understand the qualifying Windows desktoplicenses that allow them to use Windowsupgrades under Volume Licensing.
This is particularly important if they havepurchased or are looking to purchase WindowsVista Home or Windows Vista Starter editionsas the underlying licenses and then areplanning to upgrade to Windows Vista
Business.

There are only two legal ways to acquire a full Windows desktoplicense for a new PC:
1. The first, and most economical way, is preinstalled through theirPC manufacturer.
2. The other option is via full packaged retail product.

Microsoft Volume Licensing programs such as Open License, Select License, andEnterprise Agreements cover Windows upgrades only and do not provide a fullWindows desktop license.
Once the PCs have a full Windows desktop license, a Windows Volume Licenseagreement can be acquired and used to provide version upgrade rights.

Tip #2: Help your customers avoid inadvertent licensing mistakes
Your customer may be at riskif they purchased PCswithout Windows desktop operating systemspreinstalled and then used media associated with aVolume License agreement to install base Windows
operating systems.

Unlike Windows XP, product activation is now requiredfor Windows Vista acquired under a Volume Licenseagreement.
Windows Vista has built-in technology that preventsthe deployment and activation of a complete install ofWindows Vista on PCs if a full Windows desktoplicense was not preinstalled prior to using the VolumeLicense Windows upgrade media.
To resolve any deployment issues it will be necessaryto acquire a full license and then re-deploy andactivate each PC.

Your customer may be at riskif they:
Purchased PCs with a non-qualifying underlying
versions of Windows desktop license installed asthe base operating system and then used acommercial Volume License agreement toupgrade to a different version of a Windowsoperating system.

Yes. All Volume License agreements only
provide the license for the Windowsupgrade and not the full Windowsoperating system. Your customer isrequired to have a separate license for theinitial full eligible operating system
deployed on any PC. Full licensed versionsof Windows can be installed by theirhardware vendor or purchased via a fullpackaged product from a retailer.

What is Volume Activation 2.0?
Microsoft includes product activationtechnology in some products that are sold
through original equipment manufacturer(OEM), retail, and Volume Licensing channels.The Windows Vista operating system willrequire Volume Licensing customers to use anew type of activation, called Volume Activation2.0. Volume Activation 2.0 is a flexible solution
that enables Volume Licensing customers tomore securely and easily activate computersthat are running Windows Vista. There are twotypes of Volume License Keys that can be usedIn Volume Activation 2.0: Multiple ActivationKeys and Key Management Service. In the
