What is an IDP?
• A plan adopted by two or more councils for an area of land lying within the boundaries of the municipalities
Origins
• 1977 – Joint General Municipal Plan
– Saw little use
• 1995 – Intermunicipal Development Plan
– No regional plans
– Provincial encouragement for intermunicipal cooperation
Legislative Provisions
• IDP may provide for
– Future land uses
– Proposals for development
– Any other matters relating to the physical, social or economic development of the area
Legislative Provisions
• IDP must include procedures to
– Resolve conflicts
– Amend or repeal the plan
– Administer the plan
Current Status
• Most IDP’s are between an urban and a rural municipality
• Some involve more than two municipalities
• A few focus on lakes
• A few are between rural municipalities
Where are they going?
• Initial emphasis on land use and managing land use conflict
• Have evolved to
– include system relations
– become more sophisticated in dealing with change
– become broader in geographic scope
