Some residents called it the best show they had ever experienced. Others went a step further and said it was the most fabulous extravaganza in Asia. The verdict was unanimous: Chingay @ Heartlands 2015 had residents of West Coast GRC and Pioneer Constituency enthralled on 21 Mar 2015. Chingay @ Heartlands entertained residents with its seemingly endless parade of floats, dancing dragons, prancing lions, stilt walkers, wushu masters, street performers of different races in their traditional costumes and many other performances, as well as fringe activities.

“It was like a fantasy world of light, colour and magic being brought to our doorsteps. One fantastic display after another!” said a family who had arrived early at one of the sites to enjoy a vantage position.

A uniquely Singaporean Lunar New Year tradition and a national festival celebrated by Chinese, Malays, Indians and Eurasians alike, Chingay @ Heartlands 2015 drew thousands and thousands of residents in Ayer Rajah, Boon Lay, Clementi, Pioneer, Telok Blangah and West Coast. It started at Pioneer at 6pm and reached the last destination at Telok Blangah at 9.15pm.

West Coast GRC and Pioneer Constituency even won an award for being among the 10 best audience contingents for their cheers and on-site engagement. This year, the parade also served as a platform to launch SG50 celebrations, a fitting tribute to the dynamism of Singapore’s vibrant and multicultural society.

THE MAGIC OF CHINGAY IN WEST COAST TOWN

Chingay is the largest street performance and float parade in Asia. The first formal Chingay Parade held on 4 Feb 1973, was mooted by the then-Prime Minister Lee Kuan Yew. It was so well-received that the People’s Association made Chingay an annual festival.

LIFT UPGRADE BOOST FOR AYER RAJAH RESIDENTSResidents in two blocks at Teban Gardens Road in Ayer Rajah are enjoying more convenience as they go about their daily activities. Thanks to a Lift Upgrading Programme (LUP) that provides a lift landing at every floor, the residents at Block 24 and 25 now find their daily marketing, sending children to school and taking care of the elderly much more manageable.

About 200 residents gathered on 8 Feb 2015 at Block 25 to celebrate the completion of the lift upgrading project. The occasion also marked the completion of the wall mural painting at Block 25. Adviser to Ayer Rajah Grassroots Organisations, Ms Foo Mee Har officiated at the completion ceremony.

The upgrading project cost around $6.69 million, with 85% of the cost borne by the HDB. The Town Council and residents each paid a very affordable 7.5% per unit. The two 12-storey blocks each has 110 units of 4-room flats, and were built 34 years ago in 1980.

Senior citizens in West Coast now have access to rehabilitation, dementia care and other services at their doorstep. The SASCO Integrated Eldercare Centre at Block 704 West Coast Road is able to provide day care for some of our senior citizens. The services include social and recreational activities, assistance with daily living activities like showering and feeding, dementia day care, community rehabilitation, and nursing care. There is a multi-disciplinary team including nurses, physiotherapists and doctors to take care of elderly who are more frail, wheelchair-bound or require devices like urinary catheters.

The centre, and the senior citizens’ corner at Block 703, was officially opened on 11 Apr 2015 by Mr S Iswaran, Minister in the Prime Minister’s Office, Second Minister for Home Affairs and Trade & Industry, and Adviser to West Coast Grassroots Organisations.

INTEGRATED CARE CENTRE FOR ELDERLY RESIDENTS OF WEST COASTMr Iswaran said, “The new centre is a good initiative as it helps seniors age more gracefully closer to their homes, and in an environment that they are familiar with. At the same time, it gives the families peace of mind, as they feel so much more reassured that their elderly mother or father is here at this centre receiving very carefully delivered care.”

The 800 sq m facility can care for a total of 85 seniors. It started operations late last year, and now cares for about 60 seniors.

HDB RESIDENTS TO ENJOY REBATES!As announced under Budget 2015, Singaporean households living in HDB flats will enjoy $80 million worth of Service & Conservancy Charges (S&CC) rebates. The Government will also provide Regular GSTV – U-Save rebates to help eligible Singaporean HDB households offset their utilities bills.

* If you are paying for your S&CC through GIRO, no action is required on your part. The Town Council will arrange with your bank on the amount of S&CC that your household will have to pay to the Town Council, after taking the S&CC rebates into account.

Many hands make light work may sound like a cliché, but it was a reality when West Coast Town Council launched the Cleaners’ Appreciation Day on 3 May 2015 in tandem with 14 other PAP Town Councils, the National Environment Agency (NEA), and Public Hygiene Council.

Chairman of West Coast Town Council and Adviser to Clementi Grassroots Organisations, Mr Arthur Fong led 70 residents, volunteers and grassroots leaders in “Operation WE Clean Up!” to pick up litter at Block 371 to 381 Clementi Avenue 5 under Clementi Zone 1 Residents’ Committee. A day earlier, the cleaners were given a day off. A total of 272 kg of litter was collected, out of which 234 kg were non-recyclable and 38 kg were recyclable litter.

To thank the cleaners for their tireless efforts in keeping our housing estates clean, West Coast Town Council hosted a “Thank You” lunch on 3 May 2015 for all the cleaners serving West Coast Town. The cleaners were presented with supermarket vouchers sponsored by UCare Centre as a token of appreciation. Volunteers, residents and grassroots leaders who participated in the picking up of litter also joined in the lunch.

The Cleaners’ Appreciation Day was part of the nation-wide “Keep Singapore Clean” campaign to heighten awareness on the importance of keeping public areas clean. Another objective was to drive home the message that there is a need to care for the environment by not littering, and that residents should take ownership to upkeep the cleanliness of their surroundings.

Ayer Rajah residents got together over a sumptuous dinner on 28 Feb 2015 to celebrate Lunar New Year as one united community. Over 1,000 attendees, and Adviser to Ayer Rajah Grassroots Organisations, Ms Foo Mee Har turned up for the dinner held at the surface car park at Block 415 Pandan Gardens. It was an evening to foster camaraderie, buoyed by mutual greetings of good health and success, and the distribution of mandarin oranges and red packets.

农历新年当然少不了和亲朋好友一起欢聚。亚逸拉惹区于2015年2月28日举行了一场新春晚宴让居民一起庆祝新年,借此增进社区凝聚力。晚宴设在位于班丹花园第415座组屋的露天停车场,并吸引了1,000人出席。亚逸拉惹基层组织顾问胡美霞女士也出席了晚宴,向居民献上新春祝福以及分派红包。

Holi profusion of coloursThe Holi festival, also known as the festival of colours, celebrates spring and joy. Ayer Rajah’s Holi programme of musical variety and games on 15 Mar 2015 was a befitting celebration which was colourful and joyous. The Rangoli display featuring floor art in an intoxicating burst of colours easily stole the show, which was attended by over 150 participants, and Adviser to Ayer Rajah Grassroots Organisations, Ms Foo Mee Har.

Good neighbours, good practicesSharing took on a new meaning when 120 new and ‘old’ Singapore citizens met to exchange tips on being a good neighbour and how to further promote neighbourliness in Boon Lay. The event on 4 Jan 2015 included skits on common social issues, and Adviser to Boon Lay Grassroots Organisations, Mr Lawrence Wong was present to interact with residents.

Edusave Awards for 700 studentsA total of 700 Clementi students received their certificates and cash vouchers from Adviser to Clementi Grassroots Organisations, Mr Arthur Fong during six sessions of Edusave Awards Presentation Ceremony, held on two weekends in Jan 2015. During the ceremonies, parents encouraged their children for their efforts and the students, in turn, thanked their parents for bringing them up and guiding them all the while.

Festive celebrations @ St Andrew’s Cathedral Home for the AgedElderly residents at the St Andrew’s Cathedral Home for the Aged received a festive visit from Adviser to Clementi Grassroots Organisations, Mr Arthur Fong, grassroots leaders and Nan Hua High School students on 8 Feb 2015. The visiting group presented the elderly residents with red packets and goodie bags. On top of that, the students even made personalised greeting cards for the elderly and entertained them with a performance.

In the pink of health“Health is wealth” is a truism, and these words of wisdom encouraged more than 200 people to turn up for Pioneer’s Health Screening event on 4 Jan 2015 at The Frontier CC. Participants also obtained information on how to be more conscious of health and safety at booths set up by the National Environment Agency and the Police.

健康就是财富!先驱选区于2015年1月4日举行的健康检查活动为超过200位居民进行了身体检查。同时,居民也获得了保持健康以及个人安全的宝贵资讯。

A loving touch of carnations at Edusave ceremonyPioneer’s Edusave Awards Ceremony on 31 Jan 2015 was an occasion full of love and gratitude. Participating students presented carnations to thank their parents, a gesture that added to the warmth of the occasion. More than 1,500 people attended the awards presentation by Adviser to Pioneer Grassroots Organisations, Mr Cedric Foo.

Ageing gracefully with song and danceAge is just a number, the important thing is to age gracefully and enjoy life! Hitting the high notes at karaoke, strumming the ukulele, and active participation in song and dance were the highlights of Pioneer’s event on 15 Mar 2015 to promote active ageing. Adviser to Pioneer Grassroots Organisations, Mr Cedric Foo joined 300 residents in the festivities.

Giving thanks for a good harvestWhy was there a cow and a calf at Block 79 Telok Blangah Drive Food Centre? Why did Adviser to Telok Blangah Grassroots Organisations, Mr Lim Hng Kiang break a claypot filled with water and flowers, a practice said to bring good luck and prosperity? These were two special highlights at the Pongal Festival on 25 Jan 2015. More than 700 residents turned up to celebrate the South Indian harvest thanksgiving, and to share the blessings of the festival.

Telok BlangahPutting the sense into the dollarsThe annual budget is a big topic and it attracted more than 300 residents who were keen to learn more about Singapore’s Budget 2015. All the grassroots advisers were present to explain and discuss how the Republic balances its revenue and expenditure at the West Coast GRC and Pioneer Constituency Post-Budget Dialogue on 8 Mar 2015 at Telok Blangah Community Club.

One Connect Day 2015The One Connect event at West Coast Park on 18 Apr 2015 truly lived up to its name. More than 300 children, parents and grandparents came to enjoy and bond with their families, and there was something for everyone. The variety of activities included yoga, soccer, frisbee, games, as well as food and refreshments made for a most pleasant Saturday morning outing!

残疾运动员所展示的毅力及耐力体现了他们对体育的坚持与努力。西海岸青年执行理事会与南洋理工大学于2015年3月7日联合主办了一场活动,让公众能更了解残疾人体育。活动吸引了700人出席,并为今年12月在新加坡举行的第八届亚细安残疾人运动会造势。西海岸基层组织顾问易华仁先生也莅临会场与运动员以及群众交流。

Community DiaryDis.Is.Able sports carnival: Honouring our para athletesWest Coast CC YEC joined hands with Nanyang Technological University students to highlight how para athletes embody a different form of strength and ability than what we conventionally know. The Dis.Is.Able carnival on 7 Mar 2015, which aimed to honour our para athletes’ dedication to their sports, is a run-up to the 8th ASEAN Para Games to be held in Singapore in Dec 2015. Adviser to West Coast Grassroots Organisations, Mr S Iswaran joined a crowd of over 700 participants to celebrate the resilience of the para athletes.

于2015年3月1日举行的西海岸喜气洋洋庆新年晚宴上的重点活动是由1,000多名出席者一起合作,用尼龙桔子拼出一个大大的“吉”字,为新加坡缔造了一项新纪录!西海岸基层组织顾问易华仁先生也亲自写了一幅挥春并赠送给当晚最年长的出席者。

West Coast residents’ Lunar New Year joy Auspicious symbols, food and greetings related to Lunar New Year festivities are believed to bring good fortune and happiness. More than 1,000 West Coast residents created an entry for the Singapore Book of Records by using the largest number of nylon oranges to form the Chinese character “吉”(auspicious), while enjoying a delicious Lunar New Year dinner on 1 Mar 2015. Adviser to West Coast Grassroots Organisations, Mr S Iswaran also wrote the auspicious character in Chinese calligraphy and presented it to the oldest participant at the dinner.

Babies, bliss, and love go togetherBabies are little bundles of joy, and they were the centre of attraction at the “Baby Singapore 2015” show on 26 Apr 2015. The event, which focused on parenthood and family life, drew more than 400 participants. There were tips on parenthood, and the importance of mutual love and respect was also very much in the air, as participating couples renewed their marriage vows.

可爱的幼儿总是成为众人的焦点。于2015年4月26日举行的狮城小宝宝竞赛吸引了400人参加。活动的重点是家庭及婚姻生活,为幼儿们的爸爸、妈妈提供宝贵的育儿知识。同时,也让参加活动的夫妇在会上重申对彼此的婚姻承诺。

DO NOT FEED PIGEONS

Besides dirtying the living environment, presence of pigeons also pose the following concerns:

It is against the law to feed wild pigeons in Singapore. You can be fined up to $500 by the Agri-Food and Veterinary Authority (AVA) of Singapore. In addition, leaving or throwing of food scraps in common area is considered littering, an offence punishable under the Environmental Public Health Act.

PERSONAL DATA PROTECTION NOTIFICATION

Pigeons will breed when food is readily available. Overbreeding will result in a population increase, which might lead to pigeon-related nuisances. Please do not feed the pigeons by throwing food scraps from your windows or leaving food on the ground.

Hygiene issues and nuisance

Pigeon droppings and feathers will soil residents’ laundry and dirty building ledges and public amenities. Roosting pigeons also causes noise nuisance.

Food waste will attract pests

The food scraps left by residents to feed pigeons will attract other pests like rats and cockroaches that may carry diseases, and pose risks to public health.

Pigeons can spread diseases

Pigeons’ droppings contain bacteria that cause infections to our lungs, brains, stomach and intestines, and may be fatal to people in poor state of health. Pigeons can spread these diseases to humans through contaminated droppings or contact with diseased birds.
