District of Peachland 5806 Beach Ave 250-767-2647 [email protected] www.peachland.ca PEACHLAND SENIORSSUPPORT SOCIETY—JANUARY 2019 UPDATE The Tenant Selection Committee, with the assistance of the Peachland Wellness Centre, finished its difficult task of prioritizing the over 150 applications for tenancy at the Residences on 6 th , and shortly thereafter, the Board hired Jodie Brennan as their new Property Manager. Jodie started work at the beginning of December, and immediately went to work organizing the daunting task of assigning units, contacting the new tenants, getting all the right documentation in place, arranging move in dates, and answering a myriad of questions. Unfortunately, on Wednesday, January 3 rd , significant water damage occurred at the project, which impacted 20 of the newly finished suites to varying degrees. The investigation as to the cause is ongoing, and it is not yet known if this situation resulted from an accident or an act of vandalism. A damage assessment got underway immediately. This untimely incident has resulted in some delay to the occupancy of the Residences on 6 th . Restoration work is underway and the Board hopes to get all the new tenants into the building as soon as possible. 2019 COUNCIL MEETING DATES Regular Council meetings are held at 7:00 p.m. in the Council Chambers at the Peachland Community Centre, 4450 - 6th Street, Peachland, BC. Peachland Creek Water Treatment Facility Construction The District of Peachland has recently awarded the construction phase of the Peachland Creek Water Treatment Plant to Maple Reinders Constructors Ltd. Construction is expected to start in early 2019, with project completion anticipated in late 2020. There will be several different options for project updates including through the District website (www.peachland.ca), through quarterly Council updates, as well as regular project email updates. 2019 Business License Renewal Business licenses for 2019 are ready for payment and pick-up at Municipal Hall at 5806 Beach Avenue. Annual invoices were mailed out in early January and can be paid at the Municipal Hall on or before February 15th, 2019. Any payments made after February 15th will have a 10% late penalty applied to the total. For any questions regarding your license, to make changes to your license, or if you are no longer in operation please call or email Deanna McGillivray at 250-767-3707 or [email protected]. Be sure to inquire about an Inter-Municipal license if you do business in other communities as well.

Flood Recovery

In 2017, Okanagan Lake reached historical levels which resulted in significant shoreline and infrastructure damage. In the fall of 2017, when lake levels returned to seasonal norms, a Shoreline Engineer and a Structural Engineer were commissioned to help determine the extent of damage and the priorities for recovery. Much of the damage is 80% recoverable through the Disaster Financial Assistance program. However, with damage estimates over $800,000, the District will be responsible for more than $160,000 of the costs. Through the winter, Staff and contractors worked diligently on applications for funding approval and permitting (environmental and archeological) for work in or adjacent the lake. Given the extent of the damage experienced throughout the entire Okanagan, this progress has taken a significant amount of time.

While actively working on the safety and infrastructure priorities from the 2017 flood, the Province advised local communities to expect flooding again in 2018. As such, both Staff and contractors were redeployed to flood response. This resulted in many projects being delayed as re-sources were reallocated. Currently, the project status is as follows:

Projects Complete: 2019 Projects: Hazard dock removal (5) Shoreline plan 8th-13th Street (with a focus on pedestrian access)Minor dock repairs (7) Dock leveling and repair (5) Deep Creek and Trepanier Creek intake restoration Centennial Way repairs Restoration of the Wellness Centre and Community Police buildings Dock replacement (5) Doggie Beach fence repair Retaining wall repairs (13th Street, Swim Bay, 3rd Street and Day Use Warf) Memorial Bench Replacement 2020 and beyond: Repair sinking bricks at Swim Bay and Heritage Park Implement shoreline plan (8th-13th Street) The rip rap that was used for emergency protection of Beach Avenue is not part of this recovery program. However, Council is committed to work within its annual budget to improve pedestrian access to the foreshore and to improve the aesthetics of the rip rap placement. There will be pub-lic information sessions held in the spring to share the concept drawings on how the beach can be rehabilitated.

Okanagan 2019 Property Assessments in the Mail

Owners of more than 2,930 properties throughout Peachland should have now received their 2019 assessment notices from BC Assessment,

which reflect market value as of July 1, 2018.

Residential home owners within the District can expect on average a +7% change compared to last year's assessment. Individual properties

may experience changes greater or lesser than the average, as market values are based on several factors including local market demand and

conditions. It is important to understand that increases in property assessments do not automatically translate into a corresponding increase

in property taxes. How your assessment changes relative to the average change in your community is what may affect your property taxes.
