Text proposed by the Commission Amendment

(1) Article 176 of the Treaty on the Functioning of the European Union ('TFEU') provides that the European Regional Development Fund ('ERDF') is intended to help to redress the main regional imbalances in the Union. Under that Article and the second and third paragraphs of Article 174 of the TFEU, the ERDF is to contribute to reducing disparities between the levels of development of the various regions and to reducing the backwardness of the least favoured regions, among which particular attention is to be paid to regions which suffer from severe and permanent natural or demographic handicaps such as the northernmost regions with very low population density and island, cross-border and mountain regions.

(21) At the same time, it is important to clarify those activities which fall outside the scope of the ERDF and the Cohesion Fund, including investments to achieve the reduction of greenhouse gas emissions from activities listed in Annex I to Directive 2003/87/EC of the European Parliament and of the Council20 in order to avoid duplication of available financing, which already exists as part of that Directive. In addition, it should be explicitly set out that the overseas countries and territories listed in Annex II of the TFEU are not eligible for support from the ERDF and the Cohesion Fund.

(21) At the same time, it is important to identify synergies on the one hand and clarify those activities which fall outside the scope of the ERDF and the Cohesion Fund on the other hand; this in order to multiplication effects or avoid duplication of available financing. Justification

Evidence of the potential contribution of sport-related initiatives to the EU cohesion policy objectives has been clearly demonstrated in the Study on the Contribution of Sport to Regional Development through the Structural Funds (2016). This study revealed that “characteristics of such projects (sport related projects) that can make them particularly effective in achieving certain objectives of regional and social development” as sport has the “ability to engage with a wide range of social groups and its role within the developing Experience Economy”. In addition, the study concluded that sport projects can contribute “to a series of policy objectives, including creating employment, promoting innovation, generating urban revitalisation or engaging with excluded social groups and creating transferable employment skills” before adding that “sport has a critical role in making Europe and its regions more attractive places in which to invest and work”. Sport projects do rely on access to appropriate infrastructures in the EU’s regions: The ERDF and Cohesion funds should therefore explicitly mention the possibility to finance small-scale local sport infrastructures.
