A week-long secondment will give Werribees University of Melbourne Veterinary Hospital students hands-on experience in the real world.

The hospital vets and students will head to Gippsland next month to a restricted Aboriginal community, called Bung Yarnda, to desex cats and dogs.

Head of small-animal surgery Stewart Ryan said the project, a joint venture with World Veterinary Services and the RSPCA, would be a test at rst-hand for seven students in their nal years.

Dr Ryan said the plan was for the hospitals trainee vets to work with the Bung Yarnda community each year.

This really gives the students an opportunity to be a little bit creative and deal with some real-world situations, he said. Its different when youre working in a rural community.

So it helps them be aware of some of those issues and how you have a co-ordinated approach to that particular issue versus a suburban practice, where the majority of dogs get desexed and have a single owner, Dr Ryan said.

Head of anesthesia Dr Thierry Beths said the experience would also help students learn to interact with pets and their owners.

    By Goya Dmytryshchak

Water police have urged people to learn from the boating tragedy that claimed the lives of three shermen.

On Monday aernoon, the mood was bleak at Altona boat ramp as news trickled in that a third body had been found aer the three men went missing on Sunday.

Steven Do, 30, his brother David, 31, and their friend, Phong Nguyen, 35, all from Sunshine West, had launched their tinny from Altona about 11am on Sunday.

Senior Sergeant Mark ORourke said the trio bought their small aluminium punt ve months ago and were inexperienced.

I think, essentially, its just theyve gone

Boat tragedy warningout in really ordinary conditions in a boat that wasnt suitable in those conditions, he said. is time of year, your timeframe for survival in the water, being 13 degrees, is not very long.

Seaholme Boat Owners Association member Ramon Harris described Sundays conditions on the bay as treacherous.

Bureau of Meteorology senior forecaster Dean Stewart said the average wind speed was about 30 knots, or 55km/h, and waves would have been up to 1.5 metres overnight.

It was not until a sherman spotted the trios upturned boat about 4pm on Sunday that the mens family members and police realised something was amiss.

Four Coast Guard boats, a police boat, a helicopter and search and rescue squad divers trawled a 120-square-nautical-mile area for the three men, while family members kept a vigil at Altona boat ramp.

Julie Lieu, the girlfriend of Steven Do, said the men always enjoyed shing together.

Life isnt meant to be fair, she said. One mans body was found about 10am on

Monday, nine kilometres south-east of where the upturned boat was found. e body of the second sherman was found about two hours later, about four kilometres south of the rst.

e third body was located about 2.30pm, about a kilometre north of where the second body was located. According to police, the men were wearing lifejackets.

Senior Sergeant ORourke said there were no restrictions on that type of boat being in the bay, but this one had been more suited to inland waterways. He said there were a number of things peole could learn from the tragedy: use a suitable vessel for the conditions, be aware of your boating and swimming capabilities, and wait for favourable bay conditions.

Make sure you have all the correct safety equipment and you know how to use it, in particular, PFDs, which are personal otation devices, lifejackets.

Let people know where youre going and, again, have a plan in place in case something goes wrong so you can self-rescue and be able to survive. with e Age

Housing, are le to plug the gap. Its another case of cost-shiing, Cr Maynard said.

He said the government should make up the funding shortfall because, without extra money and resources, welfare groups would struggle to help others in the community in need.

Wyndhams decision to sign the statement was not backed by all councillors, with Heather Marcus voting against signing the document, while Gautam Gupta abstained from voting.

Cr Marcus said it was more important for the council to advocate for the needs of asylum seekers. To date, 12 other councils, including Ballarat, Moreland and Moonee Valley, have endorsed the Greater Dandenong statement.

    By Laura Michell

Wyndham council has joined a growing number of its Victorian counterparts in voicing concern and support for asylum seekers living in the community.

At the request of the City of Greater Dandenong council, Wyndham council co-signed a statement urging the federal government to provide adequate resources to welfare groups charged with helping asylum seekers.

Mayor Peter Maynard said local services were under great strain trying to ensure the basic needs of asylum seekers were met. e joint statement does not take a position on

immigration policy, but, rather, what it does do is look at the facts, Cr Maynard said.

And the facts are very clear. Over the past two and a half years, as federal immigration policies have changed, increasing numbers of asylum seekers are living in the community while they wait for their claims for refugee status to be assessed.

ere is a maze of dierent rights for asylum seekers. Very few have work rights, some have nothing and the maximum an asylum seeker can receive is 89 per cent of a Centrelink payment. at is $267 a week at the most, an amount mandated by the federal government.

e end result is that local service providers, such as UnitingCare Werribee Support and

Two Hoppers Crossing children have just received the ultimate Scouts honour.

Wyndham City Salvation Army Scouts and Guides members Rhiana Gibson and Joshua Knight recently qualied for commissioners level, the highest available in their age group.

e two 10-year-olds have both been involved with the group for three years and are the rst in two years to receive the honour.

Wyndham Citys Scouts and Guides are taught to tie knots, cook and go camping.

Scouts honour, these two are topse group, which has 22 members aged

ve to 16, also encourages prayer and looking aer your body by not taking drugs or other harmful subtances.

Rhiana, who is in grade 3 at Baden Powell College, said the pair had to collect ve Southern Cross star badges to qualify for commissioners level.

e award is made all the more special because Rhianas mum, Janette, also reached commissioners level when she was in the group.

Weve worked so hard for it, but its a lot of fun, Rhiana said.

Joshua, who is in grade 3 at Heathdale Christian College, said he was thrilled to get to commissioners level.

He said his favourite scouting activity was cooking.

Scout leader Marianne Cooper said it was quite rare for children to reach commissioners level.

e Local Government Inspectorate will assess a complaint against Wyndham councillor Glenn Goodfellow to determine if he has breached the Local Government Act.

A complaint was lodged against Cr Goodfellow last week by a ratepayer who felt the councillor had mislead the public and breached the act when he claimed to be a certied practising accountant (CPA) when he was not.

At a special council meeting on April 20 to consider the councils dra 2015-16 budget, the Harrison ward councillor stated he was a CPA.

Aer being questioned by Star Weekly, Star Weekly, Star WeeklyCr Goodfellow told a council meeting on May 25 that he may have mistakenly said he was a CPA at the April 20 meeting.

I may have led the meeting to believe that I held a CPA qualication, he said.

I made this statement during a heated debate and point of order from Cr [Intaj] Khan. I meant to say I was a graduate of the Australian Institute of Company Directors and held other nancial, business and accounts-related qualications.

Cr Goodfellows admission came just days aer he told Star Weekly that at no Star Weekly that at no Star Weeklypoint did I say I was a CPA.

A spokesman for the Local Government Inspectorate conrmed that a complaint about Cr Goodfellow was received last week. He said the inspectorate would assess the complaint before deciding whether to investigate it.

Cr Goodfellow is not the rst Wyndham councillor to come to the attention of the inspectorate.

Cr Khan is under investigation for allegedly misusing his position on council.

A resident lodged a complaint against Cr Khan last September, claiming that the Harrison ward councillor had used his position on council to promote his business interests in a council-branded advertisement in a western suburbs-based Arabic newspaper.

    THE WAIT IS OVER

New housing estates across Wyndham are driving snake sightings through the roof.

In 2014, the council received 166 calls relating to snake sightings, with tiger snakes and eastern browns the most commonly sighted types.

Point Cook had the most call-outs, with 59 snake sightings last year, followed by Werribee (30 call-outs), Truganina (24) and Wyndham Vale (19).

is year, 42 snake reports were lodged with the council between January and March. Eleven of those were aer-hours calls concerning residents nding snakes on their property.

Not all of the snakes that have been reported were caught.

e good news is that snake sightings are rare in the winter months, with only ve reported last winter.

A Wyndham council report tabled at last months council meeting noted that the number of snake reports to council remained at a high level, mainly due to the continuing excavation disturbing and destroying their natural habitats.

e council encourages residents to keep yards maintained and ensure there are no gaps in, or under, fences to prevent snakes entering residential properties. Residents who spot snakes can contact the council to have a qualied snake catcher remove them.

Point Cooks rst apartment block is a sell-out long before the development is even completed.

Soho Village, at the front of the Alamanda estate on Sneydes Road, has quickly become popular among young couples entering the housing market and retirees wanting to downsize without going to a retirement village.

e brainchild of developer Masbuild and architects ClarkeHopkinsClarke, the four-storey development will include 27 one and two-bedroom apartments, 49 townhouses, home oces, shops, restaurants, a medical centre, yoga studio and church.

ClarkeHopkinsClarke architect Dean Landy said some of the shops were already open, with the apartments set to be nished by the end of this year and the townhouses by February 2016.

Mr Landy said the properties had been snapped up by predominantly owner- occupiers.

He said they oered a good entry price point for rst-time buyers with apartments starting at $260,000 and low-maintenance living with amenities at their doorstep.

e idea behind it was to create a point of dierence between what was surrounding it in terms of housing and shopping centres, he said. We wanted to create a great place with a good retail oer and restaurants, as well as oces, medical centres and a yoga studio.

It starts to build a good context for apartments and home oces. ere hasnt been the oer of apartments in that area before and its been received really well.

Meanwhile, construction has started on the rst high-end apartments at 116 Watton Street.

    e ve-storey development will include 11

retail spaces on the ground oor and 26 two and three-bedroom apartments.

Real Estate Institute of Victoria chief executive Enzo Raimondo said apartment living had become more popular due to a greater supply across the inner city, outer suburbs and even regional areas. Buyers enjoy

the low-maintenance living that apartment complexes provide, along with the amenities that oen are provided with the development, Mr Raimondo said.

Investors, too, are showing strong interest in this sector, especially multi-bedroom apartments in well-built blocks.

An elderly man who was hospitalised following a dog attack is one of hundreds of victims savaged by dogs in Wyndham in the past three years.

e man, who was attacked while walking, was rushed to hospital with signicant injuries.

e dogs owner was taken to Werribee Magistrates Court and banned from owning a dog for eight years. e oending dog was put down.

e case is just one of 580 dog attacks reported to Wyndham council since July, 2012.

is nancial year alone, 185 attacks have

changes to the Domestic Animals Act 1994 with regards to the current moratorium on the destruction of restricted-breed dogs.

Committee chairman Joshua Morris said the tragic death of four-year-old St Albans girl Ayen Chol from a dog attack in 2011 highlighted the need for laws to ensure public safety.

ere have been well-documented cases of serious, and occasionally fatal, dog attacks which have led to calls for stronger action

been reported to the council, and six dogs have been put down since July, 2013. Fieen dangerous or restricted-breed dogs registered with the council include blue heelers, Siberian huskies, rottweilers, Staordshire terriers, boxers and German shepherds.

e council has welcomed a parliamentary inquiry into current laws surrounding dangerous dogs and restricted breeds in Victoria.

e state governments economy and infrastructure committee will consider whether current laws encourage responsible dog ownership and protect both the community and the environment.

e inquiry will also recommend proposed

from government, Mr Morris said. It is the committees intention to nd a balance between ensuring that such tragedies are not repeated and protecting the rights of responsible dog owners.

Wyndham corporate services director Steve Lambert said clarity was needed within the current legislation to appropriately determine the denition of a restricted-breed dog and other matters.

ere are signicant gaps within the current legislation that make enforcement and management of the legislation challenging on a day to day basis, such as holding animals during court proceedings, Mr Lambert said.

Wyndham Council is beginning to make Carlton Football Club look like premiers. Pick up the paper or listen to the radio news and youll hear about their latest misadventure. ere seems to be no end to this sorry tale of late.

Councillors are being investigated for all sorts of things, involving visas, personal attacks, inappropriate use of the city logo and falsely claiming a professional qualication.

Please tell me this is a script for the return of Fawlty Towers. All this on top of the debacle over the naming of the two new city landmarks - Eagle Stadium and the Aquapulse and Encore Events Centre. e reaction from the public has been overwhelming and the response from the council underwhelming, to say the least.

Im sure some ratepayers will give our councillors the benet of their thoughts at the upcoming open days for both facilities. e choice of Peter Lazer to MC the Eagle opening and Giaan Rooney for the Aquapulse facility is interesting, but probably as locally relevant as the naming of the facilities.

e Get Wyndham Moving campaign has not really xed anything. But we do have a nice petition with 5000 names on it.

It appears many of our representatives are wearing painted-on ears, as they do not listen to the ratepayers, the public or even to each other.

Ive heard some appear to fall asleep during meetings, others dont even attend and still more have a Marcel Marceau-style attitude towards meetings when they do turn up.

Some also appear to have superhero power . . . and the super power I would most dearly love to have. ey are invisible and most ratepayers never see them.

ere are also some who people ask event organisers not to be seated with, such is their popularity.

e major problem is that as ratepayers, we do not nd their actions funny, not remotely. eir audience is growing tired of their lacklustre performance.

Unfortunately, the reality is we have to put up with them for another 12 months.

Kevin Hillier is less than happy with Wyndham council

Families moving to Wyndhams west will be able to nd childcare as a new centre will be ready to open early next year.

Construction of the centre, which will be part of the $1 billion Harpley estate on Black Forest Road, will be completed by the time the rst residents move into the area, according to developers Lendlease.

e 435-hectare estate has been hailed as a suburb of the future because of plans to ensure that infrastructure is delivered at the same time as houses are built.

e development was given the green light last July aer the then state government approved a $533 million developer contribution plan for Wyndhams west. is outlines how infrastructure will be funded.

Lendlease Victorias Neil OConnor said the childcare centre, with places for 140 children, was an important rst step on the road to Harpley becoming a connected, family-orientated community. Construction is expected to start in July.

e community is designed to grow with its residents, Mr OConnor said.

We are excited that the childcare centre will be ready to accommodate children as soon as the rst residents move in.

ere are plans for the centre to be joined by a kindergarten, maternal and child health services, two primary schools and a secondary school, he said.

Sports and recreation facilities and a town centre are also part of the Lendlease plan.

Taxi and hire car operators across the west are calling on the state government to regulate ride-sharing service Uber.

Lucky Saini, of Silver Corporate Cabs, Angel Kalsi, of Goldwing Executive Cars, and Executive Chaueurs Qaiser Cheema say business is down by as much as 50 per cent because of the popular US-originated service.

In Melbourne, Uber has two services: Uber Black and UberX. Uber Black operates within Victorias regulatory framework and has accredited drivers using licensed vehicles. UberX does not comply with Victorian law its vehicles are not licensed and many of its drivers are not accredited.

Cabbies seek Uber curbMr Saini, from Tarneit, said UberX was

operating illegally and creating an uneven playing eld for taxi and hire car operators, who are bound by licences and regulations.

He said, in particular, he was concerned that many of its drivers were not registered for GST and did not follow the same regulations the rest of the taxi industry must comply with.

eyre driving a normal car and have only comprehensive insurance, which does not cover you for commercial transactions, Mr Saini said. e driver has no police check; public safety is at risk.

Mr Kalsi, of Caroline Springs, said the legislation should be the same for all companies.

Almost 50 per cent of our work has gone, he said.

e drivers recently shared their concerns with Werribee MP Tim Pallas, who said the government was placing a strong emphasis on getting all Uber drivers accredited.

Mr Pallas said the Taxi Services Commission was ning any UberX drivers they catch.

e Andrews Labor government believes in a level playing eld and recognises the taxi industry has been through signicant change and upheaval, Mr Pallas said. We have established a taxi and hire car ministerial forum, which will consider a range of issues, including how to deal with ride-share services like Uber. Driver accreditation is there to protect the public and ensure everyone behind the wheel of a taxi or hire car in Victoria is a t and proper person to be providing that service.

e Werribee blood donor centre is calling on Wyndham residents to roll up their sleeves and give blood to combat a seasonal donor shortage.

Australian Red Cross Blood Service spokesman Colin Littlejohn said u season oen resulted in a drop in donations and the centre was already low on O negative and A negative donations.

e centre is also keen to boost its plasma donations.

Winter is always a dicult time for blood donations because you need to be feeling 100 per cent well to donate, Mr Littlejohn said.

Patients ghting cancer, infections and blood diseases are relying on donated blood to keep them healthy throughout winter.

To help combat the seasonal drop in donors, the blood service has recruited sta and

volunteers from emergency services to donate blood and help boost stocks.

Point Cook airforce cadets volunteer Martin Difesa was at the Werribee centre last week to donate blood and plasma.

e 44-year-old Hoppers Crossing resident began donating in 1992 and since stopping for about a decade he has been regularly giving both plasma and blood for the past three years.

It completely escaped my mind for many years, but Ive got a few family members who have had medical procedures and I started [donating again], Mr Difesa said.

e Werribee centre, in Bridge Street, is open every day but Saturday.

Big things are happening in Werribee and investors had better get in while they can.

ats the message from Wyndham council, which showcased the development potential of the area at a recent invitation-only investment forum, which included presentations from mayor Peter Maynard and Werribee MP Tim Pallas.

Growth estimates predict that Wyndhams population will grow by over 100,000 to more than 330,000 by 2031, meaning new jobs and

city centre and East Werribee employment precinct were at the centre of that growth.

Recent investment in the area includes: e $370 million redevelopment and expansion of Werribee Plaza An $85 million expansion of Werribee Mercy Hospital New train stations at Wyndham Vale and Tarneit as part of the Regional Rail Link Construction of the $40 million Sneydes Road freeway interchange Victoria Universitys new $14.8 million interprofessional clinic

homes will need to be created in the area to cope with the rising population.

Cr Maynard said Werribee was positioned to grow as the capital of the new west.

With the growth come many challenges, but with the challenges come opportunity, especially for the astute developer, the mayor said.

East Werribee is open for business, Werribee is open for business.

Wyndham chief executive Kerry ompson said the area was one of Australias fastest-growing municipalities and Werribee

Mr Pallas said the state government also had a role to play in building the necessary transport infrastructure to allow people to travel freely in and out of Wyndham and to create local jobs.

e reason why so many commuters ood the freeway and the local railway stations each morning is because the jobs they want arent in the Werribee area, Mr Pallas said.

Its about recognising that we need to make a very sustained and substantial commitment to creating jobs where communities are.
