WAIOHINU
Wheu Superintendent of Public Works Marstou Campbell was in:Waiohimi, Kau, Hawaii, May G, 7, and 8, there was held at his callone of the most interesting public gatherings recorded in a long time, the gathering being significant in that the determination of the peo-
ple of Waiohimi, by unanimous vote, was to await the action of theUnited States Congress on the amendments to the Hawaiian OrganicAct, particularly relating to land, before the settlement of the cele-
brated Kamoa lauds and the Waiohinn village lands.Campbell was there to clear up public laud matters as near as
possible. He gave the people the choice of at once having the landsput up at auction, to proceed with the sale or to wait until Congressshould act in regard to the amendments to the Organic act, whenthose who have resided for ten years on the town lands may get theirtitle: and he called upon them by name, to vote yes or no: and unanimously they voted to await the action of Congress, except thatthey wanted the taro lots disposed of right away.
The taro lots were sold, each resident getting an acre, those who.had been working the taro lots getting llrst choice.

Mutiny Aboard
CHINESE CREW OF BRITISH TRAMP COLLIER STRATH- -
GYLE TRY TO KILL OFFICER AND WATCHMAN BE-
CAUSE ONE. OF THEIR NUMBER IS NOT ALLOWED ON
BOARD POLICE CALLED BRECKONS INVESTIGATESTRIAL BEFORE THE CONSUL.
Red-eye- d mutiny on the part of the twenty-on- e members of theChinese crew of the British freight steamship Strathgyle, Captain F.O. Davidson, broke out aboard that vessel between 10 and 11 o'clockthis morning.
One of the number had been refused permission to return to thevessel by the watchman, having overstayed his leave ashore, and, atonce, armed with gratebars and cleavers, the rest of the Chinesewent mad and tried to take possession of the vessel.
The Strathgyle arrived here from Newcastle with coal for theInter-Islan- d Company on Friday, May 13, and is tied up to the Bishopwharf.
There had been more or less trouble with the crew since a fewdavs after leaving Newcastle, and mutiny was avoided only by thewatchfulness of the officers.
One of the Chinese had a pass to come ashore, but failed to return when the time allowed by the pass was worked out.
When the Celestial returned to the ship this morning WatchmanLayman refused him permission to get on the vessel, whereupon therest ol the Chinese crew rose in arms to demand that their companionbe let aboard.
The master of the vessel was absent at the time, and the situationwas in the hands of the acting second mate, John Bergsten. Thewatchman pulled his revolver, and shot several times, with a view towarning the mutineers that there would be bloodshed unless theyresumed their duties without endeavoring to interfere with the dis-cipline of the ship.
Chong Song, with a cleaver, and Ah Chcong, with a grate bar, attacked the second officer, who received a nasty cut over the left eyewith the grate bar.
The officers of the ship ran to the rescue of the acting second ofllcer, and one went to the Honolulu Iron Works, to call for the police, who responded as soon as possible, headed by Captain Baker.Mounted men marched the twenty-on- e Chinese to the jail, where theynow are.
The master of the vessel has communicated with the Britishbefore whom the hearing may be had, since the Strathgyle is
British territory. Nevertheless, V. S. District Attorney Breckons islooking up the aflair, as is also I . S. .Marshal Hendry, jurisdictionnot yet having been determined.
Captain Davidson refused any information to the press, apparently imagining that the mutiny was none of the public's business.
The Chinese claim that their officers do not treat .them as theyshould be treated and that the Strathgyle is an unhappy ship as faras the Chinese crew is concerned.

DES MOINES, Iowa, May 17. During last night thousands ofpeople of this city beheld a most brilliant meteoric shower, the phe-
nomenon being associated with the nearness of the approach of Hal- -
ley's comet to the earth.
Many shooting stars have of late been observed from Honolulu, people living in Waikiki and Kaimuki noticing the entrancing spectacle. Last night there were noticed several stars fall-
ing within a" very few minutes. Tomorrow the earth pierces the mys- -
sterious veil of the tail of Ilalley's comet, the vision of which has ofrecent nights excited so much admiration and interest. Scientists ofthe four corners of the earth have their differentpleasant and but all seem agreed that tomorrow night,or it may be tonight, will witness well worth staying upill night to see. The comet can be seen from Honolulu better thanfrom any other place in the world. Unscientific guesses at the end
of the world are being indulged in, but, if it happens, no one will knowthe difference.

A brief cablegram two weeks ago mentioned that the Federal Su-
preme Court had rendered a decision condemning cruel and unusualpunishment for crime. It seemed curious from the fact that the principle enunciated was one of (he oldest in American constitutionallaw, hence should not have required declaring at the present day.The decision proves to have been a reversal of the Supreme Court ofthe Philippine Islands, in which the highest court of the nation struckdown one of the old Spanish measures of punishment in the Philippines, that of "cadena temporal." It declared imprisonment for fif-
teen years with a chain at the ankle and wrist, together with the manyother penalties of "cadena temporal," for the falsification of publicrecords to the extent of about 300, was a cruel and unusual punish-ment.
Georgia has the latest in prison reform, the arraying of convictein Mother nubbard gowns. Anderson Grace in a holoku would prob-ably not have had the nerve to escape. Hut what about the questionof cruel and unusual punishment?
It is probably true that, with the opening of the canal, people from the Mediterranean shores will fiock this way inthrough steamers, and not only settle along the coast, but dosomething to solve the labor and development problem innawaii. Alaska should also benefit by the immigration ofRussians and Scandinavians. San Francisco Chronicle.
By that time Hawaii ought to have an industrial system that willenable it to make the best of voluntary immigration. The cheap laboridea as hitherto understood here is obsolete and must be succeededby a policy of domiciled labor capable of citizenship.
Following by a day adverse treatment in the New York Legislat-ure, the income tax constitutional amendment resolution was defeat-ed in the Massachusetts Legislature, 120 to 12G. There seems littlechance now of the measure's going through. Its rejection by the na-tion will leave exclusively to the States and Territories this resourceof revenue, nawaii is among the commonwealths that have suc-ceeded in adopting judiciary-proo- f income tax laws. -
Senator Scott, who was in charge of the pension appropriation billcarrying about 155,000,000, stated on its passage in the Senate. thathenceforth there would be a rapid falling off in the amount requiredfor the payment of pensions, ne said that 31,000 pensioners died lastyear. By the preservation of peace new pensions will be avoided.Battleships, we are told, will preesrve peace, and a quarter of thepresent pension outlay will give us all the battleships we require orcan easily handle.
If you want to count for somebody in the United States make surethe census reporter has you "among those present."
An article in the San Francisco Chronicle of the 11th, like a para-graph in The Star of the 10th inst., comments favorably on PresidentTnft's protest against a Congressional investigation of the sugar trustwhile judicial proceedings brought by the Government relative to thesame organization are pending. A strong point opposed to the med-dling of Congress in the matter is made by the Chronicle in its con-cluding remnrks here given :
The President does not sny, hut doubtless believes, that noCongressional Investigation can be of much value when theinvestigating committee would devote itself, as the Ballingcrcommittee is doing, to doing politics with the evidence.Congress seems incapable of organizing a judicial committee. ject in asking for a Congressional investigation of the sugartrust than to repeat the discreditable performances of theUallingcr committee, whose majority and minority reportscould bo written in this city, and now, as well ns they canbe written in Washington' after the farce is completed. Weshall learn from the executive investigation all that can beknown about the operations of the sugar trust, and thenames of the unfaithful Federal officials. And that is allthe public needs to know. EDWARD PAYS INCOME TAX.
LONDON, May I. King Edward didnot wait until he had given consent
to the finance bill on Friday, but paidhis Income tax In full at tho rate ot14 pence (28 cents) to the pound be-
forehand. The payment was- - an entirely vol-
untary on tho King's part, as it wason the Queen's, who was equallyprompt.slnce there is no power to levyupon the Crown. For several years
after the Income tax was Introducedtho sovereign did" not pay it.but QueenVictoria introduced the custom in or-
der to share tho people's burden.King Edward, when the Treasury
approached him after ho came to thothrone, decided to follow his mother a
example The tax officials rigorously
guard as a secret the amount of thesovrelgn's private Income. j

PIE-Efl- TIi BAD
FO CIO iLOS ANGELES, Mny 3. Habitualplo eating is ruining the stomachs ofthousands of school children, accord-ing to an alarming report made todayby the Civic Association, after re-
search by Its school lunch committee.Tho committee of women has almostworn Itself out trying to dissuade thepupils from gorging themselves withpastry and nothing else at tho noonhour and they will now try to circum-vent the danger by urging tho pas-sage of an ordinance curtailing thoprivileges of peripatetic plo vendorswho are doing a lucrative business. The verdict of all the pupils arguedwith seems to coincide with thnt of agamin In one of tho schools of tho poorquarter: "Aw, anybody wot says ploain't no good Is nutty."
Tho situation Is strange. Hereto-fore tamales, buns, sandwiches, lcocream and other delicacies have hadright of way at tho little lunch coun-ters, but at tho beginning of tho schoolyear pie was Introduced and now excludes practically everything 'else.Considerable slckrjpss has resulted. The authorities will establish morepenny kitchens.
TAIL OF COMET
IS
SAN FRANCISCO, May 5 That thetail of Halley's comet may not sweepthe earth at all was given further em-
phasis yesterday by Professor CharlesBurkhalter of tho Chabot Observatoryin Oakland. He d'oes not say definite-ly that It will not, but ho states thtvtan absolutely accurate prediction aso the length of the tails of comets is
impossible. Professor Burkhalter said:Comets usually put out their greatest
length of tall when at or near peri-- 1
helion; that Is, the point or orbitnearest the sun. The tall of Halley'scomet Is prob&bly growing shorterevery day, having passed perihelion onApril 20th; but as it and the earthare approaching each other at the rateof over 3,000,000 miles a day, the tall,to our sight is growing longer. Theappearance of comets Is very uncer-tain in almost everything. At .anytime there may be an Increase of ac-
tivity, which lenghtens tho tall or a"decrease of activity, which would cor-
respondingly shorten tho tall.' "No two comets act aliko. Tho majority Of comets with largo talis Tiavowhat appears to bo a shadow or dfcrltstreak on the side of the nucleus far- -'
thest away from tho sun. In somecomets, in place of tho dark stripethero is a well-define- slender ray."

Honolulu Soil vs.California Oil
OIL STOCKS are good so long as the oil keeps flowing, but who knowshow long the oil will How? If you were assured that the oil would How justas you are assured that the OCEAN VIEW DISTRICT scenery will alwaysremain beautiful, your fortune would be made. AVe have nothing to sayagainst any oil or mining company now selling stock in Ilonolulu or Califor-nia, for they might make you rich, but we do have a great deal to say in favorof OCEAN VIEW property. If you want a good conservative investmentlocated at home, where you can give it personal attention, we believe that theOCEAN VIEW TRACT with its high elevation, beautiful scenery, and excel-lent location in a growing city like Ilonolulu, will serve you far better thananything' speculative located a few thousand mileB beyond the sea.
