it with them, as much as I can, and I will keep contributing all
I can to share all I have for any one, who asked me , still, too. Yet, like
I mentioned above, the two colleagues (I mentioned their names
above) have been trying to tackle my challenge on the proposal, by
telling me to shorten my points (mentioned above). Creating, a
problem for our office to achieve its goal of maintaining a good quality
TVET institution, in our sub-city.
3. In addition to Ato Zewdu Kebede and w/ro Enatethun also similarly tried to
hinder me from forwarding my proposal critics points to the applicants, by
telling me to shorten it again, yet, I proceeded to make my points as much as I
can then too.
4. In addition to my oral presentations, while I also gave a written lists of the
points to the applicant, and also if any person want to open TVET institute
they can get me but, then, they, stopped him and told him to return it to me,
(which, hurts my feeling, besides, its broader problem for the country’s
development endeavors, by creating quality educational system in both
government and private institutions, following government policies and
legislations…)
5. And, right after that, they told him to just go ahead and pay for the
accreditation formalities (on 02/12/2006), while, I still disagree on the validity
of the proposal and accreditation.
6. Conclusion-
a) Therefore, since all I said above and other related problems are creating
obstacles for me to do my task carefully and seriously, and I wanted to
speak that out, to the relevant upper body, this way now.
b) Secondly, regarding the Giben Computer and Language Training
Institution proposal, since I still don’t agree on the decision given by Ato
Zewdu Kebede, about the proceeding of the project with accreditation,
until it meets the Agency’s rules and regulations and the proclamations
concerning validity of TVET institution. Therefore, I respectfully request,
that, the Institution should not get the accreditation, at this point now, and
should take the critics given and should make the amendments and apply
again, then.
c) Finally, I recommend that, the TVET agency and all related bodies
concerning TVET, may give consistent trainings on Capacity Building on
this work’s issues, Team Work spirit, and rule of law, and similar issues as
fast as possible, and also capacitating us/the office/ to be able to train the
institutions, which are functioning already and applying for the future as
well.
