Mediocre? Costly? Redundant? Stupid?

Should the 30 per cent Cancon ruling be eliminated?Bryan Adams recently suggested that"Canconand the CRTC is an outdated, redundantgovernment system that breeds mediocrity."(RPM Feb. 8/92). Industry people involvedwith promotion and music publishing werepolled and asked the following questions: Doyou think Canadian music is mediocre? Arethe 30 per cent required Canadian contentregulations redundant and should they beremoved?

RANDY STARKWarner MusicFirst off, I think it is important to view thecurrent Cancon requirement as it is intended,as an aid, not a restriction.

The development of artists such asLoreena McKennitt, Blue Rodeo, Spirit OfThe West, was in part driven by the currentrequirements designed to provide theopportunity of exposure for our own artists.

Think of the talent that is set to step ontothe world stage. We all have our own deservingexamples; Loreena McKennitt, Blue Rodeo,Crash Test Dummies, Tom Cochrane, et cetera, have all benefitted from Cancon status. I askyou, is this a system that breeds and rewardsmediocrity?

Secondly, until we as an industry arewilling to accept American chart action as aguide and not the rule; until we are willing toprogram by our"ears" and not our eyes ... (ASA MAJORITY) . . . Cancon requirementsshould not be removed. Records that arehappening in Vancouver, Calgary, Toronto,Halifax, et cetera, are stories that should bemuch more relevant than those relative toHouston, Denver and Philadelphia.

At times you have seen a non -Canadianartist succeed at Canadian radio based solelyon American chart numbers with no retailsuccess at a local level. My guess would bethat should Canadian content regulations beremoved, this would become the rule ratherthan the exception.

Again, Canadian content regulations aredesigned to give Canadian artists theopportunity for exposure, the chance for thepublic at large to hear their art.

Ultimately, the consumer will decide ifwhat they hear is notable, worthy and of value. But unless we give our artists the stage onwhich to perform, we will indeed have asystem that rewards mediocrity that flows tous on a daily basis in the guise of U.S. tradeaction.

PAUL ALOFSHMV MusicThe CRTC is a bureaucracy and anytime youlabel bureaucracy on the music business you'rebound to get less than stellar results. But that'sany bureaucracy that gets involved in thecreative process. I'm basically a supporter ofthe Cancon regulations and I think anyonewho attended this year's Junos or had heardHolly Cole or Loreena McKennitt or CrashTest Dummies live, or any number of acts thatI've seen this year, and who would say that

Canadian music is mediocre, is way off base.Nick Turnbull, HMV's head buyer from theU.K. was in town and he caught SarahMcLachlan's concert and the Junos. He wasknocked out by the quality of what we'redoing here. He's a fairly jaded Brit who hasbeen around the music business a long time, and he was amazed at what was going on hereon the music front.

I'm a supporter of Cancon. I'm not asupporter of bureaucracy. I think that ingeneral terms, it has helped many Canadianartists who needed it at the early stages of theircareers.

The Junos and the artists who performedthis year were about as world class an effortand group of artists as you're going to see.And you don't need endorsement for that fromanybody outside. Our friend Nick Turnbulland his comments on how knocked out he wasby the quality of the Canadian sound reflectsthe world class talent we have here.

JASON SNIDERMANRoblan/Sam The Record ManThe only thing thatbreeds mediocrity is apathy. The support systems are there and besides thedollar and cents issue, we always have to bevery supportive of our artists because they'rethe ones who reflect our true feelings andthey're the ones who will help define what thisentire country is all about. If we can besupportive by selling their records and byhelping them through Cancon minimums andthings such as FACTOR... then I'm all for it.The 30 per cent Cancon ruling is there toprovide Canadian artists with exposure and aslong as we're giving people exposure thenhopefully they'll refine their craft to the pointwhere they won't need that type of support. It's there, and we should be supportive.

ALLAN REIDA&M RecordsI definitely don't think the 30 per cent Canconruling is redundant and I don't think it shouldbe done away with. There's a role for Canconin the Canadian music industry. But I do agreewith the comments that the ruling is becomingantiquated as far as the MAPL logo isconcerned. The Cancon ruling has helped a lotof careers.

I wouldn't say it has led to mediocrity. Ithink a lot of people took Bryan's commentsa little too seriously. He certainly wasn'tsaying Canadian music is mediocre. He'ssaying that there has been product released inthis country, because of Cancon requirements, that is substandard and can't go to theinternational market. It's allowed to beplayedin Canada ... I guess protectionism soars andyou've got music coming out here that isn'tworld class. The same thing is happening allover the world. There are a lot of bandscoming out in America that are just as bad assome of the bands we have here. Maybe theydon't get on the air down there because thereisn't a requirement for it.

Cancon did help Bryan, but for anyone to

say that without it he wouldn't have been asuperstar, is wrong. The guy's got the goods, just as Cochrane's got it or Glass Tiger orRush or Alannah Myles. I know when we'resigning artists, it's very helpful to have theCancon ruling on our side knowing that whenwe launch a record, we know we might getairplay . . . that little extra boost that wouldmake it a little easier to go up against anynumber of international artists for those slots.

In radio they have their Cancon andinternational slots and when Cancon is filled, that's it. Canadian can be a derogatory term.Ifyou say to someone 'Oh it sounds Canadian,'it's sometimes negative.

I think Bryan's comments are very valid. It's a global market. He's saying we don'tneed protectionism as far as our music isconcerned. We've got to take a look at itglobally. I think the Cancon ruling is going tobe here for a long time, but I do believe it hasto be re-evaluated in Bryan's case. If MuttLange had written one word on one of thosesongs and Bryan wrote 99 per cent, it stillwouldn't count as Cancon. I think that's totallyunfair.

NORMA BARNETTEMI Music Publishing CanadaI do not believe that 30 per cent Canconregulations are redundant, nor do I believethatCanadian music is mediocre. I'm in supportof any medium that helps develop talent in thiscountry. Without Cancon, there are many verytalented Canadian artists, composers andmusicians whose works would otherwise neverbe heard.

GEOFF KULAWICKWarner/Chappell MusicThe Cancon ruling is an incredibly positivething for our industry. It's not redundant. It'sthere to help Canada culturally. I don't thinkitpromotes mediocrity atall. I think itpromotesthe arts ... and quality arts. I would hate to seeanything that would adversely affect theCancon ruling. I think it's a big reason why theCanadian music industry is as strong as it is.I don't think it should be chipped away at.

I know there are some who would like tosee one part Cancon qualify only if its for theartist who is Canadian. But I thinkpeople tendto forget that the only thing that will do is helpartists that already have substantial supportfrom foreign owned companies to get airplayin Canada . . . artists who don't necessarilyneed the support to be successful.

I think it would also alienate a big part ofthe recording industry in Canada, mostcertainly the songwriters and the recordingstudios who would lose if more and moreCanadian artists chose to record outsideCanada and to record material by foreignwriters. I think it's great that Canadiansongwriters write with international writers. One of my songwriters, David Roberts, forexample, wrote with John Waite. If the recordcomes out it won't be Canadian even thoughit's going to be bringing money into Canadafrom around the world. So my songwriter ispunished for writing with international artists, whereby a Canadian artist would still benefit

engrossed in conversation with a majorhoncho, who shall remain nameless for obviousreasons. Herb recognized her fromPenetanguishene, her hometown. Guess whohas a cottage in Penetanguishene? GarryNewman . . . and he recognized her rightaway ... he says! It was a Warner Music coup,of sorts. In fact all the 40 -something guyswere salivating over the former bunny, PeggyMclntaggart, who now lives in California.Something seems to tell me, Shannock's newdistribution operation took a bit of a back seatto what was going on. (EC: I'd like to knowhow they really recognized her . . .

More Playboy stuff ... Bringing us up todate, Playboy's Bill Paige sent along the Apriledition and pointed out that 16,000 of themagazine's readers had picked B.B. King forthe Playboy Music Hall of Fame. That's nice, but after looking at the Playmate of the Month,King became non-existent. Imagine havingMiss April around the house doing the dishes?By the way, Bryan Adams' video, (EverythingI Do) I Do It For You was voted Best Video.(EC: Does Bryan get to thank the Playmate ofthe Month . ?)

Peanut butter and jam lunch ... I haveto thank the Barenaked Ladies for sendingover a brown bag lunch of a peanut butter andjam sandwich ... on brown, and a fruit punchdrink. I was too rushed to eat it on delivery andput it in the fridge. Two days later whileworking late, I discovered the treat. So whileI enjoyed the still fresh lunch, I also listenedto their cassette. They've got class, thisbunch, and I hear they've finally got a label. They held out for the best offer. (EC: Theymust be a new breed of recording act, whonormally sign the first offer . . . I)

For your information . . . ! If a veryprestigious and powerful writer writes themusic fora song and wants someone else to dothe lyrics he can command any percentage ofthe song for the music and give the balance tothe lyric writer(s) on a take -it -or -leave -it basis. So the music writer can take 90 per cent andleave 10 per cent for the lyricist. Anycombination that totals 100 per cent is possib le.This came up recently and I took the time toinvestigate. Just in case you still don'tunderstand, the music writer can take 75 percent and the two lyric writers then divide the25 per cent balance and get 1/8th each. (EC:Now I'm beginning to understand!!!!)

Sugar Sugar . . . ! The No. I song on theRPM 100 Singles chart on Sept. 13, 1969 wasSugar Sugar by The Archies. The lyrics, writtenby Canadian Andy Kim (now known asLongfellow), qualified as one -part Cancon. When the CRTC 30 per cent ruling came intoeffect in 1972, the CRTC allowed thateverything that was one -part Cancon at thattime would remain Cancon forever. Now,New York record veteran Lou Lofredo, whoowns the master, has re-released the single. There was some concern in Canada aboutclaiming Cancon (L) for the lyrics. Well, I'vegot it on pretty good authority that the CRTCwon't challenge any record claiming one -partCancon that was released prior to and duringthe implementing of the Cancon ruling of

1972, and that radio stations can tally it up aspart of their ruling obligation. BGM Recordsof Montreal is releasing the record. You canget more information from Linda Dawe inToronto at 416-466-7715.

Barenaked Carpet Cleaning . . . I TheBarenaked Ladies really did start somethingdidn't they? (EC: They've got some barenakedfarmers out in the Kootenays . . . 9Russians skimping on food . ! Thingsare so bad back in Russia there's a rumour thecast of Russians On Broadway are scrimpingon food and lodgings to send as much moneyback home to their relatives as possible. I evenheard that some of them are sleeping at thetheatre. (EC: Good reason to see the showagain . . . plus the fact that it's greatentertainment . .

Big again in Australia ... ! Rita MacNeilreturned to Australia for another tour andagain she got rave reviews. Her album, ReasonTo Believe even bumped Madonna's DickTracy soundtrack off the charts. Rita left forhome on April 11 after her Adelaide show, andwill be invested into the Order of Canada at aceremony in Ottawa on the 29th. (EC: Rita'salways big news . . . 0Canadian Corey Hart ... !Warner Music'sMike Peters was falling all over himself as hetrundled in the new Corey Hart single, 92Days Of Rain. We were ready to go to press, but he wouldn't let us go until he played therecord. Well, did he convince us or did heconvince us? (See the front page!) It was alsorevealing to note that even though the releaseis on Sire Records, a foreign label, the extraeffort of applying the MAPL logo was prettyobvious. In this case, it's three -parts Cancon(MAL). As well, all the promo material issplashed with enlarged MAPL logos, just incase someone out there was wondering howCanadian Corey was. (EC: Gotcha . . . 9

COVER STORY - by Walt Grealis

Dave Charles: New field manager for Team CARASDave Charles, the new president of CARAS,takes over this highly visible and controversialposition at a time when the industry is facinga major chore; how to get the Junos back intoprominence as a vehicle to celebrate Canadianmusic.

Charles, as president of JointCommunications, describes himself as "aninformation broker." Through his many yearsin the broadcast and consulting field, he iscredited with having the knowledge andconnections to define and pinpoint marketswhich will be a unique asset to the CARASorganization.

Charles began his radio career in 1963and was one of the first radio programmers toreport to RPM Magazine when itwas launchedin February of 1964. His belief in Canadiantalent during that era, and hisposition at CJBQBelleville, Ont., established the city as animportant link between Montreal and Torontoin the concert/club activity of Canada'sburgeoning young music industry. Charlestook a chance on Canadian talent, both on theair and in the local highschools and clubs. Hispicking and airing of Canadian recordings, which he reported weekly to RPM, influencedother radio programmers across the nation -a deciding factor in the recognition of newdomestic talent.

One of the first moves Charles madewhen his appointment as head of CARAS was

TMP - The Music Publisheris proud to congratulate

KEVEN JORDANfor his 1992Juno Award

asMost Promising

Male Vocalist(Kudos to Paul Burger, Richard Zuckerman,

Kim Zayac, Mike Roth and all at Sony Canada fortheir tremendous efforts, and to Barry Bergman

for "unrelentless" management).

** * * * *And, on behalf of our writers

John "The Secret Is To Know" Codyand

Annette "Sinking Like ASunset" Ducharme,

many congratulations toTOM COCHRANE

for being recognized for thatwonderful "Mad Mad World" of his.

(Kudos, of course, to Deane, Tim, Jody,Peter and all at Capitol Canada and to Kathy).

TIPThe MusicPuhlisher

announced was to open a more direct line tothe industry at large, resulting in the followinginterview.

RPM: How are you going to expandon the mandate of CARAS?

I'd like to first say a big thank you toPeter Steinmetz for a great nine years. To sitin that chair, which can be very political, is avery tough position, and I think Peter did agreat job during his tenure as CARASpresident.

In reading the mandate, I think, first andforemost, it's a very broad mandate. We haveto produce the bestpossible show that rewardsexcellence in Canadian recorded music in allformats.

There is fresh bloodcoming on board the

board of directors, whichwill be announced shortly.

What I would like to bring forward forfuture Juno shows is that we have the broadestpossible variety of music formatted in thatshow so that we really represent as manymusic formats as possible.

We now have to look beyond our bordersand start topackage and promote our Canadiantalent through a variety of opportunitiesavailable. One is an electronicpress conferencecompany that's going to help us package andmarket the clips and our winners to all the biginternational networks around the world.

In addition to that, the CBC has somegreat ideas on how we can repackage our livetwo hour Juno show. They have many excellentinternational contacts who would be interestedin airing a different version of our show. IvanFecan will be very helpful in directing theseefforts. He will be a tremendous resource torCARAS.

I'm also asking for the chiefpoints fromeach of the music organizations: CIRPA,FACTOR, CRIA, SOCAN, CMRRA ... all theindustry organizations. We have to get rid ofthe "us versus them" mentality with thedifferent organizations . . . create a commonbond... so that we look like we have our housetogether to the rest of the music industry andthe world.

How about changes to the boardand keeping its directors paced withyour own enthusiasm?

There is fresh blood coming on board theboard of directors, which will be announcedshortly. All of these people are highly toutedin their fields and they're going to bring ussome new ideas and new energies.

Because of your background areyou offering more of a research type ofattitude for

I want to gather consensus, and I put outa questionnaire asking people what theythought of the Juno show and also how theythink we can move forward as an industry inthe next little while. I want to do this from timeto time... not only to the membership, butalso

RPM - April 18, 1992 - 7

to the industry at large.I want to useour research skills to quantify

that information so we can say we have thesupport ofa large sector of the music industry.

Will there be a greater effort to givecamera time to other forms of musicrepresented in the various categories?

We're going to have to take a look at that. We've added a few categories over the years,so it's only natural that we take a look at thebroad mandate of music which is verydiversified. A committee will be looking atthat.

Do you think you have the rightqualifications to lead CARAS into a newera?

I'm offering 28 years of experience inbroadcasting . . . 15 in consulting. I reallybelieve I can lead with consensus and withauthority to bring about some of the positivechanges. That's the real honour in acceptingthe position, because I have the ability to dothat. Given the opportunity, I want to produceand I want to produce results.

Here's the bottom line. I've asked in mytenure as president to be reviewed by mydirectors at the end of each year as to myperformance to see how I'm doing. And if I'mdoing a good job, then I will continue forwardto the first segment which is a two-yearappointment. I feel accountable to the industryand the directors.

How long do you think this positionas president should last?

It's a two-year appointment for now, andthen we take a look at each year after that. ButI think, after four years, you've got to look atstepping aside and asking someone else tocome forward, because it's a very politicalposition and it's a lot of work.

We need fresh blood to bring it forwardto the next plateau. But I think that after fouryears. it's run its course.

Are you going to remain with CBC?I definitely want to remain with CBC.

They have been with us from the start. Theyhave the broadest mandate as an organization, the greatest talent bases to draw from, and Ihave great feelings for the people down there.

I think Ivan Fecan, as their leader, is avisionary guy, who is very savvy on where theindustry is going. He also has global aspirationsfor his product and he is a big supporter of theshow. I, in turn, believe in the CBC.

THEATRE REVIEW

The Russians are coming... to BroadwayAs the houselights dimmed and the overturebegan, the audience seemed to be amused atthe sparsely decorated stage that looked likecreative Reynolds Wrap. The story then beganto unfold.

The show lagged and it was difficult tofigure out where it was going. But little hintsof charm began to show up and a feeling thatthe whole idea was that the fantasy was basedon the Russian concept of Broadway. Everycliche imaginable was used, but the sound andperhaps nervousness at this first performancein North America began.

The sound never got better, but thedancing and singing and staging began to takeshape in spite of a mindfix of what a musicalshould be like. This was the Russian versionof Broadway and Russians could only knowBroadway by coming to America.

By intermission, a few of the first nightershad left, but those who stayed were rewardedwith a charming show by a clutch of youngpeople who needed to get over their jitters andshow just how great they could be.

Once the sound is straightened out andthe accents toned down and perhaps a slowerpatter for the troupe, the show will be ready togo to Broadway, and I hope it does. If itdoesn't, New York will have missed anexperience that only comes along once in awhile, like Tango Argentina.

Give them time in front of an audienceand hope for the support from the big timetheatre town that will keep the show on theboards until it gets to Broadway. The Russiansare coming ... to Broadway. I wouldn't havemissed it. - SK

Album chaos! Def Leppard's Adrenalizeblasts into the No. 1 spot on the Albums chartin just its second week. Right behind are bothBruce Springsteen albums. It has caused somemajor shifting near the top of the chart. It willalso make it a very interesting race for No. 1over the next few weeks.

Monogram madness... Robbie Robertsonbreaks into the Top 20 on the Hit Tracks chartfor the third time from the album Storyville. Not many people with the same first and lastinitials have made it all the way to No. 1. Asa matter of fact, only five have done it. Namethem.

Celine double magic. For the secondstraight week, someone has garnered top addson both the Hit Tracks and Albums charts. DefLeppard did it last week and this week CelineDion does it. She doesn't use capitals on hernew album so celine's self -titled releasepowers onto the chart at No. 11 while if youasked me to debuts on the Hit Tracks chart atNo. 53.

First and last .. ! Eric Clapton's Tears InHeaven keeps the No. 1 spot, but it probablywon't stay there any longer. It's lead droppedsignificantly and it looks like Thought I'dDied And Gone To Heaven will battle HumanTouch for the top spot next week.

Two plateaus. Melissa Etheridge cracks twobarriers this week. Her Never Enough albumbreaks into the Top 20 while the first releasefrom it, Ain't It Heavy, cracks the Top 10.

The second time around! Queen'sBohemian Rhapsody is getting quite a secondlife. It jumps 34 spots to No. 49. The only songwith a bigger move is Def Leppard's Let's GetRocked, which climbs 37 places to No. 31.

Initial results ... There have only been fivepeople with the same first and last initials tohave a No. 1 song. They are: ChristopherCross, Janet Jackson, Joan Jett, Tina Turnerand a special bonus if you came up withSandie Shaw.

celine dionceline dionColumbia - eic 52473-HI guess it's a marketing thing, butt he's notCelihe Dion any more. Now it's just celinedlon. No accent aigu, no capitals (noteven on the song titles). All that aside, celine Is riding a crest from her recent J unowin and this album should keep themomentum rolling. It's a terrific album withmany high points. It Includes beauty andthe beast, the smash hit with Peabo Bryson. The current single Is if you asked me to,which Patti Labelle recorded a few yearsago and had good AC chart success.Dianne Warren penned that song and afew others on this album Including whatmay be the strongest track, water from themoon. In addition to writing the song,Warren also does background vocals. There are also some great upbeat songsthat radio is sure to love. love can movemountains and little bit of love are twomore possible singles. Prince and KennyG are two others making a contribution onthis project. It is off to a flying start, debutingon the Albums chart this week at No. 11.We should be hearing from this album forquite some time. (CD reviewed) - TE

BRUCE SPRINGSTEEN - RockHuman TouchColumbia - CK 53000-HSpringsteen's 10th albu m f ol lows a musicalformula similar to that of 1988's Tunnel OfLove. Except for co -producer andkeyboardist Roy Bittan, members of the EStreet Band of the '70s and '80s arenoticeably absent. But the current band, guest musicians, and backing vocalistsincluding Springsteen's wife Patti Scialfaand Sam and Dave's Sam Moore providea solid musical base for the Boss' musingson life, love and the pursuit of HumanTouch. Cross My Heart and All Or Nothin'At All are good guitar rockers. Springsteenhimself supplies the steady bassline whichpropels his anti -cable anthem, 57 Channels(And Nothin' On). The traditional PonyBoy, featuring cowboy Bruce on acousticguitar and mouth organ, ends the album ina simple yet moving way. (CD reviewed)

BRUCE SPRINGSTEEN - RockLucky TownColumbia - CK 53001-HSpringsteen kept on writing after HumanTouch's 14 tracks were completed andthose songs eventually became his 11thalbum, Lucky Town. While it will never becontused with the sparse Nebraska, thisalbum sees the instrumentation strippeddown to Springsteen playing allInstruments except drums. Jon Landau,Chuck Plotkin and Roy Bittan once againgive a helping hand in production. BigMuddy and Lucky Town stand outmusically. Springsteen fathered two

children during his absence from recordingand on the hard -edged Souls Of TheDeparted he writes about the senselessdeaths of young people and his concernfor his own son's safety. Columbia has alot riding on these two albums, andwhile they'll definitely appeal to fans,I'm not sure if the music will hold a strongappeal to younger record buyers whowere in diapers at the time of Born To Run.(CD reviewed) -SM

WYNONNA JUDDWynonnaMCA/Curb - MCASD-10529-JEverything they've said about Wynonna'ssolo venture is true and then some witnessthis album and the phenomenal chartsuccess of the first single, She Is His OnlyNeed, which tops the RPM Country 100this week. It was obvious that without mom(Naomi) along for the full ride (she singsbackground vocals with Wynon na on WhenI Reach The Place I'm Goin'), Wynonnawould need some company. And goodcompany she got: Dave Loggins supplyingbackground vocals on his penning of thefirst single; Andrew Gold doing the sameon I Saw The Light, a song he wrote withLisa Angelle; and Marty Stuart on guitar onA Little Bit Of Love (Goes A Long, LongWay), which he wrote with Kostos.Wynonna isn't restricted to country withthis Tony Brown production. Watch forcrossover action on the next radiosingle. Retailers should front -rack this one.(CD reviewed) - WG

KIM MITCHELLAural FixationsAlert - Z2 - 81019-FIt's been almost three years since KimMitchell's last studio album and fans haveobviously been chomping at the bit for newmaterial. Aural Fixations was RPM's frontcover Album Pick last week and the firstrelease, Find The Will, was the biggestmover up our Hit Tracks chart. The albumdoesn't break much new ground musically, except for the 'big band sound played byguitars' instrumental, Honey Forget ThoseBlues. Aside from Mitchell on lead vocalsand guitars, the band consists of GregCritchley on drums, Ken 'Spider' Sinnaeve

on bass, Peter 1-redette on backing vocalsand -producer John Webster onkeyboards. Lyrically, Pye Dubois is gone. But he's been ably replaced Jim Chevalier,a lifelong friend of Mitchell who workedwith him in the pre -Max Webster days. This album should definitely satisfy thefans but I can't see it being the one tofinally break Mitchell in a big way beyondour borders, despite a simultaneousrelease in the United States. Look for avideo release at the end of the month anda cross -Canada tour beginning in June.(CD reviewed) -SM

YANNI - New AgeDare To DreamPrivate Music/BMG - 82096-NNew Age might be an inappropriatedescription of Yanni's music, and couldscare off customers. There is definitelysomething weirdly beautiful about hismusic and it has to be heard to beappreciated. The most outstanding track, and one that should bring attention toVenni, is Aria, which he wrote with MalcolmMcLaren. It is described as "loosely based"on Lakme, "a short but beautiful 19thcentury French opera" by Leo Delibes. Theexceptional vocals were supplied by MonaLisa. British Airways used this track onone of their commercials, one of the mostmemorable commercials in use today. Alsokey are So Long My Friend and Nice ToMeet You featuring the acoustic violin ofCharlie Bisharat. Forget the New Age title, this is perhaps one of the best popinstrumental albums on the market.Produced by Yanni at his own studios inLos Angeles. (CD reviewed) - WG

HARD ROCK MINERS - RootsThe Final FrontierEinstein Brothers/Epic - ET 80169-HThis Vancouver band is comparable to amore light-hearted Grievous Angels, whowere recently nominated for the CountryGroup of the Year Juno Award. The skiffle-Influenced Lazy Daisy features a prominentwashboard. Jaw harp, accordion, fiddle, mandolin and more complement thecountry -rock guitars on the album's 12other songs. The album has a very rootsy, very Canadian sound. In fact you can't getmuch more traditionally Canadian thanputting music to a Robert Service poemlike the Miners do on Lipstick Liz. And theband's choice of covers shows theireclectic sense of humour: a f un, countrifiedstab at Nancy Sinatra's mid -'60s feministclassic. These Boots Are Made ForWalking; and Fine Young ,Cannibals' SheDrives Me Crazy. The Miners' version hasa slow deadpan delivery of the verses, ahigh gear assault on the choruses, and abit of the Rolling Stones' Satisfactionthrown in at the end. Dance music from thepre -electronic age is the best way todescribe the songs on this delightfulCancon album. (Cassette reviewed) -SM

DAVID BYRNEUh-OhSire - CD26799-PThe Talking Heads are now just a memory, but David Byrne has made an album ofsongs that would have fit right in on LittleCreatures, True Stories or Naked. But don'tthink Byrne has forgotten the LatinInfluences which dominated his last soloeffort, Ref Momo. Samba, mambo andcha-cha combine with nifty pop hooks tomake a fun album. Byrne plays all guitarsand other band members includekeyboardist Ashley Cadell, bassist GeorgePorter and percussionists Hector Rosado,Oscar Sales and Cafe. Guest musiciansplay everything from violins to flugelhorns.Among the album's many highlightsare Girls On My Mind, Hanging Upside'Down, Twistin' In The Wind, and TheCowboy Mambo (Hey Lookit Me Now).(CD reviewed) -SM

CLINTON GREGORYFreeborn ManJustin - JED-20-JGregory continues his "out of the box"surge up the charts as his latest release,Play Ruby Play, makes definite movestoward the Top 30 after only a few weeksof release. Gregory has a captivating andquite uniq ue vocal approach. Also key are:the title track, written by Mark Lindsay andKeith Allison; Look Who's Needin' Who,which he co -wrote; and the Andrew WilsonJr. penning of Here's To You And Tears ToMe. By the way, that's Gregory on fiddle,as you can tell by the cover photo. He alsoplays guitar and takes the role of GroundHog Johnson. (CD reviewed) - WG

SLIK TOXICDoin' The NastyCapitol - C2 98115-FThis Toronto band packs the clubs at livegigs and Capitol is putting a big pushbehind this, their debut album, so SlikToxic must have something going for them. This is fairly commercial hard rock, withsome screamers and some more melodicsongs. As you'd expect, guitars dominatethe music. The lyrics deal with the regularhard rock topics: partying, women, lust, angst and rebellion. Helluvatime is the firstsingle. By The Fireside is the obligatorypower ballad. (CD reviewed) -SM

Nashville based Godard widens production fieldGilles Godard, well-known country producer, writer and performer, has established a widerbase for his Bookshop operation in Nashville.Godard recently put the finishing touches to apop/rock/R&B/rap production by Michael B.(Benac) and The Power, an Ottawa band.

For the past eight months, Godard hasbeen collaborating on song material withBenac, completing a four -song CD that he iscurrently shopping. Together they have written20 songs, 10 of which will be included onMichael B.'s debut album. Godard was inToronto for the Junos and made the rounds ofthe majors where he says the reaction to thedemo was "very encouraging."

Besides lead vocalist Benac, the bandcomprises Che on drums and percussion, leadguitarist Dan E., keyboardist Aln Funk, TheGoose on bass, and background vocalists Julyand Emjay. Although fairly new to the business,Michael B. And The Power are not consideredamateurs. They were honoured last year witheight American Guild of Music Awardsincluding Top Performance Group.

Godard already has a major labelcommitment for the project in Europe and iscurrently talking with U.S. labels.

Godard has been kept busy over the last12 months, writing song material andproducing. His songs have been recorded byAnne Murray, Janie Frickie, Susan Jacks,Eddie Eastman, Johnny Douglas and RonnieProphet, to name a few. In all, he has had 36of his songs recorded by various artists over

the last year, and well over 150 songs recordedto date by country artists on both sides of theborder, from Tommy Hunter to ColleenPeterson and from Hal Bruce to Kelita andMarc C. Maxted.

On the Anne Murray song, If I Ever SeeYou Again, written by Bill and Sharon Riceand published through Judy Harris, Murray'sproducer, Jerry Crutchfield, thought themelody was very international and suggestedthat Murray should do a French version. B MGwas contacted as well as BMG's Ron Sollevedand Mark Altman of Morning Music. They allapparently were unanimous in suggestingGodard to write the French lyric. The song, Sijamais je to revois, is included on Murray'scurrent Capitol CD, 15 Of The Best.

Godard has also been highly visible onthe awards scene over his career. He has beennominated for four Juno Awards as an artist(1985, 1987, 1989, 1990); been honoured as awriter andpublisher for five PROCAN/SOCANAwards (1986, 1987); won a Felix Award(1987) as a French -language recording artistfor RCA; a Big Country Award (1985) for TopCountry Producer; and a CCMA award (1990)as Record Industry Person of the Year.

Although Godard .doesn't work theperformance circuit, he does devote much ofhis time educating new writers. Last month hewas in Atlanta with ASCAP's John Briggs togive a seminar for the Atlanta SongwritersAssociation. He was also invited to Halifax inFebruary by CIRPA and The Music IndustryAssociation of Nova Scotia to give aproduction seminar and take part in asongwriter evaluation panel with DeclanO'Doherty, Ron Hynes and Gene MacLellan. He is already confirmed as a guest speaker fora record production seminar in Calgary duringCanadian Country Music Week '92.

Godard, a native of Cornwall, Ont., wherehe still maintains an office, moved to Nashvillea few years ago and became quite popular onNashville's Music Row. His wife Susie, aclose business confidant and a woman quiteknowledgeable of the music business, gavebirth to daughter Chloe two years ago and isexpecting again this July.

CANCON continued from page 7

from Cancon from writing outside of Canada. So, I don't necessarily think the one -pointCancon would be of any benefit.

ALEXANDER MAIRAttic RecordsAnyone who saw Loreena McKennitt andOfra Harnoy on the Junos knows Canadiantalent is not mediocre. Calling it so is an insultto every Canadian artist from the MontrealSymphony to Slik Toxik, and every musicalgenre in between.

Is Canadian content redundant? Onlytwo countries in the world live next to acountry with ten times the population speakingthe same language, Austria and Canada. Wouldsomeone please tell me about contemporaryAustrian culture? Name one Austrian recordingartist? Producer? Composer? Studio? Canconwas created for two reasons, to give Canadiancreators the opportunity to be heard in theirown country, and to help create aninfrastructure within the Canadian musicindustry. At no cost to anyone, Cancon hasbeen wildly successful. Canadians wereinvolved in over 25 Grammy nominations, while only 11 nominations were for Britishartists. Canadians were involved in two of thefive Oscar nominated best songs. Canada isthe third largest source of hits for the worldmarket, and the Canadian music industry bringsin over $250 million a year from abroad.

Cancon is a crucial pillar in the supportof an indigenous culture and industry, andwill be a pillar of the developing industrialstrategy to improve our international success.

Swanson is no newcomer to the business. Hefirst won home province acclaim in 1980when he won the B.C. Country MusicAssociation's Most Promising Male Vocalist. The next year he placed third out of 1500bands in Nashville's International Battle ofthe Bands. Most recently he won the 1990Country Male Vocalist from the CanadianAssociation of Recording Arts. RobertCampbell has been Swanson's accompanistfor the past four years, working duo jobs. Thepair have their own (in -town) backupmusicians, but if they are playing out of town,
