Request for Qualifications

The Town of Jackson, WY, is requesting written Qualification Proposals for a “Construction Manager at Risk” (CMAR) alter-nate delivery method for the preconstruction and construction services for the West Broadway Landslide Mitigation Project located at 925 West Broadway in Jackson, Wyoming. The start date for preconstruction phase services will be August 2016 and the construction phase services are projected to start in the spring 2017 and be completed in the fall of 2017. The con-ceptual design prepared by Landslide Technology is available for review from the Town of Jackson. The project includes, but is not limited to, excavation, material processing, installation of shear keys, construction of MSE buttress walls, traffic con-trol, utility work, concrete work, paving, and incidental heavy construction and site work.

The Town of Jackson seeks to hire a qualified CMAR firm to provide construction management/general contractor services on the project. The CMAR will be an advocate for the Town of Jackson as determined by the contracts throughout the preconstruction phase of the project. All CMAR firm(s) sub-mitting qualification proposals are required to put together a well-rounded team of highly-qualified individuals that have extensive experience with all steps in the CMAR project deliv-ery process and who specialize in earthwork, utility, and street construction. The CMAR’s services during the preconstruction phase include, but are not limited to, cost estimating, value engineering, material source identification, scheduling, logisti-cal planning, and constructability analysis.

The Town of Jackson reserves the option to competitively bid the construction work or to request that the CMAR provide a guaranteed maximum price (GMP) proposal for the construc-tion work.

In the construction phase of the project, the CMAR is respon-sible for all project subcontracts and purchase orders and shall be required to provide performance and payment bonds for 100% of the GMP. The CMAR’s services during the con-struction phase include, but are not limited to, construction management, administration, field supervision, coordinating subcontractors, maintaining quality, maintaining a safe Public right-of-way and work area, meeting schedules, and provid-ing the general conditions work for the Project. Generally, all trade subcontracts shall be competitively bid and assigned to the CMAR’s contract; however, the CMAR will be allowed to self-perform work that it traditionally performs with its own forces (all CMAR and subcontracting bids subject to TOJ final approval). Town of Jackson reserves the right to request the CMAR to competitively bid self-performed work. The Energy Conservation Works (ECW) and the Town of Jackson is soliciting a Requests for Proposals (RFP) for the Siting, Development, and Operation of a Natural Gas Vehicle (NGV) Fueling Station in or in the vicinity of Jackson, Wyoming.

This RFP is a preliminary instrument and associated process to determine interested parties and respective sites from which a final contract agreement shall be established to site, develop, construct, and operate a CNG fast fill station for NGV’s. The selection, through this RFP process, of an inter-ested party(s) for consideration of the development of a final contract agreement with ECW and Town of Jackson does not financially or otherwise obligate ECW and Town of Jackson or the selected interested party to a final contract agreement.

Bid Conditions. The bidder is required to provide all infor-mation as required within the Contract Documents and as detailed in the Instructions to Bidders.

Bids may be held by Jackson Hole Airport Board for a period not to exceed 90 days from the date of the bid open-ing for the purpose of evaluating bids prior to award of con-tract. The right is reserved, as Jackson Hole Airport Board may require, to reject any and all bids and to waive any informality in the bids received.

Bid Bond. Performance & Payment Bond. The successful bidder will be required to furnish separate performance and payment bonds each in an amount equal to 100% of the contract price.

Non-Segregated Facilities: The successful bidder will be required to submit a certification of Non-segregated Facilities and to notify prospective subcontractors of the requirement for such a certification where the subcontract exceeds $10,000.
