Process guide for implementation of DSS
WG1: Stability Planning-Stabilization Workforce Education and Certification
Lead: Civil Affairs Proponent/OSD-P CA (COL Calvin Fish)
Purpose: The USG recently published the Stabilization Assistance Review (SAR) and the DODD 3000.05 “Defense Support To Stabilization”. The draft Directive states clearly, “Stabilization must be incorporated into planning across all lines of effort for military operations as early as possible to shape operational design and strategic decisions.” Because Stabilization is an “integrated civilian-military process” developing a stabilization workforce educated, certified and tracked throughout the force and at all levels is critical to success.
Objectives: The working group will develop a recommendation for producing an Education and Certification path for the Stabilization Workforce. The working group will utilize currently offered courses, identifying gaps and providing recommended experiences. An inherent secondary objective includes the development of mechanism for tracking DOD personnel with stabilization education and experience.
Deliverables: • Proposed pathway to a variety of levels of certification, milestones, and task assignments for
development of a Stabilization Workforce (Planner) Education and Certification.• Methods of classification for tracking workforce personnel.• Summary of WG discussion.

WG2: Integrated Campaigning-Integrated Campaigning for Stability in Complex Crises
Lead: US SOUTHCOM (LTC Steve Lewis)
Purpose: Instability and complex crises threaten the security of the US and its allies. Challenges such as great power malign activities, criminal and terrorist network manipulation of vulnerable populations, and natural and manmade disasters in politically sensitive areas require a broad USG civilian and military response along with partner nations and civil society to mitigate such crises and prevent instability. Whereas whole of government and whole of society responses can be relatively straightforward during and after a large scale disaster, the organization and integration of WOG/WOS activities (an integrated campaign) to prevent crises remains a significant challenge. This workgroup will exam requirements and lessons learned for developing integrated campaigns to prevent instability and crises.
Objectives:1) Develop/expand the definition of integrated campaigns to prevent instability2) Identify appropriate circumstances which necessitate an integrated campaign3) Identify the fundamentals and an initial framework for an integrated campaign in the context of preventing a complex crisis/instability especially as related to governance, security, and prosperity. 4) Develop planning products helpful to a civ/mil staff to develop an integrated campaign

WG3: DIB/ICB-Training and Educating Security Cooperation
Practitioners for Institutional Capacity Building
Lead: US AFRICOM (Mr. John Sannar)
Purpose: There has been an increased focus on Defense Institution Building/Institutional Capacity Building in recent years as Congress has recognized the need for security cooperation programs to be made more effective and sustainable. Yet, there has not yet been agreement on how to train and educate security cooperation professionals in this area.
Objectives: The working group will evaluate different aspects of DIB/ICB with the purpose of identifying how to train security cooperation personnel on it.
Deliverables:1) Reference guide for Security Cooperation Organization personnel on how to discuss DIB/ICB with
international counterparts and how to identify potential opportunities for DIB/ICB activities. 2) Recognition of skillsets and attributes needed to work with partners on DIB/ICB. 3) Agreement on how to incorporate DIB/ICB into existing security cooperation training. 4) An outline for a Security Cooperation University course focused on building institutional capacity.

WG 4: TPS-Transitional Public Security Application
Lead: PKSOI (Dr. Karen Finkenbinder)
Purpose: Develop a TTX to ensure that Annexes G (Civil-Military Operations) and Annex V (Interagency Coordination) adequately address DOD’s requirement to “provide requisite security and maintain basic public order” as required by DODD 3000.05.
Objectives: 1) ICW CSL-SSD, develop a TTX that can be implemented at a later date (TBD) at AWC.
Deliverables: Draft TTX outline for execution ICW CSL

WG 5: WPS-DoD WPS Strategy and Implementation Plan
Lead: PKSOI /J5 GPP (COL Veronica Oswald)
Purpose (background): The USG is deeply committed to the participation of women in advancing peace and security throughout the world. Consistent with this commitment, in December 2011 (updated in 2016) the inaugural US National Action Plan on Women, Peace, and Security (WPS) was released to help chart a course for the USG to advance women’s inclusion in conflict prevention, conflict mitigation, and peacebuilding. The President signed the WPS Act into law 6 October2017. The National Security Council is anticipated to release the National WPS Strategy early 2019. The assembled group will use PSOTEW to look at these foundational documents and consider potential language to incorporate into a DoD WPS Strategy and Implementation Plan with accompanying DODD assigning roles and responsibilities throughout the department. The team will ensure the document reinforces high level national security guidance as well as USG commitment to the foundational principle that Nation-states and societies are more peaceful and prosperous when women and girls are empowered to realize their full potential through full and equal rights and opportunity.
Objectives: Joint Staff (J5) WPS Lead will establish the priorities for the group and the deliverables desired to inform the development of the DoD WPS Strategy and Implementation Plan and associated documents.
Deliverables: • PKSOI provide Mini-OGC Orientation; discuss the development of an Army course – what are the broad topics to include
(2 hr); provide final Draft of PKSOI WPS Guide for review and comment (hardcopy).• J5 GPP will present the 2019 National WPS Strategy to all PSOTEW attendees (Tent. Noontime lecture)• J5 GPP will lead proposed way ahead discussion (to include intended key document development) with stakeholder
leads (strengthen cooperative engagement with conference WG’s, WPS attendees, key leaders and entities (USAID, DoS, Academia, Civil).
• PKSOI will conduct the out brief for the multiday session.

WG 6: DSS-Defense Support to Stabilization Implementation
Lead: OSD-SHA (Mr. Adam Mausner)
Purpose: The FY20 Legislation for Defense Support for Stabilization will establish authorities and funding for US DoS and DoD Stabilization activities beginning 1 Oct 2019. In order to effectively execute DSS activities, the processes, systems, and responsibilities need to be codified.
Objectives: Initiate dialogue with key DSS stakeholders to build the guidance and systems for:• DSS Funding spending guidance ($25M/year)• Planning and coordination procedures• Request and initiation processes• Training requirements• Reporting procedures (metrics) / AME
Deliverables: • Draft Guidance for DSS (For final product completion NLT 30 Sep 2019)• Design Framework for TTX to validate processes (Execution o/a Aug 2019 at NDU)• Out brief Summary of WG discussions.
