Voluntary Load Response and Price Certainty
• Working Group discussed options to improve visibility to RTBES– Matt Mereness from ERCOT provided DSWG with the technical
options for providing closer to real-time pricing information when Non-Spinning Reserve Services (NSRS) are deployed
• PRR650 was effective 9/1/06 which requires ERCOT to:– Send an emergency notification to all QSEs when NSRS is deployed– Send an emergency notification to all QSEs when NSRS is discontinued– Manually recalculate the MCPE when NSRS is deployed and post new
MCPE the next business day• ERCOT runs a custom program that creates a market file without
NSRS schedules (which are combined with the energy schedules) • ERCOT re-runs the market clearing process with these modified
schedules to generate the adjusted MCPEs• Not performed if there are any binding CSC constraints

• Modified Competitive Solution Method (MCSM) was removed 10/1/06 by PUCT 31972 which removed price corrections, except for held intervals and shadow price errors
• ERCOT was asked by PUCT staff to look at two alternatives to provide a pricing signal closer to real-time:
1. Running two Market Clearing Engines (MCE) in parallel, one for dispatch, one for pricing» 1a) Run two Market Clearing Engines in parallel, one for dispatch, one for pricing» 1b) Run two passes of the Market Clearing Engine with two different SPD files» 1c) Have vendor modify MCE to add additional step to create separate pricing
2. Post remaining Balancing Energy Services bid stack when NSRS is deployed for Market Participants to download and derive an estimate of revised MCPE

October 26th Price Adjustments and Next Steps
• This summer ERCOT employed a desk procedure that deploys NSRS when reserves are diminishing resulting in more common scenarios of NSRS deploying before the hitting the 95% bid stack (on October 17th prices decreased)
• ERCOT’s use of Replacement Reserves may be minimizing the amount of Non-Spin deployed due to bid stack depletion. October 26 was first case of NSRS depletion since PRR650
• ERCOT’s intra-day updates (via the ROS exploder) publicize shortfalls in supply. This may be resulting in market behavior that is minimizing the amount of Non-Spin deployed
• ERCOT needs market participants to formulate PRRs to facilitate desired outcome

ERCOT Requesting Update to LaaR Qualification
• Initial Qualification Enhancements:– Actual interruption required during first 90 days– No notification prior to test
• Annual Recertification of LaaR Resources:– Actual interruption once a year– Response to Operator VDI that complies with Protocols in lieu of
testing
• Periodic Command and Control Tests:– Hot line call to QSEs with response verification back from party
that actually trips the load
• Formalize Disqualification Criteria:– Failure to meet 10 minute response (two occurrences in 365 day
period)

Next DSWG Meeting
• At our last meeting we scheduled our final DSWG meeting for the year on December 8th
• Subsequently, the PUC has scheduled additional workshops regarding Demand Response Programs in ERCOT on Friday December 8th, Monday December 18th, and Tuesday December 19th beginning at 9:30 in the Commissioners Hearing Room
• DSWG will be rescheduled to Friday December 15th
