Research from the U.S. Geological Survey suggests that there is a 62 percent prob- ability of another magnitude 6.7 or greater quake causing widespread damage in the Bay region of California by 2031. This realization has transportation officials and engineers working diligently to reinforce the area’s structures against a future catastro- phe. The term for this reinforcement is seismic retrofitting. Over the past few decades, seismic retrofit strategies have been developed with the intro- duction of new seismic provisions and the availability of advanced materials like fiber- reinforced polymers (FRP), fiber reinforced concrete and high strength steel. Currently in the Bay Area the San Francisco Oakland Bay Bridge East Span, the Dumbarton Bridge and the Antioch Bridge are undergoing concurrent retrofits,” said Effie Milionis, public information manager and spokesperson of the California Department of Transportation (Caltrans). Local and state politicians have become increasingly concerned with the project at the 50-year-old port as costs have escalated and construction problems mounted. About $288 million has been spent on the port expansion project so far. The estimated price tag for the full expansion, which would replace the existing structure and create new berths for bigger ships, now tops $1 billion. That is triple the estimate in 2005. Mayor Dan Sullivan last year proposed scaling back the project. The Anchorage Daily News reported Jan. 27 that he now wants the municipality to wait until the results of the reviews are submit- ted. A city engineering advisory commission has been calling for an independent review of the proj- ect since at least 2005. The project stalled after the 2009 construction season when inspections revealed that hundreds of steel sheets used to form a new dock face had bent and separated during installation. The structure’s design is known as “open cell sheet pile,” a trademark registered to the project designer, PND Engineers Inc. Instead of a traditional dock on pilings, the design calls for inter- locking lengths of steel hammered into Cook Inlet to form U-shaped cells that are filled with gravel to extend the face of the dock 400 ft. (122 m). The full project is envi- sioned as a 1.5-mi. (2.4 km) wall of steel. Since the problems arose in the fall of 2009, work crews have mainly been inspecting and rip- ping out the earlier work. Last August, a bulldozer operator was killed when his machine slid and he became trapped in gravel fill and drowned. A state investigation found he was working on an unsta- ble slope. The contractor overseeing the construction is Integrated Concepts and Research Corp., or ICRC, which began as a sub- sidiary of Koniag Inc. ICRC had never managed a port redevelop- ment when in 2003, as an Alaska Native firm, it won a no-bid con- tract to run the project. Koniag later sold ICRC to an engineering and technical support firm, VSE Corp., based in Alexandria, Va. ICRC held onto the port con- tract, hiring and monitoring the subcontractors that do the physical work. The company has earned close to $28 million over nine years, counting what it expects to receive this year, according to its figures. The latest one-year exten- sion of its contract expires May 31. Now, the structure itself is under close examination. ‘Stumpiranha’ Delivers Complete Stump Removal

The “Stumpiranha” from Leading Edge Attachments Inc. is a stump removaltool that replaces the slow process of stump grinding, and allows for completeremoval without leaving grindings or stump remains that can cause sinkholes later.

Stump grinders are expensive, slow, and tap into the hydraulics of a machine, which can introduce contaminants in the excavator’s complex hydraulic system. The Stumpiranha attaches to an excavator or backhoe similar to a bucket, andallows the stump to be cut and ripped under the stump from the roots. The stag-gered sharp pointed blades cut the roots under the stump one pointed blade at atime, thus allowing the maximum cutting force to be achieved, according to themanufacturer.

The vertical arms of the tool straddle the stump while the blades rip the rootsbelow, thus allowing the stump to be removed completely, only leaving the endsof the roots. The stump can then be scooped up and loaded into a truck, withoutleaving insect infested grindings at the site.

The Stumpiranha is manufactured in the United States using high strength T1alloy steel for abusive, abrasive and cold weather conditions. The price for a 20ton excavator model currently is $8,690.

For more information, visit www.stumpiranha.com. The Stumpiranha attaches to an excavator or backhoe similar to a bucket, and allows thestump to be cut and ripped under the stump from the roots.

IROCK Crushers, headquartered inOakwood Village, Ohio, recently addedTrack Screening Plants to their lineup ofmaterial processing equipment. Accordingto General Manager Bob Nelson, the deci-sion to offer track screening plants was driv-en by the company’s interest in addressingcustomer needs and providing its growingdealer network greater access to marketplacedemands.

Nelson explained that since IROCK’sdealer network reported success in sellingtheir crushing plants, it became apparentthere was a need for quality track screeningplants to complement its existing crusherproduct line.

In response, IROCK came up with a lineof track screening plants that offer customersthe kind of equipment that IROCK has

become known for in the marketplace.IROCK’s new track screening plants weredesigned with an eye toward customer pro-ductivity and profit. The new track screeningplants also meet IROCK’s fundamentalstrategy of sourcing name brand engines andcomponents. According to Nelson, thisapproach helps expedite service and repairsby ensuring that replacement parts are readi-ly available. Like its crushers, the trackscreening plants are manufactured with highquality components and are powered byCAT engines.

Although IROCK has been marketing thetrack screening plants since the beginning of2011, the company wanted to have produc-tion plants in place for a period to timebefore making a formal public announce-ment about the addition. According to

Nelson, IROCK now has a significantamount of track screening plants in the fieldand feedback from customers has been pos-itive. IROCK’s track screening plants offercompetitive advantages in pricing, durabili-ty, and production capacity.

The company views its machines as hav-ing the versatility to be used in stand-alonescreening applications or to be used in con-junction with IROCK’s crushing plants andother manufacturers as well.

As with its crusher line, IROCK plans tocarry a full inventory of replacement parts toensure its ability to provide quick and reli-able service to its customers. Parts orderingwill be available 24 hours a day, seven daysa week with IROCK’s recently implementedonline parts department.

IROCK’s line of track screening plants

currently includes the IROCK TS-512tracked screener, a durable machinedesigned for the recycling and aggregatecontractor market. The IROCK TS-516 is aheavy duty, high capacity scalper capable ofscreening a wide variety of material in harshconditions. The IROCK TS-522 was devel-oped with medium to large scale operators inmind who require the ability to process largevolumes of high grade products. IROCK’snewest addition, the TS-522TD track screen-ing plant features a third deck to enable theproduction of four products.

IROCK has been in business for 20 yearswith 2010 being its best year in a decadelargely due to the company establishing andmeetings its goal of building its dealer net-work. IROCK has plans to introduce addi-tional equipment in the upcoming year.

IROCK Crushers Adds Track Screening Plants to Lineup

Although IROCK has been marketing the track screening plants since the beginning of 2011, the company wanted to have production plants in place for a period to timebefore making a formal public announcement about the addition.

There are many reasons why the Powercrusher is a star. The 11 models of crushers and six models of screeners offer capacities ranging from 250 to 500 tons per hour. Other features include:

Jaw crushers that use Quattro Movement, a figure-eight motion that increases feeding capacity and produces a post-crush at the outlet—like two crushers in one.

A pre-screen feature available on the PC 6 model for higher value end product.

Track mounted for mobility and maneuverability in a smaller footprint.

National support for parts and service from Atlas Copco

Powercrusher—POWER is just the beginning.

Transcube Transportable Fuel Tanks Are DOT ApprovedTranscube’s line of transportable

fuel tanks are DOT approved forroad transportation and UL 142certified for safe diesel fuel stor-age. The double-walled tanks pro-vide 110-percent secondary con-tainment of the inner container’stotal capacity to eliminate the riskof spills and contamination, mak-ing them ideal for equipment andpower rental fleets, fuel suppliersand end users working in construc-tion, mining, agricultural and off-shore applications.Internally baffled to prevent the

surge of fuel during transport,Transcube tanks have DOTapproval for transportation ofdiesel fuel, unlike traditional fuel

tanks that are not designed for trav-eling on the road. This gives theunits the versatility to be deployedto remote locations while full offuel as well as the ability to beremoved from a site with fuel stillinside, according to the manufac-turer.Models in the Transcube line

include the 05TCG, 10TCG,20TCG and 30TCG, offeringcapacities of 132, 264, 528 and 792gal. (500, 1,000, 2,000 and 3,000L), respectively. The tanks aredesigned with an inner fuel con-tainer and an outer wall that pro-vides 110-percent integral second-ary containment, in contrast to tra-ditional tanks that require a sepa-

rate containment pan. To eliminatethe risk of accidental spillage, thetanks have no bottom or side exte-rior outlets of any kind. All fill ports, pumps, fittings and

connections are housed at the topof the tank within the secondarycontainment area. The tanks arecapable of feeding up to three gen-erators and refueling equipment atthe same time. To prevent theft ortampering, access to fuel andpumping equipment is securedwithin the unit’s lockable cabinet. The tanks are equipped to make

handling and maneuverability sim-ple regardless of job site logistics.Forklift pockets are accessible onall four sides of the tank, while full

load lifting eyes on the top cornersallow the tank to be lifted, raised orlowered by a crane while full offuel. Additionally, the rectangularshape of the tanks gives them theability to be stacked — as many astwo high when full and three highwhen empty — thus reducing therequired space for storage andmaking transportation more eco-nomical.Maintenance and inspection of

the tanks is simple due to a remov-able inner tank, which allows aperson to easily access and cleanthe inner chamber and compart-ments. Featuring rugged, all-steelconstruction and a galvanized

bumper strip around the upperperimeter for added protection, thetanks are backed by a 5-year war-ranty.Transcube offers several option-

al pumps and fittings, includingelectric and manual transferpumps, engine-powered fuelpumps, aviation fuel systems, fil-ters, supply and return hoses andconnections, hose reels, and digitaland mechanical flow meters. Tanksand fittings also can be suppliedwith custom colors to match auser’s existing fleet of equipment. For more information, call

Making Things Easier...

PACCAR Parts Fleet Services Enhances Electronic Catalog ECATPACCAR Parts Fleet Services recently

announced that the electronic catalog(ECAT) system, which is accessible to fleets, now uses vehicle maintenance reportingstandard (VMRS) codes for easier partsearches. The ECAT system is a Web-based appli-

cation designed to provide detailed parts listsfor Kenworth and Peterbilt trucks and in-depth component catalogs for PACCARParts Fleet Services customers. The systemuses VMRS codes for industry consistentcataloging of components, like diesel partic-ulate filters and emission control-relatedcomponents. Also, TRP Aftermarket Partsare easily identified using cross referencetools within the system.” “ECAT has always been an interactive

tool for Kenworth and Peterbilt dealers toaccess chassis models, which identify truckparts and show customers where parts com-ponents are located through a sophisticatedgraphic user interface,” said Karl Mowat, general marketing manager of PACCARParts. “PACCAR Parts has now addedgreater functionality to the ECAT systemwith VMRS codes and has made it moreaccessible for companies signed up through

PACCAR Parts Fleet Services,” he added. “VMRS codes reduce confusion and

potential entry errors since parts can some-times have different names,” Mowat said.“For example, an ABS tone ringmight also be called a tooth wheelor an exciter ring.” “Fleet managers, shop techni-

cians and parts personnel can nowresearch parts and create electroniclist orders without having to manu-ally write down part numbers,” headded. “That greatly reduces thechance of getting the wrong part.” Once a truck’s chassis number is

entered, the system retrieves acomplete list of components andmaterials added to the truck by themanufacturer or body builder.Alongside the list, a graphic of thetruck is displayed. The user canclick on an area of the truck and geta list of parts in that area. Or theuser can find a particular part andthe location of the part will be highlighted onthe graphic representation. The user also canaccess service-wiring diagrams and get thefailure type codes associated with certain

parts. The VMRS code system, which is a series

of codes used to describe the maintenanceoperation of vehicles, was developed by the

Technology and Maintenance Council of theAmerican Trucking Associations in 1970 toreduce naming errors and updated 10 yearsago. It refers to everything from parts to

manufacturers to technician work to vehiclelocation. VMRS has 64 main code series.Code 33, which is at the heart of VMRS, isa series of nine-digit numbers that represent

all of the parts and components ona truck. The first three numbersreference the truck system, suchas brakes, or 013. The next threenumbers reference the assembly, such as front, 001, or back, 002.The final three numbers are thecomponent; such as a brake shoe,014. “PACCAR Parts Fleet Services

has loaded more than 80,000 indi-vidual VMRS codes into the PAC-CAR Parts ECAT system,”Mowat said. “We think the workwill be well worth the effort forour fleet customers, who can nowget fast and accurate informationto help them quickly identify partsand components for replacementand servicing.”

Fleets interested in signing up for FleetServices and getting access to the ECAT sys-tem should contact their local Kenworth orPeterbilt dealer.

“Fleet managers, shop technicians andparts personnel can now research partsand create electronic list orders withouthaving to manually write down partnumbers. That greatly reduces thechance of getting the wrong part.”

Dumbarton, Antioch BridgesUndergo Concurrent RetrofitsCalifornia’s Toll Bridge Program was

organized by Assembly Bill 144 in 2005 toimplement retrofits/replacements for five ofthe seven state-owned toll bridges. The Dumbarton Bridge is one of the struc-

tures being retrofitted. The original 1927drawbridge was the first to carry vehiculartraffic across the Bay. It was replaced with anew structure in 1982. The bridge connectsthe city of Newark on the eastern side of theSan Francisco Bay to the borders of the citiesof Menlo Park and East Palo Alto on thewestern side. The Dumbarton Bridge provides access

for approximately 61,000 trips across thebridge between Alameda and San MateoCounty each day. It spans 8,600 ft. (2,621 m)accommodating three lanes of traffic in eachdirection, as well as an 8-ft. (2.4 m) widebicycle/pedestrian pathway. The five maincomponents of the bridge include: A mainchannel crossing at the middle of the bridge,an approach structure at each end of the maincrossing, and a trestle structure at the end ofeach abutment of the bridge.Work on the bridge began in fall 2010.

Shimmick Construction, under contract with

Caltrans, is performing the work. The $46million contract is scheduled for completionin 2013. Implementing nighttime lane clo-sures have allowed the contractor to accessthe interior and underneath of the bridgedeck to complete work while traffic contin-ues to cross the bridge. There will be twoweekend-long closures required later thisyear for replacement of the two largestexpansion joints.“A key component to this retrofit is the

installation of pendulum bearings at 16 mid-section pier caps,” noted Milionis. “In a seis-mic event, the bearings allow the deck andthe piers to move independently of eachother within the bearings’ expanded range.”Similar retrofits are being added to the

nearby Golden Gate Bridge, which is operat-ed by the Golden Gate Bridge, Highway andTransportation District. Like the DumbartonBridge, The Golden Gate Bridge is alsoaffected by activity along the San Andreasand Hayward faults.
