The new building project was bid in April 2012 — a time when the economic downturn was being keen- ly felt. Construction project manager Mike Kuhl believes the timing was fortuitous for everyone. “It did create a very good bidding environment for us,” Kuhl said. “We hoped that we would get a local con- tractor, but we did not rate bids in terms of selecting a local contractor. It just worked out that way. Mike Rowe Celebrates HoltCAT’s $1M Commitment

new series on CNN called, ‘Somebody’sGotta Do It,’ Mike Rowe joined GrandPrairie ISD Superintendent Dr. Susan Hulland Holt CAT and Caterpillar officials for apep rally at Dubiski Career High School inGrand Prairie.

In addition to the $1 million commitmentto vocational education and training inTexas, Holt CAT presented the DubiskiSchool of Transportation $10,000 throughthe CAT Dealership Excellence Fund, whichsupports classroom guidance materials,equipment purchases and other materials tofurther technical training and education atthe school.

Mike Rowe began working withCaterpillar several years ago around the jointinterest of driving skilled workers into theAmerican workforce. ThemikeroweWORKS Foundation was createdto campaign for hard work and skilled laborand applauds schools like Dubiski CareerHigh School that are geared toward givingstudents training at the primary level that canhelp them in their future career paths.

During the pep rally, Rowe fired up thestudents and encouraged and praised thevalue of old-fashioned hard work. The stu-dents also presented him with a gigantic ban-

ner with all 1,500-plus student signaturescommitting to Rowe’s S.W.E.A.T. Pledge,‘Skilled and Work Ethic Aren’t Taboo.’

Dubiski and Holt CAT first formed the“trading UP” internship program in 2012 tooffer junior and senior students world-classmentoring with paid internships to learnabout repair and maintenance of heavyequipment, including hydraulics, electronicsand diesel engines. Interns graduate fromDubiski with the basic skills to join theworkforce as entry-level heavy-equipmenttechnicians.

“Texas depends on skilled trades to get bigprojects done, and Holt CAT needs skilledtechs,” said J.K. Baxter, Holt CAT seniorvice president and general manager,machine division. “By partnering withDubiski Career High School and other Texasschools, Holt is investing in the future ofindividual students as well as the economicwell-being of the state.”

“We are proud of the partnership we havewith Holt CAT,” said Hull. “Our studentshave the opportunity to gain real-worldexperience while still in high school beforetransitioning to great jobs after high school.”

Holt’s unique internship program withDubiski has boosted opportunities for youthinterested in a career in the skilled trades bygiving them access to industry-leading tech-nical training and real-life on-the-job experi-ence. Ten recent Dubiski graduates are cur-rently full-time Holt CAT technicians andseven current students are completing theinternship program with Holt. Since 2012,more than 80 percent of the Dubiski studentinternship participants have been offeredfull-time positions with Holt CAT.

State transportation officials are trying to determine if giant steel rods on the Bay

Bridge’s new eastern span have been damaged by exposure to water.

Transportation officials said Sept. 25 that inspectors discovered that several of the

galvanized steel rods that anchor the 525-ft. (160 m) tower to its base had been

sitting in water that could cause corrosion, according to the

San Francisco Chronicle.

SAN FRANCISCO (AP) State transportation officials aretrying to determine if giant steel rods on the Bay Bridge’snew eastern span have been damaged by exposure to water. Transportation officials said Sept. 25 that inspectors dis-

covered that several of the galvanized steel rods that anchorthe 525-ft. (160 m) tower to its base had been sitting in waterthat could cause corrosion, according to the San FranciscoChronicle. Caltrans has drained the water, but officials don’t know

how long the rods were exposed to water and whether theywere compromised. To check, they would need to removeand cut them into pieces. It appears the water, most likely from rain, became trapped

under caulking before the tower was lowered into positionstarting in 2010, said Andrew Fremier, deputy executivedirector of the Metropolitan Transportation Commission,which oversees the bridge project. To help determine if the rods were compromised, officials

plan to test the water for zinc, which is left behind whenhydrogen attacks galvanized steel, Fremier said.

Genesis Attachments expanded its demolition recycler concreteprocessor product family with the new GDR 400.

Fitting 40 to 55 ton (36 to 50 t) excavators, the GDR 400 featuresa 48-in. (122 cm) jaw opening and 41-in. (104 cm) jaw depth, mak-ing it the line’s most powerful all-purpose processing and cuttingattachment for high-reach and standard demolition as well as road andbridge applications.

“The availability of the GDR 400 concrete processing attachment posi-tions Genesis to better serve the project spectrum of demolition contrac-tors worldwide, from small with our GDR 150 to now the largest projectswith the 400,” said Chad Wood, Genesis new product development engi-neer.

Doosan Wedge Lock Coupler AttachmentExpands Mounting System Lineup

Doosan has released thewedge lock coupler for usewith the company’s 6.6 to 58ton (6 to 53 t) crawler exca-vators. This new attachmentexpands the Doosan couplerline, which currently includesthe hydraulic quick coupler.

The new wedge lock cou-pler manual mounting systemis approved for use with 13crawler-excavator modelsincluding the DX63-3,DX85R-3, DX140LC-3,DX140LCR-3, DX180LC-3,DX225LC-3, DX235LCR,DX255LC-3, DX300LC-3,DX350LC-3, DX420LC-3, DX490LC-3 and DX530LC-3.

The wedge lock coupler allows operators to changetheir excavator attachments without the need for addition-al hydraulics, but does not decrease a machine’s breakout

force. The new coupler has alimited increase in tip radiusover pin-on mounting.

The wedge lock coupler isdesigned to allow for the useof multiple attachments, suchas Doosan’s line of heavy-duty digging buckets. It alsomounts the company’s cur-rent offering of trenchingbuckets and is capable ofefficiently releasing high-capacity bucket models. Thenew coupler also will pairwith Doosan’s excavatorclamp attachments.

In an effort to increase jobsite safety, the wedge lock coupler’s swing ear design andthe use of a bolt retainer safety plate helps prevent attach-ments from falling.

A lothas been achieved in the last year,with the successful installation ofthe AggreSand 165 washplant infive continents over 10 countries,processing up to 11 million tons(10 million t). lead, TWS, said, “The market hasreally embraced the AggreSandwashplant concept with exception-al demand at the moment. To date,TWS has installed multipleAggreSand 165 washplants aroundthe globe. in 2013 to officially launch theAggreSand 165 in both Ireland andUSA. always been ahead of the packwhen it comes to processingdense, stringy green waste likepalms, vines and coastal vegeta-tion. This type of material can be achallenge to process for anymachine, but new options anddesigns for the Model 2680XP,3680XP and 4680XP BeastRecyclers allow these machines toexcel in this type of grinding appli-cation, according to the manufac-turer.

The changes begin with the cut-termill, which features a 30-toothsetup with 2-in. (5 cm) wide teethas opposed to the standard 60-tooth, 1-in. (2.5 cm) wide arrange-ment. While a 60-tooth set up isstill the best for grinding largerdiameter wood, in leafy/stringymaterial void of larger material the30-tooth setup is extremely effi-cient. The mill RPM also isincreased, which helps clear themill faster, while the mill housingitself is opened up. Increased toler-ances and a larger screening areaadd to the overall machine

throughput, delivering a better end-product quicker, and with lower fuelconsumption.

Also, a new proportional drivesystem for hydraulics on the Beast'sfeed system will help deliver maxi-mum feeding rates without over-feeding the machine. This new sys-tem will monitor engine loads andautomatically adjust the feed rate tomatch. The new system has the abil-ity to not only proportionally feed,but can also switch over to six dif-ferent feed speeds with the touch ofa button for people desiring the mostuniform products possible.

Third, Final Phase to Include Old Courthouse Renovation

The new projects are two blocksfrom the county’s original court-house, built in 1922 at a time whenthe county population was onlyabout 12,000. Today, it’s nearlynine times that amount at about105,000. The drive behind theproject is to move county staff out

of the courthouse so the courthousecan expand court space.

The $4.5 million addition of twofloors and a roof to the parkingstructure was the first project to becompleted in the Rapid City mas-ter plan. That job, completed bylocal contractor HeavyConstructors, called for the closureof one street for about the length ofa block and for at least one very bigpiece of equipment.

“It was a Manitowok 1600 crane

with a 300-foot boom, capable oflifting 400 tons,” Kuhl said. “It diddraw some attention. They had tolay a lot of large old railroad ties onthe street to keep it from breakingthe street up.”

Next up, Scull ConstructionServices worked a tight schedule tobuild new evidence facility whilethe original remained intact.

“It was actually a metal buildingthat had to be demolished to makeway for the new administration

building,” Kuhl said. “We hadsome phasing to coordinate. Wehad to do some foundation workbefore the administration buildingwas built. That required somecoordination as there was a limitedamount of time to execute thatmove. We only built a month intoour schedule to get that move hap-pening. Of course there wasn’t alot of flexibility built in there. Tokeep everything on schedule, thecontractor was still trying to sometesting and balancing on the evi-dence building while we weremoving in.”

The evidence building alsohouses the energy plant for theadministration building.

“It is a geothermal system,”Kuhl said. “Underneath the park-ing lot, we have a number of wellsdrilled to help us generate — pullheat from or reject heat into theground — through a multi-stagechiller system. It produces theheating and cooling water for thefacility.”

The administration building isconstructed of brick and precastconcrete and features significantglass curtains, Kuhl said.

Once the ribbon cutting ceremo-ny occurs on Oct. 24, the countywill turn its attention to the thirdphase of the project — renovationwork on the old courthouse. The$9.75 million renovation willinclude the addition of about24,000 sq. ft. to the existing 60,500

After three years of construc-tion, Pennington County, S. D.,is ready for the October ribboncutting on the centerpiece of amulti-phase project thatincludes an expanded parkinggarage, a new criminal evi-dence building and a $31 mil-lion, 100,000-sq.-ft. administra-tion center.

TULSA, Okla. (AP) A memo sent to the Arkansas RiverInfrastructure Task Force estimates the cost to build or refur-bish four low-water dams in the Arkansas River has risen by$80 million. The latest estimate for the work on the dams is $266 mil-

lion, up from the original estimate of $186 million, TulsaWorld reported.The total cost for the river project is now estimated at $300

million, including $34 million for levee system repairs. City Councilor and Task Force Chairman G.T. Bynum

said the news is frustrating but the additional costs reflectrelated work that must be done as part of the projects. It’s alsohard to estimate costs because the design documents forthree of four dams are 10 percent complete or less. The estimates include construction of low-water dams in

Sand Springs, south Tulsa/Jenks and Bixby and the refur-bishment of Zink Dam in Tulsa. The new figures includeestimates for stabilizing banks and environmental mitigation.They assume work will take place as late as 2020. He previously said he hoped to have a funding package for

voters to weigh in on as early as the spring, but he said Sept.11 it could be another six to 12 months before design workallows for more accurate estimates.

the gains remain uneven. The industryappears likely to experience very mixedresults by segment and region for the rest of2014 and into next year.”Houston-Sugar Land-Baytown, Texas,

added the largest number of constructionjobs in the past year (10,900 jobs, 6 percent),followed by Chicago-Joliet-Naperville, Ill.(9,900 jobs, 8 percent), Dallas-Plano-Irving,Texas (9,700 jobs, 8 percent) and BatonRouge, La. (8,000 jobs, 18 percent). Thelargest percentage gains occurred in LakeCharles, La. (27 percent, 2,900 jobs),Monroe, Mich. (27 percent, 600 jobs),Owensboro, Ky. (25 percent, 700 jobs) andCrestview-Fort Walton Beach-Destin, Fla.(24 percent, 900 jobs).The largest job losses from August 2013

to August 2014 were in Phoenix-Mesa-Glendale, Ariz. (minus 5,000 jobs, minus 5percent), followed by Bethesda-Rockville-Frederick, Md. (minus 4,000 jobs, minus 12percent), Gary, Ind. (minus 2,800 jobs,minus 15 percent) and Edison-NewBrunswick, N.J. (minus 2,700 jobs, minus 6percent). The largest percentage decline forthe past year was in Steubenville-Weirton,Ohio-W.V. (minus 17 percent, minus 300jobs), followed by Gary, Ind. and Redding,Calif. (minus 13 percent, minus 400 jobs).Even as construction spending increased

for the year, it declined 0.8 between July andAugust, from $968.8 billion to $961 billion.Both private and public construction spend-ing declined for the month, 0.8 percent and0.9 percent respectively. The month-to-month private sector declines occurred inboth residential (0.1 percent down) and non-residential construction (1.4 percent down).Spending on public education facilitiesdropped 2.9 percent for the month whileinvestments in highway construction alsodropped by 0.6 percent for the month.Association officials said that the con-

struction employment and spending datamake it clear that the industry continues itsslow and sometimes inconsistent recoveryfrom its years-long downturn. They cau-tioned that many firms report having a hardtime finding enough qualified workers.Indeed, one in four firms report having toturn down projects because of worker short-ages.“We want to make sure firms don’t miss

out on the recovery because they don’t haveenough workers,” said Stephen E. Sandherr,the association’s chief executive officer.“Ultimately these delays will undermine therecovery by spiking construction costs anddelaying project schedules.”
