CHAPTER - I

EXECUTIVE SUMMARY

1.0 INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION

The India Cements Ltd (ICL) was established in 1946 and the first plant was setup

at Sankarnagar in Tamilnadu in 1948. Since then it has grown in stature to many plants

spread over Tamilnadu, Andhra Pradesh,Telangana, Maharashtra & Rajasthan.

ICL is one of the market leader in cement technology, cement manufacture and

marketing and because of its high quality standards of final product, it has attained a reputed

brand acceptability in southern India as well as all over the country.

The company has existing cement plants / grinding units at the following locations in

Tamil Nadu:

i. At Dalavoi, Ariyalur District – 2.16 MTPA

ii. At Sankarnagar, Tirunelveli District - 2.05 MTPA

iii. At Sankari, Salem District – 0.86 MTPA

iv. Grinding unit at Ponneri, Tiruvallur District, Chennai - 1.1 MTPA

The company has proposed to expand its existing cement plant in Ariyalur district

from 2.16 MTPA to 4.71 MTPA of cement capacity and has already obtained Environmental

Clearance from MoEF&CC vide F.No.J-11011/79/2012/IA-II(I) dated: 27.09.2013 for

Expansion. Besides operating the existing limestone mining leases, to meet the limestone

requirement of their existing cement plants and to meet additional Limestone requirements

of the proposed expansion, company has purchased limestone bearing lands and obtained a

fresh mining lease in Periyathirukonam area.

1.1 IDENTIFICATION OF PROJECT AND PROJECT PROPONENT:

The India Cements Limited, were granted a Mining Lease namely Periyathirukonam

Limestone Deposit over an Extent of 74.81.0 Ha of Patta-dry lands in Periyathirukonam,

Reddipalayam and Edaiyattankudi Villages of Ariyalur Taluk and District, Tamil Nadu, by the

Commissioner of Geology and Mining, Chennai, vide letter Rc.No. 13035/MM1/1999

dated10.01.2017 (Refer Annexure No - 1).

MOEF&CC notification stipulates that, any new project requires environmental

clearance. Under the above circumstances ICL has initiated action towards obtaining

environmental clearance for this project.

Prior to obtaining environmental clearance, as per MOEF&CC notification of

September 2006, Form I and Feasibility report have to be submitted along with proposed

Terms of reference (TOR) for the project for stipulating the TOR for the project by

MOEF&CC, Govt. of India.

This project falls under category A as per MoEF&CC notification in this respect,

because of mining lease being more than 50 Ha. Hence, Form – 1, proposed TOR and

feasibility report have to be submitted to MoEF&CC, New Delhi for their approval and

prescribing TOR and according EC after submission of EIA/EMP report to them.

Mining plan for this proposed lease over an extent of 74.81.0 Ha is already prepared

and is submitted for approval.

This feasibility report for Periyathirukonam Limestone Deposit of M/s. The India

Cements Limited is prepared in line with the guidelines issued by MoEF&CC, vide their

letter dated 30th September 2010 for the lease area of 74.81.0 Ha towards a peak

production capacity of 2.34 MTPA of ROM for obtaining TOR from MoEF&CC towards

getting environmental clearance.

This feasibility report is prepared based on the Draft mining plan submitted for

approval to IBM.

1.2 LOCATION DETAILS OF PROJECT:

Periyathirukonam mining lease area is located in the part of revenue villages of

Periyathirukonam, Reddipalayam and Edaiyattankudi, Ariyalur Taluk and District, Tamil

Nadu State. Periyathirukonam limestone deposit is located about 19 Km South East of

Ariyalur, the District Head Quarters. The nearest rail head is at Ariyalur on Madurai-Chennai

section of the Southern Railways. The nearest Airport is at Trichy, about 75 kms SSW of the

deposit area. Cuddalore is a nearest port located on the coast of Bay of Bengal, about

130 Kms NNE of the deposit.

This area is accessible from V.Kaikatti, which is located at a distance of 11 Km. from

Ariyalur on Ariyalur – Jayankondam State Highway. The area is accessible through the metal

/tar road branching off from V.Kaikatti situated about 8 km from the site.

The applied mining lease area falls in Survey of India Toposheet No. 58 M/4 located

between Latitude - 11° 03'39.45"N - 11° 04'18.54"N and Longitude - 79° 09'01.03"E - 79°

09'56.38"E.

2.0 PROJECT DESCRIPTION:

the protective/Peripheral bund. Subsequently top soil

generation will be concurrently used to spread over

on the top of back filling area.

During initial period overburden, waste and reject will

be used for formation of protective and peripheral

bunds. Subsequently, the waste will be dumped in

the already excavated area as a part of backfilling

concurrently on the south western side. The height of

refilling area will be maintained to original ground

profile.

16 Life of mine : 10-12 Years. However the life of mine may change

based on achieving the targeted production.

3.0 PROJECT LAYOUT IN RELATION TO IMPORTANT NATURAL FEATURES:

The mining lease area and the 10 km buffer zone is devoid of declared ecologically

sensitive features like national parks, biospheres, sanctuaries, etc. No forest land is involved

in the lease area. The area also does not come under CRZ category.

In the 10 km buffer zone, the following features are observed:

4.0 GREEN BELT PROPOSALS:

Green belt/Afforestation will be carried out over an area of 18.98.0 Ha in all possible

areas like along road, in the safety zone, on the protective bund, backfilled area, etc.

5.0 REHABILITATION AND RESETTLEMENT PLAN (R&R PLAN)

The entire lease area is non-forest Patta-dry land owned by ICL. As such, the

question of (R&R) plan formulation does not arise.

6.0 PROJECT SCHEDULE AND COST ESTIMATES.

In this lease area mining operations will be carried after obtaining all the statutory

approvals. The project cost is estimated to be Rs. 450 lakhs which includes Land,

exploration, departmental mining machineries, utility, infrastructure etc. ICL is financially

sound to meet this capital requirement. The operating cost is estimated to be Rs.100/ Tonne

of limestone excluding Royalty, DMF, NMET & Transport.

7.0 ANALYSIS OF PROPOSAL:

The entire limestone output from this lease will be captively consumed in various

cement plants of ICL in Tamil Nadu. Cement, being an infrastructural core industry, enabling

infrastructural development in the country and the Region, for which sector Government of

India has earmarked project financial outlays to the tune of US dollars one Trillion, in the 12th

five year plan, this project contributes to GDP growth of the country, in a big way.

As limestone from the project will be used for cement manufacture, the project will

own its minor role in making contribution to infrastructural betterment of the country.

To enhance the life style, income generation opportunities and educational levels of

the local community in a big way, M/s. The India Cements Ltd has decided to spend

Rs. 10 lakhs per annum from this lease area for various CSR activities. The main focus will

be in developing health, education, skill development, environment and spiritual development

of the society.

Financially, the local community will have benefits like increased income levels, better

life styles etc. Besides, the local panchayats, State and Central Governments will also benefit

due to receipt of taxes, cess, royalty, DMF and NMET etc., from the project proponent.

In the context of accrual of tangible benefits on all fronts arising from project

operations, the project is worthy of approval for improving the infrastructural, social and

financial status of the region, the State and the country, as a whole.

The Company is the market leader with a market share of 28% in the South. It aims

to achieve 35% market share in the near future. The Company has access to huge

limestone resources and plans to expand its capacity by putting additional capacity of

2.55 MTPA in Dalavoi, Ariyalur district and also de-bottlenecking, optimization of existing

plants.

ICL is having more than 7 decades of experience in mining and cement plant

operations successfully in various part of the country.

16 Life of mine : 10-12 Years. However the life of mine may change

based on achieving the targeted production.

17 CSR activities : For CSR activities Rs. 10 lakhs per annum is

allocated.

2.5 Need for the project and its importance to the country and / or to the Region:

The company requires necessary raw material to run their existing cement plants

being operated in Tamil Nadu and also for the expansion of Dalavoi plant for which there

must be an assured supply of limestone of acceptable quality. At present the requirement of

limestone is being met by various departmental mines as well as from other outside sources

and imported Limestone.

The limestone produced from this Mining Lease will be used for manufacture of

cement in company’s factories in Tamil Nadu initially and can also cater to the need of the

Dalavoi Cement plant expansion under consideration.

The existing mining & cement plant operations by ICL in Ariyalur area have brought

improvement in social, infrastructural and employment sectors in the area. Besides above

benefits, financial accruals will be derived by Central, State governments and Local

Panchayats on account of royalty, cess, duties, DMF and NMET, etc., from project output.

Cement being a core infrastructural sector component, limestone supplies for cement

manufacture also assumes great importance.

In view of above aspects, it can be seen that the project is a prime need for growth of

backward area of the region and for GDP growth in state/central areas. The project will also

improve the Human Development Index (HDI) of the area.

CHAPTER - III

PROJECT DESCRIPTION

3.1 TYPE OF PROJECT:

This project pertains to mining of limestone to the Peak production capacity of

2.34 MTPA of ROM of limestone by Mechanized open cast mining method.

3.2 LOCATION:

Periyathirukonam mining lease area is located in the part of revenue villages of

Periyathirukonam, Reddipalayam and Edaiyattankudi, Ariyalur Taluk and District, Tamil

Nadu State. The nearest rail head is at Ariyalur on Madurai-Chennai section of the Southern

Railways. The applied mining lease area falls in Survey of India Toposheet No. 58/M/4.

Since the mineral deposits are site specific, alternate site considerations do not warrant

analysis.

3.3 PROJECT DESCRIPTION:

3.3.1 GEOLOGY:

3.3.1.1 REGIONAL GEOLOGY:

The sedimentary limestone deposits of Trichy, Ariyalur and Permabalur Districts

belonging to Cretaceous age of Indian Stratigraphy covers an area of over 400 Sq.Kms

between Coleroon in the South and Vellar in the North. The entire sedimentary sequence

rests unconformably over a basement of granitic gneiss and charnokites.

The rock formations of Trichy and Ariyalur of marine sedimentary origin and consist

of limestone, shell limestone, arenaceous limestone, sandstone Clay & marl.

The cretaceous sedimentary formations of Trichy are broadly divided into four

stages, VizUttathur, Trichy, Ariyalur&Niniyur stages. The oldest group – Uttathur – is in the

west and is successively overlain by the younger ones, which occurs to the East.

In Tiruchirapalli the limestone formations occur in three distinct band namely:

1. Uttathur Band Western Band

2. Kallankurichi Band Middle Band

3. Niniyur Band Eastern Band

Uttatur Formation:

The limestone of Uttatur Formation occurs in the western extremity of the Tertiary

basin in the Olaipadi – Asur – Maruvattur – Karai area and extends over a strike length of

about 16km. Archean Rocks, mainly charnockite, forms the basement of this limestone

band.

Kallankurichi Formation:

The Kallankurichi Formation of Ariyalur stage forms the middle limestone band

extending from the Marudaiyar River in the south to the Vellar River in the north over a strike

length of about 30 km.

Niniyur Formation:

The youngest limestone band belonging to the Niniyur Formation and also known as

the Eastern band extends from south of Anandavadi to Alathiyur in the North, for a length of

17.7 km. The contact of Niniyur Formation with the underlying Ariyalur stage is mostly

concealed by Recent Alluvium, but is exposed east of Niniyur and southeast of Anandavadi.

3.3.1.2 LOCAL GEOLOGY:

The general trend of the limestone deposit in this study area is North – South

direction, with dipping towards East with 2 to 3 degrees. The limestone deposits occurring in

the area are grouped under Kallankurichi formation of Ariyalur stage of upper cretaceous

sedimentary formations. The area is covered with black cotton soil and followed by sandy

clay. The limestone is not exposed on the surface but it is seen in the adjacent mine works

and well sections. The Shell limestone is buff, yellowish brown in colour with prominent and

well preserved shells of lamellibranches, gastropods and microscopic identified fossils and

algae are found in Limestones.

The deposit is covered by 1.0 to 6.0 mts of top soil, followed by Sandy clay and

followed by Shell limestone , Conglomeratic Limestone, sandstone/Sand.

. Order of Succession:

Top soil (Black cotton) - 0.50 to 6.00 m

Sandy Clay - 1.50 to 21.50 m

Shell Limestone - 3.5 to 27.0 m

Conglomeratic Limestone - 0.20 to 1.20 m

Sandstone / Sand

Top Soil:

The top surface of the area covered with black cotton soil. The thickness of the black

cotton soil varies from 0.5 m– 6.0m.

Sandy Clay:

Top soil is followed by sandy clay, which is of Buff and grey in colour. Sandy clay is

soft, sticky, and fine to medium grained sand with clayee matrix. The thickness of sandy clay

is ranging from 1.50-21.50m.

Shell limestone:

Underlined by topsoil and sandy clay is shell limestone., Which is of buff, yellow to

pale brown in colour, fine to medium grained, medium hard to hard, with abundance of shell

fragments such as gastropods, Lamellibranhes and Foraminifera fossils. The thickness of

the shell limestone ranges from 3.50 m to 27 m. Generally ferruginous and calcareous clay

contents in shell limestone horizons occurs in various proportions and sometimes it causes

lowering of the purity percentage of CaO in shell limestone with increased iron and silica

content. Occasional presence of chert is found in two boreholes within shell limestone and

sandy clay.

Conglomeratic Limestone:

Underlies the Shell limestone is Conglomeratic limestone, which is of buff colour and

embedded with conglomerate bubbles.

Sandstone /Sand:

Bottom most layer is sandstone and sand. The bottom sandstone is grayish white in colour,

fine to medium grained and friable to medium hard.

Geological plan and cross sections are given as Figure No - 3 & 4.

3.3.1.3 EXPLORATION:

Department of Geology and Mining, Guindy, Chennai – 32, Government of

Tamilnadu conducted prospecting study as per the G.O.(Ms) No.217 Industries (MMA1)

Department dated 11.09.2015 and subsequent proceedings vide RC.No.6301/MM1/2014

dated 16.09.2015 of the Commissioner of Geology and Mining, to establish the occurrence

of minerals contents of limestone and assessment of reserves, resource, quality were

carried out for Periyathirukonam block covering an extent of 74.81.0 Hectares in parts of

Periyathirukonam, Reddipalayam and Edaiyattankudi villages, Ariyalur Taluk and District to

bring out a pragmatic and limestone reserve inventory.

Prospecting work and estimation of Reserves / Resource were carried out as per

United Nations Framework of Classification (UNFC) guidelines to comply with Detailed

Exploration (G1) stage of exploration and Minerals (Evidence of mineral contents) Rules,

2015. Totally 29 vertical core boreholes with a total meterage of 907.30 m were drilled in this

area. Boreholes were drilled at a grid interval of 200 m X 200 m and 150 m X 100 m.

Maximum depth of the borehole is 45.0 m (PTK-25) and the minimum depth of the borehole

is 16.0m (PTK-5).

3.3.1.4 RESERVES & WASTE:

As per the prospecting report by the Department of Geology and Mining, State

Government of Tamilnadu estimated reserves/resource as per UNFC are given below:

Proved mineral reserves (111) - 13.36 million tons

Pre-feasibility mineral resource (221&222) - 8.88 million tons

The limestone reserves (having chemical analysis <18 SiO2% &>35 CaO%) under

proved category is estimated upto the depth of limestone formation (44m).

The limestone reserves/ resource and quantity of waste rocks were estimated by

adopting well-known geological cross sectional area method. Cross sectional area in square

meters were measured on each geological section for different litho units. This was followed

converting into volume by multiplying with area of influence on both sides. Volume thus

computed is then converted into tonnage by applying tonnage conversion factor. Tonnage

conversion factor for shell limestone is considered as 2.0 T/m3 and for topsoil 1.6 T/m3 and

for sandy clay 2.5 T/m3. The recovery factor for shell limestone is 90 %.

Proved Mineral reserves (111) have been estimated considering the safety distance

to be provided from the peripheral boundary, odai, etc., of the study area. Depth considered

for reserve calculation was limited to the depth up to which direct evidence of mineralization

was established by core drilling. The Lateral extension was considered as 50 % i.e. (100m)

of the grid spacing of the proved points (Borehole). Tonnage is estimated on the basis of

natural moisture. Reserves locked up for safety distance in benches, safety distance for

Uppu odai, pond and mine boundaries is considered as Pre-feasibility Mineral resources

(221 & 222).Mineral recourses and reserves are given in the Table No - 1.

Waste

In this deposit, there are two types of overburden i.e. Topsoil and Sandy clay. Topsoil

is black cotton soil and it is sticky nature. Sandy clay is of Buff and grey in colour. Sandy clay

is soft, sticky, and fine to medium grained sand with clayee matrix. Mineral reject of 10 % of

ROM is considered as waste. The sandy clay and mineral rejects are below cut-off grade.

The year wise generation of top soil, overburden (Sandy clay) and mineral rejects to

be disposed off in first-five year period are given in Table No - 2. During the first year, Sandy

clay and mineral reject will be used for formation of protective/peripheral bund. Subsequently

all waste will be dumped in the already excavated area as a part of backfilling concurrently

on the south western side. Topsoil will be used to spreading over protective/peripheral bunds

and back filled area for green belt development.

3.3.2 MINING METHOD:

Proposed mining method is mechanized opencast mine by using heavy earth moving

equipments in combination with deep hole drilling, blasting and adaptation of non-

conventional mining method of Ripper dozer/Rock breaker/Xcentric breaker. The primary

holes of 115 mm dia will be drilled by DTH drills and are loaded with cap sensitive primary

explosives in combination with NONEL.

No blasting is required as the top soil and overburden is soft and friable. The Top soil

and overburden will be removed by excavator and load onto the Tippers.

The Shell limestone will be mined by a combination of deep hole drilling and blasting

and adaptation of non-conventional mining method of Ripper dozer/Rock breaker/Xcentric

breaker to break the shell limestone. The primary holes of 115 mm dia will be drilled by DTH

drills and are loaded with cap sensitive primary explosives in combination with NONEL. The

broken/ripped /blasted materials will be removed by hydraulic shovels with tipper

combinations.

The first year, mining operation will be commenced from northwestern side of mining

lease area. Second year onwards mining operation will be progressed towards eastern,

south side and further western side. During the first five year mining plan period about

38.04.0 hectares of area will be opened up and about 16.23.0 hectares will be backfilled.

The mine haul road inside the mine will be laid with a gradient of 1:16. Overburden, waste

and reject will be dumped/ backfilled in earmarked area within mining lease area. During the

first year, over burden/waste will be used for formation of protective bund on both sides of

odai and second year onwards backfilling will be started on southwestern side of mining

lease area. The height of backfilling area will be maintained to initial ground profile.

The Surface plan showing the present mine position & mine position at the end of

present plan period are given as Figure No - 5 & 6.

Ultimately there will be three mining pits and extent and size of the pits are given in

Table No – 3.

At the end of mine life about 54.52.0 hectares of area will be opened up and an area

of 26.15.5 hectares will be backfilled with mine waste and remaining area of

28.36.5 hectares will be left and converted as water body. The ultimate pit limit has been

drawn to mine the shell limestone for a maximum depth of 44 m.

The conceptual plan and cross section are given as Figure No - 7 & 8.

3.3.2.2 EXTENT OF MECHANIZATION:

The details of machineries to be deployed departmentally and on hiring basis for this

mining lease are shown below:

3.3.2.3 LIFE OF MINE:

The life of the mine will be about 10-12 Years. However the life of mine may change

based on achieving the targeted production.

3.3.2.4 DISPOSAL OF WASTE:

Top soil will be removed separately and utilized for tree plantation. Initially top soil will

be spread out over the protective/Peripheral bund. Subsequently top soil generation will be

concurrently used to spread over on the top of back filling area.

During initial period overburden, waste and reject will be used for formation of

protective and peripheral bunds. Subsequently, the waste will be dumped in the already

excavated area as a part of backfilling concurrently on the south western side. The height of

refilling area will be maintained to original ground profile. As such there will not be any

external waste dump.

3.4 USE OF LIMESTONE OUTPUT FROM MINE:

Entire shell limestone production from this lease will be used captively in the ICL’s

various cement plants located in the state of Tamil Nadu.

3.5 MINERAL BENEFICIATION:

The limestone mined from this mine will be directly consumed by the captive ICL’s

cement factory and no beneficiation method will be adopted.

3.7 MANPOWER:

The direct manpower strength will be around 18 and indirectly more than 100 persons

will benefit due to employment prospects in allied services like logistical operations, trading

activities, casual labour needs, green belt creation etc.

cum rest shed and site service will be provided at mining site.

3.10 ELECTRICITY REQUIREMENTS:

All the main mining equipment’s will be diesel operated. The electricity requirement of

1200 units per day for lighting purpose and pumping water from Mine Pit, will be sourced

from TNEB.

DG Set of 50 KVA will also be provided as an alternate source to meet the power

requirement.

3.11 EFFLUENT SYSTEMS:

The only effluents arising from the mine lease will be domestic waste water to the

tune of about 0.6 KLD. This will be suitably discharged into the septic tank with soak pits.

Effluent from work shop containing oil & grease will be treated in ETP / Oil separation tank

and treated water will be reused in the workshop. As such there will not be any liquid waste

disposal.

3.12 FINAL PRODUCT MARKETING :

The entire limestone output from this lease will be captively consumed in various

cement plants of ICL in Tamil Nadu.

3.13 LINEAR SCHEMATIC SYSTEM FOR PRODUCT USE:

Entire limestone output is being supplied to the crusher in the cement plant of

M/s The India cements Ltd. After physical sizing of products in the crusher, the crushed

limestone is passed through vertical roller mills for grinding. Along with the limestone, some

additives are being added to maintain proper qualitative standards of raw meal. Raw meal

will be sent through kiln for Clinkerization and the clinker will be ground to fine cement with

gypsum to maintain the proper standards for cement setting times by way of retardation, etc.

CHAPTER - IV

SITE ANALYSIS

4.1 CONNECTIVITY:

This area is accessible from V.Kaikatti, which is located at a distance of 11 Km. from

Ariyalur on Ariyalur – Jayankondam State Highway. The area is accessible through the metal

/tar road branching off from V.Kaikatti situated about 8 km from the site.

4.2 LAND FORM, LAND USE AND LAND OWNERSHIP:

The entire lease area is non-forest Patta-dry land owned by the company.

4.3 TOPOGRAPHY AND DRAINAGE:

The topography is almost gentle sloping from West to East in western side and East

to West in Eastern side. Maximum elevation is 40 m and minimum elevation is 35 m above

Mean Sea Level. The Marudaiyar River passing South of the lease area is almost dry

throughout the year except during the North–East monsoon. Uppu odai passing in between

the lease area is dry throughout the year except during the rainy season. Water flows from

north to south and join in Marudaiyar River ultimately.

4.4 PROJECT LAYOUT IN RELATION TO IMPORTANT NATURAL FEATURES:

The mining lease area and the 10 km buffer zone is devoid of declared ecologically

sensitive features like national parks, biospheres, sanctuaries, etc., as mentioned earlier. No

forest land is involved in the lease area. The area also does not come under CRZ category.

The feature in 10 km radius is shown in Index Plan. (Refer Figure No - 9)

4.5 CLIMATIC SCENARIO:

The climate of this region is warm climatic belt with moderate humidity and is devoid

of hills. This area receives moderate rainfall averaging about 800 mm per year. The mean

monthly temperature ranges between 22.5ºC and 41ºC and it is maximum during the months

of May and June. The relative humidity varies between 33 and 94% and it is highest during

the months of December and January and it is lowest during the month of June. There is only

one rain gauge station in the Ariyalur town. The region receives rainfall from both the

monsoons with annual rainfall spread over a period of 6 months. The South west monsoon

precipitation occurring from June to September accounts for 30% of the annual rainfall and

the northeast monsoon rainfall occurring during October to December constitutes 70% of the

annual. Normal wind direction is NW.

4.6 SOIL STATUS:

The area is covered with black cotton soil and followed by sandy clay. The limestone

is not exposed on the surface but it is seen in the adjacent mine works and well sections. The

Shell limestone is buff, yellowish brown in colour with prominent and well preserved shells of

lamellibranches, gastropods and microscopic identified fossils and algae are found in

Limestones.

be in developing health, education, skill development, environment and spiritual development

of the society.

Financially, the local community will have benefits like increased income levels, better

life styles etc. Besides, the local panchayats, State and Central Governments will also benefit

due to receipt of taxes, cess, royalty, DMF and NMET etc., from the project proponent.

In the context of accrual of tangible benefits on all fronts arising from project

operations, the project is worthy of approval for improving the infrastructural, social and

financial status of the region, the State and the country, as a whole.

CHAPTER - V

PLANNING BRIEF

5.1 PLANNING CONCEPT:

As detailed in earlier chapters, this project pertains to mining of limestone to the Peak

production capacity of 2.34 MTPA of ROM of limestone by Mechanized open cast mining

method.

5.2 POPULATION PROJECTIONS:

The mines will provide direct employment to about 18 persons and indirectly more

than 100 people will benefit through allied services like trading, logistics, casual labours etc.

Because of local employment prospects, as above, influx of people from the nearby villages

is minimized.

As mentioned earlier on paras 4.7.1, in chapter - IV, the project proponent will carry

out various social welfare measures under their well-formulated “CSR” scheme.

Because of above proposed employment opportunities and social welfare measures

by ICL to local community, there will be improvement in life styles, income levels and

educational statuses of local population. As a result, the Human Development Index (HDI) of

the area will also improve.

5.3 LAND USE PLANNING:

The details of land use planning for the project have been furnished in para 3.6 in

chapter - III.

5.4 GREEN BELT PROPOSALS:

The plantation will be carried out in all possible areas like along road, in the safety

zone, on the protective bund, backfilled area, etc. Its details are given below:

5.5 ASSESSMENT OF INFRASTRUCTURE DEMAND:

Since this is a proposed project, services like work shop, site office, drinking water,

first aid station, rest shelter, drinking water, sanitation facilities and other necessary

amenities will be provided.

Pure water for drinking will be provided at the rest shelter for the workers. Workers

and staff accommodation facility will be provided near the mine site. Water for drinking and

domestic consumption at the ML area will be supplied from the bore well. Other facilities like

Public addressing system, Telephones/ Mobile handsets, Emergency alarm, Firefighting

equipment & accessories with trained manpower, Training centre, Fire tender, Ambulance

will be provided.

CHAPTER - VIII

PROJECT SCHEDULE AND COST ESTIMATES

In this applied lease area mining operations will be carried after obtaining all the

statutory approvals and lease execution.

The project cost is estimated to be Rs. 450 lakhs which includes Land, exploration,

departmental mining machineries, utility, infrastructure etc. ICL is financially sound to meet

this capital requirement.

The operating cost is estimated to be Rs.100/ Tonne of limestone excluding Royalty,

DMF, NMET & Transport.

M/s The India Cements Limited is having rich experience in the field of limestone

mining and cement manufacture for more than 7 decades. This proposed project is Techno

economically viable due to the following reasons:

Will be using the proven open-cast method of mining with Shovel-Tipper combination

Extensive exploration is carried out and the reserves are mostly in the proved

category.

The limestone is used for captive consumption in ICL’s Cement plants.

The lease area is easily approachable from the nearby road and is also well

connected to the cement plant.

The production cost of limestone is within the economic limit considering the present

selling price of cement.

cement plants of ICL in Tamil Nadu. Cement, being an infrastructural core industry, enabling

India has earmarked project financial outlays to the tune of US dollars one Trillion, in the 12th

five year plan, this project contributes to GDP growth of the country, in a big way.

As limestone from the project will be used for cement manufacture, the project will

own its minor role in making contribution to infrastructural betterment of the country.

9.1.2 Social benefits:
