IncorporationTony Lang introduced a discussion centred on a circulated draftdocument containing a proposed statement of purpose and rules forthe Socialist Forum. After discussion about both the contentof the document and the process of incorporation, it was agreedthat a further draft would be presented by Julia Gillard,Tony Lang and Greg Wicks for the next meeting.

Finances.A statement of income and expenditure as at August 31, 1984was presented.

PremisesEileen Chapman and Bruce Hartnett reported that they had seensuitable premises for lease at 106 Webb St., Fitzroy.It was agreed that the premises be obtained for the SocialistForum and that Bruce Hartnett, Joe Kiers and Linda Rubinsteinbe approached to be guarantors. The terms of the lease werefor an initial 12 month period with an option for a similarrenewal.

Internal Education Sub-CommitteeBob Pease tabled minutes from the sub-committee and reported ontwo meetings.Proposals from the sub-committee were endorsed to:a) change the committee's name to the Socialist EducationSub-Committee.b) include a research function within the sub-committees rolec) run a discussion on Saturday October 13 on 'What is the socialismwe are organising for?'d) have a further seminar on the dilemmas of socialism within Europeon Sunday November 11.

Listed below are arguments prepared by Julia Gillard and for useby Management Committee members when contacting wembers of the Forumasking them about their desire to make contact with interest groupsand indicating our desire to incorporate.

In law an inccrporated association is a legal entity like a ccmpanybut without many of the specific requirements placed on companiessuch as special taxes. By becoming an incorporated association,Socialist Forum will be cble to avoid many of the current uncertaintiesin the law ~ith respect to unincorporated associations and gain thefollowing benefits:

1} the ability to sue and be SUEd in its own name.2) the ability to enter contracts in its own name.3) the ability to hold property in its o~n name4) the liability of the Socialist Forum being enforceable only againstit, not against Management Committee(MC) members personally.

Below the key benE;fits of being incorporated are described and somesupporting examples given.

CONTRACTS.

If SF remained unincorporated any contracts it made wo~ld be contractsbetween MC memters personally and the othEr party. Uncertainty in thelaw at the moment meEns if such a ccntract went to court it cculd eitherbe held unenforeceable or enforceable against MC members personally.

Examples.

1} SF is leasing premises and is involved in a dispute about the leasethct goes to court. If SF was unincorporated the contract of leasecould be held to te unenforceable and SF would get no remedy.

2) SF hosts a dinner that doesn't make enough money to pay the caterers.If the caterers sLed,MC members could be held personally liable forthE- money owed.

Incorporation avoids both these problems as SF itself could er.ter contracts.

Note also: If SF was unincorporated and entered a long-term contractfor say the lease of a photocopier, a MC member who signed the contractoriginally would remain personally liable on that contract no matterhow much timE ~asses. (i.e. 5 years later, the MC signatory thougrno longerinvolved with SF is still personally liable).

LAND

An unincorporated association can't be registered as the owner of landand must appoint trGstees to be registered as the owners. This cancause problems if the trus tees gc cverseas or have a dispute ...:i th theassociation. An incorporated associatior. avoids these problems bybeing able to be a land owner.

LIABILITY.

The liability of an unincorporated association will be enforceableagainst MC members personclly whereas the liability of an incorporatedassociation is limited to its own assets.

Ex~~p1-~.

A child in childcare prcvided at a SF conference is seriously injuredand later wins a substantial amount of damages on a pE-rsonal injury action.

SF unincorporated: MC membErs must find the money personally to settlethe claim. If the SF is incorporated only SF assets can be taken to settle.

Organiser Jane Hollingshead was appointed as part-time Socialist Forumorganiser commencing in February 1987.

Annual Conference =~ A·-report was given on preparations for the Socialist Forumannual conference to be held in March 1987. The suggested topic was'The Socialist Objective - Is it Dead?' Suggested themes for theconference included 'What does a realistic socialist objectiveconsist of I, 'Socialism and the social movements and the trade unionmovement', •Corporatism, confrontation and consensus','Socialism andLabor Governments - possibilities and limits', and 'The Whitlam andHawke exper iences - What can Labor Do?'

It was suggested that the conference be held over a Saturday afternoonand Sunday. It was agreed that a sub-committee of Julia Gillard,Jane Hollingshead, Bruce Hartnett, John Mathews, MmcOgden and MarkTaft finalise arrangements and circulate draft proposals if possible.

Finance Financial statements for the months of August, September and OCtoberwere distributed and adopted.

Buildil}S Mark Taft gave a report on the possibility of Socialist Forumcombining with others to purchase a building in which the Forum wouldhave offices. After discussion it was agreed that the issue shouldbe further discussed by the management committee and by the publicissues committee.

Topic of the Month

A report was given on preparations for the topic of the month withLaurie Carmichael.

Future Topics of the Month

It was suggested that forthcoming topics of the rronth be devotedto the issues of media ownership and future perspectives for industrialdemocracy following the release of the Green Paper.

Joe Adams and Wally Curran reported on the tabling of a motion to go to the June StateConference of the ALP seeking to· proscribe Socialist Forum. The text of the motion isas follows:

That the organisation styled SOCIALIST FORUM, being defacto a continuum of a sectionof the Conmunist Party of Australia, be interpreted as a political party competingwith the Australian labor Party, for the purposes of the rules. Accordingly, it isnot possible for any member of the Australian Labor Party to simultaneously be amember of the organisation styled SOCIALIST FORUM. .

The motion was moved by Mr. Bill Hartley and he had attacked the Forum in a speech toanother resolution. It was noted that though the motion as circulated was secondedby Judy Dixon ·she denied any knowledge or support for the resolution.

2. DISCUSSION & PROPOSAlS

The issue was discussed and the following proposals were agreed to:

a) 1bat a meeting of Socialist Forum members and supporters be called to discuss theissue.

Management Conmittee Vacancy _

It was reported that due to work pressures Bob Pease felt compelledto resign from the Management Corrmittee. Bob indicated that he wishedto remain active within the Forum and particularly within the SocialQuestions group. It was agreed to write to Bob thanking him for hiscontribution to the Forum1s work and expressing the hope that ata later stage he would be able to function at a central level again.It was agreed that Maureen OIBrien or Tr\:1dy Wyse from the SocialQuestions group be approached to fill the casual vacancy.

Topic of the MonthIt was agreed that if speakers were available the topic of the monthshould focus on the effects of the devaluation of the Australiandollar. Mark Taft was to approach Rob Reid Smith for possible namesof speakers.

Annual ConferenceIt was agreed that Julia Gillard and Mark Taft should liase withrepresentatives from the Public Issues Committee to preparefor the first annual conference of the Socialist Forum.

1. NEW MEMBERS

The following applicants were accepted as members -Paul Haseloff, Christine Maher, Laurence Maher, Mavis Robertson, Pat Serrmins,and Alexia WaIler.

2. ANNUAL OONFERENCE

a) Returning OfficerIt was noted. that the Annual Conference would be held on Stmday September 22at the Bnmswick Adult Migrant Education Centre and that the Mangement Carnnitteeelections would be conducted during the Conference. It was agreed to appointGerry Kitchener to act as Returning Officer for these elections.

b) Conference DinnerIt was noted that cl dinner for Socialist·Forum·members would·be,helcl·on'FridaySeptember 20 and that Joan Kimer had been approached to speak at it.

3. UNION POWER SEMINAR

Dave Davies presented an outline of a seminar on the theme of union power.It was noted that the Public Issues ·Corrmittee had decided such a seminar shouldbe held and an organising group had been appointed. After some discussionof the issues to be raised and possible speakers it. was agreed Mark Taft andJulia Gillard should work with Dave Dayies, Peter Dyer, Joe Kiers and BernieTaft on the organisation of the seminar. Max Ogden agreed to liase with thisgroup~

4. PUBLICATIONS

It was agreed that the papers given by Bruce Hartnett and David White at thePublic Sector Seminar should be included in the Forum's next newsletter.These P?pers would also be sent to conference participants and copies wouldbe available for purchase from the Forum office.

5. FINANCES & FUNDRAISERS

Financial statements for the months of June and July were presented.. Possibleways of raising flIDds were discussed. It was agreed that the Forum shouldorganise another theatre night on November 14. It was also agreed that theForum should organise a Book Fair during October. Problems with getting asuitable venue were discussed. The possibility of organising a picnio earlyin 1986 was also raised.

Theatre NightPreparations for the Forum theatre night at 'Woza Albert I were discussed.

Public Sector SeminarIt was agreed that publicity for the public sector seminar should besought in 'The Age, The Melbourne Times, Labor Star, Tribune, 3 eR and 3 RRR.It was also agreed that brochures for the seminar should be sent to theMOA, the VPSA and APSA and to AlP branch secretaries in the MelbourneFEA.

Study CirclesIt was reported that about 10 people had responded to a letter draftedby Julia Gillard, Neil Watson and Max Ogden concerning study circlesorganised by the Forum for less experienced Forum members and othersinterested, in participating. Max Ogden reported that Ann Pollis wasprepared to help in a trainer training course for persons interested inhelping with the study circles or other educational courses.

Annual ConferencePreparations for the annual conference were discussed prior to theirsuhnission to the Public Issues Comnittee for approval. Concern wasexpressed at possible difficulties in dealing with the new constitution.It was agreed that there should be provision for a break in the discussiondealing with the constitution if neccesary, followed by a resumed debatelater in the day when the constitution drafters could clarify theoutstanding issues.It was agreed that Joan Kimer be suggested as a possible speaker fora Friday night dinner preceding the conference and that the Old Colonialmight be a suitable venue for the dinner.

Socialist StrategiesA preliminary discussion focused on how the Forum could better promotediscussion about socialist strategy and responses to the ALP government.Suggestions included organising a round table discussion for a newsletterexamining the problems facing the AlP government and the labour movement,organisin? a 1986 surmer school around the theme of 'Directions forSocialism , production of pamphlets, and joint seminars with the FabianSociety.It was agreed to refer some of these issues to the PlC.

Financial StatementsA financial statement for May was circulated. It was agreed that a letterunder Bruce Hartnett I s signature be sent to selected Forum membersencouraging them to: make regular automatic bank deductions. It was alsoagreed to examine a lottery fund raising proposal.

Summer School The draft prograrrme for the Socialist "Forum 1986 Conference wascirculated. The proposals from the Conference sub-conmittee were endorsed includingsuggested speakers, topics and times. Barb Champion was suggested as a possiblespeaker in the session dealing with 'What's behind the divisions within the left?'.

Tribune Newspaper It was reported that Julia Gillard had responded by way of apublished letter to an tmsigned article in 'Tribillle ' that repeated Bill Hartley'sallegations that Socialist Forum had organised the Nunawading how to vote card affair.The original article writer in Tribune had continued the attack on the Forum in asubsequent unsigned letter. Members of the Management Committee considered a possiblefollow up letter drafted by Dave Davies but accepted Dave Davies view that the matternot be pursued any further unless additional attacks were made.

Forthcoming Events Detail of the forthcoming Public Issues Committee dealing withthe relationship between the Victorian Government and public sector unions was given.Detail of the forthcoming seminar on the arts was also circulated. In view of theFebruary surrmer school it was suggested that the seminar on Union Power be deferreduntil March.

Thursday After Work Discussions. It was agreed that Thursday after work discussionsbe started in 1986 and that the next issue of the Newsletter ask for volunteers tohelp their organisation.

Public Officer Julia Gillard was appointed Public Officer/Secretary of the Forum

Corres~ndence Correspondence from Ruth and Maurie Crow was discussed concerningthe nee for more discussion on the sort of socialism we aspire to. It was agreedthat the next issue of the Newsletter indicate the sort of discussions thatthe Crow's were interested in, and that an indication of broader interest besought. It was also agreed that JOM Reeves suggestion for a house baseddiscussion on the prospects for growth of the left be included in the nextnewsletter and a response sought from interested participants.

Economics Round Table Progress on a half day seminar on medium to long termstrends in the Australian econcmy was reported. After discussion it was decidedthat the following speakers should be confinned as desirable participants.Henry Ergas, John langmore, Peter Ormonde, Kerry Schott, ran Watson.'The seminar is to be held on August 17 from 2-Spn. A range of possible venueswas discussed. and the seminar moderator was to be Bruce Hartnett.

Study Circles A report was given on the study circles on ideological andorganisational trends within the labour movement.I t was indica ted that a good response had been received for the study circle(s)on 'An Introduction to the Australian Economy'. Further advertising would beplaced in the next newsletters and at seminars'..

Future Activities

1) Socialist Objective Following the agreement at the last meeting toschedule a seminar in Qctober on the theme of "What Sort of Socialism are WeStriving For" , the following were nominated for an organising committee-

Julia Gillard, Bruce Hartnett, Max Ogden, Linda Rubinstein and Mark Taft.

2) Education It was suggested that the Forum should organise a seminar aroundthe theme of 'Education in the Nineties', following the controversy arisingfrom lan Cathie's discussion document. It was agreed that in addition toteacher union representatives it would be desirable to have at least oneparent participating and possibly someone addressing the issue of publicsector reform.

4. UNION POWER SEMINAR

It was reported that the Union Power Seminar would be held on Stmday May 11at the Bnmswick Adult Migrant Education Centre. Simon Crean, Peter Ormonde,Arthur Greig and Jim Frazer had already agreed to speak. There was some discussionabout other possible speakers.

5. PUBLIC ISSUES COMMI'ITEE

It was agreed that the first meeting of the PlC needed to be called as soonas possible and that the focus for the meeting should be a discussion of futuredirections for the left.

6. STUDY CIRCLES

It was reported that a modified progranme of study circles would be advertised.in the next newsletter. The progranme consisted of a six week course coveringthe political philosophies of Marxism, Democratic Socialism, the Labor PartyRight, the l..abor Party Centre, the tabor Party Left. and the Revolutionary Left.It was noted with thanks that Dave Davies had agreed to convene the study circleprograrrme.

7. LEITER TO THE AGE

It was reported that no response had been received to the letter sent to 'TheAge' over their coverage of the Strategic Choices for Socialism Seminar. Itwas agreed that Linda Rubinstein should follow this matter up with !·The Age'.

Sunmer Seminars Discussion took place on a proposed series of seminarsto be held on Sunday afternoons in the February/March period.Under the general theme of 'Australia - The Next Century' it was agreedthat topics should be selected fran:

i) Women and Men in Australia - Gender and Family. How will we live in theYear 2000?

ii) Australian Culture - Multiculturalism or Shared Vision?

iii) Education - Liberal versus Instrumental Approaches?

iv) Internationalisation of the Economy - What can a national governmentreally achieve?

v) The Future of Unions

vi) Australia - Looking to the Future.

Topics need to be more sharply defined and the ultimate choice was dependenton speakers' availability.

Financial Statements. Financial statements for the months of October andNovember 1987 were circulated and adopted.

Organiser. Mark Taft indicated that he was leaving his employment with theSocialist Forum in March 1988. It was agreed that pending a wider discussionby the Management Committee in early February 1988, the Januarynewsletter sh9uld invite expressions of interest fran people interestedin working for the Forum.

Pamphlet series •

A report was given on the Forum/Fabian Society/ Pluto Press pamphlet series.The first pamphlet was expected to be published in Febru~y 1988.

After discussion the Management Corrrnittee decided on the following descriptionof Socialist Forum's aims and objectives to be included in the pamphlets.

• The Australian socialist movement is small, lacks adequate strategic thinkingand is largely. confined to the margins of political life. In order to contributeto the renewal of the socialist project Socialist Forum was formed in 1984

~to promote new ways, new patterns of thinking and a democratic orientation.

. Some of our members belong to the AlP; others do not. We provide anopporttmity to canvass political, social and cultural issues in an uninhibitedway, free from the limits of factional party politics. The achievement of a

7 democratic form of socialism requires far-reaching reform. We believe this~ depends upon the activity of Labor Governments sustained by popular support.'

Financial statements for the months of May and June were distributed and adopted.It was reported that the Quiz Night raised over $2 300.00.

3. EDUCATION SEMINAR

It was reported that Peter Noonan had agreed to take part in a seminar on the graduatetax and discussion of possible respondents followed.

4. FUNDRAISING

It was agreed that a ftmdraiser should be organised for August or September and aseries of options were canvassed. It was' agreed that we approach Manning Clark,Helen Garner or Peter Carey to speak at the Annual Dinner which will be held laterin the year.

5. FlIDJRE AcrNITIES

It was agreed that a seminar looking into the future of the wages system be held.Possible speakers -included: Laurie -Carmichael, -Steve Deery, Anna Booth, Joe Isaacs,Greg Harrison, Martin Ferguson and Gary Weaven. -

Possible articles for future newsletters were also suggested, it was agreed thatHenry Zimnerrnan be approached to write -an -article on the situation in the MiddleEast. An interview with Max Ogden on -the restructuring of the metal fundustry awardswas suggested as were articles on Perestroyka and the Australian Association forArmed Neutrality.

6. PUBLIC ISSUES COMMITTEE

Steve Prytz suggested that the next Public Issues Corrmittee Meeting, -to·"be· held sometime in August, look at the Club of Rome twenty years -0n. Possible speakers includedIan l.owe, Jire Falk, Hugh Sadler and Andrew Herington. After discussion it was agreedthat we approach Ian Lowe and &1drew Herington.

2. TRIBUTE TO KERRY PEAKE

Steve Prytz raised the possibility of Socialist Forum organising some form oftribute to Kerry Peake. Suggestions included an annual lecture, the dedicationof a room at the new premises or a pamphlet including a series of articles aboutinvlovement in the peace movement \vhich would be dedicated to Kerry. It wasagreed that this idea would be raised again at a future meeting.

3. ANNUAL DINNER

The annual dinner will be held some time in November and discussion of possiblespeakers took place.. Suggestions included Helen Garner, Manning Clarke, PeterCarey, Brian Johns and Susan Ryan. It was agreed that we would approach ManningClarke.

4. NEW PREMISES

Philip Herington outlined the commercial basis and ownership stucture for theproposed new premises for Socialist Forum. The Management Cormnittee agreed thatSocialist Forum would rent such premises subject to an adequate leasing arrange­ment.

5. NEWSLETTER

Dave Davies reported that Vernon Hughes and Charlie D1Aprano had agreed to writearticles on multiculturalism for the next newsletter. It was also suggested thatwe produce a newsletter on the theme of 11968 - 20 years ani, after discussion itwas agreed that Dave Davies, Mark Taft and Jane Hollingshead follow this up.

6. COMING EVENTS

It was agreed that a seminar looking at the question of a socialist response to'user pays' principles be held and that Henry Ergas and Hayden Raysmith be askedto lead discussion on this.It was agreed that Anna Booth and Gary Weaven be approached to speak at the seminaron wages planned for later in the year.It was agreed that a'isuggestion from Lynne Wannan for Socialist Forum to run awomen's program be proceeded with.It was suggested that we look at running a meeting on healthcare and it was agreedthat Moss Cass and Shane Solomon be approached for suitable dates.

3. ANNUAL GENERAL MEETING

Mark Taft reported that Laurie Carmichael has agreed to speak at the AnnualGeneral Meeting which will be held on Wednesday, November 2, a~ 7.30pn at106 Webb St., Fitzroy. Ahmad Didi will prepare the annual audit s prior to thisdate.

4. ANNUAL DINNER

It was agreed that Max Gillies would be approached to speak at the annual dinnerto be held some time later in the year. It was agreed that the ticket pricesfor the dinner should be $25 and $19 concession. It was also agreed that if MaxGillies was not able to speak we would then approach John Button.

5. PAMPHLET SERIES LAUNaI

Mark Taft outlined the details for the launch of the pamphlet series to be heldon Sunday, October 16, at the Ccmnonwealth Parliamentary Offices at 4 TreasuryPlace at lOam.

It was agreed that as Socialist Forum will be moving to new premises in midNovember, one months notice would be given to the agents conmencing imnediately.

7. WOMEN'S SERIES

It was reported that Jane Hollingshead and Lynne Wannan had held preliminarydiscussions on the women's series and that the Management Comnittee and membershipwould be kept informed about the series.

The Managanent· Corrmittee decided to accept the money and suggested that the R.F IrvineSociety should propose specific pJ;ojects for its use.

It was decided that Max Gillies be:1approached to perform at the Annual Dinner to beheld some time in early December.

3. ANNUAL GENERAL MEEI'ING

It was reported that the lXGM would be held on Wednesday, November 2 and that laurieCarrnichael would be speaking on the future of trade unions. Ahmad Didi is preparingthe annual audits.

It was agreed that transcripts of the contributions made by speakers on the StateElection be used as a basis for articles for the next newsletter.' It was also agreedthat Mark Taft would approach Brian Howe with a view to interviewing him for theDecember newsletter.

Discussion took place as to possible respondents to Anna Booth for the seminar onthe future of the wages system.

Dave Davies suggested that we look at holding a seminar on the tensions betweenthe labour movement and the conservation movement.

It was suggested that lunchtime meetings be resuned on a less regular basis.Phillip Hind agreed to report back with possible venues.

It was suggested that a meeting be held, possibly with Bill Kelty on theprogress of award restructuring.

4. Study Circles

It was reported that the Womens' Series was due to corrmence on April 27and that the level of response from members had been high.

5. Management Corrmit tee Lunchtime Meetings

Dave Davies suggested that the Management Corrmittee get together for hmchonce a month between meetings in order that we can respond to matters thatarise quickly. Accordingly it was agreed that venues would be looked atand members contacted iwith details.

6. Spokespersons for Socialist Forum

It was agreed that Mark Taft, Julia Gillard, Dave Davies and Jane Hollingsheadbe the spokespersons for the Forum. It was also agreed that in order toavoid further inaccurate portrayals of the organisation in the press, attemptswould be made to meet with political and industrial journalists to explainthe aims and functions of Socialist Forum~

7. Fundraising Dinners

It was suggested that the Forun look at holding dinners for about 80 people,four times a year at 'Typhoon Thai I Restaurant .with a guest speaker.

8. Coming Events

A series of suggestions were made for forthcoming Wednesday Morning Meetings.Suggestions for future newsletters included urban consolidation/urban environ­mental issues; povery traps with either Jenny Doran, Iola Mathews or JennyActon; Don Edgar on 'The Family'; rural industry and anned neutrality.

5. Ltmchtime meetings

It was reported that the first of these meetings had been held and that theywould be held at the Municipal Employees· Union at 1 O·Conne1l St., North.Melbourne. The following dates have been set, Monday, May 22, at 12.3Oy;m,and Friday, June 23 at 12.3Oy;m.

Dates for future Management Corrmittee meetings have been set for Wednesday,June ·14 at 5.45pm and Wednesday, July 12 at 5.45pn, these meetings will beheld at 317 Barkly St., Brunswick.

6. Staffing

Jane Hollingshead informed the Management Corrmittee that as she had acceptedanother job the organisers position would be vacant. It was agreed that theposition be made into two part-time positions and that the organisers worktwo days per week and three days per week respectively. 'This would mean thatthe office would be open for three days a week. It was agreed that thepositions be advertised in the next newsletter.

includes information about Forum events as well as articles and news items.

All the centrally organised ftmctions of the Forum a~e advertised in the

newsletter. Each month you will find a meeting on a current event advertised

as tTopic of the Montht as well as notices for Wednesday morning industrial

meetings, specific issue meetings and social events. We would be happy to

see you at all or any of these activities.

In addition to centrally organised functions the Forum has a variety of interest

groups which run events of their own. These interest groups are:

a group covering health and welfare issues

a lawyers' group

a teachers' groupan artworkers' group.

These interest groups each have their own mailing lists so if you would like

Signing a letter asking for money is not a passport to popularity. However Iunashamedly risk whatever slight popularity I might enjoy by asking you to helpplace the Socialist Forum on a secure financial footing.

It is now twelve months since the Forum was formed. Our first annual conferencewill be held on Sunday September 22nd.

In that twelve months we have gained a membership of over 250 people and haverun a succession of successful seminars and conferences on such issues as theACIU/AlP accord, the public sector, taxation, disarmament, medicare and the ALPin government.

As part of our attempt to contribute to the renewal of the democratic left wehave discussed controversial issues openly and in a non-dogmatic way. We haveattracted quite an amount of media attention for our ideas and discussions.

All in all, the Socialist Fonnn has established a unique place for itself on thepolitical map and we look forward to the second twelve months.

However the financial costs associated with the Socialist Forum's activities arenot slight. We rent an office in Fitzroy, employ paid workers, produce a monthlynewsletter and assist our interest groups to function.

Regular financial subscriptions to the Socialist Forun are the best way tosecure the Forum's financial base. We depend on the generosity and coomi trnentof our members to undertake our activities. t" __ ..~EXECUTIVE RECOMMENDATION TO THE GENERAL MEETING - 19th MAY. 1985

The SL having discussed internally and publicly the circumstances of theentry to the Victorian Branch of the grouper unions. must now concentrate itsenergies on reversing the alarming drift to the right of the FederalGovernment. In the face of the rapid deterioration of economic and politicalconditions for the Labour Movement, maximum cohesion is now required withinthe Socialist Left if the Left's class constituency is to be effectivelydefended.

Accordingly this general meeting of SL members resolves that we shall totallyoppose grouper ideology and personnel at all levels within the ALP. Weassert that the struggle against grouper ideology is of paramount importanceand that SL members shall at every possible opportunity, combat anti-workingclass grouper and right-wing policy proposals.

The SL shall continue to oppose the entry to the ALP of known grouperoperatives be they IAF or NCe personnel. Within the rules of the ALP, everypossible political action shall be undertaken to combat grouper operations atall levels of the Party, and the right shall be challenged to take every caseof such action to the National Executive. ~ so doing, the right within theVictorian Branch will further expose their undemocratic reliance on thestrength of the four parliamentar.Y leaders and the NSW Right, who dominatethe National Executive.

Specifically:

1. In the forthcoming FEA elections all SL comrades shall put maximumeffort into securing the return to conference of FEA delegates whosupport the S1. By so doing, rank and file members will reduce theimpact of the forced entry of the four Right-wing unions.

2. That all 8L policy committee caucus groups shall report to a generalmeeting as soon as possible regarding the progress they have made on thedevelopment and implementation of progressive ALP policy. Priority mustbe given to the development of alternative political strategies thatchallenge the anti-working class, 'free. market' ideology being pursuedby the Federal Government in economic policy. Current FederalGovernment policies, especially on the economy are a profound threat tothe Australian working class and the Labour Movement.

3. The appeal to the National Conference, against the National Executivedecision forcing the affiliation of the four unions shall be pursued andthe necessary enabling action against the Federated Clerks' Union shallbe undertaken by SL members of the Administrative Committee.

4. The arbitrary and unconstitutional action of the National Executive area profound threat to the welfare and democratic traditions of the ALP.A campaign on this issue around the constitutional review which has beeninitiated by Natio~al Conference is of crucial importance. The NationalLeft shall be requested to support and organize such a campaign.

5. Recent Centre Unity propaganda suggesting that the 8L is not committedto the return of ALP Governments, both State and Federal, and to theimplementation of progressive ALP policy is totally rejected by thisGeneral Meeting.

6. Inaccurate and mischievous media campaigns attempting to divide the 8Linto two camps of "new" and "old" guards are categorically rejected, asis the suggestion that there exists a 'loyal' and dis'loyal' SL. The 8Lis a coalition representing differing points of view within the ALP-Leftand has functioned most successfully within that framework. It willcontinue to do so and function effectively if respect is paid to thatbalance of viewpoints and to the individuals who are associated withthem.

Membership. Suggested three classes of association withing the organisation.

a) members; pay $40 and receive publicationsb) supporters, pay money and subscribe separately to publications.c) subscribers to publications. $20

Membership to be open to anyone who subscribes to the aims of theorganisation. Applications to be approved by management committee.

Structure

Interest groups - fairly "loose, involvement does not necessarilyrequire membership of the organisation, nor do such groupsnecessarily reflect the views of the organisation.Exchange of experiences, forums, policy development,education etc.Management Committee- non policy making. Makes finance decisions,responsibility for newsletter, employs staff, helps groupsset up, co-ordinates activities of groups if needed, initiatessome central activities. Groups can send reps. to meetings.Public Issues Committee. Responsiblity between conferencesfor direction of organisation.Annual Conference . Sets policies/priorities. Elects managementcommittee. Exchange of experiences, views, perspectives.

Preamble

SF not a political party or seeking to replace party groupingswant to contribute to the development of ideas and build support for same.

WHAT ARE WE FOR?

Fair and just society that fosters participation, equity of access and democraticprocess.recognition that our society does not at present fit this description, and that changeto get closer to it is necessary.

Recognition that change is inevitable, though not always within our control, andthat we must engage and influence these processes. Belief that no single or rigidlyheld program or ideology can assist this-hence that constant discusson and attemptsto understand/analyse processes and implications are vital

effective and democratic change is both an individual and collective undertaking; itmust reflect popular aspiration

belief in effective participative structures to expand material and cultural choicesavailable to individuals and their ability to determine the quality and structure oftheir lives (in the workplace, the community,at home)

Bernie Taft reported on plans for a seminar titled "IsSocialism Finished?lt. Possibili ties for speakers v.rerecanvassed: further suggestions to be forwarded to Bernie.

It was suggested that Julie Copeland be invited to speak at,a session the changes in Eastern Europe. Bernie Taft to makethe approach.

David Atkin suggested that Patrick Troy and others be invitedto speak at an event on the urban environment, possibly in July.David to make inquiries re speakers and report to the nextmeeting.

It was suggested that the Topic of the Month for May bepublic transport, with Peter Parkinson and possibly Lecki Ord.Julia Gillard to ask Barbara Champion to approach Lecki Ord.Pier De Carlo and Bernie Taft to co-ordinate organisation.

Tony Nippard suggested a retrospective look at the VictorianGovernment's economic strategy with Peter Sheehan. Bernie Taftto ask Bruce Hartnett to approach Peter Sheehan.

5. Staffing

Mark Taft reported on Vernon Hughes' commencement at one daya week (Thursdays).

It was agreed to purchase a heater for the office.

6. Next Meeting

Wednesday 23 May, 8pm, 317 Barkly Street, Brunswick.

Thereafter, meetings will be on the 4th Wednesday of the month.
