March 9: Dr. Rory Cooper will present “Pathways to Successful Transition for Wounded, Injured, and Ill Warriors” at the Memorial Fitness Center in Rose Barracks on Friday, March 9th from 2 – 3 p.m., followed by book signing and question and answer period. Dr. Rory Cooper, a distinguished Professor of the Department of Rehabilitation Science and Technology, School of Health and Rehabilitation Sciences, University of Pittsburgh. He is also the Center Director at the Center of Excellence for Wheelchair and Related Technology, VA Rehabilitation Research & Development Center, and a Senior Research Career Scientist at the VA Rehabilitation Research and Development Service, U.S. Department of Veterans Affairs. In addition, Dr. Cooper is a decorated U.S. Army Veteran who uses a wheelchair as a result of injuries suffered during his military service and is a Para Olympic Athlete who holds 4 gold and 1 silver medals.

Garrison Commander may direct a delayed reporting, early release, or garrison closure. Decision is based on a combination of road conditions and weather forecast. Garrison Commander’s decision applies to all personnel, tenant units, directorates and agencies to include DODDS schools. Delayed Reporting or Garrison Closure will normally be made at 4 a.m. The Installation Operations Center (IOC) will update the website, command channel and phone recordings NLT 4:30 a.m., and will alert AFN. AFN will broadcast updates starting at 5 a.m. Early release decision will be made two hours prior to forecasted degradation of road conditions. This will allow for DODDS to stage school busses. The IOC will also contact tenant units in addition to updating the website, phone recordings, command channel and AFN. 2-Hour Delays: Garrison needs this time to clear the roads and parking lots. Personnel will report 2 hours later than their normally scheduled reporting time. School busses will pick up children from their bus stops two hours after their normal time. Only those personnel who are part of key and essential functions may drive on post. Functions include snow removal crews, guard force, limited dining facility, and emergency services. Safety: Weather and road conditions vary in our area. Use your best judgment and know the hazards along your route. When in doubt, don’t drive. DOD Civilians will not lose pay when the Command directs a delay, early release or closure. Affected work time will be accounted for as administrative leave IAW DODI 1400.25-M

Note - This road condition chart is a tool for Commanders when deciding dispatch authorization for government tactical and non-tactical vehicles on the installation ONLY. Commanders will use the following road conditions definitions to determine the dispatching of tactical and non-tactical GOVERNMENT vehicles IAW USAREUR Regulation 385-55: GREEN, Unrestricted vehicle dispatches are authorized. Ideal road, temperature, and visibility conditions exist. Drivers will observe normal precautions and speed limits; AMBER, Ideal road, temperature, and visibility conditions do not exist . Increased driving times, hazardous road conditions, and driver experience must be considered in dispatching vehicles under Amber conditions. Under Amber conditions, unit commanders (captains and above) may authorize dispatches for their vehicles and garrison directors of public works (DPWs) or primary staff (S1, S2, S3, and S4) may authorize their vehicle dispatches; RED, Only mission-essential and emergency-essential vehicle dispatches are authorized. The dispatch record for mission- and emergency-essential vehicles must be marked “mission- and emergency-essential.” Garrison commanders and battalion-level commanders may authorize dispatches of mission-essential vehicles. DPWs and chiefs of building and grounds and operation maintenance may approve mission-essential dispatches during Red road conditions to provide emergency support and for snow and ice removal. A risk assessment must be completed before dispatch; BLACK, Only emergency-essential vehicle dispatches are authorized. The dispatch record for emergency-essential vehicles (for example, ambulances, emergency engineer, fire, police) must be marked “emergency-essential.” Chiefs of appropriate offices (for example, DPW, fire, medical activity, provost marshal) may authorize dispatches of emergency vehicles. Garrison and brigade-level commanders and above may authorize dispatches of their emergency vehicles. A risk assessment must be completed before dispatch.

NOTE: Drivers of military vehicles passing through garrisons that have declared Black road conditions should contact their chain of command and evaluate the risk of continuing the mission. Weather and road conditions must be part of all mission risk-management decisions.

Disability Evaluation information now available on-line Soldiers, family members and commanders can now find helpful data, phone numbers, and first-line information on how the Integrated Disability Evaluation System works for the Army in Europe at the USAREUR IDES Web site www.eur.army.mil/IDES/. Europe and Asia were part of the final implementation phase of an improved disability evaluation process for Soldiers which began in October 2011. The new system eliminates both the requirement for veterans to navigate the Department of Veterans Affairs disability evaluation process on their own and the delay between the end of a Soldiers’ service and the beginning of their VA benefits. The IDES partners the disability rating systems of the Department of Defense and the VA to produce a disability rating system used by both departments. The IDES also features a single set of medical examinations and a single set of disability ratings, resulting in benefits that begin as soon as Soldiers separate from military service.

How to save time in the Postal Service Center Mailing to the States? All Priority and Express mail boxes are free to take home. You pay for the rate of postage when you actually mail them.

Hate being passed because you still have to fill out a customs form? Take some home with you. Customs forms are available inside the Finance lobby during opening hours and available 24/7 in the mailroom lobby. Depending on the size of your box, customs forms must fit flat on the face of a box, i.e. if the box is big enough to fit a large customs form, a large one must be used.

When a user gets a new CAC Card, they must do the following 1. Log into AKO and Register their new CAC; they need to deregister their old CAC and register their new CAC. User needs to verify their log on Password before doing this, because they will have to confirm their identity by entering their AKO password during this process. a. My Account b. Login Options c. CAC/Certificate Registration 2. The user must log on here, and update their information. Verify their new CAC certs are listed; evident by looking at the effective date & valid to dates. 3. The user must ensure the CAC Card issuing office puts their Enterprise E-Mail address on the CAC Card: if the users AKO e-mail address is put on the CAC Card, the user must log on here, click on "OK", then "Replace Certificates". Follow the instructions... This is the DISA "Users Maintenance Portal" 4. The ser must log into Outlook and set the new CAC Certificates in the Trust Center. Then publish the new certificates to the GAL (Global Address List). 5. Once this is all done and confirmed, the user needs to notify their regular contacts to make sure they select their name from the GAL for the first time, in order to reset the "Queue" in their Outlook profile.

VCSC Educational Scholarships Available The Vilseck Community and Spouses Club (VCSC) wants to help you go to college. Scholarships are available for graduating high school seniors, spouses/dependents of active duty military and DOD civilians. The application deadline is March 16. GCSC 2012-2013 Scholarship Program The Grafenwoehr Community and Spouses’ Club is offering academic scholarship awards for the 2012-2013 academic years to senior students and family members (spouses and dependents). A tremendous opportunity for eligible garrison family members from the Grafenwoehr, Netzaberg, Vilseck and surrounding military communities desiring to pursue a secondary education. GCSC has distributed $70,000 in scholarships to 40 applicants attending schools in the states and overseas the past two years. Applicants are scored based on academic performance, educational/career goals, extracurricular activities, citizenship, community involvement, employment and/or volunteer experience, an essay and through letters of recommendation. Vilseck High School/home schooled seniors will be interviewed. Applications now being accepted until 26 March, 5 p.m. Scholarships will be awarded during the weekend of 4-6 May. CAC, installation pass, ID card news Did you know that you can make appointments at the Graf ID Card Section? This way you don't have to sit there and wait forever when they're having a busy day. Click on this link and select Germany from the drop-down menu at the bottom. The system will then guide you through everything else. You can also cancel an appointment on this page; see the three options in the thick blue line near the top.

Community Amnesty Day 10 April: The next Ammunition Supply Point #1 Community Amnesty Day for ammunition will be from 8 a.m – 2 p.m.

Unit Entrance at Ammunition Supply Point #1. Simply approach the gate, let the ASP personnel know that you have amnesty, and they will take it from you. The Department of the Army and USAREUR have recognized that people may have acquired abandoned or unauthorized A&E from a variety of sources: training ranges, souvenirs from peacekeeping missions, and military artifacts found from battles waged centuries ago, just to name a few. The primary intent of this A&E when manufactured was to destroy property, kill and/or maim personnel. In untrained or unauthorized hands, these items could have catastrophic results. If these items are found in your possession, you could face disciplinary action, hence, the creation of the Amnesty Program. This program provides personnel an avenue to return A&E to government control and remain anonymous in the process. USAREUR has designated that one day each quarter be specifically set aside as a reminder of the program’s existence and to further promote safety within the community through the recovery of A&E. This program is not intended to circumvent normal ammunition turn-in procedures and cannot be used as the basis for AR 190-series investigations.

How does the Amnesty process work? 1. Personnel in possession of A&E will need to transport these items to ASP 1. (Utilize Unit Entrance). 2. Once at the ASP Gate, notify the guard that you have amnesty items. 3. The guards will escort you to the amnesty turn-in point. 4. Simply leave the items in this area. The guards will then escort you out of the ASP. 5. Trained personnel will then pick up these items and process them into the ASP. That’s it.

Regardless of the size, people should not touch A&E items they suspect might be unsafe for movement. Report these items to your local military police. Women, Infants, and Children (WIC) Overseas Program The Department of Defense (DoD) offers the WIC Overseas Program to eligible participants living overseas. The WIC Overseas Program provides you and your family with several important benefits: nutritious food, tips on how to prepare balanced meals, nutrition and health screenings, and access to other resources that help you and your family lead healthier lives. The program is available to eligible participants living overseas, including: civilian employees, DoD contractors, family members, and members of the uniformed services. Voting information All registered voters must revalidate their status with their registered voting states. Submitting an FPCA to their state local election official will register eligible voters to vote, update their mailing address with their state local election office, and request an absentee ballot for all state and federal elections to include primary elections. See your unit voting officer for a mail-in SF 76, or visit the Federal Voting Assistance Program website at www.fvap.gov for specific state information.

Reminder, when traveling to the Czech Republic … Military AND civilian personnel travelling PRIVATELY into the Czech Republic are required to have their passport in possession. Just carrying their ID card and leave orders is considered insufficient documentation and will result in criminal charges by the German Police for "Illegal Entry of Country." Fine averaged €2000. Seeking Emergency Placement Care Providers The children in the USAGG need you. The Emergency Placement Care (EPC) Program trains individuals to become 24 hour providers for at risk children. The community is in need of more providers as the number of children in imminent danger increased due to the deployment rotation of family members. The training you receive will last you a lifetime and help you build

Volunteers needed at the USO Grafenwoehr If you'd like to help your USO, the military and their family members, come by the USO center in Main Post5 Bldg. 150 and sign up to volunteer. You can go to our volunteer website at www.usovolunteer.org and create your profile, post your own hours and keep track of your hours. Edge! Art Classes in March CYS Services the Edge!, in cooperation with the Heart & Home, will provide kids in grades 1-5 all the supplies and direction to help them get into the holiday spirit this month. The first class, celebrating St. Patrick’s Day, will be on Friday, March 9, from 3-5 p.m. The second class, on Friday, March 30, from 3-5 p.m., will be Easter-themed. The

Army MWR Services Survey - COMING SOON! The Grafenwoehr garrison has been selected as one of the Army communities conducting the Army MWR Services survey. This survey is part of an effort to improve Family and Morale, Welfare and Recreation (MWR) programs. The survey, distributed to randomly selected participants, seeks to identify what customers are interested in, whether they are using available services and if so, how satisfied they are with the services and programs this community has to offer. The input will help us to make decisions about which programs are vital to your quality of life. Those selected to participate in the Army MWR Services Survey are contacted by email by the beginning of March 2012. We highly encourage online survey participation. Responses will remain strictly anonymous.

Outdoor Recreation update An unanticipated loss of staff, has forced us to accelerate the consolidation of Outdoor Recreation Center (ODR) services to Rose Barracks. Red Hot Reader’s Month It is that time of year again where VES will host its’ wildly successful Red Hot Reader month. There will be many activities held during the month of March to encourage students to read outside school. This year we will have an Olympics theme: “Go for the Gold…Light the Torch for Reading.” Bronze, silver and gold medallions will be awarded to students who meet the criteria for minutes read outside school hours. Child Find: What is child-find screening? Preschool Child Find is a developmental screening for children ages 3-5 identifying children with developmental delays or other special education needs. For children under age 3 please contact EDIS at 09662-833221. What is the process? A Child Find team made up of the preschool special needs service provider, speech and language pathologists and the occupational therapist screen the children for developmental delays. These free screenings take place monthly. How does it work? Parent submits the Child Find questionnaire (which they can pick up in the office or find on the school website); they are set up with an appointment for the screening. When they come in for the screening the child must first pass a vision and hearing screen by our school nurse. Then they are screened by the team. If the child is suspected of having any delays the team will refer them for further formal evaluation. Why is it important? When learning challenges are identified at a young age, early intervention can help the child with learning tasks. If parents are interested, what do they need to do? They can go to the schools website and find the link for Child Find. Under that link is a questionnaire they need to fill out and email back to the email address provided on the form. rd Annual Bavarian Indoor Rowing Championships and Sports Fest: Last year, over 264 contestants from DODEA,

German, Czech Republic schools, and Army Units competed. This year we are expanding with several new events to include speed stacking (cup stacking), pull-ups/flex arm hang, shuttle run, flexibility (sit and reach), ski erg, and broad jump. There will also be 20 rowing ergometers hooked up via computers, results shown live on large screen so audience can see action unfold. The competition is open to individuals age 4-94 including middle school, high school, moms and dads races, and army units. We would like to break over 500 competitors this year, and would especially enjoy seeing more military units enter the relay race. aka Angerer). The tour guide will take you back to the late Middle Ages when life wasn't quite as comfortable as it is nowadays. Several scenes will be re-enacted by 25 actors in historical costumes: you might witness everyday life in the Middle Ages, a theft - or even an execution! To maintain the dark, mysterious, historical atmosphere, participants are encouraged to bring their own torches (open fire, secured); flashlights, however, are forbidden. Nocturnal Swimming Competition

Blechschaden - From Mozart to Michael Jackson

The members of Blechschaden all play in the Munich Philharmonic Orchestra and are all impeccable musicians. But they were looking at a different approach to music, one that would get the audience interested. This is where Bob Ross, not the deceased American painter but the conductor of "Blechschaden", comes in. He has been fascinated since his youth by the unique music played by miners in his home country. It all began with one single cry in 1954, when Bob Ross first saw the light of his Scottish home in Kirkcaldy. Now, 50+ years later, the band has a huge following with their unrivaled combination of Scottish brass music, classical music, and lots of genuine Scottish humor!
