What does this mean? At the time the parable was being told the Kingdom of Heaven on earth was small. Jesus, the disciples, and a few other people.

Would the Kingdom of Heaven stay small?

No, just as the little mustard seed and the little bit of leaven grew tremendously the Kingdom of Heaven has grown and will continue to grow.
