ExecutiveSummaryAsagreedwiththeproject’sAOR,startingfromthisQuarterlyReport(October–December2013),thereporting of the project activities and achievements will be prepared based on the revised/modifiedprojectobjectives (Modification06 forYesNetworkProject,Award#AID-165-A-00-10-00106,officiallyapprovedandsignedbyEDCandUSAIDofficialsonJuly31,2013).The YESNetwork continues towork togetherwith partnermunicipalities andother social partners instrengtheningthePPDanddevelopingthecapacitiesofestablishedLESCs.AtthebeginningofDecember2013,themembersofLESCBitolaincollaborationwiththeMunicipalityofBitolaandsupportedbyYESNetworkproject,havestartedthedevelopmentoftheStrategyforLocalDevelopmentforaperiod2014-2018.Thestrategywillbecoveringthefollowingfourareas:economicdevelopment,tourism,youthandsportandenvironmentalprotection.The strategic planning document which includes an annual work plan of LESC Stip was officiallypresentedtotheCityCouncilmembers.ThedocumentwasacceptedandevaluatedasaveryusefultoolforfurtherupgradingsocialdialoguebetweenthesocialpartnersintheMunicipalityofStip. LESC Tetovo has established a working group which includes twomembers of themunicipality, onemember from the employers, one from the Trade Union and another member from the EnterpriseSupportAgencywhoworkedtogetherontheselectionof5prioritiesfromtheActionplanadopted inSeptember2013.These fiveprioritieswereproposed tobe implemented in2014,after they receivedapprovalfromtheMunicipalityandtheCityCouncil.

Themembers of LESC Strumica attended a capacity building workshop organized by YES. They haveidentifiedseveralkeypointsnecessaryforthesuccessfulfunctioningoftheCouncilandimplementationofthepreviouslyplannedactivities.Also,YESNetworkandmunicipalitiesofStrumicahaveagreedthattheYESregionalofficeinStrumicawillcontinuetoserveasanofficialofficeofLESCStrumica.StartingJanuary1st2014,allutilitycostsforthisofficewillbecoveredbytheMunicipalityofStrumica.TheLESCGostivarheld its firstconstituentsessiononOctober18,2013.Allmemberswerepresentatthemeeting. They discussed and voted on the Rules of Procedures’ document and have elected thePresident, the Vice-president and the Secretary of the LESS. Also, the members of LESC of Gostivarmunicipalityparticipatedinatwo-dayStrategicplanningworkshoporganizedbyYES.OnOctober2-3,2013,theEconomicCouncil inPrileporganizedaCareerFair incollaborationwiththeEmploymentCenterfromPrilepandwithsupportfromtheYESNetworkProject.Thisfairwasaperfectopportunityforanimmediatemeetingandanopendiscussionbetweentheunemployedyouthandthelocalbusinesses.Also, onDecember18th, 2013, in theCouncilHall of theCityof Skopje, the inaugurationof the LocalEconomic and Social Council (LESC) of the City of Skopje took place. The first and also constitutionalmeetingoftheLESCSkopjewillbeheldinlateJanuary2014.Atthemeeting,theofficialdocumentsonwork and policy procedures will be adopted and the leading structure will be appointed (thechairperson,thedeputychairpersonandtheLESCsecretary).

On October 1st 2013, Milica Trpevska was hired as a Coordinator for the Inclusion of Youth withDisabilitiesandYESNetworkbegantheimplementationofanewcomponentfortheInclusionofYouthwithDisabilities.Thesubawardsweresignedwith twoDisablePersonsOrganizations (DPOs) thatwillpartner with YES for the implementation of the YwD activities. Also, the YES Network project hasengaged two teams of local consultants to upgrade/adapt the Work Readiness Skills Curriculum foryouthwithphysical,sensoryandintellectualdisabilities.TheJobClubinESASkopjewasofficiallyre-openedonNovember26,2013byMr.JamesStein-Directorof USAIDMission inMacedonia,Mr. Dime Spasov -Minister of Labour and Social Policy,Mr. VlatkoPopovski - Director of ESA Macedonia and Ms. Slobodanka Aleksovska - Head of the Center forEmploymentof theCityof Skopje in thepresenceofmanyemployers, youthandpartnersof theYESNetwork.YESNetworkhasrenovatedandequippedtheJobClubwithITequipment,newfurnitureandcareerdevelopmentmaterials.Inthisreportingperiod,14WRSworkshopsweredeliveredin7ESAsCentersandintotal245registeredunemployed youth have successfully completed the WRS trainings. During the same period, 15unemployedyouthregisteredinESAStipandoneinESAGostivargainedalongtermemployment.Duringthisquarter,YESNetworkteamheldanofficialopeningoftwocareercenters,oneinsecondaryschoolZdravkoCvetkovski inSkopjeandoneinsecondaryschoolRisteRisteskiRichkoinPrilep.Attheofficial opening in Skopje, the importance of the implementation of Career Center activities wasexpressedbytheMinisterofEducationandScience,Mr.SpiroRistovski,theMayoroftheCityofSkopje,Mr.KoceTrajanovski,andUSAIDMissionDirector,Mr.JamesStein.Due to big interest among the teachers from Gostivar in the Work Readiness Skills program, YESNetwork has organized and delivered the second training for this program, with additional teachersfromallthreesecondaryschoolsinGostivar.New32groupsofstudentsfollowingtheWBLprograminVETschoolshavebeenformedforthisschoolyearaswell.ThroughWBLprogram,manystudentshadtheopportunitytovisitsuccessfulcompaniesandobserve theorganizationof thework, theproductionprocesses, and theoverall functioningof acompany.A total of 75 teachers from secondary schools in Tetovo, Gostivar, Bitola, Prilep, Strumica, and Stip,successfullyfinishedtheCareerCounselors’trainings.Thedraftcompetencybasedstandards forMentors inCompanieswere finalizedandapprovedbytheVETCenter,MoESandtheCraftsChamber.Basedonthesestandards,atrainingprogramformentorsincompanieshasbeendevelopedaswell.The Bureau for Development of Education (BDE) approved a project activity for Career Planning forgymnasiastudentsintheirfourthyear.A surveyexploring theexperiencesof the youthwhowereemployedafter theirparticipation inWRSworkshops in ESA Centers and NGOs was conducted. Its purpose was to explore the job searchingprocessafterthetrainingandtheperceivedbenefitsfromthetraininginsecuringandmaintainingthejob.

OnDecember4th,2013theUSAIDYESNetworkProjectorganizedapresentationofthemonitoringandevaluation results. More than 120 representatives of the project partners including municipalities,secondary schools, the Employment Service Agency, local economic and social councils (LESCs), non-governmental organizations (NGOs), disabled persons organizations (DPOs) and other guests had theopportunity to be informed about the successes and the challenges of their work in the field ofpreparationofyouthforemployment.

1.ProgramActivitiesandOutcomes

EstablishmentoflocalESCs

Bitola:ThelastquarterwasmarkedbyasignificantprogressinanumberofareasinregardstothefullfunctioningoftheLESCBitola.Examplesofsuchadvanceswereparticularlyevidentintheimprovementof:-CollaborationwiththeMunicipalityofBitola-CoordinationwiththeappointedpersonsbytheMayorinchargeoftheLESCactivities- Establishing and setting up the whole structure of the LESC Bitola as official body to theMunicipality-Officialsupportofeveryoneinvolved-Awideragendaoflocalinterest-EffectivelocalpublicityOnOctober15-16, 2013, LESCmembers attended the first partof the two-dayworkshoponStrategic Planning. Theymet once again, onNovember 15, 2013 for the second part on thesametopicatthefollowupworkshop.Duringtheworkshopstheparticipantsdemonstratedknowledgeofthethemeandfamiliaritywiththekeypoints of the strategic planning made them veryeffective, efficient and original in drafting thedocument,i.e.thestrategyofthenextactivitiesthatwill be implemented by the LESC Bitola in theforthcomingfouryears.

direct address to the LESCmembersmotivated participation in all meetings and workshopsorganizedforandwiththeLESCmembers.The LESCmembers in collaboration with theMunicipality of Bitola and with support of ourProjectbeganpreparationoftheStrategyforLocalDevelopment2014-2018.Itwillbecoveringthefollowingfourareas:economicdevelopment,tourism,youthandsport,andenvironmentalprotection.Thedocumentwasdesignedduring the three-dayworking sessionsorganizedseparately (13,16 and 25 December, 2013) for four different focus groups involved in preparation of thestrategy. The firstworking sessionwasopenedby theMayorofBitolaandattracteda lotoflocalmediacoverage.TheStrategyforLocalDevelopmentisinthefinalphaseofreviewandeditinganditisexpectedthattogetherwiththedocumentonStrategicPlanningoftheLESCBitola,itwillbepresentedatthenextCityCouncilMeeting,scheduledfortheendofJanuary2014.Prilep: Themembers of the Economic Council of Prilep scheduled and participated in threemeetingsduring the reportingperiod.The lastmeetingwassomewhat informal,attendedbyMr.ZoranStavreski,theMinisterofEconomywherehewasinformedabouttheactivitiesthisCouncilisinvolvedwithandtheaccomplishmentsachievedsofar.OnDecember3,2013,theUSAIDYESNetworkSTSPPDheldacoordinationmeetingwithMrs.Vineta Ivanoska, theHeadof LEDDepartment inMunicipality of Prilep.The status of the ECPrilep and the current activitieswere discussed at themeeting. It was pointed out that theEconomic Council of Prilep does not face any particular challenges, and the presence of themembersandthefrequencyofthemeetingsonaregularbasisarenotanissue.TheHeadoftheLEDDepartmentrequestedYESNetworksupportinorganizinganeventsimilarto atownhallmeetingoraroundtable/paneldiscussiontodiscussanactualtopiconyouthemploymentwhichisrelevanttothelocalcommunity.ItwasalsoagreedthatatthenextmeetingoftheCouncilthatwillbeheldinJanuary2014withrepresentativesfromUSAID,YESNetworkandfromBusinessStartUpCenterBitolatodiscussthe eventual joint collaboration and support for someof the Council’s initiatives in the nearfuture.Stip:TheLESCdocumentonstrategicplanningwaspubliclypresentedonNovember5,2013infrontoftheCityCouncilmembers.ThedocumentwasacceptedandevaluatedasausefultoolforfurtherupgradingthesocialdialoguebetweenthesocialpartnersintheMunicipalityofStip.

OnNovember23,2013,YESNetworkPPDteamorganizedaCapacityBuildingWorkshopforthemembersoftheLESCStip.TheworkshopwasopenedbytheSTSforPublic-PrivateDialoguein

YES Network Project by presenting the project’sobjectives ingeneralwithspecialattentiontothesupport provided for LESC Stip functioning. Theworkshopagendawaspresentedandthesessionswere facilitated by Mrs. Jadranka Kungulovska,LESC Capacity Building consultant in cooperationwithYESNetworkSTSPPD.The LESC participants were able to gain some ofthe general/basic principles of professionalcommunication, teamwork and facilitation skills,

includingtipsforconductingeffectivemeetingaswellasconsensusbuildingmechanisms.TheWorkshopcompletelymet itsgoal,providedsupport totheLESCStip forcontinuationofthework,raisedawarenessoftheirimportantcommunityroleandmotivatedtheparticipantstoincreasetheirproactiveinvolvementinthefuture.Tetovo: OnOctober 30, 2013,members of LESC Tetovo established aworking groupwhichincludes two members of the municipality, one member from the employers, one memberfrom the Trade Union and one member from the Enterprise Support Agency who workedtogetherontheselectionofmainprioritiesinimplementationoftheiractionplan.Five priorities were proposed to the officials from the Mayor’s cabinet to be selected andimplemented in 2014, after they get approvedby theMunicipality and theCityCouncil. It isenvisionedthattheseactivitieswillbefinancedbythemunicipalbudget,andimplementedbythe Local Economic Development office (LED). The Tetovo LESC is expecting a feedbackregardingtheseproposedactivitiesinJanuary2014atthelatest,whentheCityCouncilisgoingtohaveitsnextmeeting.Unofficially,thechairpersonoftheLESCTetovo(whoisalsotheHeadoftheLEDdepartment)sharedinformationwiththeYESNetworkSTSPPD,thattheseactivitieswillbeacceptedandsupportedinthefirsthalfof2014.Strumica:OnNovember12,2013,membersoftheLESCStrumicaattendedacapacitybuildingworkshop.Themainobjectiveofthisworkshopwas to improve the functioningof theCounciland to enhance the implementation of thepreviouslyplannedactivities.

The participants reviewed the status of theLESC and mapped the activities in regards towhat has been planned initially andwhat hasbeen done. Through a brainstorming session,

the LESCmembers defined several potential improvement points and proposed appropriateideasandsolutionsintermsofamoreefficientoperatingoftheCouncil.

Theworkshopendedwithprioritizingofthemostimportantandmosturgentactionsthathavetobeundertaken, i.e. tomakeplanningof the specificandconcrete steps, initiatives,eventsandtrainingsforthewholenextyear.

Afterthediscussionwhereallparticipantswereactivelyinvolved,theLESCannualplanfor2014wasdrafted.ThisdraftwassenttoallLESCmembersforreviewandcommentstogetherwiththereportfromtheworkshop.ThecommentsoftheLESCAnnualPlanwereincorporatedinthefinalversionofthePlanadditionallyanddisseminatedtotheLESCmembersafterwards.Gostivar:TheLESCofMunicipalityofGostivarhelditsfirstconstituentsessiononOctober18,2013.At themeetingattendedbyallmembers, theRulesofProcedureswerediscussedandvotedfor,thePresident,theVice-presidentandSecretaryoftheLESCwereelected.

OnNovember8-9,2013, themembersofLESCof Gostivarmunicipality participated in a two-dayStrategicplanningworkshop.Almost all LESC members attended andcontributed with constructive discussions andoriginal ideasfordraftingtheactivitiesoutlineswhich will be implemented in the next fouryears.

Themain LESC activities in thenext periodwill be focusedon a decrease in unemployment,improved quality of the social life in the municipality of Gostivar, enhancing the businessenvironmentandbetterpromotionandrecognitionofLESCGostivar.ThedocumentisinthefinalphaseoftranslationtoAlbanianlanguage,andthenwillbeprintedoutanddistributedtothemembersoftheLESCandtheCityCouncilofGostivar.Skopje: OnDecember18th,2013, the inaugurationof the LocalEconomicandSocialCouncil

(LESC)ofCityofSkopjetookplaceintheCouncilHallofthe City of Skopje. The event was attended by Mr.JamesStain,theUSAIDMissionDirectorandoneofthekey-notespeakersattheevent.TheAgreementonestablishmentoftheLESCofCityofSkopjewassignedby theMayorof theCityofSkopje,Mr.KoceTrajanovskiandthepresidentsofothersocialpartners: the Employers Organization of Macedonia(EOM),theConfederationofFreeUnions(CFU)andthe

FederationofFreeUnionsofMacedonia(FUM).ThenewlyformedLESCistheseventhamongLocaleconomicandsocialcouncilswhichwereformedintheProject’spartnermunicipalities.Representatives fromtheCitycoucilandCityadministration,education,social,andeconomicsectors, as well as representatives from the employers and unions, were nominated to bemembersoftheLESCSkopje.Besidesthesemembers,representativesfromotherYESpartners:EmploymentServiceAgency,NGOsectorandthechamberofcommerceandcraftsassociationswill also actively participate in the activities of LESCSkopje.ThefirstandalsoconstitutionalmeetingoftheLESCoftheCityofSkopjewillbeheldinlateJanuary2014.Atthemeeting,theofficialdocumentsonworkandpolicyprocedureswill beadoptedand the leading structurewillbeappointed(thechairperson,deputychairpersonandtheLESCsecretary).

1.2. Strengthen the capacities ofNGOs andDPOs for development of employabilityskillsinyouth

In an effort to enhanceemployability skills of YouthwithDisabilities (YwD)byoffering theminclusive workforce training and work-based learning opportunities, the YES Network haspartneredwith twoDisabledPersonsOrganizations (DPOs) that shareEDC’s commitment forinclusionofYwDinallYESNetworkactivities.OneoftheseDPOpartners–OpentheWindows–is anNGO focusedonpromotingassistive technologyasa tool to foster inclusionofPersonswith Disabilities (PwD) in all walks of life. On November 30, 2013, EDC signed a SubgrantAgreementwith ‘Open theWindows’ toequipCCsand JCswithassistivedevices anddeliverassistivetechnologyanddisabilityawarenesstrainingto240facilitatorsfromsecondaryschoolsandESAs.Theotherpartner–DisabilityServiceAssociation ‘Handimak’Tetovo– isaDPOdedicated toimproving the quality of life for PwD through effective, relevant and quality services. OnDecember 20, 2013, EDC signed a SubgrantAgreement to assess thephysical accessibility ofCCs and JCs in seven partnermunicipalities, build simple accessibilitymodifications (such asramps and bathroom railings), trainWRS,WBL and Career Counseling facilitators to includeYwD in workforce training and closely monitor the progress of these efforts by organizingexperience-sharing follow-up gatherings and singlingoutbest inclusionpractices and successstories.WithanaimtosetsolidgroundsforsuccessfulcollaborationwithDPOsbyexploringnetwork-based approaches which would ensure sustainability, the YES Network invited DPOrepresentatives from all seven partner municipalities to attend the Presentation of the YESNetworkEvaluationResults for2012and2013.ThePresentation,heldonDecember4,2013,was followed by a workshop which brought together LESC members, teachers, ESAadministrators,NGO andDPO representatives to discuss theways of sustaining and buildinguponthepositiveresultsoftheYESNetworkproject.InclusionofYwDinworkforcetrainingbystrengtheningDPOandNGOcapacitiestoprovidequalityservicestoYwDwassingledoutasakey for enhancing the employability skills of this group. The discussion evolved around theinclusion issue in the working groups of stakeholders from Prilep and Bitola. The DPOrepresentatives from these two municipalities expressed an interest to closely follow theproject developments and work together with other local stakeholders to improve YwDemploymentprospects.

The outreach and networking with DPOs in seven partner municipalities will be furtherimproved by hiring an Inclusion of YwD Program Intern. The open call for this internshippositionwasannouncedonDecember19,2013.Twenty-fivecandidateshaveexpressedtheir

interest to join the YES Network team and five of them have been invited for an interviewtakingplaceonJanuary15.

Upgrade/AdaptationofWorkReadinessSkillsProgramforYouthwithDisabilities

Duringthisquarter,theYESNetworkprojecthasengagedtwoteamsoflocalconsultantsintheupgrade/adaptationof theWorkReadiness Skills Curriculum for youthwithphysical, sensoryandintellectualdisabilities.TheteamofconsultantscontractedtoupgradetheWRScurriculumfor use in inclusive classrooms included two special educators with extensive experience incurriculum design and inclusive education. The team tasked with adaptation of the WRScurriculumforyouthwithintellectualdisabilitiesconsistedofspeechandlanguagepathologistsandaspecialeducatorspecializedininclusiveeducation.Bothconsultantteamsattendedfour-dayWRStraininginESASkopje.TheconsultantsgatheredbestpracticesandlessonslearnedfromtheimplementationoftheWRScurriculumwhichhasbeenpilotedinthe‘Iskra’SecondarySchoolforstudentswithintellectualdisabilitiesinStip.In this reportingperiod,eachof the twoteamshasupgraded/adapted fourof theeightWRSmodules. The team of consultants responsible for upgrading theWRS curriculum for use ininclusive classrooms with youth with physical and sensory disabilities has developed draftversionsforthefollowingWRSmodules:Module1–IntroductoryModule;Module2–PersonalDevelopment;Module 3 – AppropriateWorkplace Behavior andModule 4 – CommunicationSkills.TheteamtaskedwithadaptationoftheWRScurriculumforyouthwithintellectualdisabilitieshas developed draft versions of the following modules: Module 2 – Personal Development;Module3–WorkplaceBehavior;Module4–CommunicationSkills;andModule5–TeamworkandLeadership.

The Job Club in Skopje ESA was re-opened on November 26, 2013. It was renovated andequipped by YES Network project with IT equipment, furniture and career developmentmaterials.Theappreciations for thesuccessful cooperationbetween theYESNetworkandECSkopje were expressed in the speeches of: Mr. James Stein - Director of USAID Mission inMacedonia, Mr. Vlatko Popovski - Director of ESAMacedonia, Ms. Slobodanka Aleksovska -Headof theCenter for Employment of theCity of Skopje in thepresenceof theMinister ofLabour and Social PolicyMr. Dime Spasov, many employers, youth and partners of the YESNetwork.At the opening ceremony of the Job Club Skopje, certificateswere issued to the trainers –representatives from ESA Skopje, who successfullycompletedtheWRStrainingfortrainers,aswellasforthefirstgroupofyoungunemployedwhohavesuccessfullycompletedtheWRStraining.

ManycompanieswhoseestablishmentwastheresultoftheActiveLaborMarketMeasures,theinitiativeoftheGoMforself-employment,hadtheirstandsandpromotedtheirproductsandservices.Since its opening, the ESA Skopje Job club hasstarteddeliveringWRStrainingstotheunemployedyoungpeoplefromtheCityofSkopje.The Job clubs in all 7 ESACenters for Employment are functioning according to the plannedWRSandWBLtrainings.

InOctoberandNovember2013,ESACenterinStrumicainvitedteachersandstudentsfromthesecondaryschoolJaneSandanskiandpresentedservicesoftheESAJobclub.Duringthisquarter,“OpentheWindows”, theYESNetworkPartner inthe implementationofInclusion of YwD component, has completed the procurement of assistive devices and ITperipherals for the seven job clubs in the YES partner municipalities. Open the Windowscompleted theprocurementprocedure for seven locallyproduced switches, aswell as sevenbig-button keyboards, seven joysticks and seven trackballs which will be imported and

delivered. Based on a positive cooperation track record of successful delivery of locallyproducedswitchesin2011,OpentheWindowscontractedalocalcompanytomanufactureandprovidetheneededswitches.Followinganopen(public)tender,OpentheWindowscontractedthesamecompanytoimportanddeliversevenbig-buttonkeyboards,seven joysticksandseventrackballs.ThetenderwasadvertisedonNovember30,2013.Fourcompaniesobtainedthetenderdocumentationneededfor submitting an offer; three of themhave submitted an offerwithin the set deadline. Theoffers were opened publicly by the Procurement Commission in the presence ofrepresentativesoftwocompanies.Thenegotiationswiththebidderwhoseofferwasselectedasmostfavorablefailedbecausethecompany was not prepared to import and deliver the assistive devices within the 45-daydeadlinestipulatedinthetenderdocumentation.Asaresult,OpentheWindowsconcludedaprocurement contractwith the second-rankedbidder todeliver theassistivedevicesbymid-February.Theassistivedevices for the seven jobclubswereprocured togetherwith the sameassistivedevicesfor38careercenters.

WorkReadinessSkillsProgram(WRS)Inthisreportingperiod,14WRSworkshopsweredeliveredin7ESAsCenters(1inStrumica,3inTetovo,3inBitola,2inGostivar,2inSkopje,1inShtip and 2 in Prilep) and in total 245 registeredunemployedyouthhavesuccessfullycompletedtheWRStraining.In this reporting period, after the successfulcompletionofWRStrainings,15unemployedyouthfrom Stip and one from Gostivar gained long termemployment.TheESAfacilitatorshavecontinuedtoregularlyinvitelocalemployerstoparticipateintheWRStrainings. In all 7 ESA centers, 12 employerswere invited as guest speakers to present theirviewsonthelocallabormarket.The ESA Skopje facilitators have been very successful in organizing and delivering the WRStrainingsduetotheirpreviousexperience.TheystartedorganizingandimplementingtheWRStrainings independently and without any support from the NGO facilitators, which were apracticeandaneedforallotherESACenters.

CareerCounselingProgramDuringthisquarter,YESNetworkLMSpecialistand2representativesfromESAworkedonanadaptationofthecurrentlydevelopedCareerCounselingProgramforsecondaryschools.Thisprogram was specifically customized to the needs of ESA and consists of 6 modules: 1.Introductory module; 2. Career planning; 3. Individual and Group counseling; 4. CareerInformationandLaborMarket;5.ESAservicesandsupport;6.EthicnormsCareerFair

OnOctober 2-3, 2013, the YESNetworkProject organized aCareer Fair in Prilep, oneof thepartner municipalities of the project. The event took place in the Cultural Center “MarkoCepenkov” and was organized together with the local self-governance and the EmploymentServiceAgency(ESA)-EmploymentCenterfromPrilep.

TheMinisteroflaborandsocialpolicy,DimeSpasovdeliveredaspeechattheofficialopening,pointingoutthatthefairprovidedavenueandarareopportunityforthelocalstakeholderstomeet and talk over various topics that directly concern them. TheMayor ofMunicipality ofPrilep, Mr. Marjan Risteski, the Director of USAID office for Democracy and Education, Mr.Michael Stievater and theDirector of Employment ServiceAgency,Mr.VlatkoPopovski, alsosaluted the initiativeandnoted that theseevents shouldhappenmore frequently, firstofalllocallyandthenonanationallevel.

During the fair, local businesses and business associations, secondary schools from Prilepmunicipality,theChamberofCommerceofMacedoniaandtheEmploymentcenter-Prilephadtheirownstandsthroughwhichtheypresentedtheirbusinessesandactivities.Also,12panelistsheldtheirpresentations in6paneldiscussionsondifferenttopicsregardingdifferent aspects of the labor market in Macedonia. CareerCentersActivitiesA brochure for parents regarding their involvement in the career planning process has beendevelopedandpreparedforprinting.Thisbrochureshouldhelpparentstobecomemoreawareoftheirrole intheirchild’sdecisionmakingregardingtheircareers. Itprovideshintsandtips,what the career plan means, as well as how they can cooperate with schools (careercounselors)inthisprocess.

During November and December of 2013 e-portfolio workshops were held in all 11 Skopjesecondaryschoolsthatare included intheproject.These short trainingsweremeant for the teacherswhoalreadyattendedtheWorkReadinessprogram

YES Network is always searching for ways to enhance youth skills. Towards this goal, YESNetworkhasbeensupportingfortwoyearsthecontest“Beste-careerportfolio”andisalreadypreparingforthenextcompetition.During this quarter, YES Network team held anofficialopeningoftwocareercenters,one inSUGSZdravko Cvetkovski- Skopje and one in SUGS RisteRisteskiRichko-Prilep.Mr.SpiroRistovski,Ministerof Education and Science, Mr. Koce Trajanovski,Mayor of the City of Skopje andMr. James Stein,USAID Mission Director in Macedonia, expressedtheir support during theofficial opening ceremonyinSkopje.As part of the official ceremony, 55 teachers from11secondaryschoolsfromSkopje,whicharepartneringwithYESNetwork,wererewardedwithcertificates for successful completion of the training on the implementation of the WorkReadinessSkillsprogram.

In Prilep, Mr. Zarko Temelkov - Director of theschool,Mr.NikolaDimeski-PresidentoftheCouncilof the Municipality of Prilep and Ms. IvanaGeorgievska – STS VET in YES Network, addressedtheaudience.Teachers fromR.R.Richkohavebeenactively involved in all the project activities andtrainings. All activities are on-going in this schoolsince their inclusion in the project and the lack ofvenue for the Career Center so far has not

TheVETCenterfacilitatorsweretheadvisorsofthisactivity.TheseschoolsreceivedliteraturefortheCareerCenters,aswellasvideocameras.Similar to job clubs, career centers will also be equipped with assistive devices and ITperipherals for studentswithdisabilities.During this quarter, the YESNetworkpartnerOpenthe Windows has completed the procurement of 38 switches, 38 big-button keyboards, 38joysticks and 38 trackballs for the school career centers. The procurement procedure waselaboratedintheprevioussectionofthereportasthesamedeviceswereprocuredforthejobclubsineachYESpartnermunicipality.

WorkReadinessSkillsProgramDuetobiginterestamongteachersfromGostivarinparticipatingintheWorkReadinessSkillsprogram,YESNetworkhasorganizedanddeliveredthesecondtrainingforthisprogram,withadditionalteachersfromallthreesecondaryschoolsinGostivarbeinginvolved.TheVETCenteradvisors served as trainers. Therewere 24new teachers selectedby their schools, basedontheir interest and future plans for theimplementation of theWRS program. The secondgroup of teachers successfully finished the WRStraining,andYESNetworkwillcontinuouslysupportthem in order to ensure that they also beginimplementing WRS by integrating its goals withinthesubjectsthattheyareteaching.The new school year has started withWRS beingimplemented for the first time through 25 groupsof students in the Skopje schools. Othermunicipalities also continue the implementationwithatotalof40groupsofstudents.WorkBasedLearningProgramNew32groupsof students following theWBLprogram inVETschoolshavebeen formed forthis school year aswell. ThroughWBLprogram,many students havehad theopportunity tovisitsuccessfulcompaniesandseetheorganizationofthework,theproductionprocesses,andthe overall functioning of companies. This has proven to be very positive for professionalgrowthofstudents,sincetheyhaveafirst-handexperiencetoseewhat is involvedinagivenprofession/occupationand canmakeabetterdecisionwhen choosing their futureeducationandcareerpath.

CareerCounselorsCertificationProgramAtotalof75teachersfromsecondaryschoolsinTetovo,Gostivar,Bitola,Prilep,Strumica,andStip,havesuccessfullyfinishedtheCareerCounselorstraining.Onemoreserviceisavailableforsecondary school studentswithin their Career Centers, throughwhich they can now receiveprofessional career counseling and orientation regarding their future education, professional

ThedraftstandardsforMentorsinCompanieswerefinalizedandsubmittedforapprovalbytheVET Center,MoES and the Chambers. Theywere adopted by VET Center and the Chambersafter a positive opinion by theMoES, now representing a national level standard. Based onthesestandards,aprogramformentorsincompanieshasbeendeveloped.Followingthesame,theconceptualizationofthependingtrainingshasbeeninitiated.BDE approved a project activity for Career Planning. It is a program of 30 hours aimed atgymnasia students in their fourth year. This program is approved to be piloted during theproject,andBDEhasrequestedanalysisofitsimplementationsothatitcanmakeaninformeddecision toadopt itasaprojectactivityonanational level. YESNetworkhasbeencollaboratingwithaBusinessStart-upCenter fromBitola inorganizinganddeliveringentrepreneurshiptrainingfordevelopingabusinessplan.Thebridgingoverthespace between the existent offers from the educational institutions and the needs of thebusinesscommunityisacommongoalofUSAIDYESNetworkprojectandBSC.Theorganizationof entrepreneurship skills trainingwas aimed at teachers and students involved in theWorkBasedLearningprogram.Withthisintervention,studentswillgetanopportunitytogainsomeentrepreneurship experience and the teachers would be able to provide support to furthergenerationsofstudentsattendingWBLprogram.YES Network has continued its cooperation with USAID’s Teacher Professional and CareerDevelopment Project through participating in a work group for VET teachers’ standards.Opportunitieshavebeendiscussedforincludingtheexternshipexperiencesofteachersinthestandard for VET teachers. Also, possibilities were explored for involving career counselors’professionaldevelopmentinasuitablestandard.SchoolsinethnicallymixedmunicipalitieshavereportedvariousactivitiesintheCareerCentersand through theWBLprogram (predominantly company visits) that havebeenorganized forethnically mixed groups of students, thus meeting both YES Network goals and USAID’sInterethnicIntegrationinEducationProjectgoals.

OnNovember22,2013theYESNetworkYwDcoordinatorandtheSTSPPDattendedthepanel:‘Inclusive Schools – theWay Forward’. The panel discussion on inclusive education broughttogether parents of children with disabilities, special educators, teachers, NGOs and stateinstitutions.Theorganizers–an informalgroupofparentsandspecialeducators–presentedanoverviewofparents’andprofessionals’attitudes, regarding theways toensuresuccessfulimplementation of inclusive education throughout the country. These attitudes will besummarizedinaninclusionactionplanandwillbepresentedtotherelevantstateinstitutionsresponsible for the introduction and development of education reforms – the Ministry ofEducationandtheOfficeofEducationDevelopment.On October 30, 2013 the YES Network YwD Inclusion Coordinator and Monitoring andEvaluation Specialist attendedaPublicDebateon the issueofDiscriminationon theBasis ofPhysical and Intellectual Disability, as well as on Initiatives for Amending the Law onEmploymentofDisabledPersons.Theeventendedwithadiscussionondiscrimination in thejob-seeking process and in the work environment, labor market integration prospects ofpersonswithdisabilitiesandthedifferentMacedoniantranslationsoftheterm‘disability’.TheYES Network YWD team discussed the initiative for amending the Law on Employment ofDisabledPersonsandurgedDPOstorejecttheterm‘invalidity’andagreeonanotheruniversaltranslationoftheterm‘disability’.OnNovember18-19,2013,theYESNetworkYwDInclusionCoordinatorandtheMonitoringandEvaluationAssistantattendedtrainingontheroleofassistivetechnologyinaninclusiveprimaryschool classroom. The training was delivered by Open the Windows, as part of the USAID-funded E-accessibility in Education project, and was mainly intended for primary schoolteachersandeducationoverseers.Mostteachersattendingthetraininghavealreadyhadsomeprevious experience with assistive devices and IT peripherals. Through success stories fromprimaryschoolsandotherpracticalexamples,teachersandeducationoverseerslearnedaboutthewaysinwhichtheycanuseassistivetechnologytofacilitatetheirworkwithchildrenwithdisabilities and foster their active class participation. The YES Network attendees activelyobservedthistrainingandcontributedtothediscussionontheoverallcontextandchallengesofinclusiveeducationinMacedonianprimaryschools.OnNovember21,2013theYESNetworkYwDInclusionCoordinator,MonitoringandEvaluationSpecialistandOfficeandInformationManagerattendedthepromotionofUSAIDPersonswithDisabilitiesInternshipandEmploymentProjectorganizedby‘MojaKariera’.Thepurposeofthepromotional eventwas toprovideanoverviewof the resultsof thePersonswithDisabilitiesInternship and Employment Project in the Skopje region. The project implementer in thisregion,‘MyCareer’invitedpersonswithdisabilitieswhoattendedtheirjob-searchingstrategiestrainings. Two success stories of persons with disabilities who got internship/employmentplacementwerealsofeaturedattheevent.

1.7.MonitoringandEvaluation

SurveyofemployedyouthandemployersthathaveemployeesorinternspreviouslytrainedinWRSDuring October 25-30, 2013, a survey exploring the experiences of the youth who gotemployment after their participation on WRS workshops in ESA Centers and NGOs wasconducted. Its purpose was to explore the job searching process after the training and theperceivedbenefitsfromthetraininginsecuringandmaintainingthejob.A convenient sample was created using data from the NGO and ESA Centers’ reports onemployed youth. An online surveywas administered to 94 young people,which represents63%of the totalnumberofemployedyouthduringFY2013 (148). Thesampleencompassed37%male and63% female respondents, 67% trainedbyESACenters and33%byNGOs. Theresponseratewas49%(46respondents)Basedontheresponses,37%arenolongeremployedandthemostcommonreasonsare:beingemployedasasubstituteandtemporaryemployments.Regardinginternshipexperiencepriortotheemploymentmostoftherespondentsclaimtohavehadaninternship.Thegraphbelowbestillustratesthefinding.

PresentationofYESNetworkresultstoprojectbeneficiariesandpartnersOn December 4, 2013, the USAID YES Network Project organized a presentation of themonitoringandevaluationresults.Inthisevent,morethan120representativesoftheprojectpartners including municipalities, secondary schools, Employment service agency, localeconomic and social councils (LESCs), non-governmental organizations (NGOs), disabledpersonsorganizations(DPOs)andotherguestshadtheopportunitytohearaboutthesuccessesandthechallengesoftheirworkinthefieldofpreparationofyouthforemployment.AmongthemanysuccessesoftheProjectwerepresentedthefollowing:• 83%oftheyouthreportthathaveimprovedtheiremployabilityskillsafterthetraining• Studentsandyouthaftercompletingthetraininghaveincreasedself-confidence• Theyhaveacquiredpracticalknowledgeandskillsusefulforlife• Theyhaveamorecompletepictureofthecomplexityofthejobsearchingprocess• Theyshowgreaterinitiativeforsearchingforajobandinternship• 20%ofthetrainedyouththroughESACentersandNGOsgotemployment

AppendixILeverageYESNetworkProjecthascalculatedthecontributionbytheMinistryofEducationandScience(MoES) in the payment of the teachers who implement Work Readiness and Work BasedLearning Programs. According to the regulations related to payment of teachers, thecontributionbytheMoESwascalculatedasfollows:

- the average monthly gross salary of a teacher with 20 years of work experience is33,469.00MKD,namely,401,628.00MKDannually(thisinformationisprovidedbytheMoES);

- thisaveragegrosssalaryreferstoa“full fundofschoolhours”,whichimpliesthattheteacherneedstohave20in-schoolshoursperweektogetafullsalary;

- Programswehavedevelopedareimplementedthroughtwoschoolhoursperweek.- As2isequalto10%of20,wecalculatetheannualamountthatwouldrefertopayfor

implementationofaprogrambeingrealizedthroughtwohoursaweekwithonegroupof students. Therefore, we get the sum of 40.162,80 MKD per group per programannually,whichis10%ofTeacher’sAnnualGrossSalary.InUSD,thatamountis$902.53(1$=44.5MKD);

- Fortheschoolyear2010/2011therewerenoprogramsandgroupsintheschoolsastheprogramswerebeinginthephaseofdevelopment;

- For 2011/2012 school year, WRS was officially adopted and implemented with 28groupsinthreemunicipalities.Therefore,theleveragefor2012was$25,270.98;

- For2012/2013schoolyear,WBLwasofficiallyadoptedaswell,andtherewere71WRSgroups in 6 municipalities, and 15 WBL groups in 3 municipalities. Therefore, theleveragefor2013was$77,618.00;
