The ANZAC spirit lives on. I woke long before dawn and having a frost knew that a beautiful day was to follow. My mind went back to members of our families who were members of the armed services. (My dad in WW11 as a British royal marine and fought in Africa and through to Singapore at the end of WW11). Thankfully he was lucky and returned, although over the years it was difficult for him to speak about what he went through. I also think of other families who lost family members- life long dreams silent. What of those service men and women who did return, taking many years / if ever to make sense of what they had gone through and trying to get back to “NORMAL LIFE” Today. Could we really understand? Could you have your teenage son or daughter enlist and travel away not knowing if they were going to return? Still happens…….. I cannot fully put into words of what I felt this ANZAC day but thank you all for what you did and continue to do. The members of Winchelsea branch of the RSL keeps alive the spirit, and we thank them for the work they continue to do. Well done Kevin, Jennifer and members. ANZAC 2014, WINCHELSEA

The ANZAC spirit lives on.

Council has an exciting opportunity for volunteer community members with experience in managing environmental and/or rural issues and a passion for contributing positively to the future of our region to join its new Environment and Rural Advisory Panel. Council is committed to pursuing innovative and sustainable practices that will preserve and enhance our natural environment, support rural business and encourage clean industries. The Environment and Rural Advisory Panel will assist Council to deliver these commitments through a four part series of facilitated workshops. Each workshop will focus on a specific environmental and/or rural topic directly linked to Council priorities on which the Panel will provide recommendations to Council.

The four workshop topics include:

• developing a strategy for an economically sustainable rural hinterland

• implementing a plastic bag free shire

• managing pests plants and animals

• enhancing food security across the Surf Coast.

Workshops will be scheduled for July, September, and November in 2014 and February 2015; an introductory meeting will be held with the Panel in June 2014

Written expressions of interest are being sought to form the 12 member Advisory Panel. Members will act in a volunteer capacity and will need to commit to attend at least three workshops over a 12-month period. Candidates are required to complete an expression of interest form and document how their experience/knowledge meets the following key criteria:

• knowledge and experience of managing environmental and/or rural issues relevant to the Surf Coast Shire

• extensive community and/or rural business networks

• ability to think strategically, communicate effectively and engage constructively in discussions.

Vale - Lindsay Schroeter

An active and dedicated member of NHW Winchelsea since it began in 1991, Lindsay was among those who pressed for a NHW group in the town, and was inaugural Co-ordinator, continuing in that role with only very short breaks for 15 years. He regularly represented NHW Winchelsea at Area, Division and State level, attending meetings, conferences and events – often taking other members with him. Rhonda Rotherham, Division Co-ord for Geelong / Surf Coast NHW and NHW Board member said “Lindsay’s input at meetings was valuable – often representing a local government viewpoint, which was useful”.

He was part of the ‘establishment’ team which organized newsletter zones, zone leaders and distribution teams. Lindsay continued to attend meetings and contribute whenever possible until quite recently. (It may be worth noting that all his work for NHW was of a voluntary nature – a considerable ‘donation’ to the program and the community.)

In recognition for his “outstanding and exemplary service to the NHW program”, he was awarded the Division Award of Honour in 2005 and the State Award of Honour in 2007. Both very prestigious awards.

That NHW is still a viable organization in Winchelsea is due to the exceptional determination of very few people – Lindsay was one of them. He liaised effectively with Police both here and elsewhere, ensuring matters of concern were brought forward, and worked closely with the late Sgt John Rowley in the early ‘Good Neighbour School’s Days’, the ‘Christmas Lights Competition’ and other projects.

His significant contribution to this community, through NHW, many other organizations and in many diverse ways is, and will be, missed.

As a Councillor for Winchelsea Shire 6 years and then (after local government reorganisation) Surf Coast Shire for 15 years, Lindsay Schroeter represented hinterland and rural ratepayers but also coastal communities on the margin. He held strong views and opinions and was determined in pursuing changes he felt were necessary - important attributes in your local Councillor.

As a participant in the Winchelsea Business and Tourism Association, both while a Councillor and afterwards, Lindsay’s insights, ideas and opinions prompted lively discussions.

The members and Committee of the Winchelsea Business and Tourism Association offer sincere condolences to Joan and the family. A true town character has left us.

Letters to the EditorI wish to thank the Winchelsea Star for printing the very informative and accurate letter in last week’s Star about the events and what followed after the cattle truck loaded with cattle had the accident on our Winchelsea bridge. Murray Bennett’s letter was very much appreciated by me for it had such a detailed report of this accident and the various ways in which they worked together. Thank you to the police, volunteers of the fire brigade. SES and ambulance service. To the Department of Environment and Primary Industry and this time helped by the Surfcoast Rangers and lastly the vehicle which was recovered by the towing industry. When you see an accident of any kind you don’t realise the amount of different people and organisations who come to help out. Some voluntary or else in the course of the employment. And I thank them all for this. In closing I would like to pass on my deepest thanks to the DPI men who were so kind and gentle to the cow who

came down and visited me. They left it where it was near the river and not likely to move from there and agreed to come back when they had everything ready to reload the cattle. They arrived back and decided to walk the cow along the river to the bridge and the rest of the herd but the cow had other ideas and managed to get past them on two occasions before peacefully walking back to join the rest. It didn’t like the sound of vehicles going overhead on the bridge as it walked under it. After all that had happened to it I don’t blame it. The men never once raised their voices to the poor cow and just peacefully walked it back along the river. They did have five men walking behind but did not do anything to frighten the upset cow. Thank you Murray for taking the time to write your informative letter for the Star readers.

Some feedback on the wind energy notice of motion in the council agenda last Tuesday evening...

The notice of motion called for Council to lobby State Government to remove the exclusion zones around private dwellings, for ‘community-initiated’ wind energy facilities. Under current legislation, wind energy facilities (whether community-initiated or not) cannot be constructed within these 2km/5km exclusion zones.

I was concerned that there was very little notice to the community of this proposal, which clearly had the potential to be contentious. Although many of us may have views about wind energy facilities, my view is that a statement of such significance by Council (i.e. that we do not support the existing exclusion zones, on which many residents rely) requires significant community consultation and engagement.

I had many responses, the vast majority opposing Council taking this step. A minority of respondents advised me that they support wind farms but generally they also recognised problems with the lack of consultation on the motion.

It does need to be clear, that the legislation defines a wind energy facility as follows: “Land used to generate electricity by

wind force. It includes any turbine, building, or other structure or thing used in or connection with the generation of electricity by wind force. It can include an anemometer. It does not include turbines principally used to supply electricity for domestic or rural use of land.”

The subject of the motion, therefore, was non-domestic wind turbines. The turbines used in the few ‘community initiated’ facilities to date are the same as those used generally, but tend to consist of a smaller number of turbines (eg. two turbines at Hepburn, in Freemantle 8-12 turbines are proposed). I encourage residents to read about these projects.

In response to community concern, Cr Fisher decided to withdraw the motion.

I am confident that if such a proposal is re-initiated, there will be comprehensive community engagement before any motion is put to Council.

At a special council meeting on Tuesday, 29 April 2014, the Surf Coast Shire Council resolved to give public notice that it has prepared its 2013-14 Budget.

The Budget relates to the financial year commencing on 1 July, 2014, and:

1. Discloses that, as at 30 June 2014 the total amount borrowed by Council was $16,643,000;

2. Proposes that no amount be borrowed by Council during the financial year;

3. Projects that the total amount to be redeemed during the financial year will be $542,000;

4. Projects that, as at 30 June 2015 the total amount of Council borrowings will be $16,101,000;

5. Projects that the cost of servicing Council borrowings during the financial year will be $1,155,000; and

6. Proposes that the following rates and charges be levied using the Capital Improved Value system:

6.1 Rate in the Dollar General Rate 0.0023892 Farm Rate 0.0017919 Commercial / Industrial Rate 0.0040617 Tourist Accommodation Rate 0.0040617 Vacant Residential Land Rate 0.0047785

6.2 A municipal charge of $185.00 be declared; 6.3 An annual service charge for the collection and disposal of refuse be declared and that the unit cost of this charge be: All urban residential tenements $336.00 per service Optional rural tenements participating in the service $280.00 per service

Submissions should be addressed to the Chief Executive Officer, Mr Stephen Wall, Surf Coast Shire Council, PO Box 350 Torquay 3228 or may be lodged via email to [email protected] with the subject header “Budget submission”. Submissions should include your name, address, and telephone number, and indicate if you would like to address Councillors at the hearing of submissions meeting.

Council will meet to consider any submissions at 6pm on 3 June 2014 and adopt the Budget and Council Plan at the Council Meeting at 6pm on 24 June 2014, to be held in the Council Chambers, 1 Merrijig Drive, Torquay.

Next Saturday May 3rd Winchelsea will erupt with laughter with 3 talented performers making their way to the Community Bank Rooms at Eastern Reserve.

The WFNC has worked hard to secure such fantastic acts to come along in what should be one of the best shows seen in Winchelsea for quite some time.

On the night you will see The Nelson Twins, former finalists of hit TV show Australia’s Got Talent - fast becoming one of the most sought after double acts in Australia, dazzling corporate and club crowds alike with their cheeky humour.

Their big bush ranger beards and cracking one liner jokes are just one part of an

amazing act never before seen on the comedy circuit. The boys are constantly bickering amongst themselves on stage and are never afraid to tackle a comment from an audience member.

They will be joined by Tom Siegert - Tom has been doing stand-up comedy since 2004 and has become a regular MC and headline act at top comedy venues.

You may recognise Tom for his stand up performance on FHMs Australia’s funniest man competition DVD where he represented Victoria. He was a writer for 3 years on the Aussie Rules “Footy Show” on Channel Nine, Nova’s “Hughesy, Kate and Dave” breakfast show and a number of pilots for Channel 7.

Compere will be funny man Evan Hocking. A regular at Melbourne comedy rooms and sporting clubs around Victoria, Evan has a punchy delivery but relaxed persona. His observational humour and storytelling has made him popular at sporting clubs. For those Bomber fans Evan is also the Brother of AFL footballer Heath Hocking.

As part of major works being conducted on the Princes Highway in Winchelsea, there have been some changes made to pedestrian movements.

During construction, existing pedestrian routes will be maintained where possible, including providing appropriate locations to cross the Princes Highway.

Currently, there are two main crossings of the Princes Highway, including on the Colac side of the Hesse Street intersection, and between the Visitor Information Centre and the public toilets on the Geelong side of the Barwon River.

These locations are the safest place for pedestrians to cross the Princes Highway as it provides a clear view to wait for a gap in the traffic in the Geelong bound lane and a refuge in the centre of the road where they can wait for a gap in the Colac bound traffic.

The school crossing near Gosney Street will continue to operate as normal during

school drop off and pick up times.

Improvements to the safety and reliability of the Princes Highway will improve the freight viability and tourist access to this important east-west link. It will also provide a safer passage across the highway for local traffic and pedestrians.

At the completion of the Princes Highway duplication project, pedestrians in Winchelsea will benefit from central medians with safe refuges for pedestrians, upgrades to pedestrian paths and improved connectivity. Traffic signals will also be installed at Hesse Street and Deans Marsh Road making crossing the highway safer and easier.

Tales from the Burrow

HAVE PIANO WILL TRAVELWhat a wonderful experience it was to be part of the Easter Passion musical presented in Winch in the week before Easter. Written and directed by local John Bumford, there was flute, clarinet, oboe cello,double bass and piano to accompany the singers. The pianist came from Colac but her home town is in Kansas USA.

It is easy to carry in a cello or flute but when it comes to grand pianos which are seriously heavy as well as an odd shape,you need something more than a car boot so cranes and trucks come to mind.The piano belongs to John and has crossed the Barwon before to get to the Globe and it is a sight to behold watching how it was returned to the tea rooms ready for this month’s Morning Melodies - completely powered by 2 men and a trolley!

Dribble, Dribble, DribbleWhisper getting around the LTC is that Aussie Hoops basketball is coming to Winch! Following the interest shown in the recent basketball clinic held for the primary school students, basketball will be coming to Winchelsea in the coming months, aimed initially at the primary school students… watch this space !

Senior Citizens NewsIt is with sadness we extend to Joan Schroeter and Family our sincere sympathy on the sudden loss of Lindsay.

Lindsay was a strong supporter of our club, he will be sadly missed, particularly on Morning Melodies Days and our Fish n Chip evenings, of which Lindsay was always there to offer a helping hand.

Euchre on Wednesdays and Friday evenings will not be the same as Lindsay enjoyed his game of cards and his rousing sneeze kept all the other players alert.

RECIPE OF THE WEEKAPPLE TARTE TATIN A traditional French tarte tatin, it is turned out upside down to serve. The shortcrust pastry is made with reduced-fat cream cheese and butter, and there is plenty of juicy fruit filling.

1/4 cup firmly packed soft brown sugar 1 Tablespoon Lemon Juice 600g Apples peeled and thickly sliced 1/4 cup Sultanas 1/4 teaspoon Mixed Spice 2 teaspoons finely grated Lemon Zest

1 cup natural plain Yoghurt 1 Tablespoon Honey

CREAM CHEESE PASTRY 3/4 cup Plain Flour 1 1/2 Tablespoons unsalted butter diced and chilled 1 1/2 Tablespoons cream cheese

To make the pastry, sift flour into a large bowl. Use your fingertips to rub butter and cream together into the flour until it resembles breadcrumbs. Sprinkle with 1 1/2 - 2 Tablespoons of cold water, mix in using a round bladed knife to form a soft dough. Gather dough into a ball, cover with plastic wrap and chill for 30 minutes.

Stir brown sugar and lemon juice in a saucepan over a low heat until the sugar has dissolved. Add apples, cover and cook over a low heat for 8 - 10 minutes, until the apples are just starting to soften.

Preheat oven to 200c. Use a slotted spoon to transfer apples to a 23cm cake tin. Stir sultanas, mixed spice and half the lemon zest into the pan and simmer for 2 - 3 minutes. Pour mixture over the apples, then set aside to cool slightly.

Thinly roll out the pastry on a lightly floured surface to a 25cm round. Carefully lay the pastry over the apples, tucking the edges down inside the tin. Bake for 20 minutes, or until the pastry is golden. Leave to cool for 5 - 10 minutes, then carefully turn out upside down onto a plate with a rim.

Stir together the yoghurt, honey and remaining lemon zest and serve with the tart. Yummy.

Geoffrey Mathison Passed away suddenly at Chelsea Lodge Winchelsea on 5th April 2014. Apart from all the good things Geoff was involved in in Winchelsea as reported in a previous edition of the Star following his marriage he also became the caring, helping stepfather of my children Robyn (dec), Joe (dec), Andrew and Steven who lost their father all two soon. In the course of time Geoff became grandfather to thirteen grandchildren and shared in their highs and lows. The grandchildren were followed by the arrival in recent times by a number of great grandchildren, not so well known! Many happy times with granpa Geoff will be missed by me and his step family members whose respect and affection he had. Geoff was very much at home in the bush. Good at recognising the call of seen and unseen birds and not too bad on his botany when we found unusual plants in the bush. Thank you to all those who contributed to Geoff’s funeral service which reflected the man he was. Lauris Mathison

Church NewsNews from St John’sOur annual St John’s Casserole Luncheon will be held on Thursday, May 15th commencing at 12 noon. The cost is $10 per person for a great afternoon of good food and musical entertainment. All warmly welcome.

Barwon Park mansion in Winchelsea and Elegant Events invite you to indulge in a High Tea mixed with some “scandal” on Sunday 4 May and Sunday 18 May, 1.30pm - 3.30pm. In the mansion’s elegant dining room, guests will be treated to savoury and sweet delights using vintage bone china settings – including Wedgwood and Royal Albert trios – as well as enjoying silver service and freshly brewed tea and coffee.

To add some extra spice to the event, host Jennifer Blomeley will share her knowledge of High Tea history with a talk entitled “Scandal among the teacups”. Guests are welcome to bring along their own trio to use and tell a little about its story and how they acquired it.

On a very chilly morning we again travelled down the freeway, this time to Corio with significantly better results - three very convincing wins and three small losses. A good confidence booster to go into a tough week next week against very strong Werribee Centrals teams.

An excellent game this week from all nine players. After a great start at quarter time we set ourselves a target and managed to hit that and one extra. The defence end combined well and gave Corio little chance to score. Makayla Bulte stopped the ball coming in with speed while Karlee De Bono ran centre with ease. Tahlia Berg found the space needed to give the goalers a low pressure shot. Katrina Filice, Chloe Wilson and our coach Ciara Stewart shot with confidence, Ciara shotting 100%. Katrina and Chloe protected missed shots with good rebounds and made extra effort to capitalise on Corio’s errors. Another win from B Grade, that’s three from three! All nine players had a run today and although it took some time to resettle after each change, it wasn’t too long before we had a good lead. Karley Honner, Sam McKenzie and Monique

Bulte defended strong and made sure that a missed shot was a rebound for Winchelsea. A reshuffled mid court found their timing and flow just seemed to come. Meg Royal was strong both defensively and offensively through mid-court. Chloe Wilson, Elly Castles and Sarah Todd goaled well and worked the ball under the ring for a safe shot. Another great win. A disappointing loss for the C Grade girls this week. They seemed to be just behind Corio all game and couldn’t bring the margin back. Our defenders worked tirelessly all game, with great rebounds, turnovers and good drive out of defence. Unfortunately we just weren’t able to convert these opportunities into goals. What a fantastic win this week for the D Grade girls! They had a great game this week all working together as a team and using the space on court. It was a rough undisciplined game by Corio but we did not drop our heads, become frustrated or get caught up in this. We just got on and played the game and put the score on the board. Fantastic defence work both in the

circle and through the court. Our goalers both moved and shot well allowing us to capitalise on the opportunities that our defenders created. Our mid-courters drove the ball well and provided good feeds to our goalers. I good win allowed us to give all players a run and try out a couple of new positions. Best Players: Team effort

A good game by the girls today but it was very well contested by Corio. Chloe Miller and Connie Royal stepped up in defence providing us with plenty of opportunities to score. Caitlyn Burgess worked tirelessly in goals. All players did well individually but we need to work together more as a team to get some wins on the board. We are more than capable of defeating teams like this we just need to believe we can do it and support each other. Looking forward to next week. It was a chilly start to the day but the girls were keen and ready for a good game. The girls made up for the size and inexperience by working well together as a team. Blues News Round 3:The Winchelsea Blues travelled to Shell Oval to take on Corio on Saturday.

In blistery conditions the young Corio side were able to keep in touch of The Blues in the 1st half. With a breeze causing havoc on Winchelsea’s goal kicking in the second quarter, Corio were in the game until at the main break.

Taking on rucking duties Byron Mathison worked tirelessly and the Blues were able to kick away to go on to record a dominate 56 point win.

Boe Trickey played the swingman role getting best on ground honours in an unfamiliar forward role. There was 10 individual goalkickers for The Blues. Brad MacKenzie and Tim VanderKlooster played pivotal roles across the backline while Braeden Tournier and Drew Steven were solid across the midfield.

The reserves started off in a fashion not seen for quite some time piling on 8 goals in the first quarter and holding Corio scoreless.

For the remaining 3 quarters though Corio restricted the Blue’s scoring opportunities and managed to outscore the blues in the second half however the damage done in the early stages would be the result at the end of the game.

In a solid team effort, everyone looked for eachother and were willing to perform the team oriented things. Brody Donald was a welcomed inclusion in the side as to was Chris Tipping playing his first game for the club.

Paul Elliott and Derek Dobson were able to move the ball through the midfield well breaking the lines of their Corio opponents. In defence Michael Bourdouvalis was strong continually repelling many Corio attacks into Winchelsea’s defensive 50.

There were no passengers today in the hit out against Grovedale 2 at Geelong West/St. Peters on Sunday morning, & while the boys didn’t come off with a win, all concerned were pleased with the intensity shown by the Blues throughout the entire 4 quarters.

The 18’s welcome back Joey Bush & Lachlan Rose from serious injuries to keep team numbers alive.

This was the 3rd of the Grading games, we have 1 more to follow.

Musical treat for Mother’s DayIf you are looking for a different musical experience for your Mother to enjoy on her special day, come out to Barwon Park Mansion in Winchelsea on Sunday 11 May at 2.30pm for “Musical Treats for Mothers”.The Mother’s Day concert features the 30-strong Geelong Welsh Ladies Choir, with an appearance by special guest, Geelong flautist Sian Williams.

The Geelong Welsh Ladies Choir brings together women of all ages and nationalities, to enjoy singing and music and help maintain and further Welsh culture and heritage. The group has toured both New Zealand and Wales, and they will be touring New Zealand again this October.

Flautist Sian Williams, who attended Belmont High School, went on to study music at Melbourne University. She performs as a soloist and also teaches at Geelong schools and her skill and passion for the flute and music always shines through.

Conductor of this special Mother’s Day concert is Jeanette John and accompanist is Kristine Mellens.

Tickets are $25 adult, $22.50 concession, students $18 and Under 13 free. Entry includes viewing the mansion, and scones and bubbly afterwards. Bookings essential: contact Kristine on 5244 3280.

What a start to term 2! So much to fit in to the first week back and only 3 days to do it in! The grade 3 & 4’s had a terrific camp to Sovereign Hill with a trip to Ballarat Wildlife Park as well. The school captains, Mia Robertson, Georgia Glynn and Ryan Cunnington did a terrific job of organising the Anzac Day service at the school then representing Winchelsea Primary at the Anzac Schools Service in Geelong and presenting a wreath at the local Anzac Service. Well done school captains!

Another highlight for this very short week was the visit to school by Leonie Mills a chef at Jack and Jill Restaurant in Geelong. Leonie came along to show the kids how much fun you could have with fruit. She runs a program called Fruit Art for Kids making beautiful works of art out of fruits to inspire kids to try new and different things. It worked! After showing everyone how to make an amazing strawberry rose she answered many and varied questions from the children then invited them all (141 of them!) to come and try some thing new! The exclamations of delight as the children discovered blueberries, kiwi fruit, and honeydew melon to name just a few fruits was wonderful to see. At least 3/4’s of the

children “discovered” a new fruit they hadn’t tried before with everyone coming back for 2nd’s, 3rd ‘s and even 4th’s. The shark and shark guts were a huge hit as was the birdcage, swan and baby in a carriage. It was a wonderful way of spending an afternoon.

A huge thank you to Leonie for given up her valuable time and also to Harvey’s of Highton who provide all the wonderful fruit for the displays and for the children to eat.
