INDUSTRIAL SECTION

PROGRESS REPORT (as of September 18, 1963)

I. Since our last Progress Report of August 7, 1963, we have one signed lease to report:

A) THE CffiJNKY CORPORATION- This company signed a lease on August 22, 1963, for 6, 000 square feet, Block 11, Lot 18. · An additional 6, 000 square feet to the rear of the leased lot is to be landscaped and maintained by Chunky.

II. Lease negotiations are in progress among the following companies:

A) ALL-STATE PROPERTIES -All the provisions of a lease for 7, 501 square feet of Block 17, Lot 7, have been agreed upon except for the dates of a construction schedule. It is expected this lease will be signed within a week.

B) AMERICAN EXPRESS - A letter of intent has been signed, and lease negotiations are in the final stages for Block 21, Lot 1, (10, 000 square feet). American Express will display the large model of. the Fair.

C) CLATROL, INC. {BRISTOL-MEYERS) - Lease negotiations are under way for 10,000 square feet, Block 11, fronting on the Pool of Industry. The addition of Clairol now means all land around the Pool is rented.

D) JULIMAR FARM - Lease negotiations have begun for 6, 000 square feet of Block 12 between Better Living and Schaefer for a garderi exhibit with a smalll, 000 square foot kiosk designed by Edward Durell Stone. Edward Durell Stone, Jr. , is the landscape architect for the garden.

m. Favorable progress can be reported in the following situations:

A) MUTUAL OF OMAHA - This company through t.1.e good offices of General Potter has now shown an interest in sponsoring the Assembly Arena. Representatives have visited the Fair and are exploring possibilities.

B) OPPORTUNITIES U. ·s. A. - Negotiations remain in progress between Mr. Howard Cooper, President, and Restaurant Associates for a joint exhibit.

IV.· Multiple Exhibitors:

A) WORLD OF FOOD - There has been no progress on construction of this project in several weeks. This Friday, September 20th, marks a deadline for a demonstration of financial stability and feasibility of constructions.

The prospects are dim. We have all but given up hope on this exhibit.

The problem now remains to fill this crucial space, located strategically at the main entrance to the Fair.

At Mr. Moses suggestion we are seeking to interest the Aluminum Companies sponsoring a design of an imaginative symbolic tower which was created by the late Walter Derwin Teague.

To date, Kaiser Aluminum has declined. We're pursuing Reynolds and Aluminum Company of America.

We have completed negotiations with the Goodell Nonorail Corporation for a combination exhibit and concession in the Transportation Section. This project ,.,auld not in any way» conflict with the AY.F monorail in the Lake­Amusement Area.

Goodell will install a static (non-operating) monorail section in­cluding two (2) full size monorail cars. They will also provide a subterranean ::ide which will demonstrate a new type of sub,~ay const::uction. In addition, they may include demonstrations of certain other futuristic transportation developments. The Lessee will charge the public $.25 to view this project.

The fina::.:.ial arrangements are as follows:

1) The Lessee will guarantee to the World's Fair, a m~n~mum payment of $80,000 of which $20,000 will be paid upon the signing of the lease. The re­maining $60,000 in the three usual payments.

2) T~1e above noted payments shall be applied towards the Lessee 1 s obligation to pay the following percentages of its gross receipts derived from its activities and operations under this agreement.

(a) On all gross receipts up to and ircluding $1,000,000, ten (10(.) per cent of such gross receipts; (b) On a!'l gross receipts in excess of $1,000,000 and up to ar.d including $2,000,000, eleven (11%) per cent of such gross receipts; (c) On all gross receipts in excess of $2,000,000 and up to and including $4,000,000, twelve (12%) per cent of such gross receipts; (d) On all gross receipts in excess of $4,000,000 and up to and including $8,000,000, thirteen (13%) per cent of such gross receipts; (e) On all gross receipts in excess of $8,000»000, fifteen (15%) per cent of such gross receipts.

The Lessee needs about 10,000 sq.ft. of space for this operation. This was the basis of the $80,000 minimum payment. He has agreed, however, to spread the project out physically so as to cover an area totalling 60,000 sq.ft. and assume the obligation of landscaping the entire area to the satisfaction of the Fair Corporation.

LEASE SIGNED

In this reporting period, a lease Has signed with Avis Rent-A-Car, Inc., for an antique car ride on 50,000 sq.ft. across from Ford.

The area will be landscaped ::o simulate a country­side. A \vinding road over bridges, through under­passes and past fountains, will contribute to the over-all ef~ect of a pastoral scene.

This exhibit, featuring models of classic antique cars, differs from most others in that. each oper­ator drives his own vehicle. He is limited, however to staying on the prescribed course.

The Fair will receive a minimum of $50,000 against graduated percentage of gross revenuesa

LEASES Ut\lDER ACTIVE NEGOTIATION

In conjunction with Hr. Constable's office, :•e have been negotiating with the Goodell Monorail Corporation for the installation of a small non-operating sample of monorail construction.

This would not carry any passengers and would, in no way, compete with the AMF monorail in the Lake­funusement Area of the Fair.

Under this lease, the Fair vlill receive a minimL'lll of $80,000 against a graduated per~entage of gross revenues.

Mr. Constable is negotiating with Mr. Frank Blair and his associates for a 15,000-18,000 sq.ft. area across from the Auto Thrill Show, for use as a child care center.

This would be operated in conjunction with several other installations in other sections of the Fair.

OTHER PROJECTS

Transportation & Travel Pavilion We are monitoring this project on an extremely close basis.

Hall of Science

The foundations are largely completed and steel is scheduled for delivery in October.

Hr. Thatcher's real problem is the fact' that he needs additional leases to serve as a base for the final financing of the building.

He are doing everything we can to help him obtain such leases. !n this regard, we have requested that he be authorized to solicit foreign flag airlines, particularly those t-1here there is no likelihood of their nation being represented at the Fair. Gov. Poletti is co­operating with us on this problem.

The foundations will be completed by Nove~ber and the erection of the superstructure will begin in early December. As soon as the City of New York awards the various subcontracts, W, J. Barney, the major contractor, will submit a final construction schedule.

It will be very difficult to complete this building in time for the opening of the Fair. However, arrangements have been made so that exhibitors will be able to move into the build­ing at least one month before the building is completed,

The exhibitors will submit their preliminary plans early in October with final drawings due shortly after November 1st.

The Arkansas budget has been set at $500,000 including state funds. Winthrop Rockefeller has visited the Fair to discuss scope and exhibit theme. The exhibit will have three or four small domed structures. The architect has been selected and an organization to raise funds employed. Construction is to start by October 15, 1963.

The State plans an old-fashioned timber carnival on the shore of the Flushing River in Block 8. The signed agreement is expected by September 20. ·

The State plans four small adobe buildings plus a western style restaurant. The exhibitor .is expected to be at the Fai'r with a signed agree­ment by September 20.

Exhibitor has revised the plan for this display to· a lesser scope within funds available. The exhibit will include several famous movie sets, a restaurant and a citrus exhibit. George Murphy met with General Potter at the Fair on September 18 to discuss necessary changes in the scope and contract.

Governor Bellman visited the Fair for Ground­breaking and planting of a Redbud tree on September 16. The exhibit will be under c · tion by October 15. Oklahoma 1 s exhibit empha­sizes water resources and its economic future.

Construction started on September 12. A dedication has been tentatively scheduled for early October. Founctation plans have been submitted and approved by the Fair.

Work has been resumed on the exhibit and it is expected that the pavilion will still be ready well in advance of opening date.

· The State has proposed a display including a water ride and a country music show. The final decision is to be made on September 23.

Financing problems have required a re­evaluation of the scope of the exhibit. En­thusiasm is high, but the matching dollars are appearing as slowly here as they do on several other exhibits.

The State has increased their scope to include seven railroad cars instead of the four orig­inally planned.

A New York office has been opened especially to handle World's Fair business and a resident manager is now on tile job. The motion picture which will be shown in the theatre has been about 75% completed.

4. MASONIC BROTHERHOOD FOUNDATION

Plans have been completed and submitted to the Fair on schedule. Pile driving has been completed. State and national promotion by tiJ.e Masonic order of advance ticket sales has begun; the Masons expect to place their first 100, 000 ticket order early next month . .

5. BOY SCOUTS OF AMERICA

Plans for the Scout eY.hibit area are complete. Construction on tl1is vea:y simple outdoor exhibit has not yet begun.

1. PERSONNEL

a. Letters have been forwarded to a number of physicians desiring to participate in the medical program of the Fair. Eight have been interviewed and are now being processed by Pinkertons for employment in April 1964.

b. Over '300 applications have been received from registered nurses desiring employment during the Fair. These have been screened and application forms forwarded for completion. Interviews wilfbe started in the near future. No problem should be encountered in obtaining the number required.

2. ENVIRONMENTAL HEALTH

a. Standard operating procedures are being developed for the guidance of the Health Inspectors.

b. A medical disaster plan has been developed and now being coordinated with other interested departments of the Fair, i. e. Fire and Police. This will then be coordinated with the Commissioner of Hospitals, City of New York, to tie into the total disaster plan.

3. HOSPITAL

a. Negotiations are now under w·ay with Turner Construction Company to assemble this hospital when delivered to the Fair site.

All of the land in•the Lake Amusement Area has been leased. Leases therefor have· been formally executed, w1 th the exception or 100,000 square feet which r~r. Angus G. WYnne, Jr. has agreed to take for his Flume Ride and Kiddyland and for which he has signed a letter of intent therefor. The execution of the lease will take place any day with a few formal changes.

The following is the status of each of the fourteen concessionaires in the Lake Amusement Area.

1. Aerial Ride and Waffle Restaurant - Construction on the site began September 9, 1963 and driving of piles was completed on September 12, 1963. The architect and engineer estimates that •.construction will be completed by January 20, 1964. ··

2. AMF Monorail - Construction began May 29, 1963. All piles have been driven - all foundations have been completed. The exhibitor estimates that all work will be subs..tantially completed to permit the testing of cars, equipment and station operation by February 15, 1964.

1. Continental Circus 1 Inc. - Center ring anchors ·have been concreted. Grandstand steel is ?n the site. Center steel tower is presently being installed. The exhibitor expects to be completed, with the exception of the·erection of the vi~l plastic skin of the build~ 1ng, by November 1, 1963. The vinyl plastic skin can be erected in three days and that work will begin March 15, 1964.

8. Danci~ Waters, Inc. - This invol:ves an air bubble building. Both prelii'riinary and final plans have been submitted and construction on foundations has· beg~n. Piles have been driven. The architect advises that the building can be erected in three days once the slab foundation has been installed.

. . 9. Ja!copter Ride - This lease has been executed

only recent y and final plans are riot due until October 15, 1963. The exhibitor expects to have the asphalt ground:covering installed by October 15, 1963. The exhibitor advises that the two 16-aeat helicopters have been under construction in Canada since the middle of July and will be completed by November 11., 1963.

10.; Pu~pet Theatre - This lease was signed recently. Plans Wille submitted by September 23, 1963 and con­struction will begin October 14, 1963. The building is a prefabricated type and the builder expects that con­struction will take fOur weeks for fabrication and three. weeks for erection.

11. Santa Maria - The exhibitor began construction of the vessel in Spain on January 2, 1963. Piles .to anchor the dock were driven July 24, 1963 and the balance of construction on the site began August 1,· 1963. The vessel will be completed in November, shipped to the United .states and brought to the site by December 1, 1963.

Your approval is requested of the following report for presentation to the Executive Committee. ·

During the month four construction items were placed under contract by the Park Department- landscaping of open areas; Marina parking area and facilities; fencing of the leased area; and drinking fountains (expected prior to date of meeting). Four World's Fair construction contracts were also awarded - Information Booths; Service Area Facilities; Addition to the Administration Building; and Item 1 (Construction) of the Pyrotechnics project. Award of Item 2 (Fireworks and Servicing- Operations) is pending.

Final plans and specifications have been reviewed for three projects­mT-I.JRR Overpass; Lighting and Flagpoles; Directional and Street Signs; and 3 Comfort Stations and Boy Scout Facilities.

Progress on paving has required extensive coordination during the month. As of 13 September, 79% of the main Fair site has been released for curbs. Curb was in place on 58%, 45% has been released for pav:ing and paving placed on 36%. Curbing is·also started in the Lake Amusement area. Pav:ing of the Lawrence Street parking lot is completed and the Meadow Lake parking lot is 60% completed.

Installation of 1384 street lighting poles procured by the City should be started by the date of the meeting. Street lighting fixtures manufactured under . World's Fair procurement are being assembled in large numbers and will be placed immediately when the lighting poles are ready.

Continued progress is being made on utilities in the Lake Area. Con­struction progress on the Long Island Expressway has now m-: ,., .. : it possible to start construction of the permanent 20" water main under the over}.i ..... ..,s and to place the electric and communication conduits across the lanes of the Expressway. Gas,

· storm and sanitary sewer systems will be .in service in the lake area by the end of this month and electric facilities, now provided on a temporary basis, will be available in October.

On the Arena {assembly area stadium) foundations were completed and steel superstructure is making good progress. Under the flagpole contract, poles are being erected at the rate of 20 per day. Erection is also well under way on the five towers for lighting the Unisphere.

Advisory Engineering memoranda have been issued clarifying the specifications for gas service and stand pipe systems and emphasizing safety requirements, with particular reference to temporary construction structures and to electrical and water system emergencies.

The Construction Permit Office has reviewed plans for 210 structures to be erected at .the site by various participants. There was for a while some delay in processing of electrical plans1 but this has now been overcome, and all reviews are again being made in a reasonable amount of time. As of August 31st, there had been received for the review of plans $110,000. in fees with $15, 000. billings outstanding. On the same date, there had been received $1, 091

and $218,000. in water connection charges and there were outstanding bills for $1,516, 000. for electric charges and $188, 000. for water.

Re: Progress Report on Arterial Highway Construction m the Vicinity of the World's Fair

Progress is generally satisfactory except for landscaping prepara­tions and the reconstruction of Jewel Avenue (Contract No. 10- Hendrickson Bros., and Contract No. 13 -Arthur Johnson).

The remaining work on all contracts still requires maximum effort to open the roads to traffic and substantially complete the landscaping during December.

Compliance with the State's overtime directives is generally unsatis­factory. At best, with the exception of MerrittaMt. Vernon, those contractors who are working overtime are only working a 10-hour day instead of a 12-hour day. The State should require strict compliance with directed overtime opera­tions.

Landscaping preparations and cleanup are unsatisfactory, especially on Contract No. 6- (DeLillo), Contract No. 11- (Johnson, Drake & Piper), Contract No. 13 - (Arthur Johnson), Contract No. 14 - (Slattery), and Contract No. 17 .. (Grow, Catapano, Orlando). No overtime is being worked on land­scaping preparation although all areas are required to be ready for the landscaping contractors by October 15, 1963.

A tabulation is attached showing the comparative progress of each contract with respect to money payments and elapsed time.

Contracts Nos. 3 & 5 - (Tully_ & DiNapoli) - are approximately two weeks behind schedule in starting paving on Grand Central Parkway. Demoli­tion of old wall, 3611 and 60" water mains and the Union Turnpike bridge are also behind schedule. The contractor is not complying with the State's directives for overtime work. These jobs should be immediately accelerated.

Contract No. 10::. (Hendrickson Bros.) -This contract is in good shape except for the portion of the 69th Road Bridge and the structure on grade at the VanWyck Expressway interchange. This work should be directed on an overtime basis immediately.

Contract No. 11- (John§.OI'!.t Drake & Piper)- is behind in bolting structural steel, placing reinforcing deck steel and drainage. Landscaping preparations and river channel restoration are seriously behind schedule. All of these items should be directed on an overtime basis immediately. While the contractor has two paving machines only one paving crew is oper­ating. The contractor should be directed to provide two paving crews and the necessary personnel to insure continuous daily concrete operations.

Contract No. 13 - (Arthur Johnson) - is critical and will not be ready for traffic in December. 'I'he contractor is not complying with the State's directive for a 12-hour a day overtime operation. Landscaping pre­parations are also lagging. All operations of this contract should be placed on a 6-day week, 12-hour day immediately until the work is completed.

The contractor for Grand Central Parkway between Brooklyn­Queens Expressway and Northern Boulevard is excavating tree pits.

2. Fair News

A special Labor Day issue, featuring con,struction on the Fair site, was· distributed to over 9, 000 workers at the Fair, in addition to the regular distribution of 15, 000.

3. New Film

World's Fair Report with Lowell Thomas will be premiered for the Board of Directors on September 26th. After October 1st, the film will be put into distribution in theatres, on television, and through clubs across the country and internationally.

4. Preview Book

Time, Inc. will publish a World's Fair Preview book of 24 pages, which will be available in December. Chet Hunlley and David Brinkley will write individual reports of the Fair. Feature pictures and information for planning trips to the Fair will be included. This will be made avanable for exhibitors to use in promotion activities. Estimated distribution is 3 million.

5. Exhibitor Public Relations Group

The 8th meeting of the Exhibitor Public Relations Group was held at the Fair on September 18th. Representatives of over 100 exhibitors attended.

Some promotional activity now beinq planned by exhibitors include:

a. ) Travelers Insurance Companies

Instituted a large cross-country speaking program, and are utilizing their 50, 000 agents to tell the Fair story and sell tickets.

b. ) Bell System

Actively engaged in giving over 80 speeches pe~ month in New York State. Plan to increase nationally.

c.) Formica

Launched a nation-wide campaign to promote their World's Fair House. Duplicates of the house.will be bullt around the country.

d. ) First National City Bank

Now exhibiting Fair models at the 399 Park Avenue office. This display \Vas moved from the Time, Inc. Exhibit Hall.

Service branch operating at the Fair, for the benefit of exhibitors and the Fair personnel.

e. ) United States Steel

Instituted a newspaper service for the benefit of exhibitors. In addition, they regularly distribute television news clips to over 300 TV stations around the country.

f. ) Simmons Mattress Company

Completed building and held press conference on the site.

g. ) General Electric

Beginning major promotion campaign for their "Progressland" exhibit, utilizing-all of their outlets.

7. Tie-In Promotion

In addition to the plans and programs of exhibitors, we have worked with hundreds of non-exhibitors in generating tie-in promotion for the Fair valued at over 100 million dollars.

8. Magazine Promotion

We now have specific plans for major coverage of the Fair, prior to opening, from ~ife, Look, Reader's Digest, Time, Saturday Evening Post, Popular Science, and approximately 30 other magazines.

9. Newspaper Supplements

Over fifty newspapers across the coUn.try are planning one or more major World's Fair supplements, including New York Times, New York Daily News, New York World.Telegram & Sun, Los Angeles Times, Detroit Times, and several Chicago papers.

10~ · Fifth Avenue Association

The 300 members of the Fifth Avenue Association will hold "World's Fair . We.ek 11.:from October 21. to 27. On October 24, at their annual luncheon at the Waldorf, the Association will present Mr. Moses with their annual Honor Award. The luncheon will be a Salute to the World's Fair.

11. ·American Society of Travel Agents

ASTA, :the largeSt organization of travel people, will hold tl}eir annual meeting in Mexj_co City in October. General Potter will address this convention, and the Fair will hold two World's Fair Workshops for the 2, 000 delegates.

12. Opening Day Television Show

Plans are proceeding with NBC on thE) Opening Day Television special, which at this time is scheduled for the. evening of Opening Day, for 1-1/2 hours.
