To have ready access to food. It’s such a simple phrase within the Westmoreland County FoodBank (WCFB) mission statement. But for the thousands of residents and families who need us,having ready access to food often makes a difference we can’t easily quantify.

That box of food we deliver or provide at a food pantry represents more than a meal. That boxis an attempt to balance a playing field tilted mightily against a person in poverty or a family inneed in our own community. It’s a chance to provide health, hope and strength for a hungrychild, a worried parent, a single mother, or a disadvantaged senior citizen.

As proud members of Feeding America and The United Way of Westmoreland County, the WCFBremains committed to marshalling the efforts of hundreds of volunteers, civic organizations,national associations and local or regional businesses in support of our cause.

So that those among us who desperately need assistance can have ready access to food.

The core of our work is to acquire food todistribute to needy people throughoutWestmoreland County through a networkof Partner Agencies comprised primarilyof volunteer-run, faith-basedorganizations.

While a number of our Partner Agenciesare soup kitchens, shelters and other on-site feeding programs, the majority arefood pantries that make up part of theFood Pantry Distribution Program.

WCFB acquires food in several ways.First, we receive over $500,000 in StateFood Purchase Program (SFPP) and

Emergency Food and Shelter Program(EFSP) grant monies each year from theUS and Pennsylvania Departments ofAgriculture. With these grants, WCFBpurchases truckloads of nutritious foodat wholesale prices.

Secondly, we receive commodities fromthe United States Department ofAgriculture (USDA); USDA purchasessurplus product from farmers that is thendonated to food banks. The SFPP, EFSPand the USDA commodities account forapproximately 50% of the food wedistribute.

The remaining 50% of our food isacquired through: local donations;Feeding America donations; local fooddrives; in-store pick-up programs. Thedonated food is brought to ourwarehouse where it is sorted, inspectedand repacked, if required, by volunteersfor distribution to our food pantries.

Each month, WCFB delivers food to ourpantries in refrigerated trucks. Thepantries then distribute the food to theirincome-eligible participants; in order tomeet income eligibility requirements,family income must be at or below 150%of the Federal Poverty Guidelines.

Moreover, WCFB regularly monitorsPartner Agencies to insure that USDA,Internal Revenue Service, FeedingAmerica, and food safety/food handlingregulations are met. In turn, WCFB ismonitored by the State Department ofAgriculture and Feeding America; WCFBis a certified affiliate of Feeding America,the country’s largest hunger relief charity.

Ending Hunger One Bite At A Time

The Expansion and Outreach Pilot Project which focused on Jeannette and surrounding areas moved

into the “action phase” in 2009 with many successes to report. New marketing materials were

developed and implemented along with pantry support and best practices to assist with streamlining

the distribution process. 238 new households were enrolled in the Pilot pantries; and direct

distributions were established at the Jeannette Manor High Rise to provide residents unable to

access a pantry with much needed food. A volunteer orientation process was implemented to

enhance efforts to improve the physical aspects of pantry distributions and inform volunteers of

their importance to the mission of the food bank. Many new food sources were developed

through: food drives; a virtual food drive on our web site; and the national Feeding America food

donation programs. Permanent drop-off sites for food donations were established in 9 businesses

throughout Westmoreland County as well. A tagline of “Ending Hunger Here At Home” was

incorporated in our outreach efforts and assisted in communicating the theme of the project which is

“We’re all in this together”. Many community partnerships were developed during this first year of our

expansion and outreach efforts in the Pilot area.

Summer Food Service ProgramProper nutrition is so important for young children; therefore Westmoreland County Food Bank continues to sponsor the Summer Food ServiceProgram each year during the summer months when school is not in session. This program is a continuation of the National School Lunch Programwith funding provided through the United States Department of Agriculture and administration through the Pennsylvania Department ofEducation. For eight weeks each summer, free breakfasts and lunches are served to disadvantaged children 18 years of age and under at variouslocations throughout Westmoreland County.

In 2009, the Summer Food Service Program provided nearly 31,000 meals to an average of 600 needy children a day at 19 feeding sites throughoutthe County. Without this program, many of these children would not have received proper nutrition during the summer months.

CSFP/Senior Food Box ProgramThe CSFP/Senior Food Box Program is federally funded through the State Department of Agriculture and provides supplemental, monthly foodboxes for seniors and WIC Program (Women Infants and Children) graduates. The food items included in the boxes are canned fruits, vegetablesand meats along with pasta, cereal, milk, juice and cheese.

Each month, approximately 1,400 income eligible seniors age 60 and over and WIC graduates receive these nutritionally balanced supplementalfood boxes. In 2009, nearly 460,000 pounds of nutritious food were distributed. WCFB actively participates in advocacy efforts to maintain thecurrent caseload and make an effort to increase funding to provide these nutritionally balanced food boxes to all eligible Westmoreland Countyresidents.

The CSFP/Senior Food Box Program would not be successful without the help of the many volunteers who give so generously of their time eachmonth to pack the boxes which are generously sponsored by Menasha Corporation.

Feeding Programs

Weekend Backpack Program Statistics and research have shown that a child that isnutritionally sound is more alert and focused. TheBackpack Program which piloted at the WestmorelandCounty Food Bank in 2008 provides nutritious, healthy foodto children at risk of hunger by providing them with childfriendly, easy to prepare food to take home on weekends andschool vacations when other resources are not available to them. Thisallows them to return to school well nourished and ready to learn.

In 2009, through a generous grant from Wal-Mart, the Backpack Program wasable to expand to include a third site. This program distributed over 19,000pounds of food to over 200 children a week through the 3 afterschool programsites. Since there is no set funding source for this program, WCFB encouragessponsorship opportunities by conducting presentations to groups andorganizations to demonstrate how the Weekend Backpack Program can helpthese disadvantaged children maintain proper nutrition over the weekends andduring holiday breaks.

Operation Fresh Express

Weekly Operation Fresh Express (OFE) distributions are held at variouslocations around the county to distribute primarily perishable food like dairyproducts and fresh produce. In 2009, OFE provided over 600,000 pounds ofadditional food to over 8,900 people with the help of over 700 volunteers.

Fayette Boy Scout Council did a good turn on

Saturday, April 4 for the 21st annual “Scouting for

Food” Drive. This event was sponsored by UPS, United Way of

Westmoreland County and The Nutrition Group. 46,546 pounds of donated

food were collected. We thank those who donated in the community, as well as

the scouts for their commitment to ending hunger here at home.

StampOut Hunger

National Association of Letter Carrier’s sponsored their 18th Annual Stamp

Out Hunger Food Drive held on May 9, 2009. 60,520 pounds of food were

collected from mailboxes throughout the county with the help of dedicated letter

carriers, their families, friends and community volunteers.

The first annual Campus Challenge Food Drive was held at the end of the spring semesters

across three campuses in the county. University of Pittsburgh at Greensburg collected the

most food per resident student. Other college campuses who participated were Seton

Hill University and St. Vincent College. They salvaged 1,585 pounds of food that might

have been tossed in the garbage, when students move out of their dorms. This was the

“mind child” of Brian Root, former Resident Director of UPG.

Hunger Action Month

Every year in September, Feeding America, our national affiliate

celebrates Hunger Action Month. Food drives were held

throughout the county this year at the following stores:

helped, approximately 9,000 pounds of food and $6,310 were collected. We are looking forward to having more food

drives at storefronts throughout the year. Organizations, individuals and families are welcome to sponsor or help at

these food drives.

1st Annual Tackle Hunger Food Drive

Over 3,900 pounds of food and $2,042 were collected at home football games with the help of service clubs and

athletic directors from the following high schools: Belle Vernon Area, Derry Area, Greater Latrobe, Kiski Area,

Greensburg Central Catholic, and Laurel Valley Middle High School. We thank Felicia Franco-Feinberg the

Chairperson and all the students and teachers who dealt with cold, rainy weather at times to collect for those

less fortunate. We look forward to an even more successful event next year.

Fall FoodShare Giant Eagle celebrated their 10th Annual Fall FoodShare Food Drive this year. With the help of Girl Scouts, Cintas and hundreds

of volunteers, 20,320 pounds of donated food was collected and $13,407 at 10 Giant Eagle stores throughout the county. We

thank those who donated and volunteered including the following organizations for their support during this drive: Adelphoi-

Margaret and Miller Homes, Belle Vernon High School-Interact Club, CINTAS, Derry Area High School, First Summit Bank-

Greengate Center, Franklin Regional High School, Gr. Latrobe High School- NHS, Kiski Area High School-Key Club, Norwin High

School, St. Anne Youth, St. Margaret Mary Youth, The Kiski School, University of Pittsburgh at Greensburg-OACS, Weyerhaeuser,

Yough High School. individuals and organizations that helped, approximately 9,000 pounds of food and $6,310 were collected.

We are looking forward to having more food drives at storefronts throughout the year. Organizations, individuals and families are

welcome to sponsor or help at these food drives.

GleaningGreenawalt Farms donated 9,500 pounds of corn picked by our gleaning volunteers. During the harvest season, you can find the

Greenawalt family up early every morning overseeing this grand farm and the fruits of their labor. We thank the gleaning

volunteers, as well as the Greenawalt family for their generosity and for educating our gleaners about how to pick corn.

The Hunger Garden donated 44,372 pounds of fresh produce, including tomatoes, beans, zucchini, peppers, corn, etc. to WCFB

during the 2009 growing season. The Hunger Garden is approximately 7 acres and is maintained by the generosity of the

property’s owner, Dick Shaver, his Volunteer Coordinator, Lyn Hunter and 100’s of community volunteers.

Sing for Their SupperThe second “Sing for Their Supper” event was held in the fall of 2009 in Irwin by

the Irwin Business and Professional Associates. A good time was had by all and

a lot of food and funds were donated to the Food Bank. Check our web site for

details about this great event.

4th Annual Turkey CupChallengeThis year, twelve schools participated and helped to

raise $29,066.56 to purchase turkey vouchers for low-

income families for Thanksgiving. Yough Intermediate

Middle School was once again the Champion.

Empty Bowl EventThe First Annual Empty Bowl event was held March 1, 2009. Karen Piper and her

committee of dedicated volunteers worked for over a year to put together this

wonderful event. For one’s admission, they received a hand-crafted bowl, bread, a

beverage, and a meager meal of soup donated by a local restaurant. Many craft

shops and ceramic shops worked closely with Karen and her crew to have bowls

made by community members, and school students, and over 1,000 bowls were

donated. This wonderful event that raised thousands of dollars for the

Westmoreland County Food Bank will be held each year on the second Sunday in

March at the St. Bruno’s Parish Hall in Greensburg.

Steelers Training Camp Food Drive

The Westmoreland County Food Bank and the Pittsburgh

Steelers teamed up for a food drive at their practice game at

Latrobe High School in early August. The event was

successful and fun. Thousands of people donated food and

funds to help tackle hunger in their community. Giant Eagle

matched the total pounds donated. Thank you to the

Day of CaringMedrad and MSA participated in United Way’s Day of Caring. Employees from both businesses repackaged donated food and

painted an entrance way in our warehouse. Paint was generously donated by PPG for this project. Day of Caring gives United

Way donors the opportunity to see some of the agencies that they support.

Partner agencies are comprised of food pantries that distribute monthly food

boxes to eligible recipients at their pantries; soup kitchens, and on-site

feeding programs that provide daily or weekly hot meals to recipients.

WCFB regularly monitors its partner agencies to ensure that food is

properly stored, distributed and/or served, and that all client eligibility

requirements are met.

In 2009, surveys were sent to partner agencies and recipients requesting

information to assist WCFB in its agency capacity expansion. Food safety

training was provided for all partner agencies and WCFB staff. In

November, free flu shots were provided by Excela Health, Inc. at 10 central

Westmoreland County food pantries.

In addition, WCFB received funds through the American Recovery and

Reinvestment Act (ARRA) to provide additional food for eligible individuals who

had been unemployed from October 1, 2008 and forward. Gift cards were mailed to

all eligible recipients in December.
