Welcome to 2015 CFRW Winter Board of Directors Meeting/ Conference Taking Back America Dear CFRW Members, We are very excited about the plans for our first CFRW Board of Directors Meeting/ Conference for 2015. Our theme is Taking Back America and after a very satisfying victory on November 4 we want to make sure we keep that positive momentum going. We stopped the super majority in Sacramento, took back the US Senate and even picked up more Republican seats in the US House. But we cannot sit idle in 2015. The 2016 election is just around the corner and we want be sure that we are all primed to accomplish even more in 2016! Our Conference Chair, Shirley Mark and her committee are working hard to ensure we have an agenda to keep us energized, including information on the 2014 election and what we can expect from Sacramento, Joseph Brocoto will be presenting another outstanding patriotic presentation on Unsung Heroes,Women in Defense of Liberty, author Tom Del Beccaro will speak about his new book The Divided Era, also Loren Spivack, the FreeMarket Warrior and other presentations to help inspire us and prepare for 2015 and beyond . We will also be presenting our contest awards for Newsletter, Voter Registration, and Membership. We will even hear from some of our clubs on what they did to successfully increase their membership in 2014. We lost too many members in 2014 so our # one goal will be growing our membership in 2015! With a Presidential election in 2016 we must increase our army of Federated women so we can have boots on the ground to elect even more of our Republican Candidates! Just imagine, What if there wasn’t a Federation?……who would help our candidates win and who would help train and encourage more women to run for office? We need to work hard in 2015 to make sure that never happens! We will also hear from the candidates running for CRP office and all CFRW voting members will vote who they would like CFRW to endorse for CRP offices. Voting members include, CFRW Executive Committee, CFRW Standing /Committees, Club&County Presidents, and Regional Directors. You do not want to miss this opportunity to have a say in who will lead our CRP for 2015-2016. On Friday we will host two informative workshops, Growing our Clubs and Bylaws & Protocol. Friday evening we will have our Ambassadors Reception. This is a chance to renew your membership for 2015 or join as a new member. We are thrilled that our Saturday Banquet speaker will be John Sullivan, producer of the movies America and Obama’s America 2016. Mr. Sullivan will talk to us about a new project and he will also bring DVD’s of America that he will sign. Be sure to make your hotel reservation early so you don’t miss any of our exciting speakers and presentations. We are having a one day meeting with a full Saturday session and some workshops on Friday. You can return home on Sunday and spend most of the day with your families. CFRW AMBASSADOR PROGRAM

EDUCATION - LEGISLATION

What Is It? Why You Are Needed?

Our current “Ambassador’s Program” has been a work in progress, starting with the founding of the

California Federation of Republican Women in 1925. Women in California have been working campaigns,

teaching Americanism and English to immigrant families and holding political seminars. In 1971, then

President, Elsa Sandstrom began the education of CFRW members on the issues in the capitol. In 1974

our first Legislative Advocate, Nancy Ehlers, was appointed and the first annual “Advocacy Workshop” was

held. This was encouraged by Ronald Reagan.

Ms. Ehlers was a full-time volunteer Lobbyist representing CFRW in Sacramento. She published a

monthly legislative newsletter, “Canvassing the Capitol”, and an “Action Alert Hot Line” which supported

Federation positions on legislation.

In 1978 the Legislative Advocate’s Sacramento Office Fund (LASOF) was created, to allow CFRW

to maintain and operate an office in the capital city. Later on, in 1981, the membership voted to designate

a $2 dues increase to go toward the Advocacy program to ensure a stable source of funding. Over the

years the program and the office has grown in size and responsibilities as well as in the cost of doing

business. In 2011 the membership voted to designate a $1 dues increase to go toward the Advocacy

program to further ensure a stable source of funding. The Ambassadors Program was established as an

integral part of the funding mechanism to maintain the Sacramento Office for our Legislative Advocate.

Our current full-time salaried Legislative Advocate is Allison Olson. She has provided us with a

tremendous amount of useful information and mentored our members with social media communication

skills.

Historically, the Ambassadors Program has been funded by a small group of CFRW members who

paid $250.00 per year and were thanked for their generous contribution to “the program” at three

receptions a year. On February 3rd and 4th 2006, the Membership approved a change to the Standing

Rules to allow for a four -tier program. Subsequently there will be a “Platinum Ambassador” level with

dues of $500 per year; a “Golden Eagle Ambassador” level with dues of $250 per year; a “Golden Bear

Ambassador” level with dues of $100 per year and an “Ambassador” level with dues of $50 per year. This

is meant to allow smaller unit clubs as well as more membership participation in support of the core of our

organization, the Legislative Advocate’s Office in Sacramento.

As in the past, there will be perks for those who choose to join the Ambassador’s Program; the

level of participation will determine what these will be. The “Platinum Ambassador Club” and “Golden Eagle

Ambassadors” will be recognized on CFRW programs; preferred seating at conferences; an engraved name

badge and free admission to all Ambassador Receptions. The “Golden Bear Ambassadors” and

“Ambassadors” will receive identifying name badges; recognition on CFRW programs and will be able to

attend Ambassador’s Receptions at a reduced rate. Husbands that are associate members may join.

CFRW Board of Directors Meeting and Conference Standing Rules

1. VOTING BODY. (Article VIII, Section 1 ) All elected and appointed officers and Chairman of Standing Committees, the President of each Division and the Immediate Past President of CFRW shall constitute the voting body. a. EXCEPTION. At the Board of Directors meeting prior to the California Republican Party organizational meeting, Club Presidents or their appointed alternates, County Presidents and Regional Directors shall vote on the endorsements of the announced candidates who seek CFRW Board of Directors endorsements for elective office of the California Republican Party. 2. CREDENTIALS. Each voting member shall sign in with the Credential/Registration Committee and receive a registration badge. Guests are to also receive a registration badge. a. All Board members and guests shall be required to wear their badges, within plain view, at all times during the conference. b. A credentials report will be given following the opening of the first business meeting and shall include the most recent number of members and guests that have registered as present with proper credentials, and shall make supplemental reports as ordered. 3. DECORUM a. Board members and guests shall be seated before the session is called to order and the doors are to remain closed during opening ceremonies and during a vote. Members and guests waiting to enter shall be admitted at the discretion of the Pages. b. A Board member or Club President wishing to speak shall rise, address the Chair, and having been recognized, shall state her name and title. c. Communications to the Chair or members seated at the head table shall be delivered by official Pages. d. MOTIONS. Motions longer than ten words shall be written, signed and given to a Page for delivery to the Chair. Only accredited Board Members may make motions and vote. 4. DEBATE. No Board Member shall speak in debate more than once to the same question on the same day or longer than two minutes, without the permission of the Conference body granted by a two-thirds vote without debate. 5. DEBATE. on each substantive motion shall be limited to fifteen minutes. 6. QUORUM. One-Third of the CFRW Board of Directors, providing three as elected officers, shall constitute a quorum.

7. BALLOTS. A Board member shall be required to sign next to her registration signature receiving her ballot. 8. CELL PHONE/PAGERS. Cell phone and pagers shall be in silent mode during all business meetings, workshops and speaker presentations. Video camera and recording equipment, other than that approved by the President, shall not be permitted in the meeting rooms. 9. ALL PRINTED MATERIAL. must be approved by the CFRW President prior to distribution at any Board Meeting. 10. PARLIAMENTARY AUTHORITY. Roberts Rules of Order Newly Revised shall be the parliamentary authority to govern the Conference in all cases to which they are applicable and in which they are not inconsistent with the bylaws and any special rules of order adopted by the CFRW. 11. Amendment. A two-thirds vote of the Board of Directors is required to amend these standing rules.
