Editor’s Message “An idea not coupled with action will never get any bigger

than the brain cell it occupied.”- Arnold H. Glasgow

Hello, valued reader! Thank you for taking the time to read through your May issue of the Winston Heights-Mountview Newsletter! From the incep-tion of an idea for an article, to taking photographs, to editing, to publishing there’s a lot of love and care that goes into creating this newsletter, always with you in mind. We are always striving to bring you information pertaining to community events and to keep you abreast of local news that might affect you and your family. That being said, we here at the WHMV newsroom would love to hear any feedback you might have. Perhaps you would like to see more photos or -- even better -- perhaps you’ve taken photos that you’d like to have published in our monthly rag. Are you an avid reader wondering if there are other literature aficionados in your neck of the woods? The newsletter could be a great way to rally a group of bibliophiles for a book club or discus-sion group. Please send all your suggestions to [email protected]. There’s no such thing as a bad idea so please take a moment and let us know what you think of your community newsletter. Thanks for your consideration and happy reading!

Danielle Kuzyk,Newsletter Editor

WHMCA - COMMUNITY NEWSA Call to Action!

If you find that you have a spare hour or two in the coming months and also have an interest in getting to know your neighbours, please consider volunteering for the Winston Heights-Mountview Com-munity Association. Peruse the At the Hall column in this issue; it’s a list of all upcoming events in 2011. Getting these events off the ground requires volunteers so choose dates and events that you can commit to and contact Darlene Robb, our volunteer coordinator, at [email protected] or 403.230.8395 and she’ll be so happy to hear from you! Also, here are a few volunteer opportunities that might pique your interest:

Development and Permit committee - We are looking for 2 volunteers with interest in the Development/Construction industry with some knowledge/understanding of planning process. This com-mittee meets roughly 10 times a year, and those meetings last 1 to 1 1/2 hours

Communications committee – We are looking for creative vol-unteers that like to write, take pictures, design web pages or use social networking sites to build on our committee.

Pre-Stampede BBQ & Dance - We are looking for volunteers in several areas, such as food preparation, decorating, set up and take down.

Winston Heights - Mountview Community Centre Casino - Our next casino event will be held Friday, August 5th and Saturday, August 6th, 2011 at the Elbow River Casino.

We are looking for volunteers to work at the casino for all shifts – both daytime and nighttime – and all jobs. Would you like to be a ca-shier? Chip runner? Money counter? If you are available and interested in lending a hand, please contact Beth Lawton at 403-276-3500.

If you have never worked at a casino before, not to worry! On-the-job training is provided, as well as dinner. Please come and join us for some high-rollin’ fun!

7th Street Playground Build – Volunteers Needed!

May 26-29, 2011Join your fellow community members by helping construct the

new 7th Street Playground! Come for a few hours, a day or the full weekend! No experience necessary. Food and drinks will be provided for everyone and babysitting services will be offered so kids can make crafts and play.

To make this project a success, the playground committee will need approximately 35 volunteers per day to carry out tasks like lay-ing out and drilling holes, building and installing equipment and spreading gravel. Equipment and tools are also needed so please check www.winstonheights.ca for a complete list of required tools. It will be tough work, but ultimately very rewarding! Play a direct role in improving the value of your community by rolling up your sleeves and lending a hand.

To volunteer or to receive information on the playground and its unique design, please contact Alex Reed, Playground Commit-tee Chair by email at: [email protected] or by phone at 403-276-9311.

RAIN BARREL SALEMAY 15 / 10 AM-2 PM

COST: $40Winston Heights Mountview Community Hall

520 27 Ave. NE, Calgary, AB

Rain barrels sold ata reduced price,

made possible by thegenerous support of Coca-Cola Canada.

Similar barrels sell for more than $60!

• Fitted with 3/4” tap• Second 3/4” fitting to connect barrels in series• Top hole is screened to prevent debris and mosquitoes from entering the barrel

Help Protect Nose CreekThe Nose Creek Watershed Partnership and Winston Heights Mountview Community Association is grateful to Coca-Cola Canada for the generous donation of their empty concentrate barrels for retro-fitting as rain barrels. In giving new life to a by-product of their production process, in a manner consistent with the company’s sustainability efforts, Coca-Cola Canada helps us support community water conservation and protect the Nose Creek Watershed.

The Nose Creek Watershed Partnership was founded in 1998 to protect riparian areas and improve water quality in the Nose Creek Watershed. When hard surfaces like roads, buildings and driveways replace grasslands, forests and fields, there is less area in a water-shed to absorb precipitation through the soil. Excess runoff is channelled through storm sewer systems and underground pipes that lead directly to creeks and rivers. In the Nose Creek Watershed, too much storm-water is entering the creek and that water contains sediment particles from roofs, roads and driveways that can harm the creek and its inhabitants. When you purchase a rain barrel, you help protect Nose Creek from erosion and harmful sediments carried by storm-water, and you’ll have a natural source of chlorine-free rainwater for your plants. To make it even easier for Calgary residents to protect Nose Creek, thanks to the generous support by Coca-Cola Canada, we will be selling these rain barrels at a significantly reduced cost.

Live Positively is Coca-Cola Canada’s commitment to making a positive difference in the world. Water is the primary ingredient in their beverages and freshwater conservation is a key issue for Canadians. Coca-Cola Canada recognizes their responsibility to protect this resource and support their local communities . To learn more about Coca-Cola’s commitment to sustainability, visit livepositively.ca

Rain Garden DesignsWHMV RAIN GARDEN DESIGNS TO BE UNVEILED IN

MAYAt the beginning of March, the City of Calgary presented a series

of rain garden designs to the residents of Winston Heights-Mount-view. Over 30 residents attended the information sessions to learn about stormwater, how rain gardens work and to meet with members of the project team and provide their feedback on the rain garden designs.

The team utilized a Dotmocracy exercise to collect votes and deter-mine the preferred design for each of the two locations. This engage-ment process also allowed individuals to post more detailed com-ments to help guide the decision making process and the final design. Following the information sessions, the project team compiled the feedback that was collected and carefully reviewed the comments.

Final rain garden designs and a detailed project update will be shared with the community at the Rain Barrel sale scheduled for May 15th. The information will also be included at the AGM on May 17th and at the Garden Committee’s Healthy Yard program sched-uled for June 2nd.

For timely project updates please sign up for the Winston Heights-Mountview Rain Garden project newsletter by emailing [email protected] or calling 3-1-1. Additional information about stormwater and rain gardens can be found at calgary.ca/storm-water.

Please note: Construction of the two demonstration rain gardens in Winston Heights-Mountview is scheduled to begin in summer/fall 2011.

Neighbourhood BBQ and Dance - Warm-Up to Stampede 2011 by Darlene Robb

Dust off those cowboy boots a little early this year and wear them on down to the pre-Stampede dinner and dance.

Winston Heights-Mountview Community Association will be holding the event on June 25th at the hall located at 520 27th Ave. NE.

Since taking a hiatus in 2010, organizers expect a great turnout this year. Come on down, bring your friends -- and make some new ones, too.

Th e evening will start with cocktails, followed by a barbecue steak dinner with all the trimmings. After the meal, kick up your heels on the dance fl oor. (Sorry kids, but this is an adult-only event.)

Volunteers are currently fi nalizing the time and menu, but tickets will soon be available. You can email Maxine at [email protected] to reserve your seats.

Th e event will also be included in the community video project, featuring musi-cian Clea Roddick, which will be launched later this year.

We look forward to seeing you all there!

Ward 9 UpdateTh is month has been all about spending our tax dollars. Th e big

news was that the Provincial Government, which has traditionally taken 50% of the property tax that the City collects, surprisingly decided to give its urban municipalities a couple of percentage points back for good. Under Calgary’s current tax rate that amounts to an extra $42 million a year that we could either use, or that we could re-fund to citizens, which would work out to around $30 per-property, per-year. Along with the majority of my colleagues, I voted to keep

the money in the City’s coff ers and I want to tell you why.Calgary is not in a good position fi nancially and it is generally pos-

sible to split our fi nancial issues into three categories:1. Th e Big Picture: Only around $0.08 of every tax dollar that

is taken out of our City by the three levels of government makes its way back to Calgary. We are basically funding the rest of the province and country while we sink ourselves in debt.

2. Th e Fundamental Issue: For the last 65 years, along with the rest of the continent, Calgary has pursued a form of growth that is fi scally unsustainable. We’re now realizing that the automobile-scaled

CITY COMMUNITY NEWS

city has more tax-dependent infrastructure than tax-generating struc-ture to support it. Unless we make some changes to how we grow, the more we grow, the more we dig ourselves into debt.

3. Th e Little Th ings: Most apparent and maddening (but also the least signifi cant), there is no doubt that the City could be more effi cient and eff ective in its operations. Without a clear commitment to a diff erent kind of City, it’s hard to commit to running the City we have any diff erently.

Th e Provincial Government’s decision to cede some of its tax haul from Calgary to the City is a direct result of the Alberta Urban Municipalities Association’s lobbying as well as clear advocacy from Mayor Nenshi on behalf of Calgarians. Calgary has billions of dollars worth of maintenance and new projects vital to Calgarians that have no funding source – that are eff ectively waiting for a handout of our own money from a higher level of government. So, when the Provin-cial Government decided to give us a tiny bit of our own money back to use on things we desperately need, it should come as no surprise that City Council voted overwhelmingly to keep the money. We’re using it to build fi re halls we need, and cultural and recreation facili-ties that we should have.

Th is, of course, in no way solves the fi nancial troubles this City has found itself in. In order to really address the problems at hand, signifi cant institutional and systemic changes are needed, and build-ing great neighbourhoods is at the heart of this change.

I would love to hear your thoughts on taxes, core City services, and opportunities for eff ective fi scal change on May 14th, as I lead a Ward 9 public discussion on how you think next year’s budget should

Saturday, May 14, 2-4pm at the Bridge-land/Riverside Community Hall [917 Centre Ave. N.E.]. Children welcome. Please RSVP to Lindsay Luhnau at 403-268-5330 or [email protected].

Cats Deserve Th eir “Tickets” HomeIn Calgary, approximately 50% of cats are licensed. Although this

is wonderful progress since cat licensing came into eff ect in 2007, the number seems to have reached a plateau. What is stopping the rest of cat owners in our city from paying the $10 per-year fee?

At Animal & Bylaw Services, we believe there are several factors contributing to the slow growth in cat licensing numbers, three of which are:

1. Many cat owners who have indoor cats think that a licence is unnecessary.

2. Some cats don’t like wearing collars so owners don’t see the point in buying a licence.

3. Cat owners may not be aware of what their licensing fees pay for and support.

Unfortunately, there are hundreds of owners of indoor cats that couldn’t believe their cat ended up in a shelter. “My cat was 11-years-

old and had never been outside,” says Dianne, a long time pet owner. “One day she slipped out the door for the fi rst time and was gone for a week. Th ank goodness for her licence and tattoo or I may never have gotten her back!”

Under the Responsible Pet Ownership Bylaw, cats in Calgary do not have to wear their licence tag if they have another form of perma-nent identifi cation such as a microchip or tattoo.

Your cat licensing fees go directly back into the operation of our clinic that provides medical care to lost and stray cats. In addition, licensing fees, not tax dollars, fund the following:

• Sheltering and feeding of lost cats and dogs in our facility• Animal adoption program • Delivery of over 400 school programs per year at no charge • Volunteer animal socialization programs • Funding to veterinary clinics for emergency medical care for in-

jured stray cats and dogs • Operation of the no-cost spay/neuter program • Reuniting lost cats and dogs with their owners Animal & Bylaw Services has joined the nation-wide campaign to

make 2011 the Year of the Cat. It is a year dedicated to raising aware-ness of the plight of cats in Canada. Be a model of responsible pet ownership and licence and provide permanent identifi cation for your feline friend. Cats deserve their “tickets” home and by licensing your cat, you are helping to support lost and stray cats in getting home safely or fi nding new homes.
