As Mayor of Wareham I am delighted to introduce you to this first edition of the Tower Chimes, our very own Town Council magazine and long overdue! You will find a wealth of information inside and also interesting snippets on how we work for you. There will be articles and useful contacts, so keep it handy at all times! I am especially proud of the front cover’s artistic work by Cliff and the use of local people to bring this magazine to the fore. We are proud of our town and I am sure you will be delighted to read about all that is going on. I would like to express gratitude to our Town Clerk and Office Team who have worked hard to produce this publication so speedily.It only remains for me to wish all of you a very Happy New Year 2020 and the beginning of great things for us all!

Mayor’s Christmas ReceptionIn December the Mayor of Wareham, Councillor Hilary Goodinge, hosted a Christmas Reception in the Corn Exchange. The room was bedecked with festive trimmings, crowned by a 12ft Christmas Tree. Over 90 Wareham residents attended, especially invited from the volunteer sector, and those who had made a significant contribution to the town over the year. The purpose of the event was to pay tribute to the volunteers in the town and also to pay homage to Eric Osmond OBE, who was posthumously awarded Honorary Townsmen at the event.Guests were entertained by the Wareham Whalers, who graciously donated their performance free of charge. There was also a surprise visit from Father Christmas who delighted the young and old alike whilst updating his naughty/nice list. Before enjoying a delicious buffet, provided by the Italian Kitchen, presentations were made by the Mayor to her Mayoral Escorts: Lucas Samways, Adam Walsh, Zamira Gates and Katie Lake, for their support and service during the year. The evening concluded with the Deputy Mayor, Councillor Lucia Kirk, thanking the Mayor, the staff of the Town Council, and those attending, for a most enjoyable night and also the Italian Kitchen who had kindly gifted individual Italian cakes as a parting gift for all guests.

In May of this year, Wareham Town Council welcomed eight new members – half of the total Council! Seven of the previous Councillors had not put themselves up for re-election and one, Eric Osmond MBE, sadly passed away in the run up to the election. Politically, the Council is now divided into 8 Liberal Democrats, 3 Conservatives and 5 Independents. Each committee of the Council is made up of members from all the parties to ensure balance in all policy decisions.

In order to become Mayor of Wareham, Members have to serve for three years on the Council and they then have to be proposed and seconded by other Members. Where there are several Members who qualify to be Mayor, the choice goes in alphabetical order. Councillor Hilary Goodinge was elected as Town Mayor for the Civic Year 2019 – 2020 and she is deputised by Councillor Lucia Kirk. Being

Mayor involves chairing all Full Council meetings and representing Wareham Town at various events around the county. This may include Civic days of other Mayors or opening a new business in the town.

Budget 2020/2021On 21 January 2020 the Council met to agree the budget for the coming year. This year sees a number of challenges for the Council, including the requirement for a full survey of Council owned trees; works to drains in Howards Lane Car Park; replacement of windows in the Town Hall Annexe and replacement lighting to the main building which will be more energy efficient and compliant with legislation. The Council also plans to undertake works to the play area at the recreation ground.

The biggest issue for the Council, however, this year, is the roof of our listed building at 2 Mill Lane. Unfortunately, an independent structural survey has found that the roof is in very bad condition and requires a complete rebuild estimated

at £60,000. With very little reserves, this expense has been included in the expenditure for 2020/2021. The overall expenditure for the Council will be £490,615. Consequently, the precept will increase on a Band D property by £31.76 per year from April 2020, the equivalent of 61p per week.

The Chairman of the Policy, Resources and Finance Committee, Councillor Keith Critchley said, “Due to a number of essential projects which are required to be undertaken this year due to legal and health and safety reasons, it is regrettable that we have had to increase the precept. We have kept this increase

to a minimum of just £2.65 per month and are confident that we can meet all our projects within budget.”

The Council continues to have a relatively low precept compared to other towns in Dorset, with Swanage having a Band D precept of £148.69 in 2019/20, Dorchester £192.76 and Blandford at £224.62.

wareham’s new town clerkWareham Town Council were delighted to appoint Mrs Vanessa Ricketts FSLCC, as their new Town Clerk and Responsible Financial Offi cer (RFO) commencing September 2019. Vanessa has over 25 years of local government experience and worked in the past as Democratic and Electoral Services Manager at Purbeck District Council. Most recently, Vanessa was Town Clerk and RFO for Ferndown Town Council. Being Wareham’s fi rst fully qualifi ed Clerk, holding the Certifi cate in Local Council Administration, and also having been awarded a Fellowship of the Society of Local Council Clerks, she brings a wealth of knowledge and skills to the Town Council. Vanessa also sits on the SLCC’s Panel Board for Standards in Public Life and is currently involved in forming national policies on conduct in the sector, championing professionalism for elected Members.

Speaking on her new appointment, Vanessa said, “I am delighted to have been appointed to this historic position and proud to be working for such a beautiful town. Wareham

eric osmonD mBeEric Osmond made a tremendous contribution to our town, and in fact to our lives. He made a practical and visible diff erence to the outside space of Wareham. He was ʻMr. Wareham in Bloom’ and very important in the town. Eric lived most of his life in Wareham and was co-opted onto the Wareham Town Council in January 1991 and elected in subsequent years. Eric served for 28 years as a Town Councillor, until 2019. He was Mayor in 1995, 1996 and 2010. He was also, of course, a member of Purbeck District Council serving from 2003, re-elected in 2007 and 2011, serving 12 years in total, up to 2015. Esteemed by all, he was proposed as Chairman by all parties of PDC, who recognised his fair chairmanship skills.

He was a founder member of the Wareham Hemsbach Society and actively participated in exchange visits. The friendships that Eric established have continued and his legacy there will continue strongly. He was a tireless supporter of many community projects, but most famous as the founder of Wareham in Bloom, which became a fi rmly established committee of Wareham Town Council in 2003. As well as enhancing roundabouts, he reinstated the Town Pump in South Street. He was always hands-on with the fl oral displays, planting bulbs and watering. It is a mark of his character that he managed to secure so many donations from businesses to fund the displays which won awards in the RHS Britain in Bloom competition. He achieved his prized

Honoured Townsman

accolade in 2018 of RHS Britain in Bloom Silver Gilt to add to the Gold for the South and South-East competitions over many years. Apart from these successes he would be most proud of his MBE, for services to local Government and local Community, which he was awarded in 2013.

His legacy is clear and we are very much indebted to his vision, determination and inspiration. Eric's name is inscribed on the board for Honoured Townsman in the Council Chamber for all to see. There is also a very nice collection of photos of him as Mayor during the Freedom of the Town celebrations 2011. Eric was always so very dapper and precise, shiny shoes, his well-groomed appearance and his proud demeanour. Needless to say we have lost one of a kind and the best example of his generation.

New accessible powerboat launched in Poole HarbourFor the fi rst time, Wareham Boat Hire in Dorset will be able to provide RYA powerboat training to disabled people

On Monday 19th August, a brand new wheelchair accessible powerboat – the Coulam Wheelyboat V17 – was launched in Wareham, Dorset by Councillor Hilary Goodinge, the Mayor of Wareham, who offi cially named the new boat. Wareham’s Town Crier Jacquie Hall, was also attending this event, helping to make sure that the residents and summer holidaymakers of Wareham got to hear all about it!

National charity, The Wheelyboat Trust, has supplied the fi rst one off the production line of its brand new Wheelyboat model to Wareham Boat Hire. As a registered Royal Yachting Association (RYA) training centre, Wareham Boat Hire will be able to off er disabled people RYA Powerability training and tuition for the fi rst time, in addition to enabling their disabled

customers to enjoy being able to access the lower reaches of the River Frome and Poole Harbour.

While accessible boating is a very important service to provide, with the new Wheelyboat, users will be able to go to the next level, training to reach Powerboat Level 1 and 2 qualifi cations and eventually become qualifi ed powerboat drivers, skippers and instructors. With such qualifi cations, users will be able to operate the V17 Wheelyboat themselves, representing a level of freedom most able-bodied sailors simply take for granted.

Every year Wareham Town Council seeks nominations for the Volunteer of the Year. This year we received numerous nominations, all of which were highly deserving. The council appointed a sub-committee to consider these nominations and they had the diffi cult task of fi nding the one that would receive the accolade. This proved to be no mean feat and, for the fi rst time ever, the task was so diffi cult that the members agreed that there should be a ʻhighly commended’ award too.

At the Christmas Reception in December, the Mayor was delighted to award Mrs Jacquie Hall as Volunteer of the Year. Jacquie is well known in Wareham as the Town Crier and also as the Manager of the Wareham Museum. There are, however, far more strings to Jacquie’s bow and she can be found volunteering at the Rex Theatre, Purbeck Youth Club and helping out with

the fl ower displays as part of Wareham in Bloom. She is also member of Wareham Whalers and enjoys touring with the group; this year that will include a trip to Wareham, Massachusetts. Jacquie is well deserved of the award and was delighted to receive it.

Highly Commended Awards were also presented to Daniel Jones, for his work with

Wareham Wednesdays, Purbeck Rally and the Christmas Lights, and to Victoria Neal for her work at Wareham Museum, Girl Guides, Rainbows and the Citizens Advice Bureau.

Wareham is fortunate to have so many wonderful volunteers and the Town Council would like to take this opportunity to thank everyone who contributes to making our town such a wonderful place to live.

Mrs Jacquie Hall, Volunteer of the Year

looking for VolunteersThe parish church of Lady St. Mary in Wareham is appealing for volunteers to join their existing team of enthusiastic Guardian and Guides and Flower Arrangers.

The Guardian and Guides are an important part of the welcome team to help keep our churches of Lady St. Mary and St. Martins on the Walls open during the week and week-ends, welcoming visitors to our beautiful, historic buildings. The duties usually cover an hour once a week or fortnight and the guides are teamed up with another guide or friend. Full training is given.

The church is also looking for Flower Arrangers, whose tasks would be twice a year and at special church festivals such as Christmas, Harvest and Easter. Again no experience is necessary as training will be given and volunteers do not have to be regular church attenders.

During 2019 Wareham was fortunate to have a number of new businesses set up in the town. Jasmine Thai, an elegant authentic Thai restaurant, provides new dining facilities in the town. We were also delighted to see the reopening of The Bear in South Street, off ering a relaxed setting to enjoy a drink and a meal. Nationwide Home Innovations opened a new showroom on the Sandford Lane Industrial Estate.

There has been a successful Chamber of Commerce operating in Wareham since 1946. However, in recent years changing circumstances caused its presence to dwindle. This meant there was no active forum through which businesses could work collaboratively and help drive improvements in the town and boost trade. Many businesses in Wareham, in common with high streets up and down the country were fi nding trading a struggle and it was felt the full potential of the town was not being realised.

Therefore, in July 2019 a group of the town’s businesses came together and decided to re-launch a new Wareham Chamber of Commerce. This would be the voice for the business community to amplify priorities and concerns and to work jointly to improve the local business environment. It was clear Wareham needed a strong business voice to address the increasing challenges.

The Chamber recognises it will take time to put in place the events, activities and schemes which will help support the town. Chair of the Chamber, Sarah Wharmby, from Purbeck Living on South Street, says, ʻWe already have a good number of members, many of whom have been working together to improve what we, as businesses off er our customers.’

Over 60 businesses took part in the Wareham Christmas Letter Trail where the winners won a hamper of produce donated by the shopkeepers’ worth over £200; plus, 20 took part in the Christmas window competition. In addition, there was a very successful voucher scheme where shoppers could spend in one shop and win a voucher to obtain a free gift in another shop.

There are already many ideas which members are keen to develop in 2020, to enhance both the town and improve what is available for the local community and visitors. This, in turn should help their businesses fl ourish and continue to make Wareham a wonderful place to live in or visit.

The Town Hall is in the very centre of the town and there is a car park to the rear of the building. The Town Hall has two rooms available to hire.

The Corn Exchange is a large, ground-floor room which has wheelchair-friendly access directly on to North Street. It can be hired for functions such as meetings, sales, exhibitions, weddings etc as it can be laid out with tables and chairs to your specification. It can seat up to 100 or allows for 160 standing, for conferences, weddings or presentations. There is Wi-fi available and a small kitchen, with a hatch leading onto the Corn Exchange, with access to a fridge and hot/cold water for the making of refreshments. If required, a stage can be built for your convenience.

The Council Chamber is on the first floor and a stair-lift provides access for those with limited mobility issues. There is a large board room table which seats 16 for meetings, and additional seating for up to 60. There is a large screen for projectors. Hot and cold drinking water can be supplied on request. This room is very popular for for wedding ceremonies and company meetings.

Wareham Fairtrade Group was formed in 2004 with the aim of helping the town in its application to become a ʻFairtrade Town’. This was granted by the Fairtrade Foundation the following year and has been renewed every two years since then.

As a Fairtrade town we agree to promote Fairtrade goods which enables the producers to receive a guaranteed price so allowing them to have a better and more sustainable standard of living.

Members of the Town Council agree to encourage the use of Fairtrade goods at Town Council sponsored activities. The Fairtrade Group encourages local shops, catering outlets and businesses to consider supplying or using Fairtrade products and tries to promote and improve the awareness of Fairtrade throughout the town.

One of the main activities of the Wareham Fairtrade Group is to make Fairtrade goods available on a regular basis. Stalls are set up every Saturday morning in the Parish Hall; in the United Reformed Church on the 1st, 3rd and 5th Thursday of the month and in the Town Hall when the Farmers’ Market is open. Goods range from coff ee, tea, sugar, chocolate, dried fruits, pasta and soap to small gifts, cards and socks. A catalogue is always available to browse through and view the range of clothing, other foodstuff s and household goods on off er which can always be ordered.

Quite a number of shops in Wareham sell a variety of Fairtrade goods including tea, coff ee, sugar, bananas and wine. These can always be identifi ed by the internationally recognised Fairtrade Logo. It is one of our tasks to ensure that the names of these businesses are included in the ʻPurbeck Directory of Fairtrade Goods’. This is only one of the many ways in which we work with the Purbeck Fairtrade Group. Another is by celebrating the Annual Fairtrade Fortnight, (this year 25th Feb. To 8th March), by talking to customers in the local stores and in organising events. In the past these have included wine tasting, ʻBig Brews’, folk concerts, quiz night and a charity ball held by the Mayor who nominated Fairtrade as one of her charities. This year we will celebrate with another popular ʻBall and Socket’ musical evening with guest singer Miro Vosper, on Friday 3rd April at Corfe Village Hall.

Over the years our secretary, Judith Holmes, has visited a number of Fairtrade producers and craft workers in India, Africa and Central America. The pictures and artefacts collected by Judith on these trips help to illustrate her many fascinating talks. These in turn bring us much closer to the people we hope to help, to appreciate their diffi culties and to see how our support can begin to improve their lives. The fair wages and 10% premium which the Fairtrade Foundation gives to local communities often means that children can go to school and that healthcare is made accessible to everyone.

As a group we support our local schools in helping children understand how our way of life impacts on that of others. Throughout the country there are now 1000 Fairtrade School Groups as well as over 600 Fairtrade Towns. Education in all its aspects is high on the agenda of the Fairtrade Foundation.

All our local churches support Fairtrade in various ways and we are grateful that a number of them make their premises available for Fairtrade activities.

We would like to thank everyone in Wareham - who in any way supports the work of Fairtrade - and in particular the Town Council for taking the initiative to make Wareham a Fairtrade Town.

We are delighted to be one of the Mayors chosen charities. When Dorset Council ceased running youth clubs we formed a charity and kept clubs running in Wareham , Corfe and Wool. We have raised funds to employ staff and provide services and keep our Wareham Youth and Community Centre updated and put to good use. We continually raise money ,train volunteers , work in partnership and are grateful for the support from the local community and various organisations. Since 2016 over 1400 young people have used our services and we have brought funding into Wareham.

Currently we run 10 open access sessions a week for young people, provide a money matters session with CAB for young people, provide counselling via a Dorset MIND counsellor, provide relationship and sexual health suppotr , enable a D of E group and adults with a learning disability group to meet regularly, Other groups meet in the centre with a range of rooms-an Education room with an interactive white board, a small quiet room, a large hall for activities or larger meetings with tables and chairs . We also have a Not so Youth.group that meets on a Thursday

morning in term time between 10 and 12 subs £3.We run some under 10’s fun events. Once a year we take a group of young carers to Cornwall giving them a well deserved break , We also provided other residential and day trips. A yoga and a yukelele group and others meet in the centre. We hire out a variety of rooms.

To keep running our qualifi ed staff also undertake some one to one work with young people or parent and young person, the money raised goes towards our running costs. to fi nd out more please contact our Chief Offi cer Kev Vasey on 01929552934.

Volunteers are supported by qualifi ed workers and we are currently seeking more people for fundraising events and someone with PR publication skills to work with our volunteer who maintains our website.

Tower Chimes Wareham

Wareham Town Museum showcases the vibrant history of this Saxon town, we may be small but our history is large!

We welcome visitors from Wareham and further afield, last year saw many visitors from Europe and Canada. We had a very successful year with over 7,000 visitors through the doors between Easter and the end of October. The Museum is closed at the moment but the work still carries on, with improvement of the displays, refurbishment of the office and the continuing inventory of all the donated items in store, which keeps the 35 volunteers busy all year.

At the heart of the museum is our passion for sharing our history and we welcome any local or school group to visit the Museum, and to show them around the Walls or the town. Earlier in the year we welcomed a group of German students from the twin town of Hemsbach and a school party of 60 from Poole.

Various events took place over the year starting with the opening of the Museum

at Easter, a couple of Town walks and a Ghost Walk, and completing the season with the handing back of the Sword to the Dorset County Museum. The sword was found in the River Frome in 1927 and is believed to date back to the 900s. The sword is usually kept in Dorchester but during their refurbishment, Wareham Museum was able to display it. Thank you to Dorset County Museum for the loan and the sword can be seen in their new display opening soon.
