    ( + ) Inflated steel costs inTaiwan over the past two years have led to increasedconstruction costs and lower industrial profits. Subsequentdelays in steel bridge construction projects have made itimpossible for the CEC to forecast the launching of aproject, posing a high risk to new construction efforts. Therefore, this work describes a novel remediation methodfor the CEC to resolve disputes in the construction industryefficiently. The contract contents are carefully studiedto determine the rights and obligations of the contractor.

    Photographic evidence is then accumulated from the jobsite. Next, lawyers serve as representatives of bothparties to resolve disputes. Finally, disputes are resolvedvia a mediation conference or litigation.

    Analytical results indicate that theproposed mediation method enables the project owner toreturn the performance bond of the steel bridge project andreceive compensation. Moreover, theproposed method orients CEC staff on how to enhancecontract management skills.

    ( + ) The greenhouse effect,accelerated industrial growth and strong consumer growth(as exacerbated by elevated living standards) account forinsufficient power supply during the summer. While Taiwanrelies on water, fossil fuels and nuclear power for its powersupply, no adequate water source is available to establisha hydropower plant. The inability to devise a moreeconomically feasible means of preventing powershortages during the summer will ultimately lower livingstandards and industrial revenues owing to frequent power

    lapses. Therefore, this work presents a novel windpower strategy for increasing the power supply from a windpower plant that does not cause CO2 pollution, andoperates economically.

    A wind power plant is established at a locationwith a strong wind current in Taiwan such as on thewest coast or in the southern part of the island. Anadequate wind power source must be available to

    establish a wind power plant (NOTE: Add 2-3 moresentences to describe the methodology morecompletely). Simulation resultsindicate that the proposed wind power strategyprovides about 10% of all power requirements.

    Importantly, via the proposed strategy, awind power plant can minimize the costs of fueldemand and provide a cleaner environment.
