9.1. General Statement of Purpose of the Contract The Asia Regional Training Center (ARTC) Participant Training Specialist manages the full range of in-service training activities for USAID/RDMA employees, regional participants from other USAID Missions, and other U.S. Government (USG) agencies, which include needs assessment, strategic planning, organizing, coordinating, and implementing activities, career development, and other training opportunities. The incumbent serves as a key resource to all USAID Regional staff on training-related matters. S/he is responsible for the full life cycle of training and development delivery, exploring training gaps and identifying courses most in demand, ensuring tailor-made courses are properly designed, and determining appropriate delivery method. S/he also ensures courses are advertised, filled, evaluated, and redesigned to meet new and ongoing needs, in addition to programming courses in the training calendar to maximize participation and funds utilization. The incumbent participates with considerable weight on design teams for USAID-developed courses, as well as designing and delivering new courses to fill professional development needs of the Agency.

9.2. Statement of Duties to be Performed
A. Needs Assessment, Strategic Planning, Relationship Management: 35% • Explores training gaps and leads Training Needs Assessments to determine learning
and development priorities for USAID Missions’ staff in the Region. Uses surveys and focus groups as well as soliciting Missions in the region to determine training needs. Develops and/or procures courses to fill gaps.
• Solicits feedback from senior USAID managers, supervisors, and employees, primarily from the Region, but also worldwide, to focus training on the knowledge and skills to achieve USAID strategic goals and objectives.
• Develops uniform training plans for ARTC. Includes multiple sources and perspectives in strategic vision such as staff retention, mentoring programs, shadowing, and programs that increase employee engagement.
• Develops coherent, creative, and cost-effective Regional Training Plans, identifies resources in the Region, assists Executive Officers and Missions in standardizing their training plans, and identifies training priorities.
• Works with Human Capital and Talent Management’s Center for Professional Development (HCTM/CPD) and regional training centers to harmonize global training schedules. Maintains collaborative and constructive relationships with HCTM/CPD.
• Builds and maintains effective working relationship with training and development key players such as HCTM/CPD, Bureaus, Missions in the Region, and vendors. Assures training and development partners have information about USAID, ARTC, students, and course goals and objectives.
• Contributes to ARTC’s vision and strategy. Bases programming on historical analysis of ARTC service reports and on demand by clients. Leads ARTC’s planning and activities for staff professional development in the region. Ensures training events are executed in accordance with overarching USAID goals and objectives.
• Leads Client Outreach team to identify, prioritize, and provide guidance to USAID employees on course curricula, as it relates to career and professional development.
B. Curriculum Development and Management: 35% • Leads Curriculum Development team in the design, implementation, delivery, and
quality control of ARTC’s tailor-made courses. • Partners with Missions to build design, facilitation and coaching capabilities across
the Region. • Identifies and builds a broader community of “Subject Matter Experts (SMEs)” to
deliver course content and support continuous learning. • Consults with Executive Officers and Human Resources staff within the Region to
understand individual, team, and mission development needs and propose solutions.
• Develops new curricula in coordination with Washington’s Center for Professional Development, and with subject matter experts.

• Leads standardization and formalization of new courses to assure proper learning outcomes, course descriptions, and integration with USAID University and the Center for Professional Development.
• Facilitates sessions, events, workshops, and/or courses as needed. Ensures Curriculum Development staff members are well-trained for training facilitation and delivery.
• Maintains “template” curricula in a variety of areas, such as communications, writing, team-building, and related professional development courses, as well as Training-of-Trainers courses, and is responsible for maintaining the ARTC database of USAID/RDMA trainers and locally developed course leaders.
C. Supervision, team effectiveness and development: 20% • Provides oversight and supervision for Curriculum Development and Delivery
team and Client Outreach team. Assigns work and reviews/evaluates the work of the team; provides on-the-job training and technical guidance; and ensures office coverage.
• Manages and develops the teams for ARTC’s learning and development delivery and overall USAID systems and processes.
• Creates and reports metrics that assess learning objectives and client outreach effectiveness.
• Optimizes usage of data collection, USAID university, and other platforms/tools.
D. Procurement and Administration: 10% • Contributes to preparation of the annual ARTC budget estimation, including cost
of salaries and benefits, activities related to training programs, office administrative expenses, travel and transportation, training materials procurement, Information and Technology (IT) and Audiovisual (A/V) equipment and services, printing, and other equipment.
• Actively participates in the selection of training providers, training materials, and proposed instructors; identifies sources through professional journals, training provider course catalogues and websites; prepares and/or evaluates scopes of work for submitted courses; interviews potential instructors, reviews course contents and manuals; and assists in course design.
• Assures smooth implementation of courses. Provides input to the Contractor Performance Assessment Reporting System (CPARS), when appropriate.
• Leads procurement requests for private sector or commercial training resources, as appropriate.
• Develops scopes of work for services required such as commercial training delivery.
• Reviews purchase requests for accuracy, receipts for services and units received, and invoices prior to submission to Executive Office (EXO)/Procurement and Office of Financial Management (OFM) for payment action. Monitors budget status throughout the fiscal year, and submits periodic reports to EXO, as required.
• Represents ARTC, EXO, and USAID on committees and working groups where a training/development point-of-view is needed.

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.
9.3. Supervisory Relationship This position will be under supervision of the ARTC Manager or his/her designee.
9.4. Supervisory Controls The incumbent provides full technical and administrative supervision to two
Participant Training Assistants (Development and Delivery) and two Participant Training Assistants (Client Outreach).
10. AREA OF CONSIDERATION:This position is open to Cooperating Country National (CCN). Thai citizen or othercountry citizen lawfully admitted for permanent Thai residence is eligible to apply.Please note that USAID is not able to sponsor candidates for a Thai residency permit.

3. Skills and Abilities (30 points): • Must be skilled in creating and facilitating blended learning programs with visually
appealing presentations detailed facilitator guides for interactive sessions, participant materials, knowledge checks, and curated content.
• Must be confident in blue-printing, storyboarding and prototyping to move quickly and obtaining stakeholder feedback and early buy-in as well as adapting to meet evolving organizational needs.
• Must be able to maintains excellent knowledge of how people learn, stays current with trends and innovative approaches to adult learning.
• Must have good data analytic skills, project management skills and ability to prioritize work. Must be able to handle multiple projects simultaneously with a high level of accuracy, attention to detail and organization.
• Must be flexible, customer-oriented, and able to work under pressure. Must have excellent interpersonal skills and ability to lead a team.
• Must have good working skills with Google applications and Microsoft Office software, such as MS Word, Excel, PowerPoint, and ability to quickly learn and use other Agency-standard computer programs.
• Must be willing and able to occasional travel throughout the region to support ARTC program.
4. Language: Level IV – Fluent in speaking/reading/writing in Thai and English with a valid TOEIC score of 855 is required.
SELECTION PROCESS: To be considered for candidacy, applicants must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. VII. TAXES The U.S. Mission does not make deductions for income tax to local governments. The U.S. Mission expects its employees to fulfill their fiscal obligations required under their country’s laws, including paying income taxes. Paying these taxes is a matter strictly between the employees and the Thai government. Employees holding American citizenship or Permanent Resident Alien (Green Card holder) status must report to HR at first hire or when there is a change in nationality status. A copy of the Social Security or resident alien card must be submitted to HR together with completed W-4 Form to initiate U.S. Federal tax/FICA withholding.

9.1. General Statement of Purpose of the Contract The Project Management Specialist (Client Experience), located within the Client Experience Team (CET), supports the service provision mandate at USAID/RDMA. USAID/RDMA’s customers include all USAID operating units within Asia, and USAID/RDMA seeks to ensure each operating unit has the requisite short-term staff (based on experience and expertise) to fulfill USAID’s broader development objectives in the region. The incumbent must be a dynamic, people-oriented individual that is able to build trust-based relationships with staff across the mission. S/he should model behaviors demonstrating high emotional intelligence. The incumbent plays a critical customer service role for the Mission and facilitates service provision with a focus on maximizing the client’s experience. S/he will engage regularly with key staff across the region and coordinate RDMA service provision across Central Asia, South Asia, and Southeast Asia. The incumbent must be extremely well organized with expertise in data management and process improvement.

9.2. Statement of Duties to be Performed
A. Results and Data/Process Management: 50% Collects and organizes data from customer feedback; implements
recommendations from CET. Tracks data, indicators and decision points; shares as appropriate with key staff
to guide decision-making. Develops semi-annual reports for clients and USAID/RDMA to communicate
achievements and recommendations. Finalizes reports in consultation with RDMA office leadership.
Develops internal quantitative reports highlighting RDMA service provision to client missions and tracks numerous databases to ensure accurate information is collected.
Follows up with clients and RDMA service providers to check on quality and implementation milestones by tracking data and timeliness of submissions.
Ensures timely and client-oriented responses to client Mission requests by managing and inputting information in the service request database.
Captures qualitative and quantitative data such as prepare and disseminate surveys regarding RDMA service provision and reviews data quality to improve reporting.
Manages and maintains the RDMA Service Request Platform system, a complex data system compiling information from various source documents, allowing for quantitative data collection of services provided to client missions.
Identifies opportunities to reduce costs, presents findings to the CET Lead, and implements agreed-upon cost reduction measures.
B. Client Experience Management: 25%
Implements Client Experience vision with guidance from CET Lead. Identifies challenges with RDMA service provision, data management, and
outreach. Makes suggestions, when appropriate, on process improvement. Supports the training of USAID/RDMA staff in customer service principles. Reviews service requests to ensure clarity. Flags those that lack clarity for
Client Experience Team Lead to review and discusses unclear requests with client Missions to ensure a smooth decision-making process within RDMA.
Serves as Assistance/Contracting Officer Representative (A/COR), responsible for management of assistance/acquisition activities, including financial management, progress monitoring, communications, grant revisions and other issues as they arise.
C. Relationship Management and Outreach: 25%
Manages logistics of CET Lead and CET staff to ensure regular communication between CET and key constituents.

Communicates with RDMA service providers during field work to ensure high quality service provision.

9.1. General Statement of Purpose of the Contract
The Asia Regional Training Center (ARTC) Training Program Assistant (Curriculum
Development and Delivery Assistant) is part of a dynamic learning and development
team at USAID/RDMA. The incumbent serves as a key team member in establishing
new curricula and developing curricula for USAID missions in the Asia region. S/he
liaises directly with subject matter experts in the region to develop courses from
provided content. S/he coordinates with Human Capital and Talent Management’s
Center for Professional Development (HCTM/CBD) for course approvals and
reviews. S/he also actively participates in the management of the training programs
of ARTC. Functions performed include serving as a trainer/co-trainer,
developing/revising training materials and performing a variety of program
management activities. S/he will also deliver training courses both at ARTC and other
missions in Asia depending on demand. This includes participating on design teams
for USAID-developed courses as well as designing and delivering his/her own
workshops to fill previously identified training gaps. In addition, s/he will work
closely with ARTC Client Outreach and Forecasting team to find gaps in training for

9.2. Statement of Duties to be Performed
A. Curriculum Development: 50%
• Works to standardize course structures to assure successful and appropriate content
delivery. Responsibilities include revising, updating existing courses and working
to create new courses for the region with HCTM/CPD direction – for the entire
Agency. Course designing must consider the following factors; required length of
time for the course, adult learning methodologies, relationships with other offerings
in USAID, learning outcomes, means of measuring learning and behavior change,
and the ways in which the course can be standardized to assure consistent quality
and replicability among different instructors.
• Analyzes training needs and requirements. Develops or assists in developing new
courses. In consultation with Participant Training Specialist, determines course
goals and delivery methods, develops lesson plans, course materials, and creative
training method. S/he creates presentation materials with subject matter experts
using PowerPoint and similar presentation software for use in courses.
• Reviews, updates and revises ARTC’s current training materials to ensure they
include the most updated information. Reviews and utilizes input from training
participants to improve the course materials and training method.
• Assists trainers with advice and feedback on instructional methods for adult
learners. S/he monitors instruction to assure fealty and standardization of content
delivery, and measure learning outcomes. Also conducts field surveys to measure
behavior changes resulting from course participation.
B. Training Delivery: 30%
• Prepares and coordinates training sessions of various subjects, particularly in the
area of soft skills and interpersonal skills training.
• Teaches and co-teaches sessions, segments and/or entire courses using various
effective training methods, i.e., individual work assignments, group discussions,
role plays, participant teaching and various audio-visual equipment.
• Identifies and champions the use of regional mission experts to serve as associates
in course delivery. Conducts Train-the-Trainer sessions for regional mission
experts.
• Occasional travel is expected.
C. Coordination/Interface: 20%
• Works closely with the ARTC Client Outreach team to find gaps in training for the
region. Solicits feedback from students and instructors on new and/or revised
courses, to measure learning and glean meaningful insights to modify course
structures and delivery methods that improve learning outcomes.

• Works closely with the Logistic Support Team to organize the annual training
calendar with appropriate setting for each course in terms of the course duration
and the course interval when the same course is held more than once a year. S/he is
expected to prepare flexible plans to rearrange the course schedule in case of some
emergent issues which trigger the course cancellation or postponement.
• Supports the Participant Training Specialist to ensure the practicality and necessity
