Hathras, UP and present address Pandit ji ka Makan, Ismail Pur, Faridabad, Haryana (3) Ram Bhaskar @ Dharmendra (age 30 years) s/o Late Radhye Shyam r/o HN-C-137, Harsh Vihar, part III, Meethapur, Badarpur, Delhi (4) Dinesh Kumar (age 24 years) s/o Roop Lal r/o HN-F-247, Pul Prahalad Pur, Delhi and (5) Jitender @ Jitu age (age 32 years) s/o Parshu Ram r/o HN-F/172, Mittal Colony, Pul Prahalad pur, Delhi, a gang of desperate and hardcore inter-state robbers, Special Staff of South District has solved 08 cases of day light sensational robberies reported in the area of Kotla Mubark Pur, Old Faridabad, Sarita Vihar, Defence Colony and Lajpat Nagar. Two sophisticated pistols with four live cartridges, 5 mobile phones and 03 motor cycles used in commission of crime recovered from their possession. TEAM/ INVESTIGATION: Due to sudden rise in the incidents of day light robberies and snatchings in the area of South Delhi since last 2-3 months, a special team comprising of Police Officers of Special Staff including SI Jeet Singh, Sanjeev Kumar, Gyanender Singh ASI Ashok, Shiv Kumar, HCs Vijay, Ashok, Hawa Singh, Bir Singh, Ram Kishan, Premjeet, Shyamvir, Rajender, Rajbir, Partap,Tara Chand, Cts Aashis, Naresh, Sachin and (Dvr) Lakhwinder Singh under the leadership of Inspector Aishvir Singh and overall supervision of Sh. Kulwant Singh, ACP/Operations/South District was constituted to develop information regarding active robbers/burglars and to nab them. The dedicated team members spent many sleepless nights to identify the desperate and active criminals and left no stone un-turned to achieve the target assigned to them.

On 30.09.11 at about 10 am, on receipt of specific information by the team regarding movements of some dreaded and desperate robbers in Malviya Nagar area, the team immediately swung into action and laid traps at and around Andolan Park, Malviya Nagar, Delhi. At about 12.25 pm, two boys came on a motor cycle at Andolan Park and they were identified as Rakesh and Dinesh, associates of one Gurmeet Singh by the informer. They took out pistols as they sensed fear of being apprehended but both were promptly overpowered by the alert team members by not giving them chance to fire on police party. Accordingly, both were arrested vide case FIR No. 383 & 384/11 u/s 25 Arms Act PS Malviya Nagar, South District, Delhi and further investigation was taken up.

INTERROGATION

On sustained interrogation, both accused persons confessed that they are the gang members of one Gurmeet Singh (gang leader) who alongwith his other associate was present at Trivani Market Seikh Sarai, Delhi. At their instance, Gurmeet and his two other associates namely Jitender @ Jitu and Ram Bhaskar @ Dharmendra were arrested vide DD no. 40 A dated 30.09.2011 PS Malviya Nagar, Delhi.

During the course of interrogation, it has come to notice that are actively involved in committing of robberies/snatchings in Delhi and NCR area since 6-7 years and at first time they have been arrested. To avoid apprehension, after committing robbery, they even would not talk on their mobile phones and used to change mobile numbers and handsets frequently. They further confessed their involvement in the following cases:-

In the year 2005, they robbed Rs. 1.40 lakhs from an employee of mother dairy booth at gun point in the area of Defence colony, Delhi, while he was going to deposit the cash.

In 2005, they again robbed Rs. one lakh from the employee of same mother dairy booth.

In 2006, they robbed seven lakhs rupees at gun point from a person, Srita Vihar, Delhi, while he was going to deposit the cash in bank.

In 2006, they robbed rupees 2.05 lakhs from gold smith at gun point in the area of Sant Nagar, Lajpat Nagar, Delhi.

In 2007, they robbed a bag from the employee of wine shop in the area of Sant Nagar, Lajpat Nagar, Delhi at gun point but no cash found in that bag.

In 2007, they robbed a bag from the area of Okhla Phase-I, Delhi, at gun point carry rupees one lakh.

In 2008, they robbed a bag on Matura road in front of Rajdoot hotel. They fired a bullet which hit on the thigh when the person not gave the bag to them.

In 2009, they snatched a bag from a passenger who standing outside of Nizzamuddin Rly. Station which contain two lakhs rupees.

In 2009, they tried to rob a briefcase of a petrol pump employee in the area of South Extn. When he resisted they fired a bullet which hit his back.

In 2011, they robbed rupees two lakhs at gun point from a collection agent of a private firm from Faridabad, Haryana.

MODUS OPERANDI:

Members of gang used two modus operandi to rob a person or commission of day light robberies. They used the motorcycles having fabricated number plates for commission of day light robberies duly armed with firearms. The gang members always kept firearms with them and even did not hesitate to open fire on victims. (1) One of the accomplices used to conduct reccee outside the bank/patrol pump/institute to watch and choose a target that would be withdrawing/depositing huge cash. After identifying the target, he would immediately inform other members to hit the target. (2) They chased the target and later rob them at gun point once they reached on isolated spot.

PROFILE OF ACCUSED PERSONS

1. Gurmeet Singh gang leader (age 25 years) s/o Keshan Ram r/o Village- Bhadar Pur, Mawana, Meerut, UP has studied up to 10h class. In the year 2003, he came to Delhi and started working in an export house, where he came into contact with local criminals and started committing robberies. In 2005, he formed his own gang with Rakesh, Dinesh, Bhaskar and Jitu.

2. Rakesh (age 27 years) s/o Dhani Ram r/o Village- Pura, PS Soppal, Distt. Hathras, UP and presently resided at Pandit ji ka Makan, Ismail Pur, Faridabad, Haryana. He is a school dropout. In the year 2003, he came to Delhi and started living at Pul Parhalad Pur in a rented accommodation. He started working as auto mechanic in the area of Badar Pur where he came into contact with Gurmeet. He joined his gang and started committing crime with them. In a very short span of time he became main shooter of the gang and enjoy the second powerful position in the gang after Gurmeet.

3. Ram Bhaskar @ Dharmendra (age 30 years) s/o Late Radhye Shyam r/o HN-C-137, Harsh Vihar, part III, Meethapur, Badarpur, Delhi, has studied up to 9th class. He came to Delhi in 1993 in search of job and started working as peon in a private firm at Tugalkabad Ext. Delhi. After that he worked in Luxor Company as labor. He came in to contact of Gurmeet through Rakesh and joined their gang. In 2009, he was arrested in a theft case, PS Ballabh Garh, Faridabad Haryana, where he remained in jail only 7/8 days and came out on bail.

4. Dinesh Kumar (age 24 years) s/o Roop Lal r/o HN-F-247, Pul Prahalad Pur, Delhi. He is a school dropout. At first, he had started driving Tempo and

buses. In 2005 his family shifted to Pul Prhalad Pur from kotla where he came in to contact of Gurmeet and other gang members and joined their group.

5. Jitender @ Jitu (age 32 years) s/o Parshu Ram r/o HN-F/172, Mittal Colony, Pul Prahalad pur, Delhi. He has studied up to 10th class. He came to Delhi with his father who was working as carpenter in Delhi. He used to help his father in his profession. He came in to contact of Gurmeet through Rakesh. He joined his group and started committing crime with them.

RECOVERIES MADE

1. Two sophisticated pistols.2. Four live cartridges.3. Three motorcycles used in commission of crime.4. Five mobile phones.

Further investigation of the case is in progress and efforts are being made to effect more recoveries/information.

A warm and touching send off was accorded to Shri A.S.Khan,IPS Director General who retired on 30 th

September 2011 after rendering 34 years of his service. A distinguished police officer, who have been awarded with the President's Medals, for meritorious service and distinguished service ,Shri Khan joined the police service in 1977 in AGMU cadre. Apart from Director General of Home Guards Delhi and Puducherry Police, he had shouldered various responsibilities in Delhi Police, Mizoram Police, Railway Board and DTC.The Directorate General of Home Guards Delhi organized a farewell parade on Friday 30th Sep.After taking the salute from the parade and receiving the memento, he thanked to all subordinates and Volunteers/Wardens of Home Guard and Civil Defence for their support and selfless services.

            That on the night on 29/30-09-11 a team headed by Inspr. A. K. Singh SHO/PS Ranhola raided in Baprola village for the search of main accused Ravinder Singh S/o Sh. Surender Singh wanted in FIR No. 214 Dt. 29-09-11 U/S 302 IPC in which the murder of beat constableTanveer Singh of PS Ranhola has been registered. During the search operation a raid was conducted at the house of Mordhawaj @ Manju S/o Late Sh. Balwan Singh R/o Vill- Baprola, Delhi, who is a close friend and associate of Ravinder Singh in FIR No. 240 Dt. 17-07-11 U/S 323/341/506/336/34 IPC PS Najafgarh. During the interrogation one country made pistol with two magazines and 14 live cartridges were recovered from the person of accused Mordhawaj @ Manju. The pistol was loaded with 7 live cartridges in the magazine while 7 live cartridges were in the second magazine. On this recovery case FIR No. 215 Dt. 30-09-11 PS Ranhola, West Distt. and accused Mordhawaj @ Manju has been arrested .  The source of supply of the arms and ammunition is being ascertained through sustained interrogation of the accused. The search of main murder accused Ravinder Singh is still going on.
