WELCOME It is the pleasure and privilege of the Texas Education Agency (TEA) and Education Service Center (ESC) Region 13 to welcome all Early College High Schools (ECHS) and their institution of higher education (IHE) partners to this 2017 ECHS Best Practices Summit. The Summit is designed to benefit both new and existing campuses. Over the next two days, you will experience panel discussions, updates from the state, and breakout sessions based on feedback from ECHS campuses. We hope you enjoy the Summit.

OVERVIEW OF SUMMIT Early College High Schools are innovative high schools that allow students least likely to attend college opportunities to earn a high school diploma and either an associate degree or at least 60 college credit hours toward a baccalaureate degree. An ECHS provides dual credit at no cost to students, offers rigorous instruction and accelerated courses, provides academic and social support services to help students succeed, increases college readiness, and reduces barriers to college access.

The purpose of the ECHS Best Practices Summit is to present successful ECHS models and strategies for implementing and sustaining ECHS campuses. Topics include best practices based on the ECHS Blueprint such as recruiting, enrolling, and serving the target population; dual credit readiness and support; and effective ECHS leadership teams.

According to the Texas Commissioner of Education at TEA, Mike Morath, “The early college high school concept is just one innovative approach embraced by Texas school systems to offer students an avenue for success. With more than 150 campuses, Texas continues to be a national ECHS leader in providing high school students with college credit while saving families money.”

NAME TAGSName tags must be worn to all conference sessions. Name tags also act as tickets to access breakfast and lunch.

Please note: Attendees must be present for the entirety of the Summit to receive full Continuing Professional Education (CPE) credit. No partial credit will be given.

Vice President, School and Learning Designs Jobs for the Future (JFF)

Joel Vargas is a vice president at JFF and leads the work of JFF’s west coast office in Oakland, California as well as the national School & Learning Designs team. He also researches and advises on state policies to promote improved high school and postsecondary success for underserved students. He has helped policymakers and intermediary organizations develop state and federal policies that expand early college schools and other school designs

incorporating college coursework into high school. Since joining JFF in 2002, Dr. Vargas has designed and implemented a research and state policy agenda for implementing early college designs; created policy frameworks, tools, and model legislation; written and edited white papers, research, and national publications; provided technical assistance to state task forces and policy working groups; served on a number of national advisory groups; and organized and presented at national policy conferences.

Dr. Vargas has directed, initiated, and studied a variety of middle school and high school programs designed to help more underrepresented students get into and through a postsecondary education. He also has been a teacher, editor, and research assistant for the Civil Rights Project at Harvard University. In 2005, Dr. Vargas was featured in the Chronicle of Higher Education as one of “Higher Education’s Next Generation of Thinkers.”

• Early College High Schools: A Movement in Motion • This talk will highlight successes of Early College High Schools nationally, how policies and practices have evolved as early college has expanded and adapted to new contexts. Dr. Vargas will also discuss big questions and issues that the field must pay attention to as demand grows for greater access to high quality early college experiences.

KEYNOTE SPEAKERS

DR. MARK ESCAMILLIA

DR. ROLAND HERNANDEZSuperintendent, Corpus Christi ISD

Dr. Roland Hernandez was named Corpus Christi Independent School District Superintendent in 2014.

Previously, Dr. Hernandez served as superintendent in Waco ISD, deputy superintendent of Tyler ISD and Belton ISD. Other campus and district level

experiences include teaching, coaching, and campus-level administrative positions.

In addition to being a school administrator, Dr. Hernandez served as administrative assistant to the associate commissioner in the Division of Accountability at the Texas Education Agency, program coordinator for the University of Texas at Austin’s prestigious Charles A. Dana Center, and state director of the National Assessment of Educational Progress (NAEP) for the Texas Education Agency and US Department of Education.

Dr. Hernandez earned his doctorate of philosophy in educational administration from the University of Texas at Austin, a master’s degree from the University of Houston at Clear Lake, and a bachelor of science degree from Texas State University.

President, Del Mar College

Since Dr. Mark Escamilla took the helm as president of Del Mar College in October 2008, the College has reached new milestones in instructional delivery; academic excellence; fiscal responsibility; administrative performance; and collaboration with other educational institutions, businesses, and industries.

Under his leadership, the college successfully completed five- and ten-year accreditation reviews. Del Mar College has earned multiple national awards for financial accountability and budget transparency. The Del Mar Foundation joined the ranks of the top 100 community college foundations in the nation for overall financial assets and for annual fundraising.

A Del Mar College graduate with bachelor’s and master’s degrees from Texas A&M University—Corpus Christi and a Ph.D. in educational administration from The University of Texas at Austin, Dr. Escamilla was selected as a Distinguished Graduate of the Community College Leadership Program from the university in 2009.

Dr. Escamilla currently serves on the Legislative Committee and the Executive Committee of the Texas Association of Community Colleges, the Corpus Christi Chamber of Commerce Board, and other educational and community service organizations.

Building Better StudentsConnally Career Tech Early College High School is a career-minded school. We seek to provide students access

to a dynamic, technological education in a specialized field of study that equips them to confidently engage in

their community and enables them to be career ready upon graduation. In our presentation, we will discuss how

and why a career tech campus was created and how it can benefit a community. We will share the benefits that

have come with our higher education partners as well as partnerships with industry.

schedule in the service of ECHS student preparation and learning. Included in this presentation will be

considerations of viable student enrollment, staffing; models of instructional cycles, operating within two

academic calendars, understanding college master schedule development, and creating a master schedule

plan that best serves your students in the attainment of their high school diploma and up to 60 college

credits. Understanding the public and higher educational systems as they are…what they could be…and finding

uncommon solutions to common challenges that surface when two worlds collide!

Investing in Your Local ECHS Partnership Through Community and Business Relationships One of the challenges facing ECHSs is the lack of funding for various types of projects and extra curricular

activities for their students. Given the socioeconomic backgrounds of the students, ECHS administrators are

often faced with the challenge of wanting their students to have collegiate experiences while being unable to

provide the associated costs in their budgets. The session will highlight best practices IHE liaisons and ECHS

campus administrators and counselors can use to foster and build relationships with local businesses in their

community for financial support.

Texas Teacher Externships (TEX2)The UT Austin Center for STEM Education is piloting a teacher externship project in partnership with universities,

ESCs, school districts, and industries across Texas. Lessons learned from this pilot will inform the development of

of the current program and timeline for the second round of projects.

Understanding Fields of Study and Programs of Study as College PathwaysTexas Education Code, Section 61.823 directs the Coordinating Board to develop Field of Study Curricula (FOSC)

for various academic programs, and Section 61.8235 directs the development of Programs of Study (POS) for

various technical programs. Both FOSC and POS provide pathways to assist students in completing their degrees

in a more timley manner. Completing degrees without repeating courses will help to reduce the number of

semester credit hours in excess of the degree requirements many students have when they leave college and to

help control student debt. These are essential if Texas is going to meet the goals 60x30TX.
