Introduction

In support of the mission of the North Carolina State Board of Education, to guard and maintain the right of a sound, basic education for every child in North Carolina Public Schools, the SBE has established a goal to Improve school and district performance by 2025.1 With this goal in mind, the purpose of the North Carolina School Reform program is to offer Public School Units (PSU)/districts and schools the opportunity to utilize flexible strategies to positively impact and reform Recurring Low Performing Schools.

The Restart Model, based on State Board of Education policy Reform for Recurring Low-Performing Schools, allows schools to apply for approval to operate the school with the same exemptions from statutes and rules as a charter school with the goal

of positively impacting student academic gains. (DSTR-040). As in any school improvement effort, monitoring the effectiveness of the selected flexibilities and strategies employed is an essential component of evaluating the overall impact.

Purpose of the NC Reform Model Annual Report – Restart Model

With the above philosophy in mind, the North Carolina Reform Model: Restart Model is designed to report on the impact of flexibilities employed on the academic success for all students at the school. In Years 1 and 2 of implementation, the report is a formative assessment to engage the school in monitoring and provide feedback to NCDPI on schools that may need support in the reform process. In Year 3, the school will provide a summative report that evaluates whether the school defined metrics for the employed flexibilities have been met as well as the overall impact of reform efforts on student achievement. Consider the Annual Report as a component of the continuous improvement process and an opportunity to “tell the story” of reform efforts.

In addition, collecting the various flexibilities that PSUs/schools utilize to improve student outcomes will serve as a data source (without school identifiers) to be analyzed for patterns, themes, and trends. The findings will be shared to influence and inform improvement strategies statewide and the greater body of education.

Finally, the information in the report will be reviewed by the Reform Model Program to determine the level of support to be offered by Regional Support Teams, if necessary.

To summarize, the purpose of the report is threefold and will:

1. Engage Reform Model Schools in Continuous Improvement & Share Success Stories – Engage schools in assessing the impact of the reform effort by monitoring the chosen flexibilities and provide an opportunity to share the success story of reform efforts.

2. Allow NCDPI to Analyze Reform Trends – Provide NCDPI with a collection of employed flexibilities and improvement strategies to be analyzed for patterns and trends to inform statewide reform strategies as well as the body of education.

3. Identify Level of Support - Provide the NCDPI Regional Support Teams with a summary of the school’s reform efforts to determine the needed support for each school.

Guidance on Completing the Report

WHO should complete this report?

To complete this report, Public School Units and Schools are strongly encouraged to work collaboratively and engage your school improvement team and District representative(s) as you would in any continuous school improvement process.

HOW does the NC Reform Model report align with our Comprehensive Plan in NCStar?

The Reform Model report can work in conjunction with the school’s NCStar Comprehensive Plan. NCStar is the online platform, provided by NCDPI, to facilitate and document a school’s continuous improvement plan. The practices and strategies implemented as a result of your Restart flexibilities may be outlined in your Comprehensive Plan in order to monitor the effectiveness and impact of the employed flexibilities. The specific strategies and monitoring strategies can be documented as Actions under related Indicators. If the school is no longer required to use NCStar, the same principle applies: The practices and strategies implemented as a result of your Restart flexibilities may be outlined in any continuous improvement plan.

HOW should we complete this report?

As a collaborative team including the School Improvement Team as well as the District Improvement Team, review and complete the following:

o Section A: School Overview & Public-School Unit/District Support: Provide a brief history of the school’s performance history, leadership, and district support.

o Section B: Restart Flexibilities Goals & Metrics: Provide a background on the data driven needs for utilizing the Restart flexibilities. Use the linked online form NC Restart Model Annual Report December 2019 to document the flexibilities utilized during the previous school year, the intended impact, the selected metrics, actual

results, and then impact of the school’s flexibilities. Finally, reflect on the overall impact of the utilized Restart flexibilities.

o Section C: Performance Data Analysis: Review Appendix A provided by NCDPI’s Accountability division. In the Observation & Conclusions sections, note observations after analyzing the performance data in Appendix A and then draw conclusions from those observations. Include evidence for the evaluation using references to the data in the report or linked in the report, e.g., "Results located in Table E.2: Reading Performance Data demonstrate progress in reading, as a result of….” or “Effectiveness of this strategy is demonstrated by the data … (Appendix A – GLP Math Grade 3 Subgroup SWD

).” o Section D: Summary Reflection & Next Steps : As a result of the

Summary Reflection, the Next Steps section is meant to be a direct connection from the identification of “Areas of Improvement” to identifying what the school is doing or will implement differently in the upcoming school year.

Please complete the report with as much detail as possible. Completing the report with clarity and detail will engage the school in a thorough monitoring of the reform strategies, which supports the continuous improvement process. A detailed report will also help the North Carolina State Board of Education and the North Carolina Department of Public Instruction’s Reform Model Program to identify statewide trends in effective reform efforts and provide the appropriate level of support for your school.

WHERE should my report be submitted?

Submit your North Carolina Reform Model: Restart Annual Report within NCStar at http://www.indistar.org. The Annual Report can be found on the home page of NCStar under Complete Forms. When the form is completed,

the report must be submitted by clicking Submit under the Submissions tab on or before December 1, 2019.

If your school is no longer Low Performing and therefore, not required to use NCStar, you have two options for completing and submitting the report:

o Option 1 - Within NCStar (Access still available)o Option 2 - MS Word template and submit via email

School Performance History: In the space below, the PSU/District and school provide a narrative summary of school’s performance history including a cause and effect description of significant issues and changes. Please note: As a Restart Model school, NCDPI will be providing a consolidated file of your school’s performance data via email as an Appendix; therefore, please do not post a data table of performance scores in this section. A narrative paragraph of five to eight sentences is recommended to provide a contextual background on the school’s performance history.

SECTION C: Performance Data Analysis (See APPENDIX A)

REFLECTION OF DATA ANALYZED: Understanding research indicates that growth happens over an average three-year time span, there may not initially be any significant changes in student achievement data; however, monitoring for slight changes may support the strengthening or adjusting of reform efforts. In the spaces below, provide a narrative summary regarding the analysis of the data provided in APPENDIX A. As a Restart Model school, NCDPI will be providing a consolidated file of your school’s performance data via email as an Appendix. Record the observation of trends and patterns from data sets that are relevant to your selected flexibilities (Table C.1) as well as the conclusions (Table C.2) from these observations. Complete your data analysis as a collaborative work between leadership team and PSU/District representatives, selecting and analyzing all the data sets that relate to your flexibilities and progress. Then, in the tables below, summarize the most relevant data, including the observations and conclusions. Please note that Section D will request an overall summary of the school’s reform efforts including strengths, improvements, and next steps. APPENDIX A is provided for your data analysis; however, other data sources may be linked as well. When describing progress, please provide evidence and clear references to the data sources.
