From I-95, take exit 119 (Hwy-261/Manning). Go approximately 1.2 miles and turn
right onto Commerce Street (directly across from Sonic). Go approximately 100 yards
and see the Complex center on your right.
From the Wyboo area, enter Manning on Hwy 260. Follow to the center of town and
turn left onto Hwy 261 (W Boyce St). Go approximately .8 mile and turn left onto
Commerce St. (directly across from Sonic). Go approximately 100 yards and see the
Complex center on your right.
A Note from the Flotilla Commander Joe Livingston
mail to: [email protected] On September 8, your Flotilla participated, once again, in the US Army’s
360th Civil Affairs Brigade’s paratrooper jump into Lake Murray. The Flotilla
provided one OPFAC, plus crew, to the operation. The boat and crew helped
retrieve paratroopers from the lake and transported them to an assembly area
on Flotilla Island which was the base of operations for the event, and is also
the headquarters location of our sister Flotilla 12-3 Lake Murray. The
operation was a complete success with everything going “according to plan”.
After the drop, the 360th provided lunch for everyone who participated in the
event and a good lunch and much great fellowship was had by all.

This is the third time that I have had the privilege of being part of this exer-
cise, which has now become an annual event, and once again I was impressed by the professionalism
and dedication of not only the military services represented - The Army and Coast Guard, along with the
State and local law enforcement agencies involved - the DNR and Richland and Lexington County
Sheriff’s Departments, but especially with the commitment of the Auxiliarists who volunteer their time
and assets to help make this operation a success. It is always a pleasure to work with fellow Auxiliarists
in these multi-agency operations, to witness how important the roll of the Auxiliary is in the overall
success of the operation, and how freely and willingly Auxiliarists offer their support to these events.
This event is a great example of the readiness of the Auxiliary and once again proves that the Auxiliary
is true to its Coast Guard motto, Semper Paratus.
Now, coming back a little closer to home, I have to say that I am also even more impressed by the time
and effort that you, the members of Flotilla 12-1, contribute to the Flotilla, and to the Auxiliary in
general. Vessel exams, marine dealer visits, manning booths at boat shows and other public events,
standing radio guard, teaching boating safety classes, serving as coxswain or crew on patrols, all the
administrative work, the District, Division, and flotilla jobs that you all do, the training, etc., etc., takes a
lot of time and commitment too, and all with “no pay” other than the satisfaction of knowing that you do
make a difference. Thank you for all you do on behalf of the Flotilla.
You, Flotilla12-1, also represent well Semper Paratus.

It is that time of year when flotilla elections are coming up. It has
been a busy year for our flotilla and I want to thank the staff officers
for their diligence with enhancing our efforts to support the USCG
and our boating community.
The new Auxiliary Manual - M16790.1G, is out. Current updates
and changes are contained in most sections. Please check it out. I
will be discussing relevant sections during upcoming meetings.

Flotilla 12-1 now has its second article in Lakeside Magazine.
Our first article in Lakeside was in 2010 with comments from
our then Flotilla Commander, Perry Moses, III, about boating
safety and the flotilla.
This new article is based on the news release that was
submitted to local newspapers about the importance of free
boating exams for boating safety.
See page 13 and 14 to view the news release and the news-
paper article that appeared in The Item/The Clarendon Sun.
Lakeside is FREE and available at local businesses and
restaurants.

OTHER FLOTILLA NEWS (cont’d from page 4):
FLOTILLA TRAILER UPDATE - submitted by Ron Cunningham
As of this date, we are still collecting safety equipment for the trailer.
We have a spare tire, a jack and handle and we acquired a safety cone for placing at the
tongue when set up in public places. Larry Odom is providing a fire extinguisher. We are get-
ting wheel chocks, lug wrench, spare lug nuts, and a lower ball mount for high vehicle hitches.
The trailer stock will be adjusted and inventoried in the near future. We will adjust and stiffen
the shelves. At this time, most of the equipment acquired was donated and if anyone has some-
thing to help in our mission of outfitting this flotilla project, please contact me, Ron
Cunningham at [email protected] or 803-478-4300. I will be working on trailer after
October 5.
SURPLUS UNIFORMS:
There are some surplus Auxiliary uniforms available for those who may need part or all of a
uniform. For more information, please contact Joe Livingston FC.

ARMY PARACHUTE JUMP AT LAKE MURRAY - SEPTEMBER 8 ARTICLE BY PERRY MOSES, III

Joe Livingston, FC and coxswain; William Hayes, crew; and Bob Young, trainee were aboard
the OPFAC (operational facility) “Reel Thrill” assisting Flotilla 12-3 Lake Murray along with
OPFACs from flotillas in Georgetown, Charleston and Edisto in addition to a 25’ Coast Guard
Boat from Station Charleston in recovering the parachute jumpers from the 360th Civil Affairs
Brigade.
The jumpers began arriving at Lake Murray around 11 a.m. and jumped in groups of 16 with a
total jumpers of about 60. Each OPFAC retrieved two jumpers at a time and were assisted by an
Army swimmer aboard each OPFAC. Also assisting in maintaining a safety zone around the
jump area were units from Lexington and Richland County Sheriff’s departments along with
DNR units. All jumpers successfully were retrieved without any incident. After the jump, the
U.S. Army served lunch to all participants consisting of hamburgers, hot dogs, salad and
baked beans.
Also attending and assisting with the docking of the boats to off load the jumpers at Flotilla

ARMY PARACHUTE JUMP (Cont’d from page 6)
This is a Coast Guard 25 foot RIB that our AUXLO
(Auxiliary Liaison) from the Coast Guard, BM1 Jason
Miller, had trailered from Station Charleston, along
with providing a Coast Guard crew, to assist with the
drop.

The annual Labor Day Weekend Barge party on Potato Creek off of Wyboo Creek was held
again this year on September 4. Flotilla 12-1 assisted the DNR for the event with two of our
OPFACs, “Reel Thrill” belonging to Joe Livingston and “Miss Ally” belonging to
Perry Moses, III.
The crews on each boat were:

There was a good turnout and everyone had a good time with no problems or assistance needed.

MARSHALL’S MARINE BOAT SHOW - SEPTEMBER 16 AND 17
Marshall’s Marine in Lake City, SC had a boat show on September 16 and 17. Our flotilla was
asked to participate with an Auxiliary booth at the show as we have done in the past.
A 10’ X 10’ area booth was provided by Marshall’s Marine for us. Ron Cunningham and Bob
Young manned the booth on Friday and John Owen, Perry Moses, III and Ron Cunningham
manned the booth on Saturday.
Our flotilla trailer made its first public appearance at the show thanks to Ron Cunningham who
drove the trailer to Lake City on both days.

the many Auxiliary websites. These websites provide valuable information and they make a
good recruiting tool also. You can also have any prospective members contact me for
information.
Information Systems– Don Carty
Notification has been sent to six members who will be in REYR status at the end of this
year because all their currency maintenance requirements have not been met. I urge all to
check your records and make sure you have sent the forms for your missions.
All currency maintenance requirements must be satisfied by Dec. 31 of the current year.
Please try to submit your proper forms as close to the mission as possible. Remember it is
much easier to meet the requirements of your certification than it is to recertify.
Please feel free to contact me for any questions or concerns.

Member Training– Perry Moses III
At our September flotilla meeting, we completed the second part of the two part navigation
review with an emphasis on the 60D Street formulas. The members practiced a number of
exercises and hopefully now can complete the time, distance and speed equations. The Oc-
tober training will include a review of hyperthermia and how to prevent severe crisis as well
as how to properly treat someone suffering from cold related illness. I have an excellent
video on the effects of cold and the progression to Hypothermia.

OPerations– Perry Moses III
September was a busy month for Flotilla12-1 with two important events early in the month.
On September 4, we were asked to assist DNR in patrolling a Barge Party in Potato Creek. We
had two OPFAC’s along with eight members participating. There were no incidents and the
party goers were generally well behaved. We estimate that about 350 boats attended the party.
On September 9, we assisted the Lake Murray Flotilla 12-3 with the Army Parachute Jump. We
had one OPFAC, the Reel Thrill, and five members; three, of which, were on the Reel Thrill
and two were available to assist the boats as they returned to Flotilla Island with the parachut-
ists. There were about 60 parachutists and all were retrieved safely. Participating in the event
were OPFACs from Charleston, Edisto, Georgetown and Lake Murray flotillas along with a 25’
Coast Guard vessel from Station Charleston. Also, there were several boats from the law
enforcement agencies that have responsibility for Lake Murray.

“FREE” and “PRICELESS” - VESSEL SAFETY CHECKS was the newest News Release
submitted to our local newspapers. We were fortunate to have Bobby Baker from The Item and
The Clarendon Sun publish an article in The Clarendon Sun and in Lakeside Magazine.

REMINDER: FSO reports and any articles that any member would like to submit for the
newsletter are due the Monday after our flotilla meeting. If you need more time, please let me
know so I am aware that you will be submitting an item for the newsletter.
IMPORTANT: If a staff officer gives a verbal report at a Flotilla meeting, please email me the
information you gave. By a staff officer emailing me their report, I will be able to include that
information in the newsletter to pass on to all our members.
I want to thank everyone who contributed to the 9/11 article in our August newsletter. Sharing
our stories and thoughts helped to let our other flotilla members know more about us and what
happened in our lives that day. There were a lot of public services and remembrances held that
weekend, and personally, each individual remembered in their own way.

The season is getting short. If any of our examiners have not fulfilled your five required exams
for the year, please make an effort to do them as soon as possible. Take a few minutes and talk

Sue Carty submitted a new news release about free VSC (Vessel Safety Checks) to local
newspapers before the Labor Day Weekend, hopefully to appear by the holiday. Below is the
news release as it was written.

Sue had a response from Bobby Baker who is the Content Editor at The Clarendon Sun and the
Senior Staff Writer at The Item. He said that, because of his time frame, he would not be able
to publish the article in their paper for the Labor Day Weekend but would like to make a story
from it and have it published in the October Lakeside Magazine, which is free to the public.
This is the magazine that published an article about our flotilla, with comments from Perry
Moses, last year. Bobby said this would give the flotilla even more publicity. He asked to come,
observe and take photos of a few vessel exams to include in the article. Ron Cunningham FSO-
VE had Bobby observe Ron doing two vessel exams.
After that, Bobby wrote an article that was published in their September 13 edition of
The Item/Clarendon Sun.
