1.0 THE YOUTH CHARTER: A 25 YEAR GAMES LEGACY

The Youth Charter is a 25 Year Games Legacy of Manchester’s bid for the 2000 Olympic Games and the hosting of the Manchester 2002 Commonwealth Games that has inspired a global Sport for Development and Peace movement/sector. The Youth Charter has campaigned and promoted the role and value of sport, arts and cultural activity in the lives of disaffected young people from disadvantaged communities nationally and internationally.

The Youth Charter has a proven track record in the creation and delivery of social and human development legacy projects and programmes with the overall aim of providing young people with an opportunity through sport, art and cultural activity to develop in life.

Through our work with youth and communities the Youth Charter has pioneered three core youth and community development programmes:

• Community Campus – Somewhere to Go • Youthwise “Curriculum for Life” – Something to Do • Social Coach Leadership Programme – Someone to Show Them

2.0 YC 2018

The Youth Charter’s 25th Anniversary Year of 2018 saw us:

• reflect on our past achievements and contributions • review our current projects and programmes • plan for the next 25 years

A busy year saw the Youth Charter host student interns from the University of Salford and the University of Lyon, with additional student visits from Han University and Thailand Karate team.

The Youth Charter also engaged with students from University of East London, University of Glasgow, and from schools and colleges in Greater Manchester and London, through the Commonwealth Youth Leadership Programme and Commonwealth Roadshow. This culminated in the Model CHOGM Manchester event at UTC@MediaCityUK, where young people played the roles of Commonwealth Leaders discussing issues faced by their countries.

As the Youth Charter looks forward to its next 25 years, a bold move was made to relocate our home of 22 years in Salford Quays/MediaCityUK to East London, where the Youth Charter is developing East London Community Campus, as part our ongoing #legacyopportunity4all…

The panel, included the local authority, a local councillor, Chair of Local Children’s Safeguarding Board and the Metropolitan Police.

During this conference a number of young people presented the issues of anxiety and fear following the shooting of their friend Corey Junior Davis, a 14-year-old schoolboy gunned down in a park in Newham on September 4th 2017. Geoff Thompson pledged to provide:

• Somewhere To Go (where they would be safe and taken off the streets), • Something To Do (with sporting, artistic, cultural and digital activities) and • Someone To Show Them (how to develop their mental, physical and emotional life skills resilience)

2.2 FEBRUARY

2.4 APRIL

Following the hosting by the Youth Charter of HAN University students in April 2016 and May 2017, the Youth Charter hosted a further group of HAN University students in April 2018. The group consisted of 12 Students and 2 Lecturers.

They visited Manchester as part of a three-day study trip, which included visiting community sport projects. The visit provided students with further insights and progress in the development of the Youth Charter Community Campus project.

A group of 21 academics from the Kenniscentrum Sport (Knowledge Centre for Sport Netherlands) also visited the Youth Charter, providing the academics with an insight into the development of the Youth Charter Community Campus and Social Coach Leadership Programme.

YC Chair, Geoff Thompson, was also invited to meet with pupils from Manchester Grammar School and discuss his experiences as a World Karate Champion and the work of the Youth Charter.

The Youth Charter celebrated its 25th Anniversary with a gathering of past, present and future YC associates and young people, including a visit by the Thailand National Karate team to the YC Offices in MediaCityUK and the National Taekwondo Centre in East Manchester.

The YC reconnected with the Commonwealth Secretariat in 2018, and contributed to, and helped to organise, their Commonwealth Youth Roadshows. The roadshows started in March with:

• CommonTies Youth Network • Glasgow Commonwealth Roadshow

The YC’s Chair, Geoff Thompson, was invited to present to the Commonwealth Youth Leaders at the CommonTies Youth Network event which was held at the Royal Overseas League.

The Glasgow Commonwealth Roadshow was held at the University of Glasgow, where Geoff Thompson led the panel discussion on a Common Future for young people in the Commonwealth and around the world.

This work culminated in the YC organising and delivering a Model CHOGM Manchester in September. The YC is also in the process of producing its Commonwealth Report focused on its Sport for Development and Peace work with the Commonwealth since the ‘Building a Nation through Sport’ conference, which was held at Edinburgh 1997 Commonwealth Heads of Government Meeting.

The Youth Charter’s latest international student, Julien Baud-Grasset, from Université of Lyon, France, started a three-month internship, contributing research material to the YC Commonwealth Report and learning about the Youth Charter’s 25 Year contribution to the Sport for Development and Peace movement/sector.

“An absolute joy to listen to Geoff Thompson MBE, speaking to our EPP boys about his experiences as a European and World Karate Champion as well as his work in founding his

charity the Youth Charter. Grounding and inspiring.”Mike Watkinson, Head of PE, Manchester Grammar School

“Excellent opportunity for those students who want to be young leaders of the Commonwealth or have a keen interest in political/topical issues.”

The Model CHOGM Manchester event included:

• 7 Schools • 60 Pupils• 14 Teachers • 12 Event Staff, Volunteers and Guests

The overwhelming response from pupils, teachers and event staff, volunteers and guests was very positive and is something that can be built on in the delivery of future Model CHOGMs.

The Model CHOGM Manchester provided an excellent \ opportunity for young Global Citizens to be engaged, equipped andempowered through debate, discussion and lobbying on issues that are impacting on all the youth and communities ofour 21st Century Global Society.

Model CHOGM Manchester

The Model CHOGM Manchester provided students from schools in Greater Manchester with the opportunity to learn about the Commonwealth, its politics, history and much more.

The Commonwealth Heads of Government Meeting (CHOGM), is held every two years, with leaders of the Commonwealth meeting to discuss current issues affecting the Commonwealth and its many diverse citizens. The last CHOGM was held in London in April 2018. It is this important international event that we hope to emulate through Model Commonwealth Summits, or ‘Model CHOGMs’.

The Youth Charter & The Commonwealth

Over the past 22 years, the Youth Charter has contributed policies, strategies and advocacy to the Commonwealth Secretariat, which has inspired the Sport for Development and Peace Movement.

In March this year, the Youth Charter was invited to participate in the Model CHOGM in London and Glasgow. A North West event took place MediaCityUK, Salford, on Thursday 13th September in conjunction with Elevation Networks and the Royal Commonwealth Society, the University of East London, the University of Glasgow and supported by the University of Salford Business School.

The Youth Charter also contributed to the Commonwealth Youth Leaders Conference in June and delivered the youth workshop. Since that time, the Digital Portal and respective links have been designed and implemented providing a legacy of networking and sustainable tools that will be of benefit to the young leaders of the Commonwealth.

Model CHOGMs operate much like a model UN scenario, with individuals acting as the Heads of various Commonwealth countries and engaging in discussions as their country would.

Through a highly interactive experience, the main aims of the summit are to enable young people to:

• Learn about the Commonwealth and how an international organisation work • Experience international relations and building a global agreement on issues • Raise awareness of key topical international issues and different countries’ perspectives • Demonstrate the role of the media in the political process

Our 22 years in Salford is reflected through a quarter of a century of: Engaging young people through sport, arts, culture and digital technology; Equipping them with life skills resilience and hope; and Empowering them with the aspirational opportunity of further and higher education, vocation training, employment and enterprise.

The Agency’s HQ has been located in one the most area deprived conurbations in Europe, which has seen a remarkable regeneration of a former industrial port into a 21st Century MediaCityUK that is as local as we have been global in the reach that we have been able to achieve. Having a special location by which we have been able to broker, facilitate and provide a platform, model and cultural framework, that has seen many projects, programmes and strategies result, within our ethical belief of multi-agency collaborative working as the only truly authentic and sustainable social, cultural and economic opportunity for some of the mostsocially disaffected, disadvantaged and disenfranchised youth and communities.

The ICZ MediaCityUK Community Campus was developed from our new location at The Landing and showed what can be achieved in delivering in the ‘art of the impossible’. How-ever, the YC ambitions have always been realistic and within our unique position, as a United Nations Non Governmental

11 12

The Youth Charter moved its headquarters to East London after 22 Years located in Salford Quays/MediaCityUK. This represented a significant move for the Youth Charter in its 25th Anniversary Year as it plans for its next 25 years.

The Youth Charter ‘25’ Salford Report reflects the agency’s work in Salford, as part of its Greater Manchester birth, grow-ing pains and coming of age, as a corporate social respon-sibility legacy of the Manchester 2000 Olympic bid and successful hosting of the Manchester 2002 Commonwealth Games.

Organisation, our location did not determine our ability to impact the lives of communities that we are committed to empowering.

The YC ‘25’ Salford Report reflects a remarkable journey of so much that has now contributed to the Sport for Development and Peace movement within the bidding, hosting and legacy of major games.

The IoD North West Leadership Passport delivered its first session to encourage young potential leaders from Greater Manchester’s African Diaspora. The Leadership Passport was developed in partnership by IoD North West, Youth Charter and Bolton CPD.

The IoD North West Leadership Passport will comprise four bespoke events over the year:

• Building your personal brand. • Politics is important - and why you should get involved. • Starting up your own business - turning your idea into a business, social enterprise, charity or project. • The Big Community Pitch - young people’s ideas for tackling a local problem or opportunity.

In addition, as part of the Leadership Passport, our participants will also have access to relevant IoD (and IoD partners’) events in Manchester and across the North West over the year.

The year came to an end with YC Founder and Chair, Geoff Thompson, presenting at and chairing the Combatting Gangs, Violence and Weapon Crime Conference at Lord’s Cricket Ground in London. The conference couldn’t be more timely and imperative as the UK experiences increasing violence and weapon crime.

At the same the Youth Charter further developed the East London Community Campus in partnership with the University of East London and the London Legacy Development Corporation.

3.0 AND FINALLY…

“I would like to thank everybody who has helped to turn challenges into opportunities, and as a result helped us to

develop the agency resilience and our recommitment to our mission aim of a legacy opportunity for all…”

Geoff Thompson, YC Chair

The year of 2018 represented a considerable set of changes that have seen the Youth Charter continue to lobby, campaign and advocate the need to be more collaborative in our respective efforts in addressing the on-going societal challenges of youth disaffection, disadvantage and disillusionment.

Our relocation from our spiritual home at Salford Quays, Manchester was a major decision, not taken lightly, but within the need to see our limited resources used to maximum effect.

I would like to take this opportunity of thanking the respective councils of Salford, Manchester and Trafford who have over the years provided support for our work. Equally, Amec, Muse Developments, Cording, The Landing and the University of Salford deserve particular mention in their ability to demonstrate the Youth Charter’s strength in developing multi agency stakeholder relationships of public, private, third sector and community diversity.

The CBBC event in 2017 demonstrated the Community Campus and Social Coach Leadership Programme’s ability to be delivered within a community model and framework that can provide sustainableimpact of outputs and outcomes that can provide real hope and opportunity for the young people within their aspirations and potential.

Our move from North to South now sees us in the University of East London. Our new environment will give us an ability to consolidate our 2002 legacy presence of ‘Connecting Communities’ within the East End as part of the 2012 legacy of ‘inspiring a generation’ and our respective legacy reports that provide firm proposals of a local community approach through sport for development and peace that can be delivered within the global UN Sustainable Development Goals.

The challenges of lives being lost on our streets as a result of respective failed governments and society as a whole to truly value the vaccine and antidote abilities of sport and the arts to provide social, cultural and economic empowerment continues to inspire our work. Our commitment is to continue to fight for the return to a movement with practical purpose and principled delivery to our young people to realise their potential in a world that they will inherit within the global citizenship rights and responsibilities that I believe they can achieve.

I would like to thank every one from our past into our present and within the future of all the challenges that we will continue to turn into opportunities.

WHAT WE DO...

The Youth Charter tackles educational non-attainment, health inequality, anti social behaviour and the negative effects of crime, drugs, gang related activity and racism by applying the ethics of sporting and artistic excellence. These can then be translated to provide social and economic benefits of citizenship, rights, responsibilities, with improved education, health, social & civil order, environment, vocation, training, employment and enterprise opportunities for all.

The Youth Charter adopts a multi-faceted approach to achieving its objectives, often by forging partnerships with a wide range of public and private sector agencies – engaging, motivating and inspiring achievable and sustainable benefits.

WHAT PEOPLE SAY ABOUT US...

“I have had the unique perspective to witness the work of the Youth Charter within its birth, development and coming of age.

I was to witness the Youth Charters’ growth and impact in the UK and in South Africa. One of the highlights of the many Youth Charter programme initiatives was the

“Spirit of the Streets Tour of South Africa”, which followed Manchester’s highly successful 2002 Commonwealth Games.

I had the privilege of hosting the Tour Group with fellow IOC Honorary Member, Dame Mary Glen Haig and witness the development and growth of young people who had been

exposed to travel and the social and cultural diversity of the new South Africa.”Sam Ramsamy, IOC Executive Member

“I first became involved with Youth Charter as a teenager because I felt passionately that everyone should have a chance in sport like I had, regardless of their background.

The charity has gone global, using sport as a bridge to bring even the most socially-challenged youngsters back onto a positive path.”

Dame Sarah Storey DBE

Our Philosophy“Sport is an order of chivalry, a code of ethics and aesthetics, recruiting its members from all classes and all peoples. Sport is a truce, in an era of antagonisms and conflicts, it is the respite of the Gods in which fair competition ends in respect and friendship (Olympism). Sport is education, the truest form of education, that of character. Sport is culture because it enhances life and, most importantly, does so for those who usually have the least opportunity to feast on it.”

Rene MaheuFormer Director of UNESCO

Our Vision“Vision without action is a dream. Action without vision is merely passing time. Vision with action can change the world...”
