The Utah Department of Transportation (UDOT) secured state funding and began design for the project in the spring of 2009. Construction commenced in fall of 2009. The new interchange was formed by realign- ing Dixie Drive along the north side of the Southgate Golf Course and connecting to I-15 at the south end of the Dixie Center. It is now connected to the Bluff Street Interchange through a system of one-way collector/distribu- tor roads. Washington County Constructors (WCC) — a joint venture of Utah-based Ralph L. Sixty-eight percent of the nation’shighway contractors had motor vehi-cles crash into their construction workzones during the past year, accordingto the results of a new highway workzone study conducted by theAssociated General Contractors ofAmerica. Association officials addedthat the study found those work zonecrashes are more likely to kill con-struction workers than they are to killvehicle operators or passengers.

“Any time your job site is just a fewfeet away from fast moving traffic, things can get a little too exciting,” saidTom Brown, the chair of the associa-tion’s national highway and transporta-tion division and president of Vista,Calif.-based Sierra Pacific West.“Since construction workers don’t getthe option of wearing seatbelts, theyare more likely to be killed in a workzone crash than motorists are.”

Brown said that 28 percent of con-tractors report their workers were

injured during work zone crashes thispast year, and 18 percent had at leastone construction worker killed duringthose crashes. While they are less like-ly to kill motor vehicle operators andpassengers, highway work zone crash-es do pose a significant risk for peoplein cars, Brown added. He noted thatmore than 50 percent of work zonecrashes injure vehicle operators orusers, and 15 percent of those crasheskill them.

Work zone crashes also have a pro-nounced impact on constructionschedules and costs, Brown added. Hesaid that 35 percent of contractorsreported that work zone crashes duringthe past year forced them to temporar-ily shut down construction activity. Those delays were often lengthy, as 47percent of those project shutdownslasted two or more days, Brown noted.

Association officials said that 75percent of contractors nationwide feelthat tougher laws, fines and legal

penalties for moving violations inwork zones would reduce injuries andfatalities. And 66 percent of contrac-tors nationwide agree that more fre-quent safety training for workers couldhelp. They added that many firms andthe association have crafted highwaysafety programs.

But Brown suggested that the bestway to improve safety was formotorists to be more careful whiledriving through highway work zones.

“The easiest way to improve workzone safety is to get motorists to slowdown and pay attention,” Brown said.“When motorists see constructionsigns and orange barrels, they need totake the foot off the gas, put the phonedown and keep their eyes on the road.”

The work zone safety study wasbased on a nationwide survey of high-way construction firms the associationconducted in March and April of thisyear. Nearly 400 contractors complet-ed the survey.

AGC: Stunning Number of ContractorsExperienced Work Zone Crashes in 2011

The construction industry lost 7,000 jobs betweenFebruary and March, following a similar decline of 6,000the month before, but extended a pattern of modest year-over-year job increases, according to an analysis of new fed-eral employment data released by the Associated GeneralContractors of America. Association officials said that lackof long-term federal highway and transit funding threatensto hold down future job gains.

“Both the small monthly change and the March-to-Marchgain of 55,000 jobs or 1 percent are consistent with theuneven, tentative recovery that contractors have been report-ing nationwide,” said Ken Simonson, the association’s chiefeconomist. He noted that March was the seventh consecu-tive month that construction employment had risen from thesame month a year earlier. “Meanwhile, the industry’sunemployment rate has been dropping faster than the pick-up in construction jobs, implying that workers are leavingthe industry, which could cause problems later,” he said.

“Multifamily, manufacturing, distribution and energy-related construction are booming,” Simonson observed. “Inaddition, private hospital and university work are starting toimprove, but public construction is declining, while single-family homebuilding, office and retail work are largely lim-ited to remodeling jobs.”

Simonson stated the construction unemployment rate inMarch was 17.2 percent, or roughly double the national

unemployment rate, although the industry rate had improvedfrom 20 percent in March 2011 and 24.9 percent in March2010.

“In the past two years, the industry’s unemployment rankshave dropped by more than 800,000,” he said. “That is goodnews for those who have found jobs, but unfortunately con-struction firms have not hired most of them. Constructionemployed the same number of workers — 5.55 million —in March 2012 as it did in March 2010. That means con-struction workers are leaving the industry, either for otherjobs or to retire, and contractors may have trouble findingexperienced workers in the future.”

Association officials said the pickup in construction jobsis likely to remain anemic and unbalanced unless there isadequate funding for long-term infrastructure programs. They cited the continuing lack of action on a multiyear fed-eral highway and transit bill as a particular problem.

“Just when contractors should be adding workers and get-ting an early start on the spring construction season,Congress has again left town leaving highway funding onanother short-term extension,” said Stephen E. Sandherr, theassociation’s chief executive officer. “When lawmakersreturn this month, they should follow through on a bill withenough funding to enable contractors and state agencies tomake longer-run plans.”

The U.S. Environmental Protection Agency (EPA)released the annual list of U.S. metropolitan areas with themost Energy Star certified buildings for 2011. The list of 25cities is headed by Los Angeles, Washington, D.C., Atlanta,Chicago, San Francisco, New York, Houston, Dallas,Riverside, Calif., and Boston. By the end of 2011, the near-ly 16,500 Energy Star certified buildings across Americahave helped save nearly $2.3 billion in annual utility billsand prevent greenhouse gas emissions equal to emissionsfrom the annual energy use of more than 1.5 million homes.“More and more organizations are discovering the value

of Energy Star as they work to cut costs and reduce theirenergy use,” said EPA Administrator Lisa P. Jackson. “Thisyear marked the twentieth anniversary of the Energy Starprogram, and today Energy Star certified buildings in citiesacross America are helping to strengthen local economiesand protect the planet for decades to come.”First released in 2008, the list of cities with the most

Energy Star certified buildings continues to show how citiesacross America, with help from Energy Star, are embracingenergy efficiency as a simple and effective way to savemoney and prevent pollution. Los Angeles has remained thetop city since 2008, while Washington, D.C. continues tohold onto second place for the third year in a row. Atlantamoved up from the number six spot in 2010 to third placethis year and Boston and Riverside broke into the top ten.Tampa, Fla., Colorado Springs, Colo. and Salt Lake City allare new to the list in 2011. California has six cities on the2011 list — more than any other state.Energy use in commercial buildings accounts for nearly

20 percent of U.S. greenhouse gas emissions at a cost ofmore than $100 billion per year. Commercial buildings thatearn EPA’s Energy Star must perform in the top 25 percentof similar buildings nationwide and must be independentlyverified by a licensed professional engineer or a registeredarchitect. Energy Star certified buildings use an average of35 percent less energy and are responsible for 35 percent lesscarbon dioxide emissions than typical buildings. Fifteentypes of commercial buildings can earn the Energy Star, including office buildings, K-12 schools, and retail stores.Launched in 1992 by EPA, Energy Star is a market-based

partnership to reduce greenhouse gas emissions throughenergy efficiency. This year marks Energy Star's 20thanniversary. Over the past 20 years, with help from EnergyStar, American families and businesses have saved about$230 billion on utility bills and prevented more than 1.7 bil-lion metric tons of carbon pollution. Today, the Energy Starlabel can be found on more than 60 different kinds of prod-ucts and more than 1.3 million new homes. For more information, visit energystar.gov/

Carbide Cutter G3 Mulching Head Attachment UnveiledAs part of its VMLogix line of products,

Loftness introduced the Carbide Cutter G3high-performance mulching head attach-ment for skid steers. This new generationproduct incorporates the latest cutting-toothtechnologies and power drive systems, whilemaintaining the rugged reliability expectedof Loftness equipment, according to themanufacturer. The Carbide Cutter G3 is available with

51-, 61- and 71-in. (129, 155 and 180 cm)cutting widths. All models are offered with avariety of carbide-tipped and heat-treatedsteel teeth to match any job application. Theprecisely engineered spiral tooth pattern onthe rotor ensures continuous tooth contactwith the material being cut.For maximum cutting performance, the

Carbide Cutter G3 features a two-stage cut-ting chamber with staggered counter teethand a shear bar. This combination of featuresresults in small particle sizes, while eliminat-ing the jamming and wrapping issues associ-ated with competitive products. An optionalprimary-stage shear bar also is available forultra-fine mulching. The mulching heads operate at 1,700 to

2,150 rpm and feature a four-groove bandedbelt drive with spring-loaded tensioner. Theycome standard with a fixed-displacement,

piston-style motor that delivers hydraulicpower at 97-percent efficiency, which ismuch higher than traditional gear-typemotors offer. The fixed-displacement motorcan be upgraded to the V-Drive system thatincludes a variable-displacement motor with

load-sensing technology. Under light loads, the V-Drive system operates at maximumrpm, and as the load increases, it automati-cally lowers the rotor rpm to maximizetorque. The mulching head offers full rotation,

due to specially designed hose routing. Thisfeature also allows the unit to easily positiontrees with the adjustable push bar and weld-ed claw hooks. The push bar can be used topush falling brush and trees away from thepower unit, and the claw hooks can pullmaterial into position for proper feeding.Hydraulic push bar adjustment is optional. The Carbide Cutter G3 also is designed

for maximum durability. For instance, high-strength Hardox steel is used in areasexposed to high wear. Furthermore, theCarbide Cutter G3 is equipped with a cus-tom hydraulic control valve that protects theunit from pressure spikes, and it also stopsthe rotor quickly on shut-down without dam-aging the components.Other standard features include an on-

board pressure gauge, steel deflector chainsand adjustable skid shoes. Tooth optionsinclude standard carbide teeth, planer car-bide teeth and quadco planer blades.Loftness manufactures the VMLogix line

Dawes Provides Right Crane Solutions to Get the Job DoneWe Energies, an electric and natural gas

utility located in Wisconsin, knows thatDawes Rigging & Crane Rental, as a mem-ber of the ALL Erection & Crane Rental

Family of Companies, offers the profession-al expertise that comes with owning one ofNorth America’s largest and most modernfleets of cranes. In 2008, We Energies began

construction on a new air quality control sys-tem, scheduled to be completed later thisyear. As a contractor, Dawes was able to pro-vide as many as 20 cranes at one time.Dawes’ cranes were onsite from the outset

— rough-terrain cranes from 65 to 130 tons(59 to 118 t) and crawlers from 175- to 660-tons (159 to 599 t) capacities, doing every-thing from steel erection to placing newductwork and chimney components. TheManitowoc 18000 crawler crane (660 tons)with an added MAX-ER was key to savingmoney on the project, increasing the crane’sbase capacity to do the required work whilereducing cost. Originally, project engineers handling the

job wanted to hire a Manitowoc 888 crawlerwith a RINGER attachment to set the duct-work across a bluff on the shore of LakeMichigan, where the power plant is located.Adding a ringer attachment and pedestals toa crane distributes the load over a larger areaand can increase the lifting capacity dramat-ically. But the cost and time delay can bedramatic, too. The large ringer attachmentmust be transported onto the job site, and afoundation must be built to support theringer’s pedestals. Meeting on the We Energies site with the

engineers, Dawes formulated a plan using its

Manitowoc 18000 that was already on thesite. By adding a MAX-ER attachment andreconfiguring the boom, the customer couldsave hundreds of thousands of dollars inrental fees alone. The MAX-ER is a cost-effective way to increase the 18000’s basecapacity, eliminating the time and expense oftransporting and setting up a larger crane —or, in this case, the 888 crane with a ringer, according to the manufacturer. The engineers fortified the road along the

work area to support the 18000, and every-thing worked as planned.Dawes also came through when a 300-ton

(272 t) Manitowoc 2250 crawler with luffingjib had to be erected on the side of a bluffbetween two groups of major power linescoming into the facility. The crane had to bebuilt down below the bluff and brought upthe hill separately from the boom so as toavoid the power lines. The luffing jib wasthen pinned to the boom from an adjacentparking area. Expert logistics and safetyplanning ensured a success. All in all, Dawes crane experts were able

to save We Energies nearly $1 million incrane rental fees, according to the company. For more information, call 800/236-5335

or visit www.dawescrane.com.

In mid-2011 Atlas Copco announced thecreation of a dedicated service division for itsnewly formed construction technique busi-ness unit. At ARA/The Rental Show in NewOrleans, the company announced that the newdivision became operational as of Jan. 1,2012, and supplied more details about thestructure and resources of the division in theUnited States.According to the company, the construc-

tion service division is a more focused serviceorganization serving the construction, demoli-tion and road construction industries. It isbelieved that this focus will allow AtlasCopco Construction Service to be moreresponsive, agile and customer-centric.“We want to be a next-generation service

provider, not just a parts provider,” said MattCadnum, vice-president of Atlas CopcoConstruction Technique Service USA. “Infact, we want to be the leader in service in theentire construction industry.”Cadnum outlined some of the resources

that are in place to support that goal. In addi-tion to a 24-hour tech support hotline and 14existing Atlas Copco stores from coast to

coast, the new division has opened five ISO18001 certified refurbishment and servicecenters located in Santa Ana, Calif.; LaPorte,Texas; Independence, Ohio; Covington, Ga.;and a satellite hydraulic attachment shop inSan Antonio, Texas. All offer refurbishment, repair service and field service, and are staffedwith factory trained technicians.“We want to provide the service the cus-

tomer wants,” Cadnum added. “Some cus-tomers want to maintain and later resell theirown equipment. In that case, we’re happy tosupply on-time spare parts and technicaladvice. Other customers will want theirequipment repaired in the field, or fully refur-bished or rebuilt — we can do that. Or maybethe customer wants to trade in their usedequipment on new or used Atlas Copcoequipment, or they simply want to purchaseused equipment from us. We now have a usedequipment program that grades the usedmachine with from zero to five stars, from nowarranty to a limited or even full warranty inthe case of our Premium Used Equipment.”The new division also will offer service

training to customers and dealers.Matt Cadnum, vice-president of Atlas Copco Construction Technique Service USA.

Cat Brings Fuel Efficiency to 100-Ton Class With New 777GThe new Cat 777G off-highway

truck introduces performance, pro-duction and fuel efficiency in the100-ton (91-t) size class. The 777was first introduced by Caterpillarin 1977 and has proven to be aworkhorse for mining and largeearthmoving customers. The 777Greplaces the 777F and deliversgreater levels of production andfuel efficiency as well as enhancedsafety, operator comfort and serv-ice convenience, according to themanufacturer.

The 777G achieves greater pro-duction with seven percent moretorque powering work and newtransmission controls that producequick haul cycles with automotivequality shifting. The productionincreases are balanced with newfuel saving strategies that includeconfigurable economy settings aswell as an adaptive economy modethat automatically optimizes fuelconsumption based on the user’sproduction baseline. Fuel savingsalso are realized behind the scenesthrough features such as auto neu-tral idle and APECS transmissioncontrols where the truck becomesmore fuel efficient at idle in a for-ward gear and when climbinggrades. Customers can choose toengage features like engine idleshutdown and speed limiting tofurther improve fuel savings.

In addition to its fuel efficiency, the 777G is quieter and producesfewer emissions. Caterpillar isintroducing its U.S. EPA Tier IVFinal solution on the 777G twoyears in advance of the effectivedate of the regulation, which pro-vides customers an opportunity toadvance their sustainability goals. The solution is both simple androbust and includes engine tech-nology combined with diesel oxi-dation catalysts. It requires the useof ultra low sulfur diesel fuel andlow ash engine oil, but requires no

additional maintenance or operatorinput. For operations outside ofareas regulated by the U.S. EPA,the 777G reduces emissions withTier II or EU Stage II equivalenttechnology and fuel efficiency.

Caterpillar has enhanced brak-ing and traction control for GSeries. Hydraulic oil-immerseddisc brakes are now standard on allfour corners of the truck. The sys-tem design increases slope holdingcapability and provides fade resist-ant, responsive braking perform-ance. Design updates extend brakecomponent life by increasing theforce used to disengage the brakes. The optional Cat engine brake canextend service brake life and inte-grates with automatic retarder con-trol, enabling fast downhill traveland reduced cycle times. The newparking brake system actuates thefront brakes as well as the rear forsolidly holding the truck on aslope. In addition to brake per-formance updates, the traction con-trol system on the 777G is nowable to differentiate between tirespin and high speed turns so it now

can activate at lower speeds. Thesystem now uses the hydraulicallyapplied service brakes forimproved response time and mod-ulation from one wheel group tothe other.

The 777G also features newdesigns to enhance the safety andcomfort of operators and mainte-nance personnel. The access sys-tem is wider, low effort and con-venient with new hand rails pro-moting three points of contact.Inside the cab, the operator experi-ences 50 percent less sound com-pared to the previous model. TheCat comfort seat is Series III withvibration reducing technology anda three point restraint system. It ishighly adjustable and promotes all-day comfort as does a new foot restand automatic temperature control. The left side window is electric, and like the windshield, featureslaminated glass for safety.Emergency egress is availablethrough the hinged window on theright side.

Object detection comes standardon the 777G. Using a combination

of radars, an in-cab display andmultiple cameras, object detectionprovides equipment operators withenhanced awareness for increasedsite safety. The 777G also offerstire monitoring through use of pay-load values from the truck produc-tion monitoring system and datasuch as air temperature and truckspeed to calculate the load placedon tires. As tires approach theirrated load-speed rating, a warningis given and customers can choosea course of action, including slow-ing down or reducing payload.

Maintenance is quick and con-venient with ground level servicecenters for both electrical connec-tions (located on the front bumper)and fluid fill. The optional fluid fillcenter provides access to all fluidsfrom one centralized location. Itincludes a lighted keypad withlevel indicators giving operatorsinstant information on what needsfilling. Additional fluid level mon-itoring is available to the operatorin the cab. Caterpillar is extendingits hydraulic oil filter service inter-vals to 1,000 hours, reducing cus-

tomer life cycle costs.

Next Generation CatTransmission ControlsThe 777G introduces the next

generation of transmission controlstrategies from Caterpillar.Advanced productivity electroniccontrol strategy or APECS pro-vides greater productivity at betterfuel rates with torque shift man-agement that allows the truck tocarry more momentum up grades.Drive train durability profits fromnext generation electronic clutchpressure control, and APECS fur-ther provides outstanding shiftquality for a smooth ride.

Tier IV Final EmissionControls Transparent

to OperatorNew emission control strategies

enable the Cat C32 engine to meetTier IV Final emissions regulationsin the USA and Canada. The strat-egy includes the Cat NOx reduc-tion system and two diesel oxida-tion catalyst canisters, one for eachbank of cylinders in the “V” con-figured C32. Working in combina-tion with ACERT, the Cat NOx-reduction system diverts a smallvolume of cooled engine exhaustback to the combustion chamber. The result is reduced cylinder tem-peratures and reduced NOx forma-tion. This NOx reduction systemtakes full advantage of the cleaner, less corrosive properties of ultralow sulfur diesel fuel and low ashengine oils to maintain serviceintervals and component life. Thetwo diesel oxidation catalyst canis-ters trap residual hydrocarbons inthe exhaust. This 777G Tier IVFinal strategy is transparent to theoperator and does not require addi-tional service for the machine.

DuraSeal Tire Survives 367 Punctures Without Losing PressureWhile this year’s Mid-America

Trucking Show in Louisville, Ky.,drew a record number of attendees, TheGoodyear Tire & Rubber Company setits own record of sorts during the three-day event due to its DuraSealTechnology.Mid-America Trucking Show atten-

dees drove 367 nail holes into aGoodyear G394 SST wide-base trailertire at the tire manufacturer’s booth —without any impact on tire inflation. Attendees punctured the tire using

Goodyear’s “DuraSeal Popper,” adevice that enables users to pierce thetread area of a tire by pulling down ona handle. (The tire was mounted on theDuraSeal Popper, but not under a loadat the time.)“The results were eye-popping,”

said Tim Miller, marketing communi-cations manager, GoodyearCommercial Tire Systems. “DuraSealTechnology is the industry’s first andonly built-in tire sealant, and isdesigned for multiple punctures whilemaintaining tire pressure.”DuraSeal is a yellow, gel-like rubber

compound that instantly seals punc-

tures of up to 1/4-in. in diameter in thetread area of the tire. (It does not sealsidewall punctures.) As a nail enters thetire and reaches the tire’s inner liner,DuraSeal immediately surrounds thepuncture to seal the leak.“If the nail is pulled out, DuraSeal

can instantly fill the hole and keep airfrom escaping,” said Miller. “People

are amazed that a truck tire can sealitself.”Goodyear’s DuraSeal Technology is

available in drive and trailer tires forover-the-road applications, plus in all-position tires for mixed service andwaste-haul applications. For more information, visit

Much Needed Expansion ProjectWill Improve Traffic, Aestheticsthe concrete and Gerber Construction for MSE walls.Hansen Eagle Precast provided the girders and HaywardBaker supplied stone columns. Golf course excavating, sewer and storm drain work was performed by JPExcavating.Other subcontractors include

Restruction Corp. for polymeroverlays, Intermountain SlurrySeal for micro-surfacing, andMost Wanted Drilling, fordrilled shafts. The project affected a few

holes of an adjacent golf course.City planners took advantage ofthis to reconfigure and expandthe course in conjunction withproject mitigation efforts. These efforts include a host of

trail work. Crews are recon-structing the ConfluenceTrailhead, and realigning/recon-structing portions of the VirginRiver Trail and the Hilton DriveTrail. The bridge connecting theVirgin River trail to the WebbHill Trail also is open. The completed interchange

will provide a more direct east-west corridor for the southernportion of the city. Local streetimprovements are being con-ducted to take advantage of thenew connection. The project is

on schedule with landscaping expected to be completed bythe end of July. The city of St. George is among the early pioneer settle-

ments pre-dating Utah statehood. Crews were surprisedwhen they unearthed pre-historic artifacts on a hill adjacent

to the project. This booming area is now Southern Utah’slargest city and the Dixie Drive Interchange is built in one ofthe fastest growing metropolitan areas in the nation. The project was delayed when widespread flooding from

heavy winter storms pushed the Santa Clara and VirginRivers beyond flood stage. The flood affected several areasin Washington County. The project lies at the confluence ofthese rivers. A few weeks were lost to removal of sediment, local utility repairs and drying out the project area along withappropriate permitting and funding for the disaster. The “usual suspects” in machinery were used for the job,

including three excavators, two 950 loaders, a Cat615 pad-dle wheel, two grade rollers, two water trucks, a 250-tonhydro crane, a 120-ton lattice crane, and several manlifts/forklifts. Granite cut 120,000 cu. yds. (91,800 cu m) ofexcavation and used it on the job. It used 70,000 tons (63,490t) of hot mix asphalt for paving. According to UDOT, “this much needed project will dra-

matically improve the travel from Dixie Drive to I-15 andwill also provide great benefits to the Dixie ConventionCenter in terms of accessibility and convenience. With thefast-growth predicted for the St. George, this project is alsodesigned to relieve the congestion at the Bluff Street inter-change as well as the Bloomington interchange.”

House Highway Bill Sets UpFuture Talks With Senatethreatened to veto the GOP bill, which it saidbypasses longstanding practices for theapproval of cross-border pipelines. The vetostatement noted that a final pipeline route hasyet to be decided. The bill, passed by a 293 to 127 vote,

technically extends the government’s author-ity to spend money from the federalHighway Trust Fund through Sept. 30. Thatauthority now is due to expire on June 30.But the real intent of the measure is to pro-vide a parliamentary rationale for formalnegotiations with the Senate on a more com-prehensive transportation plan. Both partieshave made passage of a transportation billtheir top job-creation priority for the year. House Republican leaders decided on the

strategy after repeatedly trying and failing togarner enough votes to pass their own, long-term transportation plan. That effort ran intoopposition from tea-party conservatives, who say transportation programs should bepaid for entirely by user fees such as federalgas and diesel taxes, even though revenuefrom those taxes isn’t enough to cover cur-rent transportation spending. Conservativesalso would like to see the federal role intransportation dramatically reduced, withstates picking up those responsibilities. However, moderate Republicans from sub-urban districts don’t want transportationspending cut and complained about the bill’streatment of transit programs. Democrats have solidly opposed the GOP

transportation plan, saying it underminesenvironmental protections, penalizes unionworkers and doesn’t spend enough money tomeet highway and transit constructionneeds. Instead, Democrats have unsuccess-fully pressed House Republicans to bring upa bipartisan, $109 billion transportation billpassed by the Senate earlier this year. Lawmakers in both parties said the Senate

bill would likely pass the House, but possi-bly with more Democratic than Republicanvotes, an awkward prospect for HouseSpeaker John Boehner, R-Ohio. That gave

rise to the House GOP’s newest tactic — try-ing to trigger a formal legislative conferencewith the Senate without actually havingpassed their own long-term legislation. But there is concern in Republican ranks

that by using what is effectively a shell bill, the Senate will have the advantage in nego-tiations on a broad array of transportationpolicies. “Are we going to support the Senate bill?

Absolutely not,” Rep. Bill Johnson, R-Ohio,said at a conservative gathering the daybefore the House vote. The Senate is unlikely to go along with a

final bill that requires approval of theKeystone XL pipeline, but Republicans saidit was appropriate to tie to transportation pro-grams a project they believe will increase theamount of oil available to the U.S. marketand lower gas prices. “If anyone has not felt the pain at the

pump, all they have to do is go to a local gasstation,” Rep. John Mica, R-Fla., chairmanof the House Transportation andInfrastructure Committee, said. “Thispipeline has been studied to death.” But Rep. Ed Markey, D-Mass., called the

pipeline a scheme to export oil to China thatwill do little or nothing to lower gas prices inthe United States He said most of the oil thatarrives in Port Arthur winds up being export-ed. “That oil is American oil,” Markey said.

“It should stay in the United States.” Sixty-nine Democrats joined Republicans

in supporting the extension, partly in thehope of keeping prospects for a long-termtransportation plan alive. “A long-term bill will provide the certain-

ty that states need to invest and proceed withtheir plans long on the books,” said Rep.Nick Rahall, D-W.Va., the senior Democraton the transportation committee. “It will pro-vide the certainty that highway and transitcontractors desperately need to give themthe confidence to hire that one more work-er.”

Atlas Copco’s addition to its heavyhydraulic breaker line, the HB 4100 has aservice weight of 9,039 lbs. (4,100 kg) —designed for carriers in the 88,185- to154,324-lb. weight class — but is as power-ful as other, much heavier breakers, accord-ing to the manufacturer.“The improvement is considerable,”

explained Keith Becker, Atlas Copco prod-uct development specialist of hydraulicbreakers. “We were able to achieve double-digit percentage increases in power and effi-ciency while holding on to our known relia-bility.”Reduced weight and better performance

means that similar results can be achievedwith a smaller hydraulic breaker. A lighterbreaker also means that a smaller excavatorcan be used, saving both investment andoperating costs. “The return on investment is many times

greater than the pure acquisition costs. The

reduction of total cost of ownership con-serves resources such as man hours and fuel. The HB 4100 does this with its durabilityand simple maintenance concepts,” Beckersaid.Another improvement to the HB 4100

hydraulic breaker is a guide system thatmakes the breaker more stable and resilient. “Hydraulic breakers are ultimately sub-

jected to use under the most extreme condi-tions,” Becker added. “A new cover plate forthe retaining bars offers more protection inthe lower part of the breaker. This areareceives the most wear and tear, especiallyon demolition jobs. The HB 4100 also hasincreased wear protection at the bottom ofthe case, which has proven its worth with allheavy hydraulic breakers from AtlasCopco.”The new HB 4100 also includes the fol-

lowing standard features of the Atlas Copcoheavy hydraulic breaker series:

• The VibroSilenced system protects oper-ators against noise and vibrations.• PowerAdapt switches the breaker off in

the event of a hydraulic overflow.• AutoControl adjusts the blow frequency

and blow energy to match the hardness ofthe material. • ContiLube II is an integrated, automatic

lubrication system. • StartSelect allows the operator to influ-

ence the startup and shutdown behavior ofthe hydraulic breaker. • The optional DustProtector protects the

lower part of the hydraulic breaker from dustand rock particles. The HB 4100 hydraulic breaker is suitable

for secondary and primary rock breaking inquarries, demolition of concrete, steel andpavement, trenching, dredging, tunnelingand foundation work. For more information, visit www.atlas-

Superior Introduces Track-Mounted Mobile Pivot BaseSuperior Industries has a new option for maximum con-

veyor mobility. The track-mounted mobile pivot base, whenapplied with the TeleStacker conveyor (or other conveyortypes) delivers free-ranging conveyor movement forincreased on-site or transfer point mobility; or for increasedflotation and total mobility on low pressure soils — all whilereducing the need for haul trucks and loaders, additionallabor and material handling, or other costly loading andunloading systems. Requiring no external power, the mobile pivot base is self-

contained and powered by an onboard 48 hp (35.7 kW)Deutz diesel engine with a 30-gal. (113.5 L) fuel andhydraulic oil tank. Featuring wireless remote control operation, the unit trav-

els on two heavy-duty, hydraulic-drive rubber tracks. Forgreater stability and maximum flotation, the tracks arealmost 9-ft. (2.7 m) in length, more than 40-percent longerthan comparable units. An ability to maximize speeds for either the lower or high-

er range, allows precise control to link up to a feed point, orquicker travel from point to point within the site, accordingto the manufacturer. The mobile pivot base is engineered with a two-axis gim-

bal, which provides maximum stability and rotational free-dom on uneven ground or rugged terrain, while eliminatingany stress to the conveyor structure and frame. The new track-mounted mobile pivot base delivers

increased mobility in a variety of applications and industries— and certainly anywhere where low pressure soils requiregreater flotation and traction. The unit is ideal for the opti-mum mobility desired in gold and copper heap leach opera-

tions. For barge and ship load/unload operations, its transferpoint mobility allows it to work in conjunction with a trippersystem, thus eliminating the need for large stationaryshiploader systems. It also is suitable for dirt moving applications, or for roller

compacted concrete (RCC) site mobility. For more information, call 320/589-7085 or visit

www.superior-ind.com.

The track-mounted mobile pivot base, when appliedwith the TeleStacker conveyor delivers free-ranging

conveyor movement for increased on-site or transferpoint mobility.

JCB Adds Eight Small Platform Skid Steer, CTL ModelsJCB is building upon the success of its new generation

skid steer and compact track loader line with the addition ofeight new small platform machines. The eight new machines — the 135, 155, 175, 190 and

205 skid steers and the 150T, 190T and 205T compact trackloaders — complement JCB’s nine large platform new gen-eration models launched in November 2010. These smallerskid models are more maneuverable in tight, confined areasand are easily transported from job site to job site. However, they don’t sacrifice power, safety, comfort or productivity.According to John Patterson, JCB North America’s CEOand JCB Group deputy chairman, the small platformmachines are designed to meet the needs of a growing mar-ket.“With this launch of these new small platform machines,

we now offer 17 models in our skid steer range — bothwheeled and tracked with radial and vertical lift designs —providing 97-percent market coverage,” Patterson said. “While the majority of these machines are sold in North

America, international demand for smaller skid steers andtrack loaders is growing at a fast pace. By introducing thesesmall platform machines, JCB is well-positioned to answerthe unique needs of skid steer and compact track loader cus-tomers worldwide.”

Radial and Vertical Lift Options The 135, 155 and 150T machines feature radial lift, which

offers improved digging geometry for heavy loading

applications. Because they contain fewer pins andbushings, radial lift machines perform well in high-cycle applications such as waste, recycling and dem-olition. The 175, 190, 205, 190T and 205T modelsoffer vertical lift, which provides maximum reach atfull height — an important consideration when load-ing dump trucks, lifting pallets or using an augerattachment.

ServiceabilityServiceability is always an important considera-

tion when purchasing heavy equipment. JCB’s smallplatform skid steers and compact track loaders pro-vide 21-percent or better serviceability than othermodels, according to the manufacturer.

High-tech electro hydraulic servo con-trols minimize the potential for leaks whileimproving both service access andmachine controllability. A large openingrear door with a tilting cooling pack pro-vides the best total access for daily serviceand routine maintenance. A tilting caboffers unrestricted access to the machine’sinner workings when more detailed main-tenance is required. Overall, these skid steers and track load-

ers have 38 percent fewer parts, 25 percentfewer leak paths and O-ring face seal fit-tings throughout, simplifying maintenanceand virtually eliminating the possibility ofhydraulic leaks.

Safety As with all JCB machines, the new small

platform New Generation skid steers andcompact track loaders offer safety, comfort, serviceability, productivity and total overallvalue. With JCB’s Powerboom design, these machines feature a side-entry doorthat allows operators to enter and exit themachines without crawling over anyattachments. This design also increases theoperator’s visibility to 270 degrees.

Comfort JCB’s cabs are 46 percent larger than

other machines. The operator compartments comestandard with a mechanical suspension seat with anoption for a heated, air suspension seat withadjustable arm pods. Because a comfortable oper-ator is a more productive operator, machines havethe option of a fully enclosed cab with heat and air

conditioning. The machine cabs also are sealed and pressur-ized to help eliminate dirt and dust ingress. Ergonomically-positioned controls and instrumentation help to furtherreduce operator fatigue.

Productivity While safety, comfort and serviceability are important fac-

tors to consider when purchasing a skid steer or compacttrack loader, prospective owners also place great emphasison machines that improve productivity. JCB offers 31 fami-lies of attachments that can handle virtually any application, greatly enhancing the productivity and money-makingpotential of its skid steers and compact track loaders. The

eight new small platform models also are available with anoptional hydraulic quick-hitch that enables operators tochange out attachments in the field 33 percent faster, accord-ing to the manufacturer.

Value By combining productivity and fuel-efficiency with a

lower cost of ownership and safer operation, JCB’s smallplatform new generation skid steers and compact track load-ers offer value in a wide variety of applications, from con-struction and landscaping to agriculture and beyond. “By adapting the design of our Loadall telescopic han-

dlers and applying it to skid steer loaders, we continue tomanufacture a much safer machine that doesn’t sacrifice per-formance or versatility,” Patterson said. “Our small platformskid steers and compact track loaders are simply anotherexample of how JCB’s innovative spirit continues to helpowners and operators meet today’s challenges head-on.”For more information, call 912/447-2000 or visit

www.jcbna.com.

JCB’s smallest skid steer, the 135 model, tackles a mound ofdirt and gravel.

JCB’s new 190T compact track loader moves loads easily overrough terrain.

Springfield, Mass.-Conn. (minus 27 percent,minus 2,100 jobs) and Montgomery, Ala.(minus 17 percent, minus 1,000 jobs).Association officials noted that private

sector construction spending shot up by 10percent in the past year even as public sectorinvestments in construction activity havedropped by 1 percent. They said that tightstate and local budgets, the winding down ofconstruction activity funded by the stimulusand Base Realignment and Closure pro-grams, and delayed Congressional action ona number of infrastructure bills were allholding back broader construction employ-ment gains.“As great as it is to see construction jobs

being added in so many parts of the country, construction employment remains wellbelow peak levels in virtually every metroarea,” said the association’s chief executiveofficer, Stephen E. Sandherr. “If public sec-tor spending continues to decline, it will takea lot longer for most areas to see constructionemployment levels return to where theywere in the middle of the last decade.”

M&T EXPO 2012 M&T EXPO 2012 – Latin-America’s largest and most important event in the area of equipmentfor the construction and mining industries is 17% larger in exhibition area than the show’s pre-vious edition back in 2009. The trade show takes place from

May 29th to June 2nd at the Centro de Exposicoes Imigrantes, Sao Paulo – Brazil. This growth in exhibition area is justified by the success of the event among equipment manu-facturers, the growing interest among a number of the sector’s companies in having more roomto exhibit their introductions of equipment for construction and mining and, furthermore, todeploy distinctive promotional actions targeting those who visit the show. Among the outstanding attractions promoted by exhibitors are live demonstrations of equipmentin the outdoor area of M&T Expo 2012. Liebherr Debuts Material Handler Training SimulatorLiebherr Construction Equipment Co. introduced a “first in

the industry” Material Handler Training Simulator at the ISRITradeshow held at the Mandalay Bay Resort in Las Vegas.Continuing its commitment to be a market leader in innova-

tion and technology, Liebherr Construction Equipment Co. inthe United States and Liebherr Canada partnered with Simlogto develop an affordable, high quality, realistic training simula-tor to assist Liebherr dealers and product owners in trainingtheir material handler operators. Simlog, a Montreal basedcompany established in 1999, is a leading developer of simula-tion products.“Training simulators have come from costly show pieces to

more affordable and practical applications in everyday operatortraining as we are showing here at ISRI,” said Mark Rangos, general manager, product support, Liebherr ConstructionEquipment Co.The simulator depicts the operation of a Liebherr wheeled

material handler in a realistic environment performing scraphandling activities. The simulator will provide different operat-ing scenarios and will measure the performance of the traineeduring their training session. The simulator will be available in a basic and advanced ver-

sion. The basic version will utilize a tabletop steering wheel, foot pedals, and Liebherr type joysticks. The advanced versionincorporates an operator seat, an industrial steering wheel andfoot pedals and Liebherr type joysticks. Both versions of thesimulator can use a mid-range laptop or desktop computer.
