The Emergent Meeting and 275"' Meeting of the Northern Regional Committee (NRC), National Council for TeacherEducation were held from 16"' to 18"* and 19"' to 21« September, 2017 respectively at NRC, NCTE, Jaipur.

The following Members were present:

The State Representatives of Punjab, Himacha! Pradesh, Uttrakhand, Chandigarh, Delhi and Uttar Pradesh did not attend themeeting.

With permission of the Chair, Shri Satish Gupta, Regional Director (1/C), NRC & Convener presented the Agenda before theCommittee. Item-wise decisions taken on each agenda item are as under:

were carefully considered by NRC and followingobservation was made:-

• The institution has not submitted on-line

application electronically as per clause5(3) of NCTE Regulations, 2014.

• The institution has not submitted NOC

issued by the concerned affiliating bodywith application as per NCTERegulations, 2014.

• The institution has not submitted anyproof / evidence to prove that it is acomposite institution as per clause 2(b) ofNCTE Regulations, 2014.

• The institution has not submitted theLand Use Certificate issued by theCompetent Authority to use the land foreducational purpose.

• The institution has submitted a certificatefrom the University of R^sthan forminutes of Selection Committee which

shows that one Principal & 7 Lecturerswere selected and Lecturer in Health and

Physical Education, Fine Arts andPerforming Arts were not selected.

• The institution has not submitted anyproof of its website.

• Submitted documents show that total built

up area is 2500 Sq. Mtr.. which Issufficient as per NCTE Regulations, 2014for two units of B.Ed.

maximum of two units in B.Ed, course.

• As per building plan, total built-up area is 1477.77 Sq.Yards, whereas built up area shown in BuildingCompletion Certificate is 7502.70 Sq. Mtr.

• The institution is required to submitted earmarkedbuilding plan for all existing Teacher EducationProgrammes approved by competent Govt. authorityand Building Completion Certificate.

• The institution has not submitted the certified

registered land documents issued by the RegisteringAuthority or civil authority concerned.

• The institution was given SCN as per 269 (Part-4)meeting. Reply dated 04.07.2017 and 29.08.2017were considered by the Committee. Land is on privatelease and the institution has not submitted CLU.

Hence, the Committee decided that the application isrejected and recognition/ permission is refused u/s 14/15(3)(b) of the NCTE Act, 1993. FDRs, if any, be returned tothe institution.


• The institution was given recognition as per 259"^meeting. On Scrutiny of the file, it is found that theinstitution has not submitted faculty for PhysicalEducation as per Norms & Regulations, 2014.Further, the institution has not submitted CLU for theLand for which land document has been submitted.
