The Baker addition to Whipple Hall will not be the permanent home of the New London Police Department.
After months of drafts and redrafts of plans for renovation of the Baker Building addition to Whipple Hall, the New London Select Board has decided that it is impractical to spend the dollars necessary to renovate the facility as the long-term home of the Police Department. The Board was unanimous in its decision to seek an alternative site for a new Police facility, while prioritizing spending on the health and safety repairs needed to make Baker habitable for the department's short-term use. Bob Bowers
had proposed a list of several priority repairs totaling $490,000. Based on that estimate, the Board is preparing a Bond article for Town Meeting, currently set at $500,000.
In addition, the Board is considering bonds of $275,000 for Brookside culvert, $193,000 for Pingree Road and $205,000 for Goose Hole Bridge. Purchase of Bunker Road Guard-rails ($22,500) and a Sewer Backup Pump ($115,000) would be from existing funds and not effect taxation.

New Boston girl needs a new kidney donationSeventeen-year-old Hailey Gelinas is in need of a new kidney. She has already endured a mountain of medical ob-stacles. Gelinas' uncle donated a kidney to her in 2008, but her body rejected the organ two years ago.
Now, she has end-stage renal disease, a chronic kidney condition. She needs a new kidney from a living donor, preferably someone healthy who is 35 years old or younger with A- or O- type blood.
At times, Gelinas' condition requires emergency medical care, which has resulted in a special bond between her and the members of the New Boston Fire Department. New Boston Fire Chief Dan MacDonald said Gelinas is now con-sidered a member of the New Boston firefighter family and has one word to describe how all the support makes her feel: "Loved." For more information on how to help Gelinas, visit the Facebook page Well Wishes for Hailey.

Hillsborough Town Planner Robyn Payson has been notified that Hillsbor-ough's application of a Plan NH Charrette has been approved. The notification says, "We are pleased to let you know that your application for a Plan NH Charrette has been approved.
Next steps: I’d like to set up a phone call with you - this week, if possible – to get an idea of dates (a Friday and Saturday)
and to start to organize this. We don’t have a leader yet, but when
we do, we will then set up a time to come to see you and your team, view the down-town, meeting locations, etc. Congratula-tions.
This was pretty much a slam dunk. First comments were that your application is one of the best we have seen in a long time. Nice work."

Franklin Police arrest three on various chargesFranklin Police recently arrested 29-year-old Christopher Rowley
of Franklin, for Possession of a Controlled Drug, Resisting Arrest/De-tention, and Escape. Also arrested were 21-year-old Mariah Ambrose of Franklin, for Probation/Parole Violation and 33-year-old Brian Paquette of Sanbornton, for a Receiving Stolen Property warrant. A search of the 72 Chestnut St residence via search warrant resulted in officers finding approximately 20 grams of Heroin and approximately $2,000 in cash. As a result, Rowley was arrested for Possession of a Controlled Drug. As Rowley was being escorted by police to a marked cruiser he pulled away and attempted to flee on foot. He was appre-hended by police officers and probation officers moments later. He was subsequently charged with Resisting Arrest/Detention and Escape and transported to the Merrimack County Jail where he is being held without bail pending arraignment. Ambrose was located hiding in a bedroom closet as they searched the residence. Ambrose was arrested and held on a Probation/Parole Violation and transported to the Mer-rimack County Jail.
Veterans Home urges caution for visitorsIn the wake of two potentially contagious outbreaks of illness, the
New Hampshire Veterans Home has issued a warning to volunteers and visitors alike. One of the residents developed a respiratory illness; the other an intestinal illness. Volunteers have been asked to stay at home until the situation is cleared, and visitors asked to take precau-tions during visits, including hand washing or donning gloves and surgical masks, depending on the location of the resident they're visit-ing. The veterans home's medical staff is testing to determine the type of outbreak.
Harris Center acquires 50 acre easementHancock's Harris Center for Conservation has raised enough
money to conserve nearly 50 acres abutting Silver Lake. The Center has been working with the Silver Lake Land Trust and Seaver Silver Lake Farm Trust for nearly a year to conserve the largest remaining undeveloped property on the lake. Executive Director Jeremy Wil-son confirmed that the easement cost was $1 million, because of the extensive shoreline around Silver Lake. The easement includes 50 acres and nearly 800 feet of shoreline of the southern end of the lake in Harrisville.
Men who take the medication finasteride get a pros-tate cancer prevention benefit that can last 16 years — twice as long as previously recorded, according to SWOG clinical trial analysis published in the Journal of the National Cancer Institute.
• • •Children with mild to moderate asthma do not bene-fit from a common practice of increasing their inhaled steroids at the first signs of an asthma exacerbation,
according to clinical trial results published in The New England Journal of Medicine. Researchers found short-term increases in inhaled steroids did not prevent attacks in children aged 5 to 11, and may even slow a child’s growth.
• • •New research published in the American Journal of Preventive Medicinefound if patients with hypertension taking prescribed medications expe-rience unusually low blood pressures — systolic blood pressure under 110mmHg — they are twice as likely to experience a fall or faint as patients whose treated blood pressure remains 110mmHg and above. This research is timely because late last year the American Heart Association and the American College of Cardiology lowered its definition of high blood pressure from a systolic blood pressure of at least 140 to a systolic of at least 130.

Symptom: Toothache If your mouth or jaw hurt, it could be from a tooth-ache. Toothaches usually indicate a cavity but they can also signal gum disease. In some cases, a tooth-ache is a sign of an abscess or impacted tooth. A toothache should be evaluated by a dentist right away to determine the cause of the problem and prevent the tooth from dying.
Symptom: Sensitive Teeth If your teeth hurt when you drink hot or cold beverages, you may have sensitive teeth. This can be the result of tooth decay, fractured teeth, worn fillings, gum disease, worn tooth enamel or an exposed tooth root due to gum recession. Treatment will depend on the source of sensitivity. If you’re concerned about the sensitivity of your teeth see your dentist for diagnosis and treatment options.
Symptom: Bleeding or Sore Gums Bleeding or sore gums can be a sign of gingivitis, an early andreversible stage of gum disease, or simply the result of brushing too hard or starting a new flossing routine. If your gums bleed regularly, or enough to worry you, make an appointment with your dentist or physician; it could be a sign that something else is wrong.

Franklin City Council transfers $350,156 to city's school budget
The Franklin City Council voted 8-0 Monday to allow the Franklin School District to use $350,156 in unassigned fund balance from 2018 to support next year’s budget. School Board Chairman Tim Dow urged the council to approve the request, explaining the funds were needed to make up a $297,460 budget shortfall as a result of decreased revenue.

Hopkinton bridge work underwayThe NH Department of Transporta-
tion (NHDOT) has announced that work is underway on a bridge preservation project on two bridges on NH Route 9/US 202 in Hopkinton. These bridges carry traffic over Elm Brook and the Contoocook River be-tween I-89 Exit 5 and NH 127. This project will eventually require a westbound detour taking traffic northbound on I-89 to Exit 6 and across NH 127 to return back to NH 9/US 202. The duration of the traffic detours should be about three months beginning in the spring of 2019. There will be no detour of NH 9/US 202 eastbound traffic.
Kearsarge Regional School District voters asked to approve $43,278,985 budgetVoters in the towns of Bradford, New
London, Newbury, Springfield, Sutton, War-ner, and Wilmot are being asked to support a Kearsarge School District Operating Budget of $43,278,985 for the support of schools, a figure supported by both the School Board (7-0) and the Municipal Budget Committee (8-0).

Hillsboro-Deering school budget up only .79% & new 3-year teachers contractThe Hillsboro-Deering School Board
presented a budget of $22,138,515, an increase of .79% with the default budget of $22,032,286.
Major changes include a $95,000 de-crease in the cost of health insurance, and increase of $223,057 for transportation, $193,000 for two new positions, an el-ementary school counselor and a behavior specialist, $34,000 for new laptops and chromebooks, a $53,000 increase in the cost of utilities, and the addition of boys’ and girls’ lacrosse for $27,000.
Other line item cuts made the increase of less than one percent possible.
Chairman Rich Pelletier also high-lighted the changes in the negoti-ated teachers’ contract. The first year’s increase will be $377,780, the second $344,143 and the third, $370,305.
While the Evergreen Clause was not eliminated, concessions by the teachers included lowering the percentage increase between steps from 3.62% to 3%, capping the retirement stipend to $15,000 (for new employees hired after 7/1/19), and reducing the maximum health care buy-
out to $5,000. Cost of living increases are to be 2%
for years 1 and 2 and 2.25% for year three.
In addition to the budget there will be two articles for appropriations to trust funds, one of $50,000 for Special Educa-tion and one for $50,000 for Technology, only to be applied if there are unexpended funds at the end of the year.
Other articles include a non-lapsing article to raise $75,000 to match $75,000 from the PTO for a new playground. Board and playground committee mem-ber Kathryn McGinn explained that the PTO has already raised $45,000 for the playground, but just in case they can’t raise the additional $30,000 by 7/1/20, then the non-lapsing clause will give them an additional year. There will also be a $35,000 article for a feasibility study for a new arts center.
All the information on the budget can be found on the SAU website, https://www.hdsd.org. The next opportunity for public input will be at the Deliberative Session on February 4.

Mike Jones of Hillsborough was one of dozens who proudly posted the following on Facebook.
I offer no apology for what I am posting for this is truly how I feel. Please know this is my opinion and not open for debate. If you don't agree that's your prerogative but I will not be responding to any or all com-ments. I have lived through Ten United States Presidents prior to our current President Trump. In my lifetime I have never seen or heard of a President being scrutinized over every word he speaks, demeaned by the public to the point of disgrace, slandered, ridiculed, insulted, lied to, threatened with death, threatened by some to rape our First Lady, and have his children also insulted and humiliated.
I am truly ashamed of the people of MY country. I am ashamed of the ruth-less, insufferable, cruel, Trump haters who have no morals, ethics or values and the irresponsibility of the reporters who feel they have the right to deliver personal opinions just to sway their audiences in a negative direction even if there is no truth in their message. After every other President was elected and took the oath of office they were allowed to try to serve this country without constant negative scrutiny from our news sources. ALWAYS BEING PRESSURED while news sources search only for negative results from our President will not serve the people of our country. Nor will it create informed Americans. ENOUGH is ENOUGH is ENOUGH.

The Hillsboro District Food Pantry is again holding the “Hillsboro Challenge.” Each year from March 1st - April 30th, the food pantry attempts to reach a pre-set goal. This year's goal is $10,000. This goal is met through donations of cash or check and value of donated food items and
personal care items, valued at $1 per can, per pound, or per item There are several ways help. 1.) Make a donation by cash or check. 2.) Plan a food drive. 3.) Plan and put together your own fundraising effort to benefit the pantry. 4.) Spread the word to your local organizations or churches.

Jeff Perkins named Franklin 2018 Citizen of the YearDuring Franklin's first City Council
meeting of 2019, Mayor Tony Giunta in-troduced Jeff Perkins as the Citizen of the Year. For the past three years Perkins has volunteered to pick up litter along streets and state highways that stretch through
Franklin. He walks up to 10 miles a day and often fills up to 20 trash bags each trip. The city provides the bags and picks them up once they’re filled by Perkins, who offers free sweat equity to the com-munity he loves.

Superintendent of Schools, Robert A Hassett: "This morning (Thursday) at a approximately six o'clock, a police investigation led to our campus. The situation was handled quickly and effectively by the Hillsboro Police. They were in contact with school officials immediately and we were prepared to put emergency measures in place. The students are and were safe but we all worry when we see a heavy police presence. So if you or your children have questions please feel free to contact us or the HD Police Dept." Police were looking for a suspect who was on foot and led them to the school. The suspect was not there when police and a K-9 arrived and he is still at large.
Flooding at Shaws SupermarketFor anyone wondering why Shaw's in Hillsboro was closed for
a while on Tuesday afternoon, there was a water main break on the 2nd floor, which flooded the stairs and part of the first floor. Hillsboro Fire Department shut off the water, helped them clean up and waited until a cleaning company arrived.

Lester said that slippery road conditions were a factor. The driver was able to get out of the vehicle on his own and refused treatment. The vehicle was towed from the scene.

Another two hour hearing with no decision Vertex Tower Assets, LLC and New Cingular Wireless PCS,
LLC – a trade name for AT&T Mobility – have submitted an application to construct a 175-foot, lattice-style tower on a vacant, 20-acre lot at the end of Loverns Mill Road next to the Windsor town line, but the Antrim Planning Board wants the applicants to provide proof of hardship, before granting the numerous waivers requested, including cell tower height limitations. As proposed, the tower would be 60-feet by 60-feet and would be located near the middle of the property.
During a public hearing on Thursday, the Board request-ed data about any changes in cell reception if the cell tower was lower than currently proposed. The board also discussed requiring a third-party review of the data relative to the tower’s height and structure, but no decisions were made. After more than two hours of discussion the hearing was continued to the board’s next meeting on January, 17th.

Hopkinton Select Board briefed on upcoming property re-evaluationThe State recommends that each town
have a property re-evaluation every five years and Hopkinton is due to have one in 2019. The Select Board was recently briefed on the process and procedures for the residential appraisals. Each appraiser will have identification, their cars are marked and the Town Office will have a list of their license plates in case anyone has qualms about who they are. After all of the appraisals are done, notices of the findings will be sent to owners who will have the opportunity to attend individual meetings with the appraisers, probably by August with a target date of October 1st to have everything done.
This company is only doing residential as someone else will be doing utilities and towers. The goal of the appraisals is to accurately evaluate each property as close to market value as possible. The DRA will also be looking at exemptions for solar, the elderly, veterans and religious, chari-table organizations and schools.
In other business, the Hopkinton Se-
lect Board will hold a public informational meeting to share plans and hear public input on potential renovations to George Park. The meeting will be on Tuesday, January 22, 2019 at 6:00 p.m. at the Hop-kinton Town Hall.
Another public informational meeting will be held to share information and hear
public input on the permanent location of the Town Clerk Tax Collector Office, and the use of the Bates Building if it is not the location of the Town Clerk/Tax Collector’s Office. The meeting will be on Monday, February 4, 2019 at 6:00 p.m. at the Hopkinton Town Hall. The public is encouraged to attend both meetings.
Sam Greene, NHCR, Real Estate Appraiser Supervisor from the DRA and Jeff Earls of Cross Country Ap-praisal Group spoke to the Hopkinton Select Board regarding the upcoming Town evaluation.

Antrim teen being held in preventative detentionAnthony Wheeler, 18, the Antrim teen-
ager allegedly involved in a social media threat that closed the ConVal School District for a day in November is currently being held without bail on preventative detention. Preventative detention is invoked when the person charged in a criminal case would pose a danger to themselves or others in the community. At his arraignment prosecutors argued the threat needed to be taken seriously because of the photograph’s connections to the 1999 Columbine shooting, as the photo shows the
gunman wearing a trench coat, glasses, and a hat like that worn by the Columbine shooters. Wheeler’s attorney Justin C. Shepherd said he doesn't believe the intent was to cause an evacuation, and argues that Wheeler did not have the requisite intent. Wheeler is one of three ConVal Regional High School students accused of creating and disseminating a photograph on Snapchat. The two others involved have also been charged with criminal threatening-related charges, but their names have not been released as they are minors.
ConVal High School is excited to welcome the Class of 2023! The first step in the transi-tion from middle school to high school will begin with an informational night for par-ents/guardians on Wednesday, February 20, 2019, at 6:30 pm at ConVal High School. This program is for parents and guardians only, as the students will have their own meetings with us at their school.
On February 11, the high school coun-selors will begin working with the Great Brook and South Meadow eighth graders on
selecting courses for next year. Independent school students are invited to the high school on Friday, February 15 at 9:30 am for an information session. RSVP to Kim Chandler at [email protected].
We are eager to meet our new Freshman class and to work with them on choosing their classes.
Families outside of the ConVal School District can obtain a registration packet by emailing Registrar Stacy Whitaker at [email protected] or calling 924-4120.
Authorities are taking the similarities of this pho-to with the Colombine shooting very seriously.
