Ilembe Water Meter Audit incoming...

n the midst of the drought like plague experienced by IIlembe residents and the

various water leakages and burst pipes unattended to, the District Municipality has initiated a water meter audit campaign.

According to Ilembe (the Municipality that deals with your water and sewerage), the water meter audit project is a household driven survey questionnaire which allows for the confirmation and collection of crucial customer and meter related information.

According to Ilembe District Director of Communications, Ms Zee Nqala, the intention of this project is to determine the full extent of water meters within the Ilembe District Municipality; and how these are split among the Local Municipal boundaries and the Wards which make them up.

“The District aims to unpack the layout of households which have metered water connections, in relation to water supply sources such as reservoirs and the like; as well as those households which are reliant on stand-pipes,” she said.

She added that information gathered will enable Ilembe to identify backlog areas as well as e n s u r e t h e c o n v e r s i o n o f c o n v e n t i o n a l m e t e r s t o intelligent ones - which allows for a c c u r a t e r e p o r t i n g o f water usage by households.

“It has now become crucial that steps be taken to mitigate water losses and e n s u r e t h e

responsible usage.”We did reveal the above

information to a group of ratepayers who in turn made statements that took a whole 180 degree turn.

One ratepayer started laughing cynically and said “Ilembe must attend to water leaks when we report to the Call Centre.”

Another ratepayer asked if Ilembe will take into account the air that is being read and how “bleeding the pipes” helps the drought.

In this process Mandeni College FET Students have been employed on this project and equipped with tablet devices, as a means to develop tech savvy skills. These students work with the team of fulltime water meter readers, who may already be known to communities.

Two youth, aged 32 and 33 respectively, were arrested for hijacking a vehicle that had loads of legitimate cigarettes in KwaDukuza on Wednesday, 9 December 2015.

According to Lieutenant Nqobile Gwala from the KZN SAPS Media Centre, the victim was driving his Caddy motor vehicle along New Ark area, Tugela when he was approached by the two suspects who were driving in their two vehicles.

“They forced the victim to s t o p a n d o f f - l o a d e d cigarettes into their vehicles before they fled the scene. Umhlali SAPS were alerted and they spo t t ed the s u s p i c i o u s v e h i c l e s belonging to the suspects at KwaDukuza area,” he said. Day of Reconciliation By Xpress Reporter

South Africans celebrate the Day of Reconciliation today, 16 December 2015. This holiday came into effect in 1994 after the end of apartheid, with the intention of fostering reconciliation and national unity.

16 December is a day of great significance in South Africa because of two historical events that took place on this date.

In apartheid South Africa, 16 December was known as Day of the Vow, as the Voortrekkers in preparation for the Battle of Blood River on 16 December 1838 against the Zulus took a Vow before God that they would build a church and that they and their descendants would observe the day as a day of thanksgiving should they be granted victory.

The second historical event that took place on 16 December was in 1961, when Umkhonto we Sizwe (MK), the military wing of the African National Congress (ANC), was formed. With the advent of democracy in South Africa, 16 December retained its status as a public holiday. South Africa's first non-racial and democratic government was tasked with promoting reconciliation and national unity. One way in which it aimed to do this symbolically was to acknowledge the significance of the 16 December in both the Afrikaner and liberation struggle traditions and to rename this day as the Day of Reconciliation.

On 16 December 1995, t h e D a y o f Reconciliation was celebrated as a public holiday in South Africa for the first time.

The month has a special significance for the nation as it promotes reconciliation, peace and social cohesion on which the country's new d e m o c r a t i c d i s p e n s a t i o n w a s founded.

Local butcher arrested

A local owner from a Mahatma Gandhi Street butchery was arrested for a section 37 crime - receiving stolen lamb carcasses.

A respectable local butcher, who wished to remain anonymous, said that he received numerous phone calls from the public and his clientele asking if he purchased stolen meat from a hijacked truck.

Major Thulani Zwane from the KwaDukuza SAPS Media Centre confirmed that a 38-year-old man was arrested after he was allegedly found in possession of stolen meat. He was charged for possession of suspected stolen property. Gulshan Kemi was charged and arrested at the

Man killed in N2 crash

Two light motor vehicles collided on the N2 in Zinkwazi in the early hours of Saturday, 12 December 2015.

It is alleged that the vehicles collided when a man tried to make a U-turn on the highway. One driver died on impact and the other car caught fire. A female passenger was freed.

IPSS Medical Rescue and EMRS transported two patients who had been injured in the crash. The KwaDukuza Fire Team and the South African Police Services were also at the scene.

Meat Conexion premises.“He appeared in the KwaDukuza

Magistrates' Court on Wednesday, 9 December 2015 and the case was remanded to 26 January 2016,” said Zwane. Kemi was granted bail of R2000.

It is alleged that a KwaDukuza SAPS police officer received a message early on Tuesday morning from a fellow officer about an abandoned truck near the SAPPI turn off in the sugar cane at approximately 7:40am. It was established that the truck was hijacked from the Inanda area.

The tracking device, via GPS, led law enforcement to the intersection where the Meat Conexion store is located.

Kemi allegedly received a total of 263 lamb carcasses at 2:30am which was allegedly found in his shop. He then allegedly paid R30 000 in cash to a middle man with the driver allegedly in his presence and no i n v o i c e a l l e g e d l y issued. It is also alleged the middle man did d e l i v e r c a r c a s s e s previously.

Another local butcher a l leged that some KwaDukuza butcheries were also buying meat in this way. “During fest ive season the demand for meat is so high, that your local

butcher sets the prices high (supply and demand principle). However undercutting prices is only possible in this way. It could lead to the uncovering of a larger operation.”

The youth grabbed his chain and yanked it off his neck. He held the youth's hands and his companion threatened him with a knife. He released his assailant. Nolondolo and others comforted Pillay and accompanied him to the police station. The following day, Nolondolo spotted the two culprits and he signaled a passing police vehicle who arrested Lungani Zikhali (21) of Mandini and Sihle Mkhwanzi (34) of Ntshawini. Both have been in c u s t o d y p e n d i n g a b a i l investigation.

Whom to trust Tinovimbaishe Chuma of

Pietermaritzburg alleges he hired an associate to make a delivery of goods for him at Richards Bay. He received a call from the man informing him that he had been arrested for overloading at the Umvoti Toll. Chuma tried without success to secure another vehicle

to share the load. On Monday, Chuma sent a vehicle to pick up the excess goods but RTI officers had no knowledge of the goods. On Tuesday he drove down to the RTI offices and was informed that the driver had loaded the excess goods onto another vehicle. He contacted the hired man who conceded he sold the items to another person as he needed money. The buyer was contacted and he co-operated but had sold the items to a third person. The stolen items include a wendy house and other hardware items valued at R27 500.00. The driver sold them for a mere R1500.00 whilst the buyer sold them at R450.00. Melusi Mthalane (24) has been remanded in custody.

brother at 3am. His brother informed him that his shop door was open and a quick inspection realized his worst fears. Various chips, chicken pieces and other grocery items were missing. He gathered a few friends and they drove around the area in the hope of making a breakthrough. Two youths were spotted carrying chicken pieces. On questioning them they co-operated and explained how they came to be in possession of the items. During the questioning, one fled and the other took them to a house where more stolen items were found. Njabulo Ngema (18) is expected to apply for bail soon. His accomplices remain at large.

AG report on KDMBy Xpress Reporter

The KwaDukuza Municipality (KDM) hosted it final full council meeting of the year at Council Chambers last week. The Auditor General's (AG) report dominated proceedings.

The key points highlighted under “Significant uncertainties” lies in there being various claims against KDM. Material Electricity losses amounting to R71, 38 million were incurred.

Like last year, material underspending of the capital budget came under the spotlight with the AG finding that KDM “materially underspent R179, 45 million.”

A major area of concern swirled around the Municipality's “non compliance with laws and regulations” with regards to Internal Audits and Audit committees and expenditure management.

The investigation that was initiated in 2014 by Provincial Treasury into possible collusion between prepaid electricity vendors and a former employee (which the Xpress Times published) is still under investigation.

Councillors from both the ANC and the official opposition showed dismay over the inability of KDM to receive “clean audits” unlike the

Mandeni Local Municipality and the Ilembe District Municipality in the same time frame.

Both Councillors Sandeep Oudhram (ANC) and Madhun Sing (DA) gave their views on the (which addresses under performance by municipal officials and has straight up hard consequences). They both were vocal on the “Action Plan” having more tact and bite.

The public may not be aware of a committee called the Municipal Public Accounts Committee (MPAC) which attends to crucial matters then brought to Council.

Stalwart educator called to rest

Ex-principal and late Sungam pioneer, Mr. Appalsamy Ramalu (popularly known as Appal) passed away on Friday, 11 December 2015 at 11:33am.

Born at Saccharine Estate, Mount Edgecombe, he attended Mount Edgecombe Secondary School and completed his matric at Sastri College in 1955. He obtained a Teacher's Diploma at Springfield College of Education in 1957 and then obtained his BA degree from UNISA in 1969.

His career in the education sector ended serving as principal in Stanger Manor Primary on Wednesday, 31 July 1991. He spent 33 years in the profession.

Other local schools that he served included: KwaDukuza Primary as Vice Principal from July 1971; Dawnview Primary School in 1976; Stanger South Secondary as Acting Principal in 1977 and Glendale Primary School in 1978.

However he took the path of humanitarian work after conventional retirement and joined many non-governmental organizations in and out of KwaDukuza.

ETERNAL CONTRIBUTION: The late ex-principal, humanitarian

and Stanger Siva Sungam pioneer and visionary; Mr

Appalsamy Ramalu, a well known personality in the annals of

KwaDukuza lore

He was part of Friends of the Sick Association (FOSA) locally and in Mount Edgecombe. Ramalu served as the chairman of Stanger Area Care Committee for 17 years.

However his most notable contribution took place when he was Chairperson of the Stanger Siva Sungam.

Mr A Ramalu had overseen the construction of the Siva Sungam Centre from beginning to end and served in multi-faceted capacities viz. as Chairperson, advisor and overall leader of the organization.

The officials and members of the Stanger Siva Sungam conferred upon Mr Ramalu, the unique distinction of Honorary Life President and was given a special award for his unwavering dedication and tireless efforts in steering it since inception through three decades of arduous work.

“R200 000 was topped up”

At the last council meeting for 2015, the ANC led council steamrolled R 1.5 million on the KwaDukuza Music Festival. Although R1.3 million was budgeted for in the 2015/2016 financial year additional R200 000 was topped up despite serious concerns by the DA.

The DA was concerned since there was no business plan or itemised cost for the expenditure for the event. The DA warned blanket mandate could be disastrous with no checks and balances. Whether goods and services were procured through supply chain management and not handed out to a preferred few, is questionable.

Although council has virement policy to move funds, especially the additional R200 000, nothing was forthcoming at the meeting and therefore constitutes unauthorised and wasteful expenditure.

Last year council spent R1.3 million on the beach festival which was not budgeted for. There was outrage from residents with the lavish expenditure taking into account the slowdown in our economy and high unemployment. The DA believes the expenditure is excessive and could be better used on service delivery.

Disregard for ratepayers money will come back to bite in the local government election. This flies in the face of containment measures to cut frills and belt tightening exercise which the DA regard as frivolous and wasteful expenditure whereas we should be prudent in spending public funds.

The DA after having raised the concerns objected to the expenditure, it must be also noted the DA did not support the 2015/2016

budget precisely for items submitted for consideration such as the one raised.

“Onslaught upon the human rights”

Donald Trump's extremist call to ban Muslims from entering USA is an unwarranted and hateful attack on the global peace loving Muslim community. It will not suffice to dismiss Trump's call as the vitriol of a personality which has become unhinged.

Not since Hitler has the world seen such a brazen onslaught upon the human rights of an entire global community. There exists a grave danger that Trump has opened a space for others to follow his lead. We t h e r e f o r e c a l l o n t h e international community to shut down this space by condemning Trump and affirming the universal and sacrosanct rights of freedom of religion. In the same way that we join hands with the international community to reject extremist terror, we call u p o n t h e i n t e r n a t i o n a l community to join us in rejecting Trump's extremist and anti Muslim conduct. In the same way as the world condemns anti Semitism, we call upon the international community to condemn Islamophobia. We stand united in our quest for global peace.

“The Town looks pretty”

We wish to compliment the Municipality for the recent upgrade of the CBD roads. If

one stands in the centre of Hullett Street at the Patterson intersection, and looks down into the town, one can observe the cleanliness and freshness of the town. The Town now looks pretty!

The same goes for King Shaka Street. We would like to suggest the following and

which can be itemised as FOLLOWS: a) Educating the Motorists and the Citizens

about road safety especially at robots and stop street crossings.

b) Teaching the citizens about street cleanliness,, AND The use of the refuse bins.

Introducing a spot fine of R5.00 (FIVE RANDS) may help in the teaching process.

c) The erection of water fountains for drinking water, rest points with shaded benches.

d) And more public toilets, especially for the tourists.

e) The street lighting is not adequate in some parts of the town. Some streets are very well lit-up,

while some are dark and scary. This aspect should be looked into urgently as we approach the festive weeks ahead. Public safety is more at a risk in this period, and we request that all the streets be lit-up brightly.

f) THE speed limit in the CBD should be reduced to 30 - 40 Kilometres per hour. This will ensure the full safety of the pedestrian.

The power failure could not dampen the pomp and splendour of the night as Darnall Country Club came abuzz with excitement as Real Celtic held their much publicized 33 Year Reunion. Months of hard work came to fruition as the evening proved to a huge success.

Former Players, management, patrons and just about anybody who wanted to be a part of the party of the year was present.

On arrival guests were treated to a walk on the red carpet where they participated in a photo shoot with their loved ones and family there after drinks on arrival, registration and receipt of a specially packaged gift set. This in itself set the tone for the evening's classy programme and festivities. The huge turnout of guests underlined the Club's stature and guests were not to be disappointed.

In his address Club President S Bissessur outlined the Club's history and origins. He paid tribute to the role played by the founding members of the club

Real Celtics bash of the yearand thanked them for laying a foundat ion on which h is executive could build upon. He went on to recognize players for their contribution to the Club's success and lofty heights attained during its early days.

The man credited with the formation of this great club Mr D Moodley also graced the reunion where he delivered his address. He also acknowledged other members of the club and paid tribute to those who passed on especially Deva Naidu and Benji Maduray.

This prestigious evening was further validated when local sporting personality and civil rights campaigner Mr Haroon Mohamedy delivered his keynote address. He was regal in his praise f o r t h e c l u b a n d i t s a c c o m p l i s h m e n t s a n d a c k n o w l e d g e d C e l t i c ' s contribution to sport in our community. Mohamedy also seized the moment in his address to urge all sports persons to challenge the sale of our town's sports facilities towards the

development of a shopping mall.Guests were treated to an

evening of laughter and light entertainment by the master of ceremony Moks Bisnath aka Big M w h o k e p t t h e c r o w dentertained with laughter and his slick wit. After the formalities were done guests were treated to a sumptuous four course meal and music.

Speaking after the event Fishy Naidoo was ecstatic that the event was graced by the town's top sports persons, socialites and former management. He ascribed the success to hard work and sacrifice from his organizing committee and expressed his gratitude to everybody who attended and made the evening a resounding success.

Those who missed out have been denied the opportunity of being a part of a memorable occasion and a meeting our town's sporting heroes and will be poorer for this. On departure guests could not hide their delight and appreciation of this classic evening.

Sailors Academy (Saidee Mhlongo) will combine with North Coast Cricket Academy (Desigan Pillay) to host a 2 Day holiday cricket coaching clinic.
