Purpose & Need- or -
Why is the west corridor needed?
• To facilitate planning decisions.
• To address current and projected roadway deficiencies.
• To provide future capacity sufficient to limit congestion.

Process Team Recommendation
Traffic NeedsHome to Work Road
Why is Alternative #2 Needed: To address current and projected roadway deficiencies
Traffic NeedsNo Build vs Alternative #2
• System reduction in vehicle hours traveled– 1.4% by 2025– 2.8% by 2050
• System reduction in delay– 7.9 % by 2025– 8.4% by 2050
Why is Alternative #2 Needed: To address current and projected roadway deficiencies and to provide future capacity sufficient to limit congestion

Recommended Preferred
Alternative
Why Alternative #2 and Not Alternative #1 ?
• Alternative 2 was chosen based upon six factors:– Lower Costs– Fewer relocations (3 versus 19)– Comparable traffic benefits to Alternative #1– Addresses current and projected roadway deficiencies– Provides future capacity sufficient to limit congestion– The public preferred Alternative 2 to Alternative 1
What would approval mean?
Federal Requirements
• Approve alignment to second phase of EA
• Second phase approval of EA is completed by FHWA and SDDOT
• EA approval means right of way can be purchased with federal funds.
Local Planning• Developers are put on
notice • Corridor preservation
plans can proceed• Right-of-way can be
negotiated and purchased.• More complete
engineering design can proceed based upon need and funds

critical issues.
Bid Letting
Projects (ROW preservation or construction) are placed into the City’s or State’s 5-year construction programs.

When will the West Corridor
be Constructed?
What would approval mean?• Future right-of-way should be preserved through the
acquisition of property and by limiting areas of development. Right-of-way corridors need to be identified early to facilitate the platting and planning process. For example, the Transportation Plan includes decisions to extend the existing street network for future growth. Considering future right-of-way requirements as identified in planning documents can assist in corridor preservation to minimize costs of future acquisition and relocation, as well as minimize community disruption.
Why is Alternative #2 Needed: To facilitate planning decisions
Request for Approval from the West Corridor Process Team
• The West Corridor’s public involvement plan states that the Urbanized Development Commission approval means the Process Team’s recommended alignment should advance to second phase of the Environmental Assessment as the preferred build alternative for the West Corridor.
• Process Team recommends Alternative #2
