Our long awaited Tasmanian Tour got off to a bright start. Picking up 22 in Colac and 18 in Winchelsea, Tony and Luke packed the buses to start our big adventure. Meeting up with Debbie at the Ferry and handing out our chicken dinners, we were all set to board the Spirit. After settling into our cabins, some having a good chat and others playing the pokies we all enjoyed a smooth crossing.

Day 2Arriving at Devonport, we were greeted by Adam an old friend from way back.[Our Tasmanian Driver]. On a crisp sunny morning we are spoilt with breakfast at E.T.C. [ Elizabeth Town Cafe ] On to Deloraine, we visit Yarns Artwork and Silk admiring the most magnificent wall hangings depicting history of the local area. The racehorse Malua who won the Melbourne cup in 1884 came from here. Leaving this beautiful town We move on to Westbury, past the village green. Tasmania is the closest State to the hole in the Ozone Layer, very easy to get sunburnt. On through Carrick to Woolmer’s Estate at Longford. After an extensive tour of the historic Thomas Archer Family Homestead and surrounds noting the 1913 Woolsley , an old Hudson, the beautiful antique furniture and crockery. Next we visit the Penny Farthing Town of Evandale for lunch. Next a tasting session at the Gourmet Sauce Co. Then we settle into our spacious rooms at the Launceston Country Club Villas. [every one with own room] for a rest before a Buffet dinner at the Casino.

Day 3Overnight temperature Minus 4Degrees, Early start for Hobart, temp zero, ice on windscreen, Sunshine peeking through. We pass the Launceston airport, home of the Royal Flying Doctor in this area.

8am with the temp 1degree we go down the Midlands Highway to St Peters pass for morning tea. Temp 5 . Next Oatlands founded 1821.. 500 people live here in this historically beautiful little town.

On to Hobart Discovered in 1803 seconded oldest city in Australia behind Sydney. Passing Bagdad named after Father and Son bagging rabbits.10am with blue skies we can see snow on Mt Wellington. There are approx 505

thousand people living in Tasmania. After an informative tour of Hobart temp 13 degrees we arrive at the famous Salamanca Market. 21/2 hours of Browsing, shopping eating and walking,[some trying the scallop pies],we travel back to Ross viewing the old bridge. On to Campbell Town with its historical red brick trail. Home through Cleveland watching the hazy dark blue mountains on one side and brilliant sunset on the other we arrive tired but happy to a magnificent meal at the villa’s.

Day 4Boarding the bus in 1 degree we notice young children playing Soccer on the frosty ground. Evandale market for a short stop then back to Launceston, Saw a Tassie devil as road kill. On to Cataract Gorge some taking the magnificent chair lift, some having coffee and others just walking around this great area. An experience coming back up the hill on the travelator. Also the brightly coloured peacocks roaming wild. On to Launceston Township for lunch, noting all the one way streets they have here. On to Beaconsfield where another Tassie Devil has hit the dust. The Beaconsfield mine [ now closed] with Nigel one of the guides was a massive point of interest, showing all aspects of the mine from concept to the cave in. Very sad when you see how small the cage was that the two men were trapped in, and how close the one that died was from getting out.[He was the guides Nephew]. Back to the Country Club to freshen up before another Buffet at the Casino.

Day 5Following the Tamar river going North East we head for George Town then on to Low Head where you find the worlds smallest penguin. Here the Tamar River meets Bass Straight. Viewing the Lighthouse and the pilot station. On to Bridport for morning tea by the foreshore. In bright sunlight we go through the Bass Forest to Legerwood . Here the Women of the town put on an amazing country lunch in their little hall. Soup, sandwiches and every cake/slice imaginable. After lunch we strolled down to the memorial trees, chainsaw carved world war one heroes by Eddie Freeman from Ross. Back to Scotsdale then Bridestowe lavender farm,

some tasting lavender ice cream and others having a buying spree.

Back into Launceston for a rest up before our last beautiful buffet at the Casino.

Day 6Packing our cases and preparing our overnight bags we say goodbye to the Villa and board the coach for our last day in Tasmania. 6 degrees and foggy first stop Ashgrove Cheese Factory plenty of tastings and purchases here. On to Railton the home of Topiary figures, very interesting. Then to Sheffield the home of murals on every available building. After a soup and sandwich meal at the Cradle mountain hotel we get into two shuttle buses to visit Dove Lake at Cradle Mountain. 936 feet above sea level.

With the summit in clear view and snow on the mountain we had our group photo taken. The summit can only be seen about 40 days out of the year we were very lucky. Road kill is very evident in Tassie, we counted 19 Tassie Devils, 1 wombat and numerous Paddy Melons [as the aboriginals call them.] or Rufus Wallaby’s. As our last day is coming to a . close we head back down the mountain to Devonport, passing Wilmot with it’s fancy letterboxes, painted poles and the original Coles Store. Back to the Ferry loading the cases and saying goodbye To Adam and his wife Joy.

Day 7After another smooth crossing We board our buses for home. We thank Tony and Debbie, Adam Joy and Luke for all their help and friendship and look forward to exploring southern Tasmania with them next May.

As one passenger said the only way to describe this trip is “WOW”.

U3A - Winchelsea Campus Now OpenLinda Carter

The first meeting to begin the Winchelsea campus of the University of the Third Age was held Wednesday 20 May, it was a successful meeting with the participants eager to begin this campus. Universities of the Third Age, offer older people low-cost educational opportunities. There are no formal entry requirements, no examinations and no “awards”. U3A’s are basically self-help groups built on the premise that collectively older people have the skills and knowledge to provide learning opportunities (education) for themselves. The word “university” in the title is used to describe a community who get together to help each other in a learning/social experience.

The U3A is run by volunteers. Membership is $30 for the rest of the

year, which allows members to enroll in as many classes as they would like with no additional costs (excluding class materials). This fee allows members to also enroll in the Torquay campus classes, which has 20 courses on offer including Tai Chi, arts and crafts, creative writing, French, philosophy and an ipad users group.

The Winchelsea Campus will hold classes at the Winchelsea Senior Citizens building. To begin, we are looking at running two classes for four weeks (dates to be confirmed). We are currently seeking interest from the community, so if this sounds like something you would be interested, please contact Colette Naufal on 5261 0831 or email [email protected] for more information.

Dear Sir

I would like to comment on Keith Baillie’s reply on Council Funding in last weeks Star.

It all sounds like a lot of spin to me.

He also states that the council will be $100 million short over the next 15 years due to rate capping.

That is just under $ 6.7 million per year.

May I make a couple of suggestions to Mr Baillie to recoup this shortfall.

1. Open up more land that is currently deemed to be farm land which due to various reasons is not being used as farming property and is just sitting idle growing weeds. Open this land up for residential development in small acreage lots. Not everyone wants to live in housing estates such as that opposite the Golf Course. This would increase rate revenue significantly.

2. Check wastage in council. I received in the mail a few days ago tickets for free waste disposal at the tip. How much in postage did these tickets cost to send to each householder in the Shire ? Why a separate mail out ? They should have been sent out with rate notices. The total cost may be a small drop in the bucket but “watch the pennies and the pounds will watch themselves”

3. Also I saw an article where rainbow flags were raised by council. I assume these were paid for out of Rate revenue. Why waste money on these sort of things. It has nothing to do with Roads Rates and Rubbish.

The council could save Ratepayers millions by getting back to basics

Community organisations running public not-for-profit events on the Surf Coast and in Geelong will be able to access hearing induction equipment thanks to the National Disability Insurance Agency together with the Surf Coast Community House Network, Surf Coast Shire Council and Barwon Disability Resource Council.

The hearing induction equipment can be used to amplify sound at large community events to ensure people with hearing difficulties can be more involved in community activities.

The equipment has been funded through a $10,000 grant from the National Disability Insurance Agency (NDIA) under the Community Inclusion and Capacity Development Program.

Equipment will be able to be booked from Spring Creek Community House in Torquay, Anglesea Community House, Winchelsea Community House, Deans Marsh Community House and Lorne Community House.

The portable and easily-assembled system includes a speaker and two microphones. As part of the project, portable counter shutter loops have been purchased for use at Surf Coast Visitor Information Centres to allow one-on-one conversations

between staff and hearing-impaired customers.

Mayor, Cr Margot Smith, said the equipment would support local organisations in making events more accessible.

“This is a great opportunity for our community groups to access equipment that will ensure people with hearing difficulties can be more actively involved in public events,” Cr Smith said.

“It is estimated that one-in-six people will experience hearing loss and this can impair their ability to participate in community life.

“Securing this equipment for community

use is the result of a wonderful partnership. It is great seeing agencies and community houses working together to provide opportunities like this for our local community groups.”

Toni Van Hamond, Assistant Director of Engagement at the NDIS Barwon trial site said the CICD grants aim to promote access to the community and increase participation for people with disability.

“The NDIA Barwon trial site are excited for members of the community with hearing difficulty to have better access to local events,” Ms Van Hamond said.

Surf Coast community groups wanting to book the equipment can contact their local community house.

I went to Treasure Island in Queensland last week.

I went to Sea World and my favourite thing was the dolphins. I also went to Wet ‘n’ Wild and went on some big slides.

Movie World was also fun. We all went on the Scooby Doo ride which was very fun and scary.

I had a fantastic holiday.

needed the chicken. When the giant was asleep Jack sneaked out of the cupboard to get the chicken. The chicken woke up and the giant went fe fi fo fum who’s stealing from me?

Jack ran to the door, opened the door, shut the door behind him, climbed down the beanstalk. He got an axe and chopped the beanstalk and the beanstalk fell down and the giant died.

Truck Drivers – What do you think of roads in South-West Victoria? ARRB (formerly the Australian Road Research Board) wants truck drivers to drive a 60 km road circuit in the Winchelsea area which will take an hour to complete. This will form part of a survey assessing conditions of road surfaces, travel, and road access. The circuit will contain road sections of different lane and shoulder widths and a range of good and poor road surface conditions. The need to have a reasonable number of truck drivers is critical to the sound outcome of this work. The drivers will drive a laden B-double and/or a laden rigid truck with non-synchro manual transmission. This is great opportunity for truck drivers to have their say on the standard of road conditions and other levels of service provided by the road authorities. Are you an experienced B-double and/or rigid truck driver? Would you like to drive the circuit in the Winchelsea area to provide valuable feedback on road and access conditions to the road authorities? Drivers will be asked to drive one circuit in each truck. Are you available to drive the circuit on Saturday 13 June or Saturday 20 June? ARRB can accommodate extra drivers on days other than the two Saturdays noted above if this suits. (At least one additional day between the two Saturdays will be considered.) Great to see the Highway Duplication project from Waurn Ponds to Winchelsea complete and also pleasing to see some amendments to the Shire 2015/16 Budget.

Our response to the Surf Coast Shires draft budget was lodged and it was announced on Saturday 6 June that the following items that Growing Winchelsea lobbied for, will be considered at its final 2015/16 budget meeting this Tuesday 9 June, 2015.

• $10,000 to planning for long day childcare in Winchelsea

• $20,000 towards a detailed precinct structure plan for Winchelsea’s town centre

• $30,000 towards beautification work for Winchelsea’s town centre

Unfortunately we missed out on funding for development of an advocacy package of the Growing Winchelsea suite of

projects for the 2016 federal election ($30000).

Council acts on budget submissionsSurf Coast Shire Council will consider funding an extra $44,500 in community projects in response to 74 public submissions to Council’s draft 2015/16 budget.

Council will also consider fast-tracking other community projects and allocating funding to new projects in response to events over the last month including Alcoa’s announcement that it would close the Anglesea Power Station and Council’s adoption of the final Growing Winchelsea plan.

Following community submissions, Council will consider providing:

$10,000 towards upgrading storage in the Price Street community precinct in Torquay.

$5,000 to upgrade facilities at the Danawa Community Garden

Allocate $5,000 per year for three years to support the Torquay Anzac Day Dawn Service

Allocate $10,000 to planning for long day childcare in Winchelsea

Allocate $4,500 to a community recreation area in Aireys Inlet

$10,000 towards trial community fitness stations at Quay Reserve in Torquay.

As part of additional changes identified by the Council organisation, Council will consider providing $20,000 towards a detailed precinct structure plan for Winchelsea’s town centre as well as $30,000 towards beautification work that would come from that project and another

$20,000 for improvements at Winchelsea’s Eastern Reserve. This follows Council’s adoption of the Growing Winchelsea project at its May meeting.

Council is also proposing to provide $25,000 towards a community consultation process on the rehabilitation and future land use around the Anglesea Power Station and $20,000 towards community consultation on future large-scale infrastructure priorities that Council will start within the next two months.

Mayor, Cr Margot Smith, thanked community members for making budget submissions.

“Through community submissions on our draft budget, we have again been able to make improvements in a number of areas to ensure the document better meets community expectations,” Cr Smith said.

“We have also made some amendments to address priorities that have arisen over the last month around the Anglesea Power Station and doing some important works on the ground in Winchelsea’s town centre that will start addressing community priorities raised through the Growing Winchelsea process.”

Cr Smith acknowledged budget submissions seeking funding for larger infrastructure projects.

“Council has received submissions seeking larger amounts of funding to start design work for projects like an aquatic centre. We have flagged with our community that within the next two months we will commence detailed

discussions about larger capital projects our community aspires to and how they should be funded.

“Council is therefore not in a position to allocate six-figure sums of money to large projects before these discussions take place. We need to be certain of the community’s willingness to fund these major investments before resources are committed and I urge all residents and ratepayers to stay tuned for opportunities to have a say.”

Cr Smith said budget submissions making comment on larger infrastructure projects would be referred to this consultation process on infrastructure projects.

“This ensures people’s views on these projects are considered properly as part of a broader discussion that takes into account Council’s longer term financial direction and the willingness of our community to fund multi-million dollar infrastructure investments.

“This discussion with our community is all the more important in light of the Victorian Government’s rate capping policy, which we estimate may reduce Council’s ability to fund projects by more than $100m over the next 15 years.”

As part of the revised budget, Council has also included a discussion of equity considerations to better reflect how funding is distributed and a complete list of refinements made between the draft and final budgets.

Council will consider its final 2015/16 budget this Tuesday 9 June.


Winchelsea Lions Club assisted the local traders last Saturday with a market stall to raise funds for the Winchelsea Primary School. Hopefully these events will continue on the first Saturday of each month with all proceeds going to local community groups.

Surf Coast Shire Council submission on rate cappingThe Surf Coast Shire Council has made a submission to the Essential Services Commission of Victoria on local government rate capping.

Mayor Cr Margot Smith said the Surf Coast Shire Council’s submission seeks to provide constructive feedback to help the government and the Essential Services Commission establish a sustainable rate capping methodology.

“We’re seeking to help find a workable solution that supports the financial sustainability of Councils and the communities they service,” said Cr Smith.

“Each Council in Victoria has a unique set of circumstances that must be taken into account when we develop our rating strategy – in the case of Surf Coast Shire Council we must consider factors such as how we manage higher than average residential growth, a near four time increase in our population during summer and a unique, yet challenging, natural environment,” she said.

“Coupled with this is the fact we don’t have the alternative revenue streams

available to urban Councils such as paid parking.

“These factors illustrate why a rate cap framework needs to be adaptable to a specific situation including the particular challenges faced by rural and regional Councils,” said Cr Smith.

The Surf Coast Shire Council submission provides comment on the form of the cap, the base to which the cap would apply, the process for varying the cap, community engagement, incentives, timing, process, how the cap system would be phased in and other matters.

“Our submission argues the Consumer Price Index is not the most appropriate index for applying a rates cap,” said Cr Smith.

“More appropriate would be to use the Local Government cost index and allow for variations based on exceptional circumstances.

“Many of the costs faced by local government increase at a rate higher than CPI – a prime example being waste management which has been impacted by

significant increases in EPA landfill levies.

“Consideration must be made for Councils in rural and regional areas and Councils that are experiencing either population growth or decline.

“The cap framework should take a long term view to allow Councils to apply long term financial planning.

“There should also be an annual review process to allow for unforseen variations to a Council’s forward planning such as natural disasters, spikes in the cost index, or unexpected calls on the defined benefit superannuation scheme,” she said.

The phasing in of the rate capping should allow time for Councils to consult with their communities on service and infrastructure priorities Cr Smith added.

The 7 Stars & 7 CandlesticksA new musical based on the book of Revelation in the bible will be presented by the local Winchelsea Combined Choir under the direction of the composer, John Bumford in the Globe Theatre on Sunday June 21st at 4.00PM. The lyrics were creatively crafted by Bendigo based Jo Saunders, daughter of local retired couple Ted & Olive Pilcher in Harding St.

The musical “The 7 Stars and 7 Candlesticks” is based on the 7 letters to the churches in Asia written be John in the first century AD. The music varies from rock, to ballad, and even baroque, with the style of music following the sometimes strange apocalyptic language of the text. The 20 voice choir, with assistance from members of the International Harvester Male Chorus from Geelong present the bulk of the messages from the letters. The choir is supported by 2 Melbourne soloists, Soprano, Lesley Walton, and Baritone, Colin Bland who deliver the warnings, and blessings outlined in the text. Introduction to the letters is presented by the narrator (John Bader).

Musical accompaniment to the singers comes from keyboard Matthew Schultz from Melbourne, percussionist, Kevin Simmonds, from Geelong, a string quartet lead by Geelong violinist, Janelle Kratzmann, and 2 woodwinds.

The choir have been preparing this presentation for 3 months, and those who come to hear this message in our generation will concur with the timeless, yet immediately applicable intent of the prophesy. The gentle encouragement of “Do Not Fear”, the aggressive warning “Wake Up”, the gracious invitation “Behold I Stand at the Door”, the urgency in “I Am Coming Soon”, all give full expression to the apocalyptic message, with the haunting reminder “He That Hath An Ear, Let Him Hear” continuing as a recurring reminder throughout.

This is an exciting musical work, with some strange harmonic language, yet quite striking as we journey through the content of these 7 ancient letters, still relevant in our time. Admission is $10, with late afternoon tea to follow the performance. Enquiries, ph. 0419 535490.

St JohnsWe celebrated the Feast of Corpus Christi at our 6pm Mass on Saturday night, and on this special occasion five of our local children received their First Eucharist. Congratulations to Tamykah, Eve Lucas, Theresa and Declan, along with their parents and family who all enjoyed this special occasion. All together 36 children will be receiving their First Eucharis in our Parish. The children all participated in their Mass, presenting their art work to Father Herman, as well as reading the prayers, and carrying up the gifts etc. Having their photos taken after Mass also added to their excitement.

Thank you to the Ladies guild members who set up a table of goodies for the children in the hall. The cuppa after Mass was greatly appreciated by our families and their friends. Providing an opportunity to get together and chat is so important in this very busy world. Thank you to Beryl and John, Chris and Ray who organised the kitchen and the dishes.

Combined, these two groups represent almost half the total population in the Surf Coast Shire.

Princes Highway Duplication Update June 2015Waurn Ponds to WinchelseaAlmost all of the Princes Highway is now open, generally with two lanes in each direction at 100km/h. The speed limit will be gradually increased on the Geelong bound lanes near Winchelsea as the seal beds in. Some traffic management will continue to apply at various times, including speed restrictions and lane closures, to complete ancillary activities such as line-marking, minor pavement works and landscaping.

The bridge over the railway line is complete, with all barriers installed and steel railings in place. Final sealing works just east of Mount Pollock Road are scheduled to be undertaken during June, weather dependent.

Landscaping is underway, including spreading top soil, mulching and planting which is expected to be completed by the end of June.

Winchelsea Austin Street to Deans Marsh RoadThe big news in town was the lifting of beams for the new bridge over the Barwon River in Winchelsea. Two 200 tonne cranes moved into position either side of the river and lifted a total of 18 beams into place.

Each beam weighs 26 tonne (the same as about five African Elephants) and will provide support for the bridge deck which will measure about 60 metres in length.

Other significant milestones in the tow include: Barwon Terrace is now open to traffic; asphalt has been placed at Hesse Street and Deans Marsh Road intersections; some street light poles are now in place; traffic signal poles have been installed at Hesse Street and Deans Marsh Road intersections, however will not be switched on for some time; carbon fibre bridge strengthening is complete; and the new toilet facilities have been completed.

The retaining wall in front of the Old Shire Hall is progressing well, with the bluestone facade set to commence during winter.

Whats’ next?Work will continue on concreting activities such as footpaths and forming the bridge deck. Landscaping works will increase after the Queen’s Birthday long weekend, and the installation of street lights and signals will continue. Bluestone

tiles will also be placed around the intersection at Hesse Street.

As each layer of crushed rock needs to dry out before the next layer is placed, some roadworks will be put on hold during the winter months.

Winchelsea to ColacWork has been completed ahead of schedule on the Princes Highway in Colac between Bruce Street and Corangamite Street including road surfacing repairs and an upgrade to five pedestrian crossings.

Drivers, pedestrians and cyclists are already benefitting from the completed works, which took only three weeks, finishing earlier than expected.

Motorists and cyclists will notice a smoother ride through Colac and clearer line-marking, while pedestrians will find crossing the highway safer with improved sight distances when crossing.

The Princes Highway duplication has been divided into four sections for construction:

Deans Marsh Rd to Armytage Rd Construction is expected to commence towards the end of 2015.

Armytage Rd - Warncoort-Birregurra Rd Land acquisition is beginning, followed by fencing and service relocations. Construction is expected to begin in 2016.

Warncoort-Birregurra Rd to Colac East The land acquisition process is expected to commence in 2016.

We hosted East Geelong at home this week and came away with 4 really convincing wins out of the 7 games played. A really good result against a traditionally strong club in our competition.

A Grade Winchelsea 70 def East Geelong 28East Geelong were always going to easier team to play it was just about how far we pushed out the win. All our three goalers that took the court today played and shot very well and this is what secured our 70 goal target. Taylor Hardiman drove the ball down to the circle edge allowing the goalers to do their thing. Our defence end were always going to dominate because of our height advantage and our experienced goal defence in Janelle Birch. In the end all 9 players took the court securing us good percentage boosting win.

B Grade Winchelsea 57 def East Geelong 23It was a nice clean game with all 11 Winch players getting on the court. We had the opportunity to try a couple of different combinations on court and see what different options we can bring to our next game. The accurate goaling was led by Belinda Czerniawski in shooter with our “younsters” Ebony Berg and Sarah Todd following suit. Our mid court combinations were strong with both great defence and attacking. A great team performance and a good percentage boaster.

C Grade East Geelong 37 def Winchelsea 18After an intense training session on Thursday, the loss was not what we were after. Our goal percentage continues to be low and our mid court struggled to find space down the court and our decision

making was also letting us down. Defence worked hard but too many times we were not manning up on our players tight enough allowing East Geelong easy runs. Once our combinations start working, we will see improvements down the court converting goals.

D Grade Winchelsea 40 def East Geelong 19Another great win today! A fantastic game playing as a team very well with great defensive pressure down the entire court. We were forcing the ball into the ring to Lyndal O’Grady which was not the best option until she was able to dictate where she wanted the ball placed. Our short and sharp game style today was what made the difference. All players played their part, a special thank you to Connie Royal and Claire Mawson for stepping up for their first senior game, well done girls.

17 & Under East Geelong 29 def Winchelsea 13A really strong start by the girls saw us take East by surprise as we kept up with them goal for goal. There were a few changes on the court this week with Chloe Miller going back into goals and absolutely upstaging her opponent, while Romy Fawcett took to Wing Attack like it belonged to her. Our first half was very strong and the flow through the entire court was well led by Connie royal, Caitlin Burgess and Jess Loone. After a strong first half, unfortunately we dropped away in the second half and let the score blow out.

15 & Under Winchelsea 41 def East Geelong 10After a couple flat games we came out firing and showed our talents on the court. We had the luxury of trying different combinations and it did not affect the scoreboard. Full court pressure enabled the defenders to take many intercepts right throughout the game and these were converted well by the goalers. Beth Connors-Southall played her best game yet, playing a very tight defense and shutting down the East Geelong goalers. Ieisha brown and Claire Mawson combined well by quickly moving the ball and accurately feeding the goalers.

13 & Under East Geelong 44 def Winchelsea 7We started out very strong, with amazing full court pressure. We limited East to six goals in the first quarter and were able to shoot four ourselves. I’m not sure exactly what went wrong in the 2nd quarter?? Our defensive pressure from everyone dropped and so did our heads. We let them get a run and gain confidence. I think we began to try and play their game which was fast and flashy instead of slowing the ball down and going the easy options. They only has one or two star players: we have eleven! We should be able to hold pressure to the top teams for the entire game.
