Michael Wackerly made staff comment regarding the price of a commuter bus pass. There was no public comment. Discussion followed regarding other alternative possibilities, information available, the general schedule, ridership, poten- tial breakdown of vehicle, equitable benefits to other employ- ees, County employees that might also benefit from a pilot program, and the possibility of hiring a professional driver. (Lower Valley or the Company) for approval of its prepaid power pro-gram, as more fully described below.

Lower Valley is a public utility as defined by W.S. § 37-1-101(a)(vi)(C), and, as such, is subject to the Commission’s jurisdiction pursuant to the provisions of W.S. § 37 2 112.

On March 10, 2014, Lower Valley filed its application request-ing approval of its prepaid power program wherein the Company proposes to offer prepaid electric service to its mem-bers. According to Lower Valley, the prepaid power program will be available to members on a voluntary basis and allows members using the prepayment option to [i] avoid additional fees associated with disconnect or reconnect fees; [ii] have greater control over electric usage; and [iii] make payment at times, and in amounts more convenient to them. Members participating in the prepaid power program will receive an in-home display (IHD) unit for a $50 deposit and a $50 start-ing balance, with no additional energy deposit required. The IHD will be updated on a daily basis to show the member’s remaining balance, usage and approximate number of days of service left. Disconnection occurs when the prepaid balances reaches zero, though only at 11 a.m. M-F, excluding holidays. Lower Valley states the prepaid power program is a tool to manage payments for electrical use and asserts it will result in a reduction in overall energy used and Company savings in collections and fees.

The Following has been sworn to and filed in the records of the Clerk of Teton County.

I, as Bradly-Allen: Watsabaugh a living, loving, flesh and blood man, creature of God, spiritual being and private Man, do hereby declare the following to be true and correct to the best of my knowledge. I assert this affidavit with love and respect for all parties involved for the purpose of protecting my rights and property. I believe no one other than myself holds lawful title or any lawful rights whatsoever to my property, common-ly known as 1023 Budge Dr. Referred to as: A Portion of Lot 9 of the replat of Hillside Subdivision, Teton County, Wyoming, according to that plat recorded in the Office of the Teton County Clerk on April 30, 1973 as Plat No.227. Located at: Beginning at the Latitude 43.475° North and the Longitude -110.7838° West, thence N3°49’20”W, 144.78 feet to the north-west corner of said Lot; thence along a curve to the left, hav-ing a radius equal to 630.0 feet, and delta equal to 11°26’, and a radial bearing of N12°10’40”W, 125.80 feet; thence S02°45’24”E, 179.38 feet to a point on a curve; thence along a curve to the left, having a radius equal to 682.2 feet, and a delta equal to 9°57’28”, and a radial bearing of S3°02’50”W, 118.69 feet, more or less, to the point of beginning.

I purchased this land and built my home with my own funds, blood, sweat, and yes, a few tears. The corporate fiction 2010-1 RADC/CADC VENTURE, LLC has posted notice in the Jackson Hole News and Guide that they intend to foreclose on my property. I hereby declare these claims to be fraudulent and chicanery. I have sent sworn testimony to all parties involved, with specific evidence of fraud relating to the securi-

ties attached to said mortgage. I hereby declare, all documents brought forth by the FDIC were signed under coercion. Due process of Common Law has not yet been served. I hereby exercise my rights to a common law trial by jury, as stated in Amendment 7 to the Constitution of the United States, with anyone who claims to have any rights whatsoever to the aforementioned property. If there is no lawful claim of title or any interest whatsoever in the aforementioned property within 30 days, then, let it be known that I, as Bradly-Allen: Watsabaugh am the Rightful, Lawful, Allodial Title Owner of the said property.
