EditorialSINCE the AGM in May I havehad cause to reflect on some mat-ters which should be of concem toall Club Members.

When I joined in 1973 I cer-tainly did not envisage the clubwould be as it is now, nor I am sure,did the members of the day.

We have just reason to be proudof the Club in all its facets - itshistory, achievements, yachts andlaunches and its esteem in the com-munity to name but a few.

There are those amongst ourmembers, who put a lot of time intothe general running of the clubbecause they have the interests ofthe club at hea - they do it self-lessly and willingly. Some of themare obvious to all of us but there arethose who are not so obvious. It isto all of these people that the clubowes its continuity and history.

The general achievements in allareas in the last four years havebeen a milestone in our history.They have well irnd truly taken usinto the second century of the cluband we must continue to moveforward for the benefit of all mem-bers, no matter what group, and forthe benefit of the spoft of sailing inthe Wellington area as well as withinthe club.

There is an influx of new yachtsfor this season. Some owners havesold their yachts and progressedupwards to better and brighterthings. Othe$ have obtained theirfi$t yachts ald we have some whohave a new yacht after being with-out for a while. We welcome themall and look forward to watchingtheir progress in the comitrg sea-

son. I do not for a moment forgetthe new (and departed) motor sail-ers and launches-

What would we do if nothingchanged and the same old yachtsraced year after year getting tiredand worn?

Some, however, seem to getbetter with age but isn't that due tochanges such as a new keel or sailor a helping hand such as a lowerhandicap ?

Change 1br changes sake is a

waste of time, energy and eflbrt -but change is essential in order tomaintain whal we have and to im-prove it for the better of all.

When the rebuilding programmewas mooted therc were some whodid not want the change - but it wasnecessary and finally came aboutbecause we were able to "own" ourown club building. It would be fairto say that those who were againstthe change are nowjustifiably proudof what was done.

Those who attended the AGMwill recall the proposal to obtain a

suitable Suppo( Boat which can beused to lay courses, assist in on thewater sail training, conducting matchmcing and the like. The SailingCommittee has set a cou$e of ac-tion to obtain a boat and taken thefirst step along that course.

I believe this to be a furtherprogression of the club and envis-age that fulther advances arerequired to promote and keep theclub spirit to the fore.

Such further advances have al-ready been proposed - in the formof a proper marina in the boatharbour and the provision of sailtraining and coaching.

These proposals however, mustbe carefully and fully researched inolder that any division (such as athem and us attitude) amongst ourmembers does not have a chance toget its foot in the door.

Members themselves must care-fully consider such proposals beforethey condemn them because of aparticular barrow they may be push-ing.

Conshuctive criticism of futureplans along with progressive ideasfor the promotion of our Club andofsailing would surely be welcomed.Let's convert the no-sayers intosupporters and continue to build onwhat we have.

Marlborough MarineRadio - Channels 63 & 65LIKE many hundred other boatiesduring the Easter holidays in theSounds, I listened on Channel 63.Both 63 and 65 were very busy, but a

number of boats switched to 6 or 7lafter making the odginal contact.

Came Easter Monday, and with a

somewhat unfavourable forecast.many boats decided to cross the CookStrait before noon. As careful yachls-men, most decided to advise CapeJackson Radio ol lheir po.ilion. lheirETA and many asked for a repeat oflhe moming weather report. Afterthe rcspective two, three or four hourstravel time these boats dutifully re-ported their safe arival, always ac-knowledged by CJR.

Mostly excellent radio behaviourand copy book reporting with theexception of a few undisciplined ya-hoos who lailed to adviie o[ lheirsuccessful crossing and in two cases

caused a search to be mounted. Bou-quets to the goodies and brickbats tothe dingbats who create urulecessaryproblems.

This report on Easter radio behav-ioul is, however', directed to the largenumber of boat owners who use CJRwirhout being members of the Marlborough Marine Radio Association.The two channels 63 and 65 are owned.mnintained and operated by the mem-bers of the Association and are not a

Govemment channel paid for by ta,\es.

Membership is only $ 15 per year.What do you get fol Xil5? The repeat-e$ are ol1 top of the two highest peaks

which make for excellent coverage.Both the base stations and rcpeatersare serviced regularly, one by four'-wheel-d ve vehicle and the other byhelicopter. Not exactly cheap. Op-erators are on duty approxinatelyfrom 7am to 9pm emergencies ex-cepted. They often reply to inanequeries in the wee hours as to CookStmit weather and tides.

The operators carry out many lasksfol callers, check on fel.ry sailitrgs,messages to family and fi'iends etc.

but these special seryices must hence-forth be reseryed for members only.Membership is recorded and the data

By chatting on 63 and 65 betweenboats non-members are preventingthe use of these channels by paid upmernbers. A good indicatiol of theenomous use of channel 65 was onEaster Monday when a tolal of 105

calls were logged.

Sounds MooringsThe Executive Committee of theWaikawa Boating Club are concernedat the incrcasing number of incidentson the jointly owned moorings in theMarlborough Sounds.

There have been a number of com-plaints conceming the illegal use ofmoorings by non Club nembers, and

also a few isolated incidents that haveresulted from doubts about Club mem-bership and therefore, the rights touse a mooring. Whilst these incidentsare infrcquent, the Committee wouldlike to put a stop to any such mishaps.with this in mind. the Committeepassed, at its last meeting, a Club rulethat prohibits the use of Ciub moor-ings unless the ve55ei concerned i.wearing a Club pennant. This imme-diately identifies the dghts of the boaton the mooring. or about to comealongside a vessel, alteady on a mooting.

The Waikawa Boating Club wouldlike you to pass on to your membersthe facl lhat. ulless the boat is wear-ilrg a pennant of the joint-owner Clubs,the vessel is not entitles to use themoorings in the Marlborough Sounds.

The moorings concerned are thoseowned by the Mana, Cruising Club.The Pelorous Boating Club and theWaikawa Boating Club, and are bothin the Queen Charlotte Sound an thePelorous Sound.

Wellington HarbourSwing MooringsDear Sir.The Wellington Regional Council areto register all Swing Mooring ownerson Wellington Harbour.

In past years the mooring areashave received little attention and as aresult there is a certain degree ofconfu.ion and fruslration orer swingmooring sites.

The reason for registration is:

L Giving the mooring owner securetenure of the site. Once allocated thesite remains with the owner: Shouldthe buoy be lost then an accurateposition of the mooring will be krownand no-one else can move into thatarca. It also removes confusion whenboats are sold.

2. Assured safety of moorings: Eachmooring will be required to conformto a standard specification and willneed to be lifted and inspected every

3 years, and inspected by a diverevery year. This will ensure all boatsare secure and each mooring able tohold the designated boat. It will alsogive peace of mind to all boat ownersknowing that boats on swing moor-ings are not liable to break loosethrough tackle failure of an old moor-ing and so do damage to other craft.

3. In the event of an emergency eachboat owner can be readily contactedand advised.

Registration will commence fromI July 1991 until 30 September. Oncompletion of the 3 month registra-tion period, sites which remain unreg-istered may be lifted and the ownersrights of the site fofeited.

The Harbour Ranger will issueeach mooring site with a WellingtonRegional Coulcil numbered buoy onregistration. You may register yourswing mooring site at the HarboursDepartment O[[ice. Maritime Mu-seum Building, Queens Wharf, Mon-

day to Friday 9am to 4pm or theHarbour Ranger will be available atEvans Bay Marina Office each Satur-day between lpm and 2pm.

The cost of registration is $120plus GST. This initial charge is tocover administration costs and a num-bered buoy. Payment may be madeon registration, or you may be in-voiced from the Wellington RegionalCouncil.

An annual license fee of $150 plusGST will be introduced when theGovernment Resource ManagementBill has been finalised, and a clearerpicture of the implications of the billin relation to swing moorings sites canbe assessed.

Support VesselI am pleased that the AGM gave

the Executive clear direction to pur-sue the purchase of a support vesselfor the Club. This is long overdue andwill assist the Sailing Committee toconftol races, lay marks and provide

the necessary facilities for coaching.

FinancialOver the past two seasons the

Executive have endeavoured to re-duce the level of debt to manageableproportions and this debt now standsat $250,000. Rental income now morethan offsets our bank interest costs.We have also been helped by thefalling interest rates and our budgetthis year will allow us to further re-duce this debt. I hope by the end ofmy term of office we will not havemore than $200,000 owing to ourfinanciers, the Westpac Banking Cor.poration,

This will represent a remarkableachievement by past Executives whoplanned, initiated and constructed theClubhouse refurbishment and also tothe present Executive who now oper-ate the facility. From a small beginningof $65,000 in the building develop-ment fund w9 now have an asset to beproud of and worth approximately$1.5 miltion.

Sailing DevelopmentProgramme

Now that we have our house rnorder it is time to concentrate on oursailing and provide coaching andcoaching facilities for the young andnew yachtspersons of the Wellingtonregion.

The Sailing Development Fundhas been created for this purpose andin the not too distant future a meetingwill be called for those interested inthe concept of providing the hardwarefor our coaching programme in a 5imi-lar manner to the Farr MRX racingfleet in Auckland.

We are looking for a fleet of fouryachts that can be utilised for coach-ing as well as match and fleet racing.Individual owners and/or sponsorswill be invited lo pat1icipale in thisprogramme and the Club will o[[er inreturn the harbouring and maintenance supervision facility. Once wehave at least two yachts afloat we willthen canvas for a coach ro initiafe thecoaching programme.

Full details of the Sailing Develop-ment Programme will shortly be issuedin the form of a prospectus.

ClubhouseMembers who have attended some

of the major events and functionsover the past season will realise thevalue of the Wardroom deck to ac-commodate the numbers involved.Unfortunately the weather is not al-ways kind to us and on some occasionswe have had to erect ugly scaffoldingro supporl tarpaulins lor she]ter. Thishas been a costly exercise.

We have recently gained Welling-ton Regional Council approval to erectfour flagpoles on the leading edge ofthe deck which also duplicate as sup-ports for a ro11 out awning. This willsolve ourimmediate needs and I shouldimagine will be put to good use by theHouse Committee for after race bar-becues.

MembershipThe membership of the Club con-

tinues to grow and this is a directrcilection of the efforts of the pastHouse and Sailing Comnittees. Ihope that you all support the efforts ofthese committees in providing the sail-ing and social events planned for you.Yacht owners and skippers shouldelcourage all crew menbers to be

come members of the Club as theHouse Comnittee will be perform-ing membership checks on a regularbasis and non-member crew may findthemselves locked out. (Visiting righrsare only once per month.).

Sailed by the race sponsors, the Holland 50 WOOLLYJUMPER owncd by Jim ard Peter Wood was given thelast Mark Foy start in the l9 yacht fleet but in conditionsideally snitcd to her, made up the time and finishedalmost six minutes clear to take the 1991 Deloitte RossTohmatsu Business House Race with an clapsed timeof 2 hours 9 minutes and 37 seconds for the I 1.4 nauticalmile course.

Dominion Breweries sailing the Young 1 1 YOUNGNICHOLSON were second and tlte Monsanto team onanothel Young II JACKS TO OPEN were third.

The race was sailcd on Sunday 14 April following apostponement firm it's usual mid-week format and tltcchange in timing and use of the weekend seemed togenerate a rush of entr-ies. Conditions 1br the race wcreperfect and the Wardroom was buzzing at the after race

Sponso$hip income from the race this year was inexcess of $7,000 which will be channelled to the SailingDeveloprnent Programme in accordance with the wishesof the sponsor.

newly created and it is his responsibil-ity to make unscheduled safety checkson racing yachts to ensure that theycomply with the Safety Regulations as

laid down in the Sailing Instructions.Some yachts have already beenchecked and found to be deficient. Awaming has been issued in the firstinstance with the requirement that theyachts comply or face f'ufiher action.

Members will note that in thisissue of The Rip there is a leafletenclosed detailing a Training Seminarcommencing Monday 22 July and thenevery Tuesday night fot five consecu-tive weeks. This seminar is not forbeginners but aimed at those crewand skippers who can gain a benefitfrom the general theme - "How to get

rhe yacht around the track faster."There will be a restriction on numbers

so fill out your form early. Those

accepted will be notified.It is also envisaged that nearer the

start of the season a Rules Seminarwill be conducted and if there is suffi-cient intercst we may be able to havean evening or two deroted to trainingbeginners.

The Sailing Committee have dis-cussed a proposal to obtain a support

vessel which will be used for variousthings such as laying the start mark,shorrening courses, course laying,coaching tender, match race umpidngto name but a few. It is not envisagedthat this will replaca the Start Boat as

the proposed size and design does notlend itself to this activity.

The Club has for some years reliedupon the good services of Evans BayYacht Club for the use of KOKO-TAHI and over recent years havemade an annual donation lo a\sisl in

its running and also supplied the marklifting gerr for that vessel. The deci-sion to obtain a support vessel by nomeans indicates dissatisfaction withthe past arangement but will allow us

to be self sufficient without relianceon the goodwill of other Clubs.

Winter Series has so far attracted 47entries and in the first race that wenanaged to get under way there were40 slarter5. I am rure that lhe series

will again prove to be popular andwish all competitors good sailing.

I would like to pass on a message

to the skippers from the Sailing Com-mittee and ask them to encourage anycrew members that they have withthem on a regular basis and who are

not members to join the Club 10 en-

able them to take full benefit thatmembership brings.

Some members will notice thatcopies of protest forms have beenplaced in the Wardroom near the Sail-ing Noticeboard. While it is not nec-essary for protests to be witten on theforms as long as they supply the re-quired information we have by popu-lar request from certain yachts sup-plied the blank forms.

This season will see a number ofnew boats join the fleet, this is indeedwelcome after a few years of drop-ping numbers in Division. I and 3.

Finally I would like to offer mybest wishes to all for the forthcomingseason and look forward to seeing youon the water and in the Wardroom.

I WOULD like to say thank you to rhe RPNYC fbr the wondefuloppoftunity of spending l0 days aboard Spirit of New Zealandsailing f'rom Bluff to Lyttleton. It was the most irmazing exper.ience.Tlavelling from Wellington to Bluff by nyself was not as bad as Ithought it would be. I met fbur people on the plane who were goingon the Spirit as well.

Every day we were up at 6.00am fbr a swim and tllen changedlbr breakfast. Wc were told all aboul the ship and wc all got dutiesto perfolm. It was highly disciplined. While I was on night warchI fell aslcep and got vegetablcs to peel and toilcts to clean for twodays. Nccdless to say I didn'l fall asleep again. I met some nicepeoplc and have made nany fliends. When I'rn older I hopc tobecome a leader.

Beyond the Roaring FortiesThe first of a two part article on a volqge by TAMATEA IIIfrom Havelock to Fiordland, Stewart Island and the Auck-land Islands by Bob Watson.

FiordlandTAMATEA III is owned by MalcolmFraser of Christchurch and a longtimefriend of the witer through moun-taineering and skiing associations.Everyone knows that Fiordland, par-ticularll Vilford Sound is lamous forits scenery. The publicity does notbear so heavily on the rainfall or the

TAMATEA IIIsandflies. Our skipper chose the be-ginning of March for the start of thetrip and we enjoyed phenomenallygood weather in general. The sand-flies were real bad critters and de-serve more preparatory attention thanwe gave them.

TAMATEA is an extremely wellfound Pelin designed yacht of 52 feetand 23 tons built of steel, cutter dggedwith a caterpillar engine. She has tenbefihs wilh a bathroom and separatehead with hand basin. The very com-fortable saloon incorporates thenavigatorium. The galley is well setup although we had problems withone of the jets on the 3 burnel kero-sene stove. Malcolm designed andbuilt a wood burning stove with oven,which was a huge success for breadbaking and keeping the boat cosyduring our many banquets. Radar

Dusky Sound is a very complicatedwaterway and we planned on severaldays there. Our anchorage this nightwas a delightfnl spot just inside Wetlacket Arm. The following momingwe motored up Sportsman's Cove atthe western end of Coopers Island.This was the pefect amphitheatrewooded to the water's edge and un-touched by man. We carried on driftfishing at times until we dropped an-chor in Supper Cove at the head ofCook Channel. We had a trip ashorehere to the mouth 01'the SeafofihRiver. We motored back down theSouod to Fanny's Bay and via CookChannel to Pickersgill Harbour. Itwas a great experience to go ashore atAstronomer's Point, the site of Cap-tain Cook's visit in 1773 where thestumps of trees his crew had cut areclearly visible. The Department ofConservation has a notice explainingthe .ignilicance ol the area for visi-tors. This area is interesting apartfrom Cook's visit and we were able tolocate the position of the wreck of thesealer ENDEAVOUR which wasscuttles nearby in 1795 and re-built

during the lbllowing three years. Wefound on Pigeon Island the pathetictraces of Richard Henry's occupationat the beginning of this century. Hisobiective was to save the kakapo.March lTth saw us navigating throughtricky approaches to Luncheon Coveon the south side of Anchor Island. a

most beautiful spot where the bell-bird. keep up a continuous chorus.

Chalky Inlet was an uneventfulovemight stop on our way to Pfeser-vation Inlet. We rounded Coal lslandand sneaked up as far as we could to

some buildings which were associatedwith the lighthouse when it wasmanned. We walked out to the light-house on a good track and admircdthe rugged cliffs which get the fullforce of the weather. The last 100yards or so to the lighthouse is bare ofshrubs but a wire cable is provided tohang onto in strong winds. The re-mainder of our days in PreservationInlet were spent exploring a cavecontaining relics of Maori occupation,an abandoned silver mine and muchfishing. The Commodore has doubt-Iess spread the word by now that hecaught two good cod on one hook andhe is entitled to brag of his skill. Weweighed anchol at 3.30am in lightnor'6ast conditions and arived at Obanafter an uneventful trip at 6.50pm on23 March. Fiordland was withoutdoubt one of the greatest experiencesof my lifetime but it would have beeninteresting to get a close-up view ofthe Solanders. We cut that out of ourprogmlnme so that we would aryive atOban before dark.

Wayne Tomlinson's Elliott 12 FU-TURE PERFECT arrived in Wel-lington in May and I took up the offerof a sail around the harbour to get a

feel for a design which had been de-scribed to me as a "cruising version ofrhe Elliou 12 PEACEMAKER". Bar-bara Tucker and her sons from the

across to the Eastbourne shore in flatseas and a northerly of 5 - 15 knots.With only the main and a furlinggenoa to play with our options were abit limited, however, the autumnweather was perfect for a test sail andtaking a few piccies so it was anopportunity not to be missed.

Ease of handlingCasting off the mooring lines, we

motored out through the boat har-bour entrance and quickly hoisted thelarge main. Halyards are led back tothe cockpit and with Barbara tailingand myself at the mast, most of thehoist was done by hand before winchpower became necessary. With the

8 knots at 45 degrees eppsrent in14 knots of wind snd 21.5 metres ofwater. The! call the instrumentsSealalk, I wonder why?

main drawing it was then just a simplematter of unfurling the headsail (a #2genoa on Seafurl furling gear) andtrimming for the tight lead acrosstowards Somes Island.

northerly conditions were soon sail-ing along effortlessly at around 8 knots,the only sound being that of the waketurbulence through the open transom.Wayne commented that she was a bitheavy in the stem because of rhe 200metres of chain and other groundtackle stowed in the deck lockers aft ofthe rudder stock! This gear has nowbeen removed and the yacht sits onher lines to perfection.

The wind died away as we sailedunder the lee of Somes Island buteven with only 5 knots of wind, F Pstill slipped to weather at 3 -4 knots.

With the aftemoon wearing on, wetacked and headed back for the boatharbour and with the Autohelm 6000in charge I took the opportunity ofsnapping a few shots with the trustycamera and inspecting the )achl indetail.
