Re-Open (PAR) for 1635 / ASHRAE 21?(Battery Ventilation and Thermal Management)

• ASHRAE 21 Chair Deep Ghosh gave Presentation on the 2018 version at the 2020 ASHRAE conference– The most comments he got are that it needs to include some

guidance on temperature ranges (for HVAC system designers) for the various Li-ion chemistries

• This issue of including Li-ion also came up during last balloting, but we told them to mostly wait due to lack of gassing concerns under normal circumstances – maybe now is the time?

• Proposed Title: – Standard for the Design of Prefabricated Outdoor Battery Enclosures

• Proposed Scope: – This standard specifies the characteristics of outdoor prefabricated battery

enclosures. These enclosures may house different variations of batteries, chargers and other ancillary dc equipment.

• Proposed Purpose: – The purpose of this standard is to provide requirements for the design and use of

prefabricated outdoor battery enclosures. These enclosures may house different variations of batteries, chargers and other ancillary dc equipment. Currently there are no existing standards for these types of applications. Stakeholders for this standard would include, but are not limited to, manufacturers, designers, system integrators and users in the utility industry.

IEEE-SA Copyright Policy - Contributions• Contribution: any material that is presented verbally or in a

recorded or written form (e.g. text, drawings, flowcharts, slide presentations, videos) in any IEEE standards development activity– All submissions to IEEE Standards development are Contributions– What does this mean

• Any material you submit is intended to be considered by the Working Group to which it was submitted

• The Working Group decides whether to include the material in the IEEE SA Work Product (e.g., draft standard)

• Once submitted, IEEE has a license to use the material

When Do You Need to Obtain Permission?• If the Contribution was previously Published

– Assist the Working Group Chair in obtaining permission from the copyright owner for use by IEEE prior to submitting the material for distribution/presentation to the Working Group or including the information in the draft IEEE standard

– “Published” means material for which a claim of copyright is apparent (e.g., the presence of the copyright symbol ©; an explicit statement of copyright ownership or intellectual property rights; stated permission to use text; a text reference that indicates the insertion of text excerpted from a copyrighted work; or a visual indication of an excerpt from another work, such as indented text)

– Note that information that can be accessed at no cost on the web usually has copyright assertion as part of the web page or Terms and Conditions of the website, even when a claim of copyright might not be shown on specific material

When to Obtain Permission (Continued)?• Participants are free to discuss any information they believe is pertinent to

the work of the Working Group– However, verbal Contributions, once documented, are subject to Copyright Law,

so if verbal submissions contain excerpts from previously Published material, permission may be required before it can be included in the draft standard

• An example is reading a definition from previously Published material• If there is any doubt, assist the Working Group Chair in requesting permission

– IEEE Permission Request and Response Form Templates are available (https://standards.ieee.org/develop/stdsreview.html) and are to be used whenever requesting permission

– If the copyright owner does not use the Response Form as is (i.e., if there are modifications to the form or another form is used), IEEE Staff ([email protected]) has to approve the permission response prior to incorporating the material in the draft IEEE standard

– Participants are responsible for determining whether they can disclose information and for obtaining consent/authorization to submit the Contribution

• Check with your employer/affiliation whether you are permitted to submit Contributions if your employment contract or consultant contract stipulates that materials you create in the standards development activity are owned by your employer/affiliation

• Determine whether there are regulatory restrictions on the material• Consult with parties to obtain consent for the submission if the material is under

nondisclosure (Contributions cannot be marked as Confidential)• Request additional review if the material may include trade secrets or other material

that should not be disclosed– Once you have authorization, by submitting the Contribution you automatically grant IEEE

a license, as stated in the IEEE SA Copyright Policy– Copyright ownership of the original Contribution is not transferred or assigned to IEEE

designee is to:– Show the following 2 slides (or provide them beforehand)– Advise the standards development group participants that:

• IEEE SA’s copyright policy is described in Clause 7 of the IEEE SA Standards Board Bylaws and Clause 6.1 of the IEEE SA Standards Board Operations Manual

• Any material submitted during standards development, whether verbal, recorded, or in written form, is a Contribution and shall comply with the IEEE SA Copyright Policy

– Instruct the Secretary to record in the minutes of the relevant meeting: • That the foregoing information was provided and that the copyright slides were
