The 22 most important state legisla�ve proposals of 2011 for the Southeast San Gabriel Valley Business
Community and how local legislators voted!
This past year has been a busy year for the
Regional Chamber of Commerce—San Gabriel Valley as
the Chamber focused its advocacy efforts on the 22
most important sate legisla�ve proposals that would
have the greatest impact on the Southeast San Gabriel
Valley business community. In the lead with perfect
scores are Assemblymember Curt Hagman and Senator
Bob Huff followed by Senator Ed Hernandez with only 38
percent and finally, Assemblymember Charles Calderon
with just 29 percent.
“California has a reputa�on for having an
unfriendly business environment,” stated Szu Pei Lu
Yang, President/Chairperson of the Regional Chamber of
Commerce –San Gabriel Valley’s Board of Directors.
“The scorecard was created to highlight each legislators'
posi�on on bills that effect business in order to
recognize legislators who are truly ac�ng in the interest
of businesses in California. ” con�nued Lu Yang.
“The Chamber will con�nue to fight for the
Southeast San Gabriel Valley business community
whether we are doing so here in our region or in
Sacramento,” stated Steven Ly, Chief Execu�ve Officer
of the Regional Chamber of Commerce—San Gabriel
Valley. “The legisla�ve Scorecard is an opportunity to
grade our legislators on their business friendly votes”
con�nued Ly.
To reach the “Percentage FOR pro-jobs
legisla�on,” the Regional Chamber tallied the number of
�mes our legislators voted for the Chamber’s posi�on
on each proposal and divided that total by the total
number of proposals in which each legislator voted. A legisla�ve proposal is not figured into the vote record percentage if a
legislator, for whatever reason, did not vote or if the proposal failed before the legislator had an opportunity to vote.

We are “Moving into the Future”! The Regional Chamber of
San Gabriel Valley has grown tremendously in the past 6
months. We have completely restructured the Chamber to
be=er serve its members through the Human Resource (HR) forums and Power
Lunches.
I have had the great pleasure to work with extremely talented, focused and mo�vated
Board members and individuals. Through proper planning, the Chamber is having a
great 2012. It is my vision that by the end of my term, this Chamber will be well on its
way in becoming a strong and solid Regional Chamber – advoca�ng for businesses in
this eastern San Gabriel Region.

In fall of 2008, the United States economy
faced a cascading crash which marked the start of the
greatest economic crisis since the Great Depression.
We saw businesses hemorrhage jobs since that period with double digits in
(reported) unemployment. During that �me, Chambers of Commerce, the
leading business advocacy organiza�ons, faced their most trying �mes ever as
businesses, needing to conserve cash, wondered harder about their need to
renew their memberships.
Our chamber, a merger of two community business organiza�ons, was
s�ll based on a new concept as the economy crashed. The idea was that as ci�es
are no longer able to provide economic development assistance to their local
community chamber, then the chamber must look at becoming more regional.
This has helped us survive as our members saw benefit in marke�ng, advoca�ng
and doing business with their neighbors as much as within their own
community.
As the economy starts the recover, your chamber will be inves�ng more
resources to helping you do business. Since 2008, we have all been in a survival
mode, but now that the light is appearing, we will be doing what we do best,
represen�ng and providing tools to our members.
This coming year alone, we are looking at launching a Women’s Business
Council, a branch of the chamber that will promote women in business. We will
also be working on developing a Green Business Council, which will help keep
businesses up to date on the latest state-mandated regula�ons while also
providing opportuni�es for businesses to find savings by going green.
Most importantly, we understand that doing business in California is
becoming increasingly difficult, especially as the state is looking at adding
addi�onal costs and regula�ons in your industry. This is why we are launching a
Chamber Poli�cal Ac�on Commi=ee, or PAC, which will hold our elected officials
accountable on the votes they take.

California Wage The. Preven'on California Wage The. Preven'on Act of 2011…Are You Complying?Act of 2011…Are You Complying?

Effec�ve January 1, 2012, Assembly Bill 469, a.k.a. the Wage TheQ
Preven�on Act of 2011 subjects California employers to new no�ce and
record keeping requirements and to addi�onal penal�es for failing to comply
with the California Labor Code. The new law:
1. Increases from two years to three years the period of �me employers are
required to maintain specified records, including records of hours worked
and payroll records.
2. Requires employers to show on wage statements (i.e., check stubs) the
name and address of the en�ty that secured the services of the
employer, if the employer is a farm labor contractor.
3. Requires employers to provide each employee at the �me of hire a
wri=en no�ce containing the following informa�on:
(a) The rates of pay and basis thereof, whether paid by the hour,
shiQ, day, week, salary, piece, commission, or otherwise, including
any rates for over�me;
(b) Allowances, if any, claimed as part of the minimum wage,
including meal or lodging allowances;
(c) The regular payday designated by the employer;
(d) The name of the employer, including any 'doing business as'
names used by the employer;
(e) The physical address of the employer's main office or principal
place of business, and a mailing address, if different;
(f) The telephone number of the employer;
(g) The name, address, and telephone number of the employer's
workers' compensa�on insurance carrier; and
(h) Any other informa�on the Labor Commissioner deems material
and necessary.
Further, except for informa�on shown on "a �mely wage statement
furnished in accordance with Sec�on 226," employers must also no�fy
employees in wri�ng within seven (7) calendar days of any changes to the
informa�on required to be contained in the no�ce.

Spring Quarterly Mixer
The Chamber co hosted its Spring Quarterly Mixer with the Asian Business Associa�on at
(L to R) Regional Chamber Board President/Chairperson Szu Pei Lu Yang and Sandy Lee with the Asian Business Associa�on.
Notably, this new law does not apply to persons employed by any
state or local government or to any employee covered by a valid collec�ve
bargaining agreement, if the agreement expressly provides for the wages,
hours of work, and working condi�ons of the employee, and if the
agreement provides premium wage rates for all over�me hours worked and
a regular hourly rate of apply for those employees of not less than 30
percent more than the state minimum wage.
A template of the required no�ce provided by the Division of Labor
Standards Enforcement (“DLSE”) is available for download at
www.dir.ca.gov/dlse
Employers will find that no�ce prepared by the DLSE (the “No�ce”)
somewhat complicated and containing more informa�on then required by
Assembly Bill 469. At this �me, however, the DLSE is taking the posi�on
that the addi�onal informa�on is deemed material and necessary. The
complica�ons associated with u�lizing the No�ce are currently being
addressed with the DLSE by various employer groups in California in an
effort that the addi�onal informa�on be removed from the No�ce or
clarified through the DLSE’s FAQs. While some modifica�ons can be made
to the No�ce to make it more applicable to specific employers, employers
would be well suited to u�lize the No�ce at this �me, as this is the form the
DLSE will seek when conduc�ng compliance audits on California employers.

At its March 2012 Board of Directors mee�ng, the
chamber authorized the crea�on of a Poli�cal Ac�on Commi=ee
(PAC) in an effort to help keep legislators accountable on their
business-friendly prac�ces. The chamber already has a robust
government affairs program through its Government Affairs
Council, a body that analyzes and takes official posi�ons on
legisla�on that affect the chamber’s business members.
However, the Board recognized the need to take the chamber
to the next level of advocacy through the forma�on of a PAC.
The Chamber formed its Government Affairs Council
five years ago to represent the voice of business in the
southeast San Gabriel Valley area. Since then, the Chamber’s
goal has been to build a robust voice for the business
community through hiring a consultant, publishing a vo�ng
record guide, and formalizing an issue review process.
The natural evolu�onary step for Chambers hoping to
build a robust government affairs program is the endorsement
of candidates. Most other chambers that have formed a strong
GAC move towards forming a PAC to begin influencing
candidates and their posi�on on business development. Similar
chambers include the Los Angeles Area Chamber of Commerce,
Seal Beach Chamber of Commerce, Pasadena Chamber
Commerce, Long Beach Area Chamber of Commerce,
Montebello Chamber of Commerce and many others.
The PAC, governed by the Board of Directors, will not
use any chamber members’ funds and will keep separate
accounts and fundraising prac�ces and will be administered by
the chamber staff. The PAC will focus its endorsements to
county, state and federal candidates through an approved
endorsement process with the Board having final approval of
recommended candidates.
